Fort Bend County is best at promoting economic growth, administrating constructive change and applying a high quality of living through its county

government, cities and four chambers. July simply brings us more to discover.

Our cover article introduces our readers to local orthodontist Kim Forrest and his friendly staff. As you read about him being professionally involved in the community for more than 30 years, his story will unfold and complete a full circle of what success can be for a highly-educated, nationally-recognized and conscientious professional. His concepts are brilliant. Regardless of what direction you live, Forrest Orthodontics is only minutes from your home, school or office.

Congrats to Sugar Land City Councilman Don Smithers for completing his years of service to HGAC. Don received an appropriate acknowledgement at the last HGAC meeting. Retiring Missouri City Economic Director Bob Graf received applause and a plaque at the last GFBEDC meeting.

With more than 10,000 tickets distributed, Sugar Land’s Star Spangled Spectacular at Constellation Field on July 4 has been declared sold out. If you have a free ticket and cannot attend, you are encouraged to return it to Imperial Park Recreation Center so that someone on the “waiting list” can be seated.

July is National Ice Cream Month. Celebrate with friends and family by enjoying one of your favorite flavors. Every day is a good day for ice cream and Fort Bend County has the privilege of having its own ice cream corporation - Southern Ice Cream in Stafford. To learn more, read page seven.

Speaking of great tastes, Tucanos Brazilian Grill has opened its doors in Sugar Land to give us all the best of Rio de Janeiro in Texas. Located in First Colony Mall, it’s a new family destination for travelers and area residents.

I recently returned from the West Coast where the sun is definitely for sale. Solar farms are continuing to crop up as developers are hoping to capitalize on renewable energy. To date, California leads all states with 147,366 solar projects. Irrigation projects powered by solar along I-10 for growing walnuts are fairing well in Arizona, and West Texas is dotted with more wind turbines and solar panels than ever. They’re all part of a hot, growing economy that supports us.

The month of July will pass fast so enjoy it. Shop local and remember to read the latest news that we deliver to your desk. Then send us yours.

Keep the cash register ringing.

Missouri City mom delivers ‘miracle baby’ at Methodist Sugar Land Hospital

Erica and Nathan Nigrelli with “miracle baby” Elayna.

Physicians at Methodist Sugar Land Hospital (MSLH) call little Elayna Nigrelli a “miracle baby,” and with good reason.

Elayna was born via post-mortem Cesarean section following a medical emergency that caused her pregnant mother Erica’s heart to stop beating for more than 20 minutes. But thanks to the intervention of coworkers, emergency medical personnel and the staff at Methodist Sugar Land Hospital, Elayna and Erica are alive and doing well.

“This is a situation that most doctors would maybe only see once in a career, if that,” says Dr. Brian Heaps, the Sugar Land obstetrician who delivered Elayna. “Generally speaking, the prognosis for mom and baby following a cardiac incident isn’t very good. This really is a miracle.”

One morning, Erica – a teacher at Elkins High School in Missouri City – began feeling ill at work. She was 36 weeks pregnant and assumed that her symptoms were typical.

But in an instant, Erica collapsed in front of a coworker. Her husband Nathan, who also teaches at the school, was in a nearby classroom and heard the commotion. He arrived to find his wife on the floor, not breathing and with no pulse. He quickly called 911, and the school’s two nurses and a coach trained in first aid jumped in to help. The coach began cardio-pulmonary resuscitation while the nurses administered an automatic external defibrillator, or AED, until the ambulance arrived.

At Methodist Sugar Land Hospital, Emergency Department physician Dr. Shawn Baichoo heard a quick mention on the scanner radio about “CPR” and “eight months.” The report said the patient was headed to MSLH.

“ I didn’t know if the emergency medical technician was referring to an eight-month-old baby or a woman who was eight months pregnant,” Dr. Baichoo says. “But I knew

Quick response from coworkers and staff at MSLH saves baby and mom following medical emergency

either way it was a very serious situation.”Dr. Baichoo and his staff prepared

for Erica’s arrival, which was imminent. “Within minutes we had a full team, with obstetrics, neonatology, radiology and anesthesia all represented.”

Dr. Heaps was in his office next door when he received the call from the Emergency Department that his services were needed.

EMS personnel wheeled Erica into the hospital, and Drs. Heaps and Baichoo learned that she had been unconscious – without a pulse and without breathing on her own – for approximately 25 minutes.

The window of opportunity for a successful medical intervention in a post-mortem C-section is typically seconds to minutes. Dr. Baichoo and the Emergency Department staff continued to resuscitate the mother as Dr. Heaps and fellow obstetrician Dr. Patricia Mitchell, performed a C-section right there in the examining room.

“It only took about 20 seconds to deliver the baby,” said Dr. Heaps.

Once Elayna was born, Dr. Baichoo and Dr. Bracken Kolle – an anesthesiologist – continued their efforts to revive Erica. In addition to continuing chest compressions, Erica was administered epinephrine, a drug which helps regulate heart rate, along with other medications. Dr. Kolle also replaced a temporary airway installed by the EMS crew with an endotracheal tube to allow Erica to be attached to a ventilator.

Within a few minutes, Erica’s heart began pumping again. “It was God’s plan,” says Dr. Baichoo.

Once she was resuscitated, Erica’s breathing and blood flow began to improve rapidly, in part because the baby was no longer in utero and requiring oxygen.

“Despite the seriousness of her condition, she was in the Emergency Department for less than an hour,” says Dr. Baichoo. “It was an amazing turn of events.”

Cardiologist Dr. Yassir Sonbol later determined that Erica’s emergency was caused by an undetected heart condition called hypertrophic cardiomyopathy. This thickening of the heart muscle often leads to abnormal heart rhythms and is a frequent cause of death for young athletes – which is why Elkins High School had the AED on campus and staff trained in its use.

“The most important part of this story is that the baby and mother were kept alive by the actions of those nurses and staff at the high school and the emergency responders,” says Dr. Heaps. “They are the heroes. But the presence of so many trained personnel here at Methodist Sugar Land Hospital – people with the knowledge and experience to deal with these types of unusual situations – made a difference.”

To help Erica’s heart condition, electrophysiologist Dr. Jasvinder Sidhu installed a pacemaker defibrillator to protect against further episodes of sudden death in her chest, and today she and baby Elayna are doing fine.

Upcoming I- 69 Segments

Paths early Texas settlers trod are becoming the transnational Interstate 69 (I-69), which will link Canada with Mexico and

Latin America through Texas, and bring even more opportunity to the region that leads the U.S. in job growth.

“Fort Bend County means business when it comes to enhancing transportation options,” said Jeff Wiley, president and CEO of the Greater Fort Bend Economic Development Council (EDC). “As we continue to grow, mobility initiatives such as I-69 will remain a top priority. Fort Bend County and regional leaders will continue to work with state and federal authorities on ways to keep our County moving ahead of the curve.”

I-69, the first interstate of the 21st Century and a prime NAFTA corridor, generally follows the route of current U.S. Highway 59: it will enter Fort Bend County from the southwest near Kendleton and continue northeasterly until I-69 crosses into Harris County. Texas-branded I-69 shields already mark some sections of the new interstate in Fort Bend County, where the standards for interstate designation have been met, and more roadside shields are to come.

Construction for two segments of the new I-69 in Fort Bend County will go to bid: Spur 10 to FM 762 will be bid out and started in Q4 of this year; FM 762 to SH 99 will be awarded in Q1 of 2014. The segment of I-69 stretching from FM 762 to SH 99 (the Grand Parkway) will be eight lanes plus dedicated feeder roads, and FM 762 to Spur 10 will have six main lanes plus feeders.

“Our County prioritizes mobility projects, and it shows,” said Commissioner James Patterson, Fort Bend County, Precinct 4. “The Texas Department of Transportation (TXDoT) has done great work expanding US 59 west of the Grand Parkway, with the result that this important stretch of highway was practically ‘interstate-ready.’ In addition to TXDoT, The Alliance for I-69

Texas, a coalition of cities, counties, port authorities and community leaders, and its member Mayors and County leaders, has been crucial to Fort Bend County being able to spur growth with I-69.”

In addition to the interstate access provided by I-69, Fort Bend’s regional connectivity is undergoing a similar transformation. Construction will be complete on the Segment D lanes of the Grand Parkway by the beginning of next year, allowing direct access from U.S. Highway 59 northbound to Interstate 10 (I-10). At its completion, the Grand Parkway will serve as Houston’s next “outer loop,” offering an enhanced transportation route for Fort Bend County’s growing communities, and making Houston the only metropolitan area in the nation to have three continuous loops.

“County leaders have demonstrated

stellar leadership assisting the development of the Grand Parkway,” said Patterson. “Once construction is complete, you’ll be able to drive from US 59/I-69 in Fort Bend to US 59/I-69 in Montgomery County by 2015, without entering the inner-loop of Houston. For Fort Bend residents and businesses, that quick connection straight to airports and other regional communities and business centers is key.”

In addition to transportation innovation, Fort Bend County businesses are producing employment growth that is rated in the top ten nationally[1], and the County is home to seven of the top twenty-four master planned communities in the nation[2].

COVER STORY

Dr. Kim Forrest of Forrest Orthodontics...30 Years And Counting

W hat distinguishes orthodontic offices across Fort Bend, setting them apart?

Dr. Kim Forrest has captured the necessary ingredients, perfecting the formula for an award-winning, successful practice.

Dr. Forrest grew up in Florida. Even as a small boy, he knew what he wanted to be as an adult—an orthodontist. Kids usually change their minds as they mature and often change their degrees during their college years, but that wasn’t the case with Dr. Forrest. His childhood dream became a reality and a topic of discussion at a school reunion many years later.

Dr. Forrest moved to Texas to attend undergraduate school at the University of Texas at Austin. He then went on to graduate in 1983 from the top dental school in the United States—the UT Health Science Center at San Antonio. After a very successful 13 years practicing general and cosmetic dentistry in Lake Jackson, Dr. Forrest then entered the University of Texas-Houston Health Science Center Dental Branch in the Orthodontic Program. He became Chief Resident for two years and received his Specialist certification and his Masters in Orthodontics and Dentofacial Orthopedics in 1999. That same year, Dr. Forrest moved to Katy, partnering

with Dr. Sam Winkelmann, a well-known orthodontist in both Katy and the Houston area. He never returned to Florida, his home state, to practice. “Texas is home and UT has been a very important part of my life,” Dr. Forrest explained. His staff and patients get to enjoy his office filled with various UT memorabilia.

When asked his “secret” for success, Dr. Forrest is very direct. “I tell the students I mentor, as well as my staff, that my philosophy is a simple one: Treat your patients as you would treat one of your

own family, do good work, and the rest will take care of itself! People try to complicate it, but it’s really that simple.” Dr. Forrest continued, “Let’s face it, the patients who come to us spend a lot of money and time here. They deserve the ‘coolest stuff,’ state-of-the-art technology, the best care, the best staff and the best facility and environment possible. That is what we strive to give them at Forrest Orthodontics.”

Technology has changed and continues to advance in the field of orthodontics. The materials have changed from the

One of the three reception areas at Forrest Orthodontics.

Dr. Forrest with his three daughters–Austin, Skyler, and Summer; and grandson Ethann.

wires and the braces themselves to the adhesives used to bond the braces to the teeth. High-resolution digital photography has replaced Polaroid photographs, and conventional X-ray machines have been replaced with ultra-low dosage digital X-rays that don’t require film or developing. Dr. Forrest’s office uses the top-of-the-line Picasso 3D digital imaging and CT scan machine. Dr. Forrest also uses OrthoPlex to create digital models to show and study cases. One of the most exciting changes is the replacement of those ugly, bulky metal bands that go around each tooth to the low-profile miniature brackets. “The stigma and lack of confidence while wearing braces have changed mainly because of the advancement of technology in our field,” states Dr. Forrest.

Dr. Forrest recounts some of the toughest cases over his 30-year career. “It is a life-changing experience for some of my patients when I work in conjunction with an oral surgeon to realign and rebuild a patient’s face. It’s so rewarding to see the final results and how we’ve improved

their confidence and literally improved the quality of their life. We have given them back their power. Orthodontics is like the plastic surgery of dentistry. People need to feel good about themselves. No matter what the economy is doing, people will find a way to improve their self-esteem or, at least, the self-esteem of their children; and orthodontics does just that! I want to make the experiences a pleasant and memorable one for each and every patient,” Dr. Forrest explained.

“It is exciting to educate my patients on the advancement that GAC International has offered to our field with the introduction of the first clear ceramic self-ligating, low-friction bracket. With less friction, the teeth can move more rapidly and less painfully, meaning that treatment progresses faster and more comfortably. Now we are able to offer our patients the perfect solution—both a low-friction and highly cosmetic bracket! Not only do we offer the most cosmetic bracket on the market, but we also offer our patients ‘Invisalign,’ a clear aligner tray system,

as an alternative to wearing braces for orthodontic treatment,” states Dr. Forrest.

Dr. Forrest has received multiple awards for his research in orthodontics. He has also had articles published on orthodontic materials as well as on combined orthodontic and oral surgery procedures. Dr. Forrest has been named “Top Doc” in the field of orthodontics from 2005 thru 2012 in various magazines, such as “Texas Monthly” and “H Texas,” and was recognized this year in the “Houstonia” magazine. In 2012, GAC International (a subsidiary of DENTSPLY GAC and maker and supplier of orthodontic braces worldwide) awarded Dr. Forrest and Forrest Orthodontics as its “Top Account,” not only for the State of Texas, but also for the entire central region of the United States.

“There are a lot of people that I have been fortunate to be surrounded with these last 30 years. My mother, Dr. Elaine Forrest (also a resident of Katy), is my role

model; and Pam Hinsey, my little sister, has always been there for me,” Dr. Forrest smiled.

Dr. Forrest’s three children are truly the center of his life. His eldest daughter, Austin, now 25, not only enjoys working in her father’s lab, but also thoroughly enjoys surprising the patients using her creativity in designing retainers. Skyler, now 13, is a nationally-recognized competitive cheerleader, hoping to become a Texas Longhorn cheerleader and own her own gym someday. Summer, now 5, well, she’s still deciding if she wants to be an actress, an orthodontist like her dad, or both. Then there’s Ethann, Dr. Forrest’s grandson. Right now he’s very busy being a rambunctious six-year-old “wild man.”

“I couldn’t have done all this without my mentor, my friend and my business partner, Dr. Sam Winkelmann. He has taught me so much and I am grateful for his trust in me,” Dr. Forrest emphatically states.

“I have been blessed with dear friends and neighbors, wonderful and amazing patients and parents, and a group of colleagues who have been so supportive and loyal. I would not be where I am today without all of them,” Dr. Forrest said earnestly.

“I have assembled an excellent staff. I am constantly receiving compliments on them from other doctors as well as from my patients and their parents. As a doctor, you can put on braces all day long, but if you don’t have a great staff as a support system, it doesn’t matter. You’ve got to have the whole package to build a successful practice. We’re a great team!” states Dr. Forrest.

The “coolest” part of Forrest Orthodontics is the one-of-a-kind office. It’s truly the “Wow!” factor experience. After Forrest Orthodontics had outgrown its original space on Mason Road, a rigorous year of planning and designing led to the opening of its current office in the Cinco Village Center office complex. Dr. Forrest was one of the first to scoop up the premier second floor corner office, overlooking the lake. Full-length windows capture the peaceful, breathtaking view. No matter what treatment chair a patient is seated in, they can enjoy the sparkling lake with its swimming ducks, rock waterfall and fountain. Whether one

enjoys the faux finished eclectic dome ceiling in the reception area, overstuffed comfy seating, chilled bottle water, soothing aquariums, twice-a-day freshly baked sugar cookies, Starbucks-like coffee bar, free Wi-Fi for parents, games for kids and grown-ups alike, and, of course, the famous 12-seat movie theater with a 10-foot screen and surround sound— there is something for everyone! “I wanted to create an office that I wish I had the opportunity to go to when I was a kid,” Dr. Forrest explained as to how he had arrived at such an inspirational concept. “I wanted kids to want to come to their appointments instead of having to be ‘dragged’ here. Kids bring their siblings and friends with them so that they can also enjoy the movie…then they don’t want to leave! I want this to be a rewarding experience for my patients from start to finish, and I think we’ve achieved that. We’ve tried our very best,” Dr. Forrest said proudly.

Patients most definitely want to arrive early so that they can enter monthly drawings that could include: a mini family vacation, a back-to-school shopping spree, a dinner out, or a “Movie Night”—where the winner and 11 guests get to enjoy pizza and a private showing in the movie theater, while mom and her friends relax in the living area and visit. “Everyone is having fun and I’ve left a fond memory for my patient, their family and their closest friends; and that makes me feel good, too!”

Dr. Forrest smiled.Giving back will always be a part of life

that Dr. Forrest is grateful that he is able to do. He appreciates being able to step up for the schools and the community when asked to help. “I’ve been very blessed in my 30-year career. Choosing to give back is completing the full circle of success. There is no better community than Katy and I hope to be here creating lasting smiles and memories for another 30 years!”

You don’t want to miss the one-of-a-kind movie theater at Forrest Orthodontics!

The IRS goes fishing for unreported and under-reported Income

In a recently released study, the IRS esti-mated that under-reporting across taxpayer categories accounted for an estimated $376 billion of the gross tax gap. Not surprisingly, the IRS found that compliance is highest where there is third-party information reporting (1099 forms used to report tax-able income earned that is not considered salary and wages) and/or withholding (W-2 forms).

In the case of W-2 forms, the IRS found that a net of only 1% of wage and salary income was misreported; however, amounts subject to little or no information report-ing had a 56 percent net misreporting rate in 2006, the most recent year available for the study.

In an effort to close part of that $376 billion tax gap, the IRS has changed some reporting requirements for 1099s for tax year 2012. Here are some of those key changes:

1099-MISC. The IRS will capture cred-it card collections income on a new form in addition to Form 1099-Misc income. Also, starting in 2012, compensation of $600 or more paid in a calendar year to an H-2A visa agricultural worker who did not give you a valid taxpayer identification number must be reported on 1099-MISC. Businesses will withhold federal income tax under the backup withholding rules. However, if a worker does furnish a valid taxpayer identification number, then they will get a Form W-2. The backup with-

holding is the key feature. 1099-B. New boxes have been added

to Form 1099-B for reporting the stock or other symbol (box 1d), quantity sold (box 1e), whether basis is being reported to the IRS (box 6b), and state income tax withheld (boxes 13-15). Other boxes on the form have been moved or renumbered. In addition, brokers must report on Form 1099-B sales of covered securities by an S corporation if the S corporation acquired the covered securities after 2011..

With video, you can learn how everything works...maybe not the first time, but because it’s video, that replay availability will do wonders.Stand out above the crowd with high impact and show your audience how your products and/or services are the best. To compete with others, what you’re selling needs to stand out above the rest and be able to catch the eye of potential customers.

Try communicating your products or ser-vices with an energetic presentation that may be viewed multiple times. How about helping customers with installations?

As intelligent as so many people are, many prefer the show me approach at finding out how to operate things or put them together for that matter. Think of the many times you’ve purchased an item and have to read through a boring manual to find out how to assemble it?

If you’re a business with a service or product

that may best be sold because of the simplicity in using it, then Star Digital Studios recom-mends that you go for video. Make it a part of your sales package, not an option, but a part of it, much as you would a manual. Here’s a tip. Place those how-to videos on You Tube making the instructions accessible even when a DVD that came with a product cannot be found...or better yet, consider just simply posting your instructions on video, direct your customers to your website and place a link that will take them to the video.

In the end, the video will say more than just words. Best of

Real estate lending has long been a staple of NewFirst National Bank. With the current economic success in Fort Bend

County, NewFirst looks to expand their footprint in both commercial and residential real estate lending.

Commercial Real Estate

Investment Property “An area of major focus for NewFirst going forward will be income producing investment properties,” comments Chip Voss, VP. “While many community banks are reluctant to finance non owner-occupied properties, we welcome the opportunity to lend on stabilized, cash-flowing assets.” NewFirst believes there is a

niche market with loans between $500,000 and $3,000,000 that are often overlooked by the larger banks. According to Voss, “We know there are great deals in our target size range, and we are interested in all the major food groups: office, industrial, retail, multi-family, even self storage.”

Construction and Development

While investment properties may be a focus, NewFirst is still committed to construction and development lending. Market President, Tom Shirley states, “For the right project and right sponsorship, NewFirst is eager to provide construction and land development funding.” NewFirst recently financed the commercial land development of Museum Square at Telfair, a mixed-use

development located at the northwest corner of University Drive and New Territory Drive in the heart of Telfair.

Owner-Occupied Owner-occupied projects have not been forgotten. NewFirst is proud to be the financing partner for Anson Aviation’s construction of their new hangar and office facility located at Sugar Land Regional Airport. Through the use of both conventional lending and the Small Business Administration 504 program, NewFirst can offer multiple structures to finance a wide variety of owner-occupied projects.

Please contact Chip Voss (832-344-2077, [email protected]) to discuss commercial real estate lending options.

In numerous Fort Bend residential developments, NewFirst only requires a 15% down payment toward the lot purchase.

Construction

Beyond the lot purchase NewFirst is able to provide the construction loan necessary to build a client’s custom home. According to Terry Crockett, VP, “We work directly with clients and their builder to structure the best financing program available, and we have the expertise to ensure a smooth process. Additionally, we are always looking to build new lending relationships with custom home builders in the Fort Bend Market.” Current and past clients have taken advantage of NewFirst’s large base of qualified builders to construct their homes.

Fort Bend Housing Corporation announces firsttime homebuyers may qualify for mortgage credit

F irst-time homebuyers purchasing homes in Fort Bend County now have access to a Mortgage Credit

Certificate Program (MCC Program) which is sponsored by the Fort Bend County Housing Finance Corporation. The MCC Program provides an annual nonrefundable tax credit based on the lesser of $2,000 or 35 percent of the interest paid each year on a first-time homebuyer’s mortgage in Fort Bend County.

“This is a great opportunity for homebuyers living in Fort Bend County,” said Tom Shirley, president of the Fort Bend County Housing Finance Corporation. “Home ownership is the dream of most Americans, and that dream is more attainable with the kind of affordable financing provided with the Mortgage Credit Certificate Program.”

The MCC Program provides applicants with a 35 percent tax credit on mortgage interest paid as long as they live in the home being purchased. The credit is in addition to the standard deduction allowed on federal income taxes, increasing the financial benefit for first-time homebuyers.

To qualify for the MCC Program, participation is restricted to household income of $66,200 for families of two or less and $76,130 for families of three or more. Maximum home purchase price cannot exceed $250,200.

“From my experience assisting many first time homebuyers, the MCC Program is a great benefit and decreases the annual cost of homeownership,” said Shad Bogany, realtor and board member of Fort Bend County Housing Finance Corporation. “To qualify for the program, homebuyers must sign up for the MCC Program during the mortgage application process through one of the participating lenders.”

Participation in the Fort Bend

County MCC Program is limited to a set time period. Funds are available on a first-come first-served basis.

For more information on the Fort Bend County Housing Finance Corporation’s MCC Program, interested borrowers should call FirstSouthwest, the administrator for the program, at 877-983-3792.

County Judge Bob Hebert has terminat-ed consideration of the acquisition of Social Media Intelligence Gathering Software for emergency management purposes originally presented on the May 7, 2013 Commission-ers Court Agenda.

The purchase of the SwiftRiver-2011

software is a regional project coordinated by the Houston Urban Area Security Initiative (UASI) of which Fort Bend County is a part. The software uses ‘trend monitoring’ of alert words (key words) across multiple online channels; including social media, photo shar-ing sites, and traditional online news sources,

Pretty in Pink charity event returns

Methodist Sugar Land Hospital and the Fort Bend Junior Service League are coming together once again for the second annual Pretty in Pink-Town Square – presented by local breast surgeons Dr. Sandra Templeton and Dr. Kelly Dempsey – back for the second year.

This year’s event is scheduled for Friday, Oct. 11 at 6 p.m., and will feature live music, children’s games and fun activities for the whole family. At sundown, Sugar Land Town Square will be bathed in pink lights as a visible reminder of the importance of breast cancer awareness.

All proceeds from Pretty in Pink-Town Square will benefit the Methodist Sugar Land Hospital Cancer Fund, which provides finan-cial assistance to Fort Bend-area residents who are battling any type of cancer.

to gather ‘real-time’ open source information in emergency situations. Fort Bend County was to purchase the software for the Houston region in order to enhance response capabili-ties in emergency situations utilizing the in-formation gathered from these public sources. Due to the rapidly approaching deadline for the depletion of grant funding for this soft-ware, the time needed to research questions about the ability of the software to be used for malicious purpose is not available.

“While I believe this software is safe, giv-en the current federal government disclosures of their waiver of personal privacy rights in digital communications and the lack of suffi-cient time to investigate the uncertainties re-garding possible future modifications of this software, I have decided to pull this request from the June 11 agenda which effectively ter-minates Fort Bend County’s consideration of the matter due to established grant deadlines applicable to the purchase, ”Judge Hebert commented.

House Bill 308 becomes law and ensures freedom of religion

House Bill 308, which allows public school students and staff to use traditional holiday greetings and display religious scenes and symbols on school property, has been signed into law. The governor was joined by bill author Rep. Dwayne Bohac and sponsor Sen. Robert Nichols for the signing ceremo-ny.

“I’m proud we are standing up for reli-gious freedom in our state,” Gov. Perry said. “Freedom of religion doesn’t mean freedom from religion, and people of faith often feel like they can’t express that faith publicly. HB 308 works to address that by ensuring that

people of all faiths are free to use traditional holiday greetings, and display religious scenes and symbols, even on school property. It en-sures freedom of expression where, for many students, teachers and administrators, it’s most important.”

HB 308 ensures that adherence to one particular religion is not in practice, but rather allows the freedom of expression toward reli-gious holidays to be a part of our schools. By allowing teachers to display various holiday symbols associated with certain religions, they are able to educate students about the history and roots of different religions.

Combs sent cities, counties, transit sys-

tems and special purpose taxing districts their June local sales tax allocations totaling $556.8 million, up 8.3 percent compared to June 2012. College bound students led the topic of conversation at the Fort Bend County Fair Association 2013 Scholarship reception.

Thirty-eight scholarships totaling $82,000 were awarded along with Six Queen Scholarships to youth representing high schools from all over the county. Scholarships were awarded to seniors and college students who are currently enrolled in college in three categories; Restrictive, Non-Restrictive and Open. Restrictive scholarships are given to Fort Bend County students pursuing a Bachelor degree in any agricultural related field, Non-Restrictive scholarships awarded to pursue any field of study and Open scholarships are given without restrictions as to the involvement in the fair or course of study.

“My plan is to attend Blinn College and begin my studies in Poultry Science,” says Austin High School senior Tyler Marshall. Marshall’s decorated high school years includes being a founder and member of the FFA high school Judging team. Marshall

chose Poultry Science because of the Nation’s supply and demand concerns. “We keep growing, so does agriculture…there is a need to make the most of the space we have,” explains Marshall. Tyler credits his raising and showing experience as giving him responsibility and leadership qualities.

George Ranch High School Senior, Shelby McArthur, went from “hard luck” to FBCFA scholarship recipient. “I didn’t catch a calf during the Houston Livestock Show and Rodeo calf scramble, but I did win the Hard Luck award and that became my first show calf,” explains McArthur. “The Fort

Bend County Fair is not only my home fair but it was my very first show,” she adds. Shelby has had a win at every major show during her livestock career. She plans on studying Large Animal Science at Blinn College and intends on one day working with a Kentucky horse breeding programs.

The scholarships are based on monies raised by the FBCFA and its various committees’ fundraising efforts such as the Go Tejano and Grapes on the Brazos committees. A highlight of the evening was a robust round of applause for all the parents prompted by Fair Manager, Susan Sillavan.

According to the American Cancer Society, the early detection of breast cancer saves

thousands of lives each year. One of the newest tools in this effort is 3-D mammography,

or tomosynthesis, which is now available at St. Luke’s Sugar Land Hospital.

3-D mammograms allow physicians to take images from

different angles, providing sharper, better quality

results and a reduction in “false positives.” The new technology is

recommended for women with dense breast tissue and allows

physicians to view images with pinpoint accuracy in order to

detect smaller tumors earlier.

See if a mammogram is the answer for you.
