    Benedict Parish Church Hyewa-dong Seoul Korea, FEWA held itsgeneral assembly. The objective

    of the assembly is to nominatenew officers that will continue tolead and manage one of the big-gest associations of Filipino mi-

    grant workers here in Korea.

    Then the election took place onJuly 03, 2011, at the 2nd floor ofWoori bank Hyewa-dong branch.Registered members of the asso-

    ciation cast their votes among

    the fifteen nominees. The elec-tion started from 10:00 in themorning and ended at three inthe afternoon. Right after the

    The Philippine Embassy in Seoul welcomed the issuance by the Department of Justice (DOJ) ofan advisory opinion on illegal drug couriers.

    In line with the earlier call of the Department of Foreign Affairs (DFA) for a comprehensive, coordinatedcampaign against illegal drug smuggling syndicates, the Embassy stated that the advisory is most helpful

    in the Philippine Governments information and awareness campaign on drug smuggling and the victimi-zation of Filipinos as drug couriers.

    Justice Secretary Leila de Lima stated that the advisory opinion, which was issued on April 29, seeks to

    explain to the public the issues surrounding the recruitment, arrest, detention and conviction in foreigncountries of Filipinos who are caught transporting illegal drugs.

    The advisory opinion outlined 10 recommended points for the Filipino public. These are the following:

    Carry at your own risk.

    Knowledge is immaterial and intent is not a requirement in drug trafficking.

    Be vigilant of the modus operandi of drug courier syndicates.

    In the unfortunate event of arrest or detention for drug trafficking, have presence of mind and do notresist arrest.

    Sa pamunuan ng 2010-2011, maitutur-ing na isa sa naging kalakasan nito ayang mga lider na naglalaan ng kanilangpanahon. Silang mga walang kapaguranna tuwing Linggo ay nagbibigay ng li-breng payo (counseling) para sa kapwaPilipino sa kanilang mga suliranin satrabaho. Ang kanilang dedikasyon sapaglilingkod ang siyang lalo pang na-patatag ng samahan. Sa ngayon namayroong bagong halal na pamunuan

    sila naman ang tutugon sa mga bagonghamon at suliraning kinakaharap ng mgamanggagawa ng EPS, partikular angmainit na usapin sa contract extension.

    Kasing halaga din ng pamunuan angmahalagang ambag na ginagampananng mga kasapi na siyang patuloy nabumubuhay at nagtatamasa ng mgaserbisyo ng samahan. Isa din ito sa mgapangunahing dapat pagtuunan ngbagong liderato, ang pagpapalakas pa atpagpaparami ng kasapian. Gayundin angpagpapabuti pa ng mga serbisyo nito.

    Malaking kapakinabangan sa nakakaramiang Sulyapinoy Online Forum, lalo na samga hindi kasapi ng FEWA at gayundin

    sa mga Pilipinong nagbabalak namagtrabaho bilang EPS sa Korea. Nata-talakay ang ibat-ibang isyu gayundin angpansariling usapin sa pamumuhay atkaibang kultura sa Korea. Kung kayattulung-tulong na natutugunan ang mgasuliranin batay sa mga payo ng mga

    ibang kasapi sa forum na may higit ngkaranasan at may ilang taon ng nanirahanng Korea.

    Sa pamamagitan ng online forum nagkaka-roon ng tuntungan (platform) ang mgaboses at hinaing ng lahat para mapaking-gan at maipaabot ito sa mga kinauukulan.Maagap na naiwawasto ang pagkalat ngmga maling impormasyon para masupilang mga maling akala at haka-haka. May-roon na rin facebook ang FEWA para lalopang mas mapabilis ang ugnayan sa mgaOFWs. Gayundin ang buwanang paglilim-bag ng opisyal nitong pahayagan ay na-kakatulong din sa pagbibigay na dagdag nakaalaman at babasahin para sa mga OFWs.

    Bagamat may awtonomiya, ang FEWA aypatuloy pa rin sa kaniyang ugnayan sa sim-bahan. Katuwang din nito ang iba pang

    samahang Filipino sa Korea, mga indibidwalat mga mag-aaral sa kaniyang gawain. Isaitong magandang paraan upang mapag-buklud-buklod ang mga Filipino sa kanilangangking talento at kakayahan. Pasimunodin ang FEWA sa pagkakatatag ngsamahang Filipino Photographers in SouthKorea o FILIPOS.

    Para sa isang OFW, ang maglingkod sakapwa OFW ay maituturing na higit pa sakabayanihan. Kung kayat marapat lamangna sila ay bigyang pugay at pasalamatan.Dahil sabi nga ang buhay ay mas nagigingmakabuluhan kung itoy inaalay sa isangsimulain at nakakatulong sa pagpapabuti sakatayuan ng buhay ng iba.     Period for applications for reemployment offoreign workers largely extended

    Any employer who wants to reemploy his/her foreign worker will be allowed to

    apply for reemployment just seven days be-

    fore end of the employment period.On July 5, the Ministry of Employment and

    Labor (MOEL) amended the EnforcementRegulations of the Act on Foreign Workers'

    Employment etc., which contains this feature.

    The reemployment system is a system underwhich if an employer applies for the reemploy-

    ment of a foreign worker who entered Koreaunder the Employment Permit System before

    expiration of the three-year employment pe-riod, the employment period can be extended

    by less than two years.

    So far an employer has been required to applyfor reemployment at least 45 days (or 15 days

    in case where the foreign worker has been

    employed with the employer for three monthsor longer before the expiration date) beforethe expiration date. As a result, workplaceshave frequently missed their reemployment

    application deadlines.

    In addition, if a workplace misses its

    Working Visit system to be operational start-ing March 4th of this year

    In light of the fact that Koreans with foreignnationality have been relatively neglectedwhen it comes to immigration and employ-ment privileges, the Ministry of Justice havedecided to operate the Working Visit system.,starting this March 4th.

    The Working Visit (H-2) is a transitional status,which is to be given to Koreans in China andformer Soviet territories before they are given

    the Overseas Korean (F-4) status. It can beobtained if the applicants are over 25 yearsold and meet certain qualification. Basically, itis a multiple entry visa that remains valid for 5years and allows up to 3 years of stay per visit.With it, they can freely enter and depart thecountry and also seek employment if theywish. It was designed to help them acquireadvanced job skills and financial basis, whichwe hope will help them when they go back totheir country of residence.

    Currently, there is Family Visit (F-1-4) statuswhich does something similar, but it is onlygiven to those that have relatives living inKorea, and only allows for very limited em-

    ployment opportunities.

    The Working Visit (H-2) is much more versa-tile in that it can be given to those that donthave any relatives in Korea, and it allows theapplicant to be employed in 32 different typesof jobs (increased from the current 19), in-cluding fish hatchery and furniture wholesale.

    However, henceforth, an employer will be

    allowed to apply for reemployment just sevendays before expiration of the employment

    period.

    Yet if an employer is to request the reemploy-ment of his/her foreign worker, the foreign

    worker should be employed with the employerfor at least one month before expiration of theemployment period.

    Allowing the employer who has employed theforeign worker for at least a certain period to

    apply for his/her reemployment will be com-patible with the purpose of the reemploymentsystem.

    If a foreign worker does not get any assurance

    of reemployment from his/her current em-ployer despite that the expiration date of theemployment period draws near, a broker oftenapproaches the foreign

    worker and arranges for another work place to

    request his/her reemploymnet. the amendment is

    intended to prevent such problem.

    Besides, the amendment includes reducing the

    required hours of employment education for for-eign workers from 20 hours or more to 16 hours

    or more.

    And the scope of workers for which agencies canmake applications for employment permits on

    behalf of employers will be extended to ethnicKoreans of a foreign nationality (H-2 visa holders).

    Up until now it has been limited to foreign workers(E-9 visa holders).

    a reemployment application deadline and blockbrokers' intervention in the reemployment proc-

    The amended Enforcement Regulations will gointo effect on August 1.

    However, in order to prevent the local employmentmarket from being essentially overrun by suddenincrease of foreign workers, a yearly quota will beplaced (by the Foreign Human Resource PoliciesCommittee) to those that dont have any domesticrelatives.

    In addition, these people will be tested for Koreanproficiency to ensure that the selection is fair andunbiased. Selection details will be posted on thelocal Korean consulate web pages early next year.

    If an Working Visit (H-2) status holding foreignerswere to apply for a job, their employment proce-dure and employers recruitment procedures will beas follows (in accordance with the recently passedLaw on recruitment of foreign laborpassed onJan. 3rd, 2007, and placed into effect from March4th, 2007)

    - Overseas Koreans that entered with Working Visit(H-2) visa must go through Ministry of Laborsemployment training, and then apply for employ-ment. After that they can seek employment ontheir own, or have one suggested to them by theEmployment Service Center. They can only beemployed in places that have special recruitmentpermits, and can change their workplace after sub-mitting notification of the change.

    - If a local employer would like to hire an overseas

    Korean, they must obtain a special recruitmentpermit from the Ministry of Justice

    Traditionally, they had to receive a permit forstatus change, and could only work in places thatwere recommended by the Employment ServiceCenter. In addition, they had to receive permits,every time they had to change their workplace.

    (valid for 3 years), and recruit overseas Koreansfrom the Employment Service Centers list ofpotential employees.

    Traditionally, they had to go through the sameprocedures as hiring a normal foreign labor, andhad to receive a permit for every foreign em-ployee that they hire.

    Also, the Working Visit(H-2) visa allows its hold-ers to be exempt from re-entry permit if theyhave to leave the country for whatever reason.Also, as mentioned above, they can seek employ-ment or change their workplace by submitting anotification of such events.

    Traditionally, if overseas Koreans were to seekemployment, they had to change their status toNon-Professional Employment (E-9), and had toapply for re-entry permit every time they had toleave the country.

    Also, revision to Immigration Law EnforcementOrdinance and Immigration Law EnforcementRegulation, which defines key elements and exe-cution process of the Working Visit(H-2) system,is currently being reviewed by the Office of Legis-lation.

    Ministry ofJustice said that if this Working Visitsystem were to stay, it would provide great op-portunities for mutually beneficial development ofall involved parties. Also, it would strengthen theemotional ties between those of Korean descent

    and form the foundation of a a global network ofKorean collective, which we can all benefit fromin this Information Age that we live in.

    The Filipino EPS Workers Association (FEWA) held their election of officers last July. Holding a position that caters to a com munity, muchmore leading them, sometimes takes more effort and time than their regular jobs, as issues and situations concerning Filipinos in another

    country recognizes no work hours nor contracts. They range in problems and concerns that can be negotiated with the law and with employers,but more often than not also in consideration of personal circumstances and struggles, from the amusing and laughable, to the more aggravat-ing and tragic.

    In recognition of their past and present works and contributions to the organization as members and leaders, we took the time to learn of their

    A native of Alfonso, Cavite, presently working here in Jeongnam-myeon Hwaseong-si,Gyeonggi-do. I first arrived here in Korea last June of 2003 under the Industrial Trainee

    System (ITS). I finished my sojourn and went back to the Philippines with a little savingsto start a small business. Then I heard of the Employment Permit System that the Korean

    government implemented to hire foreign workers. I applied and luckily got chosen withinsix months. I then flew back to Korea last February of 2007 under the EPS program.

    Ive been a registered member of FEWA (Filipino EPS Workers Association) since 2008 . Iveseen that Filipinos under the EPS program are facing so many trials here in Korea. I foundFEWA to be an association that helps improve the welfare of Filipino workers here in Korea.

    Since then every free time I have has been used in all FEWA activities as one of the boardmembers.

    It takes so much patience to lead a group. Putting aside my personal needs just to fulfill acertain task is one trait that I have and will help me be an effective leader. No man is an

    island, thats what I always believe, so Im always open to all opinions or suggestions fromall of my colleagues, because we all aim to continue the good start of the previous leader-ships, through giving interest in all the issues that concern EPS workers, and of course thewillingness to listen to all the inquiries that our fellow Filipinos dont understand and giving

    the accurate information they need.

    FEWA/Sulyapinoyas a source of information here in Korea will continue to give the mostreliable information regarding all labor issues about the EPS program. We will continue to be

    there for all our Filipino workers who encounter problems in their workplace. We are alsoplanning to have partnerships with all the Filipino communities here in Korea. In that way, it

    will be faster to spread the news that some of our fellow Filipinos dont know, and withconcrete basis, to educate all Filipino workers about their rights and privileges they shouldreceive.

    Marzy Serdea: Being a President for Two Terms

    As a FEWA president for two years, I was not concerned of my achievement as a president.All I was thinking of was how to do my best as a leader and how to make our services as a

    volunteer group even better. As a volunteer group that had no sufficient funding we wereable to reach out to our kababayans "back in our homeland through our Baliktanaw Pro-

    "ject , which aims to help the schools in rural areas, especially those who are not reached bythe government projects.

    There were some projects that we planned but did not materialize. Hopefully Sir Benjie DelMundo, the next president, and the new set of officers will be able to make it happen.

    As a leader of the group I faced a lot of challenges, especially during the time when we al-most ran out of writers and volunteers for Sulyapinoynewsletter. As to realizations I've had

    a lot of lessons learned dealing with organizational problems. It tested my patience and

    strength, and I was able to develop my self confidence in facing different people.

    Being with them (the volunteers and fellow officers) will always be memorable to me be-cause we developed this bond that seemed like we are not just from the same group or asso-

    ciation, but more like friends and a family already.

    To Sir Benjie is that hope that he will do his best as a leader. Sometimes you will face ups

    and downs, but be strong and always remember to work together as a group because youcan do better when you are working together. Being a volunteer means sacrificing some ofyour happiness, but also doing good deeds producing good results. I wish you and the new

    !set of officers a lot of luck in keeping the spirit of volunteerism alive. May god bless us all

    Surprisingly, out of the many, or a totalof 23 nominated migrant workers, stu-dents, and teachers who are officialmembers of the Filipino Photographersin South Korea (FILIPOS), six wereelected as officers for the year 2011-2012.

    Instead of the usual pen and paper onboth hands and waiting on queue, votingwas made by means of an online votingin an evening party. With balloons forparlor games, dancing, and singing untildawn in a mansion in Itaewon, the out-come !an Election full of fun

    Followed by weeks of active online chat-ting about the fun election and party, itwas followed through with another in-duction party for the six new electedofficers, namely: Samuel Grado as presi-dent, JackRusl as vice-president, JanicePore Susaya for secretary, Rodel AnArias as the auditor, Shycell Datinguinoo

    &as treasurer Marco Barbosa as PRO.

    They will serve FILIPOS rapidly expand-ing members of 134 doubling last yearcount at 60.

    Coping up with this number, the demandfor FILIPOS activities compared to thatof last year have doubled up to an al-most weekly group activity. It includesworkshops, photowalks and even crea-tive parties. And more of these eventsare coming up in the following months.

    Scheduled this September is a workshopdubbed as Masters Collide which willbe held in Paju where all the masters ofFILIPOS will share their talents, knowl-edge and skills to other members.

    Publication of FILIPOS second photo-book is expected for release by the endof this year. Online registration of mem-bers for its global expansion will soon bejust a click-away.

    OWWA Scholarship GrantThe Overseas Workers Welfare Administration (OWWA) is now accepting applicants for the Education for Development Scholarship Pro-gram (EDSP) for the scheduled examination on 20 November 2011.

    The EDSP is a scholarship grant offered to qualified beneficiaries and dependents of OWWA members who intend to enroll in any4-5year baccalaureate course. It shall be in the form of financial assistance amounting to Php30,000.00 per semester or a maximum of

    Php60,000.00 per school year.

    government cannot interfere in the internal affairs of other coun-tries.

    that that which the laws of other countries provide, said secretaryde Lima.

    The DFA has called for personal vigilance and responsibility on the

    carry any packages or luggage for strangers, even supposedfriends or employers, or consent to carry packages in exchanges
