DRAFT SURLINGHAM PARISH COUNCIL Minutes of the meeting held Tuesday 18 July 2017 at 7:30 at the Parish hall. Present: Chair John Broom, Councillors: Peter Hiscocks, Heidi Dimmock, Barbara Rix, Philip Reeve, Liz Robertson and Pat Scowen, Clerk Janet Rogers and 5 members of the public. 1. Apologies and approval of absences – Vic Thomson Norfolk County Councillor and South Norfolk District Councillor 2. Declarations of Interest and requests for dispensation - there were none 3. To approve as accurate the minutes of the meeting on 20 June 2017 Councillors agreed that the minutes should be signed by the Chairman as a correct record. 4. Matters arising – The SAMS machine has been repaired and is back in use. Discussion re ‘Village Gates’ to be put on agenda for next meeting 5. Progress reports for information: Councillors, Clerk Trees on the pond. Willow Tree to be felled and Elm Coppiced. Contractor has been identified and work to take place as soon as possible. Hall - Damp in Kitchen and Odd jobs – Chair of Hall Management Committee has these in hand. Asbestos Survey and register to be completed 31 July 2017 Playground - ROSPA report – The balance bar needs removing or replacing Councillor Reeve agreed to remove bar, Padmaloka volunteers to paint the fence Clerk to supply paint and brushes Hall Cleaning - Cleaner is on holiday for 2 weeks in August, Clerk will check on premises both weekends. 6. To receive reports from the County and District Councillor – see attached information sheet 1

Minutes of the meeting held Tuesday 18 July 2017 at 7:30 at the Parish hall.

Present: Chair John Broom, Councillors: Peter Hiscocks, Heidi Dimmock, Barbara Rix, Philip Reeve, Liz Robertson and Pat Scowen, Clerk Janet Rogers and 5 members of the public.

7. Public Question Time (15 minutes)Request to remind Chair of Management Committee re Glass box for fire exitAWA road closure signs positioned incorrectly to impede access to premises not affected by road closure – resident has complained to AWA

8. To discuss use of equipment at the Parish HallFollowing an open discussion it was agreed that the Booking Clerk will confirm if the equipment is available taking any prior hall bookings into consideration. A hire agreement will include the following: A deposit of £20. Equipment is borrowed and where practicable returned on the same day.The blue chairs are to be offered for sale and/or disposed of. Councillors Reeve and Dimmock will explore possibilities for disposal of chairs.

Search to be completed with the Land Registry to establish current ownershipContact insurers to confirm public liability cover

10. To consider Planning Applications: Broads Authority Riversdale change of use from boat house to holiday let – Councillors agreed no objections

Concern at the amount of Electricity used. Hall heaters are the main source of this. Energy Survey suggested to see were economies could be made– contact SNDC for advice

To note items for inclusion on the next council agendaDraft Risk assessments for the Staithe and Pond as requested by Insurance companyDraft Standing OrdersDraft Financial Procedures‘Village gates’ re NCC Parish Partnership Scheme 50/50 funding available for traffic calming projects. Confirmation of cost including Planning permission etc to be explored.
