PRIVILEGE SPEECH OF REPRESENTATIVE BROSAS

Representative Brosas criticized President Rodrigo Roa Duterte for failing in his promise to lay down a comprehensive plan to fi ght COVID-19 during his State of the Nation Address or what she also called as a “Sanitized-Overnight Address” for its content and purpose.

She lamented the fact that the lengthy address failed to mention about the pressing concerns of the poor, especially the women, distressed locally-stranded individuals, overstretched health care system, joblessness, economic recession, and human rights violations of men in uniform, but instead focused on the President’s grappling fi ght against the alleged oligarchy and monopoly in the country, utter dependence on a vaccine from China, and government policies that would take rather than save lives. She also criticized the administration’s militaristic approach in implementing quarantine protocols and giving vast powers to the Inter-Agency Task Force

on the Management of Emerging Infectious Diseases by a mere Executive Order as a legal basis.

Representative Brosas urged his colleagues and the Filipino people to draw the line between solving the current crisis and materializing the Duterte administration’s agenda that is not related to the pandemic; to do better and to marshal all public resources towards COVID-19 response in the most transparent manner; and stressed the urgent concern of the citizens for free mass testing, strengthening of the health care system, fi nancial assistance especially for the jobless and displaced workers, cessation of mass arrests, and food security and sustainability.

REFERRAL OF PRIVILEGE SPEECH OF REPRESENTATIVE BROSAS

On motion of Rep. Josephine Veronique R. Lacson-Noel, there being no objection, the Body referred the privilege speech of Representative Brosas to the Committee on Rules.

PRIVILEGE SPEECH OF REPRESENTATIVE CULLAMAT

Recognized by the Chair upon Representative Lacson-Noel’s motion, Rep. Eufemia “Ka Femia” C. Cullamat, through Zoom videoconferencing, raised her concerns on the continuous spike of COVID-19 cases in the Philippines, as well as the administration’s lack of action to help the affected population and of a clear plan to fight the pandemic that adversely affected farmers and indigenous peoples.

She pointed out that aside from suffering from lack of subsidy, certain indigeous communities in Rizal and Tarlac were prevented access to their livelihood; and that the indigenous peoples’ ancestral lands had been suggested to be used for the government’s Plant, Plant, Plant Program.

Subsequently, she narrated the damages to the environment of mining and dam projects, the military occupation in indigenous areas, and other forms of harassment in local communities. She also stated how the pandemic is being used as an excuse to enforce violence and baseless accusations against farmers and the IPs.

Representative Cullamat also expressed dismay on the government’s militaristic response to the country’s economic and health crises

despite the availability of health experts; said that the Philippines can learn from countries which were successful in addressing the pandemic; and emphasized that health solutions are needed to solve the crisis.

In closing, she called on her colleagues to heed the pleas of the suffering indigenous groups, farmers, and fisherfolk, and to grant the remaining assistance earmarked for poor families. She added that the government should improve its comprehensive plan against COVID-19, and not to depend solely on quarantine impositions and the availability of vaccine.

On motion of Representative Lacson-Noel, there being no objection, the Body referred Representative Cullamat’s privilege speech to the Committee on Rules.

On another motion of Representative Lacson-Noel, the Chair recognized Rep. Carlos Isagani T. Zarate, for his privilege speech through Zoom videoconferencing.

PRIVILEGE SPEECH OF REPRESENTATIVE ZARATE

After four months of implementing lockdown and quarantine protocols, Representative Zarate stated that the Duterte administration apparently lacks a comprehensive and clear-cut plan to respond to the current crisis.

He raised several issues besetting the government such as its failure to curb rising COVID-19 cases, to reach mass testing target after four months of lockdown and quarantine, and to keep its mandate to protect the people. He also cited the questionable figures reported by the Department of Health which resulted in slow health interventions in communities.

Thereafter, he talked about the recent call of health frontliners for a “timeout” and for the government to place Metro Manila under enhanced community quarantine, as well as to find better solutions to fight the disease. He next highlighted their assessment of the need to find solutions to the poor implementation of transportation policies for workers and securing safety in the workplace;

as well as their recommendation to continue the provision of social amelioration to the jobless. He also relayed the doctors’ opinion that with the absence of a roadmap against COVID-19, reliance on COVID-19 vaccine is not the ultimate solution to the health problem.

In addition, he registered the proposal of the Coalition for People’s Right to Health, for the government to seriously address the worsening problem of the COVID pandemic by: 1) hiring health workers with regular positions and adequate wages or compensation; 2) providing adequate, complete and quality personal protective equipment to health workers; 3) granting of leave pay to, and conduct of RT-PCR testing among frontline health workers; 4) implementing a 48-hour duty only per week with a 14-day quarantine with testing and support of essential needs of health care workers and with free hospitalization if they get sick; 5) conducting free mass testing for COVID-19 contacts and vulnerable citizens and providing adequate quarantine facilities; 6) distributing free face masks to the citizens andnot apprehending them if they fail to wear one; 7) building additional testing centers; and 8) providing sustainable and comprehensive socioeconomic assistance to all displaced workers and vulnerable citizens. For said proposals to be meaningful, he called for the removal of retired generals from the IATF as well as of Health Secretary Francisco Duque III, from the management of the health crisis, and to replace them with competent medical practitioners who can do the job better.

Representative Zarate also voiced out other concerns including the declining economy and shutdown of small and medium enterprises, the plight of locally stranded individuals; and criticized the government’s militaristic approach in the implementation of quarantine protocols, and the government’s focus on enacting the Anti-Terrorism Law and shutting down of the ABS-CBN network instead of fi nding a medical approach in solving the pandemic.

REFERRAL OF PRIVILEGE SPEECH OF REPRESENTATIVE ZARATE

On motion of Rep. Lianda B. Bolilia, there being no objection, the Body referred the privilege speech of Representative Zarate to the Committee on Rules for its appropriate action.

On further motion of Representative Bolilia, the Chair recognized Rep. Sarah Jane I. Elago for her privilege speech.

PRIVILEGE SPEECH OF REPRESENTATIVE ELAGO

Representative Elago initially underscored the importance of the right to education and for a safe, affordable, and quality continuing education for all in the midst of the pandemic. She stated that even before the outbreak of the COVID-19 pandemic, the country’s education system had already experienced its own crisis given the number of registered out-of-school children and youth and high drop-out rates.

She added this was worsened by the COVID-19 health crisis which led to the closing of schools and the sudden shift to remote teaching to allow students to continue with their studies. She feared of the effects this might have on students as well as on teachers, families, and officials or school administrators.

As she cited the concerns of the stakeholders in the education sector such as on non-enrollees, unutilized fees, and various learning modes, Representative Elago stressed their clamor for safe, continuous, and equal access to education as well as to work and livelihood in order to finance such learning. After she cited donation drives for learning gadgets organized by student councils and organizations, she asked that the government address their issues, which include, among others, inclusive educational alternatives; free public school education; further assistance for students, teachers, and school employees such as transportation and accommodation; representation in policy-making bodies; and health facilities and services including free mass testing.

Representative Elago thereafter stated the youth sector’s support for the Global Education Coalition’s advocacy for privacy rights in schools and the Better Normal Declaration for responding to climate urgencies.

In ending her speech, she stressed the importance of education for the youth to protect and defend themselves against abuse as well as strengthen their resilience particularly in times of crisis. She also emphasized the continued advocacy of this sector for socioeconomic reform and exercise of human rights despite the efforts of law enforcers to silence and intimidate them and divert attention from the needs of the citizenry.

PRIVILEGE SPEECH OF REPRESENTATIVE BARBERS

Representative Barbers proposed mining as a solution to the mounting debt that the country had accumulated due to the various economic stimulus packages that the country had released during the COVID-19 crisis. He called on his colleagues to revisit the country’s mining policy and consider opening its mines to jumpstart the economy and generate the much-needed revenues to the government for years to come.

He said that studies showed that the country is heavily endowed with mineral resources such as gold deposits and other precious metals that are waiting to be extracted, and cited the Tampakan mine as the largest underdeveloped copper-gold site in Southeast Asia and the Western Pacific.

He said that in the coming days, he would file a bill seeking to review and revitalize the mining industry to study the potential tax revenues it can contribute while introducing a regulatory framework that will attract and protect much needed foreign capital. He asked the Body to support his proposal which he believed is the only way out and a sure win for the country.

REFERRAL OF PRIVILEGE SPEECHOF REPRESENTATIVE BARBERS

On motion of Rep. Alfred C. Delos Santos, there being no objection, the Body referred the privilege speech of Representative Barbers to the Committee on Rules for its appropriate action.

On a subsequent motion of Representative Delos Santos, the Chair recognized Rep. Arlene D. Brosas for her privilege speech.

PRIVILEGE SPEECH OF REPRESENTATIVE BROSAS

In celebration of the World Day Against Trafficking in Persons on July 30, Representative Brosas spoke about the alarming increase in cases of abuses, violence, and exploitation of women and children; and relayed statistics showing the increasing number of crimes of online sexual abuse and exploitation of children (OSAEC), as well as cybersex trafficking, during the pandemic.

She lamented the fact that in the midst of the COVID-19 pandemic, the policemen who are armed with guns are the perpetrators of the so-called “sex-for-pass” scheme. It is distressing, she noted, that the Duterte administration is complacent amid the rising cases of abuse. Because of the trauma brought about by sexual abuse, Representative Brosas said that the victims find it hard to speak up especially when the offender is one in authority. She added that human trafficking victims have even less chance of escape and finding help given the community quarantine’s restricting conditions.

With the rise in OSAEC and VAWC cases, Representative Brosas strongly condemned the vile acts and demanded that abusers be punished and victims be given justice. Whereupon, she said that Gabriela Women’s Party calls for an immediate, independent, and transparent investigation on the cases of rape, online sexual abuse and exploitation such as child pornography and cybersex trafficking. She also urged the Duterte administration to strictly

Recognized by the Chair upon motion of Representative Delos Santos, Minority Leader Bienvenido M. Abante Jr. stated that as the Bayanihan 2 Bill was approved in the Senate with a ₱140-billion funding, the Minority bloc is requesting that the Body revert back the House version of said bill to the period of sponsorship and debate. He explained that while the Senate’s proposed funds is just a pittance to what is needed now, the House’s proposal is likewise very low considering that the country is in a worse situation compared to the early months of the pandemic.

He pointed out that in going back to the period of sponsorship and debate, the Members would be able to scrutinize exhaustively the funding needs of the people in light of the two-week modified enhanced community quarantine.

MANIFESTATION OF REPRESENTATIVE BONDOC

In response to Minority Leader Abante’s request, Rep. Juan Pablo “Rimpy” P. Bondoc first stated that he was thankful for the former’s desire to increase the funding for the Bayanihan 2 Bill and that the Majority is one with him to increase the funds, and in considering it as a very urgent matter. He then pointed out that the House leadership was in a meeting at the moment on how to accomplish the proposed increase in the budget for its COVID-19 response under the Bayanihan 2 Bill, as well as how

to do it at the soonest possible time. He said that the outcome of the discussion would be shared with the Minority Leader.

Upon resumption of session, on motion of Representative Delos Santos, there being no objection, the Body reopened the Privilege Hour.

Thereafter, on further motion of Representative Delos Santos, the Chair recognized Rep. Sarah Jane I. Elago to deliver her privilege speech.

PRIVILEGE SPEECH OF REPRESENTATIVE ELAGO

Representative Elago initially mentioned about the participation of KABATAAN Party-List in the recently-held “State of the Environment and Youth Address” or SEYA which tackled the youth sector’s continuing endeavor to protect the environment and face the current health and climate emergencies.

In support of the Climate Change Commission’s call on Congress to act on the climate emergency, she added that the youth is spearheading in heeding this call, and that the Better Normal Youth Movement, which is composed of youth leaders from all over the country, had come up with a #BetterNormal Youth Declaration.

Representative Elago relayed to the Body that the Movement is also calling on the legislators, policymakers, and other officials, to act on their call for a better normal future. She then read to the Body said youth agenda, which highlighted the degree of pressures that today’s youth are experiencing amidst the pandemic; and pointed out that such problems emerged as a result of inaction and policymaking that were not people- and environment-oriented.

Thereafter, she relayed the Declaration’s call for the government to uphold youth participation; prioritize solutions to health and climate crisis, green and livable cities with sustainable mobility, and promotion of zero waste; and promote people to be at the center of local and national policymaking. She said that the Declaration concluded with the call to fellow Filipino youth to support their cause.

In closing, Representative Elago, on behalf of KABATAAN Party-List, expressed her commitment to ensure that the Youth Declaration will be solidly

On motion of Rep. Michael Edgar Y. Aglipay, there being no objection, the Body resumed the consideration on Second Reading of House Bill No. 6756 contained in Committee Report No. 309 as submitted by the Committees on Higher and Technical Education, and Appropriations.

Upon direction of the Chair, the Secretary General read the title of the Bill, to wit:

“AN ACT ESTABLISHING A MEDICAL SCHOLARSHIP AND RETURN SERVICE PROGRAM FOR DESERVING STUDENTS, AND APPROPRIATING FUNDS THEREFOR.”

Representative Aglipay stated that the status of the Bill was that it was in the period of sponsorship and debate.

Upon Representative Aglipay’s successive motions, the Chair recognized Rep. Mark O. Go in the Zoom videoconference to sponsor the measure, and Rep. Sarah Jane I. Elago for her interpellation.

INTERPELLATION OF REPRESENTATIVE ELAGO

Representative Elago initially thanked Representative Go for his support for the continuing development, reassessment, and training for human resources for health. She then spoke about the eight state universities and colleges which have been receiving tuition subsidies for their medical degree program under the Cash Grant for Medical Students in State Universities and Colleges under a memorandum of agreement between the Commission on Higher Education and the Department of Budget and Management. She explained that under said agreement, eligible medical students can apply for a 100 percent tuition fee coverage but pointed out that it is uncertain if subsidies will continue in the succeeding academic years.

Representative Go said that, as practiced, the CHED subsidy or scholarship programs will continue; explained that the measure is different as it offers not only scholarship grants but also a return service program that will allow deserving medical students to pursue their medical education and training.

Representative Elago then asked whether said program for medical students will continue even with the passage of the Bill in the absence of a law providing for annual subsidies to SUCs; and called on the Members to ensure continuous support for state medical schools and the latter’s enhanced capacity to offer medical degrees.

Expounding on the Bill, Representative Go stated that it institutionalizes the medical scholarship program in all state and private universities and covers not only tuition and school fees but all other expenses of medical students including lodging and board review. He said that the continuation of the aforecited grants could be assured but the House needed to provide an additional budget every year. He explained that local governments could recommend government scholars and establish medical schools based on certain requirements under the Bill.

Representative Elago then discussed with the Sponsor the concern of medical scholars of the eight SUCs about the Bill’s return service requirement in addition to their respective schools’ return service agreement; as well as the scholars’continuous employment during their integration into the health and medical service system. The Sponsor said that he will accept an amendment that will consider the first school’s service requirement to avoid any duplication, as he cited Section 12 of the Bill on the role of the Department of Health to recommend to the DBM the plantilla positions for doctors.

After reiterating her advocacy for free medical education for poor students in SUCs and increased support for the latter, Representative Elago then called for justice and accountability on behalf of slain medical doctors and discussed with the Sponsor the allocation of funds for the safety and security of scholar doctors under the public health and medical service system. They also discussed the disqualification provisions under the said Program.

Lastly, Representative Elago said that at the proper time she will file a resolution seeking to provide necessary adjustments in the approval of scholarship applications to ensure the continuous support for the education of the youth in the time of pandemic. Representative Go assured his support for the resolution.

TERMINATION OF PERIOD OF SPONSORSHIP AND DEBATE

There being no other Member who wished to interpellate the Sponsor, on successive motions of Representative Aglipay, there being no objection, the Body closed the period of sponsorship and debate and thereafter proceeded to the period of amendments.

On motion of Rep. Juan Pablo “Rimpy” P. Bondoc, there being no objection, the Body resumed the consideration on Second Reading of House Bill No. 6953 contained in the Committee Report as submitted by the Committee of the Whole House.

Upon direction of the Chair, the Secretary General read the title of the Bill, to wit:

RECONSIDERATION OF TERMINATION OF PERIOD OF SPONSORSHIP AND DEBATE ON HOUSE BILL NO. 6953

Representative Bondoc stated that the parliamentary status of the Bill was that the period of sponsorship and debate was already closed. However, to accommodate requests of other colleagues who wished to interpellate on the measure, on Representative Bondoc’s successive motions, there being no objection, the Body reopened the period of sponsorship and debate; and thereafter, the Chair recognized Deputy Speaker Luis Raymund “LRay” F. Villafuerte Jr., to sponsor the measure, and Rep. Carlos Isagani T. Zarate for his interpellation.

INTERPELLATION OF REPRESENTATIVE ZARATE

Through Zoom videoconferencing, Representative Zarate first clarified with Deputy Speaker Villafuerte whether the instant Bill is an extension of Republic Act No. 11469, also known as Bayanihan To Heal As One Act. The Sponsor explained that House Bill No. 6953 is an extension of some of the major provisions of the first Bayanihan Act but will cover more benefits and incentives to affected sectors.

Representative Zarate revisited the Bayanihan 1 Act and discussed with Deputy Speaker Villafuerte which provisions of said law had been integrated into the Bill such as the special powers to the Executive; as well as the budget for both measures. He then raised a question whether the law’s objective to “heal as one” had been achieved as he pointed out the lack of mass testing.

With the indulgence of Representative Zarate, Deputy Speaker Romero asked his colleague to adjust his microphone so that his questions could be easily heard by the Sponsor.

Deputy Speaker Villafuerte also manifested that he could not decipher clearly the questions being propounded by Representative Zarate.

INTERPELLATION OF REPRESENTATIVE ZARATE(Continuation)

Thereupon, Representative Zarate asked about the sources of funds and its utilization under the first Bayanihan Act; raised concern that the power granted to the Executive, which was to realign the 2020 budget, was meaningless considering that the budget for the Bayanihan 1 Act was largely taken from the government’s 2019 savings and unreleased funds. He stressed that said power should be of best use in terms of realigning funds and programs.

Representative Zarate and Deputy Speaker Villafuerte then discussed the loans incurred by the government despite the appropriation given for the COVID-19 response and how this was disbursed. The Sponsor pointed out that sourcing for available funds was the priority and that most of the expenses incurred were utilized to address COVID-19 problems.

At this point, Deputy Speaker Romero relinquished the Chair to Deputy Speaker Aurelio “Dong” D. Gonzales Jr.

After Representative Villafuerte promised to provide data on the loans and grants granted to the government for COVID-19 response and on the use thereof, Representative Zarate asked whether House Bill No. 6953 complies with the principles of Bayanihan 1.

In view of technical problems, on motion of Representative Bondoc, the Chair recognized Rep. Arlene D. Brosas for her interpellation.

INTERPELLATION OF REPRESENTATIVE BROSAS

Representative Brosas’ initial questions were about the items to be funded by House Bill No. 6953 and the interest rates of loans that will be incurred therefor.

Deputy Speaker Villafuerte said that the measure provides for (1) allowances, subsidies, and other benefits for health workers; teachers and students in

the tertiary level; public utility vehicles in relation to service contracting and modernization; and overseas contract workers and (2) capital for government financial institutions which had a multiplier effect on businesses severely affected by the crisis, particularly micro, small, and medium enterprises and those in the tourism and transport sectors.

He affirmed that it included assistance for individuals in crisis situations and the subsidy for sustainable livelihood for residents of areas under hard lockdown; and explained that the interests on loans still had to be paid, even if already lower than current rates, in order to be incorporated into the revolving fund.

Subsequently, Representative Brosas tackled with the Sponsor the channeling of social amelioration and insurance funds to agencies such as the Department of Social Welfare and Development and Philippine Health Insurance Corporation, despite issues of inefficiency and alleged fraud. She also asked about the planned phase-out of public utility vehicles and the problems faced by locally-stranded individuals and overseas Filipino workers.

Deputy Speaker Villafuerte cited Congress’ oversight functions in the use and distribution of public funds and the need to hold accountable those responsible for irregularities and anomalies, but stressed that the Legislature should provide the funds needed to address the problems brought about by the pandemic as a first step and despite all the challenges. He agreed that the PUV modernization program should be set aside during the crisis. He discussed the mass testing of, and provision of isolation and quarantine facilities and protective equipment to LSIs, OFWs, frontliners, and other sectors especially the marginalized.

On whether the Committee has copy of a complete list of realigned infrastructure budget under the Bayanihan 1 Act, the Sponsor said that although they do not have it, they could ask the DBM regarding the breakdown of government expenditures for COVID-19 which they can provide to Representative Brosas.

Lastly, the Members talked about the realigned infrastructure funds; as well as the discontinued infrastructure programs and projects that the Department of Public Works and Highways will continue under the Bayanihan Act, with

Representative Brosas expressing concern about possible double funding. She then asked for copies of (1) the realigned infrastructure funds, and (2) the list of said discontinued programs and projects. The Sponsor said that he will ask the DBM for a copy of the government’s expenditure breakdown on COVID-19 response, and the DPWH for the list of discontinued infrastructure projects, and would share them with Representative Brosas.

INTERPELLATION OF REPRESENTATIVE ELAGO

On motion of Representative Aglipay, the Chair recognized Representative Elago who asked for the number of student-beneficiaries for basic and higher education under the proposed measure as she relayed reports regarding the high number of non-enrollees in basic education and tertiary schools. She also asked for the breakdown of the ₱600 million allotted for basic and tertiary education subsidy and emphasized its importance in properly monitoring programs covered by this subsidy

Deputy Speaker Villafuerte said his colleague will be provided with her requested data.

Representative Elago next raised to the Sponsor the amount of government subsidy for unpaid tuition for school year 2019-2020 to private schools; whether the government has provided measures so that the unpaid tuition fees will not hinder students from enrolling in the next academic year; and an update on LandBank’s utilization of funds that were allotted for its loan program for schools to ensure viability of their operations for the upcoming year.

She also asked how the Bill’s provisions against hoarding, profiteering, manipulation of prices, cartels, among others, would apply to private education institutions as she relayed the concern of students and parents that there were no adjustments in tuition fees, even if they will be the ones to bear the costs of power utility and internet connection.

Deputy Speaker Villafuerte agreed with Representative Elago’s point and stated that an additional provision to protect the public from profiteering from education-related service may be considered.

On motion of Representative Aglipay, the Chair recognized Minority Leader Bienvenido M. Abante Jr. for his interpellation.

INTERPELLATION OF MINORITY LEADER ABANTE

Minority Leader Abante initially asked if the DOH is still the primary agency tasked with the implementation of testing for COVID-19, and why local government units have not been mobilized by the national government for its implementation. He thereafter discussed the issue with the Sponsor who agreed with him and stated that there is a need for the DOH to partner with the LGUs since billions of funds are being funneled through the department, and that such partnership should be mandatory.

Deputy Speaker Villafuerte added that the Minority Leader can propose a provision that would strengthen DOH-LGU partnership to be able to defeat the virus faster.

With regard to the measure’s proposed budget, Deputy Speaker Villafuerte explained that while Congress can pass a budget that is equal to that of the Bayanihan 1 Act, the national government would not have the funds for it. Further, he said that after Bayanihan 2, the next step would be to work closely with the national government on how they can raise revenues.

Minority Leader Abante then again pointed out the insufficiency of the proposed budget as he asked about the Bill’s effectivity period – that is, until December 31, 2020. The Sponsor described the Bill as a stopgap proposal rather than an economic stimulus package. He then adverted to the ₱10-billion allocation for the procurement of the reverse transcription polymerase chain reaction or rt-PCR test and extraction kit supplies to be handled by the DOH and PhilHealth which are both under investigation for allegations of massive corruption, and stressed that Congress should fully assert its oversight function on said agencies.

The two Members also discussed the instant Bill’s multiplier effect on the economy; the concerns of the 6.3 million households affected by the newly-implemented modified enhanced community quarantine; the power sector’s need for government support especially the electric cooperatives in the provinces; and the telecommunications industry’s complaints about regulatory barriers. As Minority Leader Abante emphasized his concern on possible corruption and profiteering, the Sponsor stated that he is willing to consider additional provisions to strengthen protection against said activities.

Thereafter, the Minority Leader relayed questions regarding the Bill’s provision on the distribution of face masks to barangay frontliners only, to which Deputy Speaker Villafuerte explained that while it was the intention of the national government to distribute face masks to the poorest of the poor – due to limited funds – it will merely augment existing provisions of face masks to barangay frontliners.

MANIFESTATION OFMINORITY LEADER ABANTE

Minority Leader Abante then raised through a manifestation the following issues: 1) why the Philippines has the highest rate of active COVID-19 cases and the lowest rate of recovery among ASEAN countries; 2) slow certification by the DOH of rt-PCR test kits developed by the University of the Philippines and the inadequate number of contact tracers; 3) status of the investigation by the Office of the Ombudsman involving Health Secretary Francisco Duque III, on the alleged overpriced procurement of personal protective equipment; and 4) whereabouts of the money raised by the government through grants, loans and bond issuances including the ₱300-billion infusion from the Bangko Sentral Pilipinas.

He then thanked the House leadership for reopening the period of sponsorship and debate, and Deputy Speaker Villafuerte for entertaining his queries before the approval of House Bill No. 6953.

Upon resumption of session, on motion of Rep. Alfred C. Delos Santos, the Chair recognized Deputy Speaker Abu for his manifestation.

MANIFESTATION OF DEPUTY SPEAKER ABU

On behalf of the Nacionalista Party, Deputy Speaker Abu manifested his full support for the passage of House Bill No. 6953 that, despite limitations in funding, will aid the Filipino people through the pandemic. He expressed his understanding to the President and the Executive Department in its efforts to provide the needed funds to support the COVID-19 response.

As he pointed out that the Bayanihan 2 Bill will not only mitigate COVID-19 related problems but will address its tremendous impact to poor Filipinos and the economy, Deputy Speaker Abu urged his colleagues to work together as one and thanked the House leadership and the Minority bloc for being united in the interest to help the Filipino people.

MANIFESTATION OF REPRESENTATIVE GATCHALIAN

Recognized by the Chair upon Representative Delos Santos’ motion, Rep. Wes Gatchalian manifested the wholehearted support of the Nationalist People’s Coalition for the passage of the proposed Bayanihan To Recover As One Act.

At this juncture, Deputy Speaker Romero relinquished the Chair to Deputy Speaker Abu.

Representative Gatchalian underscored that the measure will provide for a supplemental budget that will fund the expansion of various financial assistance packages to distressed sectors and the MSMEs, and relief measures for Filipinos during this health crisis.

On motion of Representative Delos Santos, the Chair recognized Deputy Speaker Romero for his manifestation.

MANIFESTATION OF DEPUTY SPEAKER ROMERO

On behalf of the Party-List Coalition, Deputy Speaker Romero thanked the House leadership through Speaker Alan Peter “Compañero” S. Cayetano, Majority Leader Ferdinand Martin G. Romualdez, and all those instrumental for putting together the Bayanihan 2 Bill.

The Deputy Speaker stated that the party-list bloc is proud to have been part of the endeavor to give, not a only a fighting chance to Filipinos, but the stamina for the country to sustain itself during the COVID-19 pandemic.

MANIFESTATION OF DEPUTY SPEAKER GONZALES (A.)

Recognized by the Chair on motion of Representative Delos Santos, Deputy Speaker Gonzales manifested the full support of PDP-Laban for the passage of House Bill No. 6953; affirmed the Party’s unwavering support to the pandemic response and economic recovery efforts of the government and gave credit for its endeavors to protect the lives of the people; and stressed that the Bayanihan 2 Bill is essential to sustain and enhance the government’s fight against the pandemic.

On motion of Representative Delos Santos, the Chair recognized Rep. Wilter “Sharky” Wee Palma II for his manifestation.

MANIFESTATION OF REPRESENTATIVE PALMA

Representative Palma manifested the full support of the Lakas-CMD Party headed by Majority Leader Romualdez (F.M.), and pointed out that the increasing

COVID-19 cases in the country necessitates for an intensified government response through the urgent approval of the Bayanihan 2 Bill.

Representative Palma said that the measure would give emergency assistance to the vulnerable sectors affected by the pandemic; increase the budget for testing and contact tracing of suspected COVID-19 patients; provide assistance to the unemployed Filipinos, additional funding for the TUPAD cash-for-work program and DSWD Assistance for Individuals in Crisis Situations; and provide free face masks to barangay officials and the indigenous peoples.

As he reminded the Body of the cardinal duty of the government to protect its people against all harm, Representative Palma expressed belief that House Bill No. 6953 will be more responsive to the demands of the situation, and that together, the COVID-19 can be defeated. He then congratulated the House leadership and his colleagues for the approval on Second Reading of the Bayanihan 2 Bill.

On motion of Representative Delos Santos, the Chair next recognized Representative Sy-Alvarado for his manifestation.

MANIFESTATION OF REPRESENTATIVE SY-ALVARADO

Representative Sy-Alvarado relayed the National Unity Party’s support for the passage of House Bill No. 6953; and emphasized that Congress – the House of the People – has been unrelenting in its pursuit towards easing the burden of the Filipino people.

He said that upon hearing President Rodrigo Roa Duterte’s pronouncement regarding depleting funds, Congress crafted the Bayanihan 2 Bill under the leadership of Speaker Cayetano (A.P.) and Majority Leader Romualdez (F.M.) and with the support of his colleagues in the Chamber. He also expressed the commitment of the NUP in addressing the pressing issues such as those affecting public utilities and telecommunications, as well as the anomalies uncovered in PhilHealth.

In the end, he reiterated the Party’s support to the House leadership in its effort to provide a comfortable and good life for every Filipino, and to President Duterte’s aspirations for the country.
