PRISONS.

Jn the past, thi) question linn oftenbeen mooted, whether or not :i m

school should be regarded as nkind of prison. Jiut the best thoughtof the present age has decided thatevery prison ought to lie a kind ofreform school. The old, barbarousidea of exercising vengeance uponthose incarcerated in prison ha noroom in modern civilization. Intliis respect great change havetaken place in the management ofprisons in Europe and Anieiicaduring the present century. Inmany of the Southern States ofAmerica great changes of sentimenton this subject have been manifestedduring the last two years. Thespirit of this country dictates thatsociety punish those who violate itslaws, just so far and in just such away, as will most effectually preventthe repetition of crime by the indi-

viduals or by other. That theprison system of the HawaiianIslands falls far short of the idealmust be evident upon even a cursoryexamination. Prisons accomplishtheir end the prevention of crime,through the segregation of crimi-nals, thus checking their evil inllu- -

once upon the innocent, through thereform of criminals thenielves, andthrough the salutary inlluencc ofexample of crime punished. In allthree of these particulars our penalsvstem stands open to criticism. Inthe llrst place, offenders of allgrades, from the school boy forpetty larceny to the brutal wretchwho assaults unprotected women orattempts to take tho life of his fel-

low mini, all are sent, or may besent according to law, to the sameprison. There is no likelihood thatthe school boy's inlluencc will re-

form his degraded companion. But,on the other hand, there is everylikelihood that such companionship,enforced by law, will result in incal-culable harm to the boy. These arcextreme cases, but there i a greatdifference in the classes of offendeisshut up in one another's society inour prisons. Placing all classes ofevildoers in one prison i not thesegregation which will lesult in thegreatest possible diminution ofcrime. And another defect, just asglaring is the failure to separateprisoners from the rest of society.Jt is a painful and unhappily com-

mon thing to see children playingabout, and even conversing withprisoners at their work. How canthis fail to result in evil?

What effort is put forth to leforinthose whom the btate has deprivedof tlicir liberty because of theirhaving fallen into crime? Ho who

undertakes to answer this question,so far as the state is concerned,assumes no heavy task. To tellwhat conscientious woik is done in

this line by individuals, and withwhat degree of skill and success, isa different matter. Hut such workin public institutions is always unsatisfactory unless carried on underthe authority of the management.It is biul economy for tho state toshirk this responsibility.

When prisoners work side by sidewith unoffending laborers, and onpractically equal terms, the exampleof their punishment loses much ofits salutary inlluencc. Too greatfamiliarity with criminals nearlyalways results in harm.

All desirable reforms cannot bemade at once. Yet it is time forsomething to be done if Hawaii is tokeep up with the most advancednations. The Legislature cannotdo a better thing than to appoint acommittee or arrange tor a commis-sion to investigate thoroughly andreport what changes are desirable,and what can be done in that lineat picsent. Then action should betaken upon the matter at once.
