The Hawaiian Legislature lias re-
cently presented the singular spec-
tacle of Cabinet Ministers speaking and voting on opposite sides of the most important question that lias come up at this session the pro-
posed Constitutional Amendment. AVc doubt if a parallel can be found elsewhere, where forms of Govern- ment somewhat similar to our own obtain. Divisions among ,Ministcrs on private hills ot a comparatively unimportant nature arc not uncom-
mon ; but a division of Ministers on a question so vital as an important change in the fundamental law would lead to a reconstruction or resignation of the Cabinet. To be sure, the measure did not emanate from a Minister, but such was its nature that one would have thought the Ministers would have been a unit cither in defence thereof or op-
position thereto.
BEST OF IT.
The removal of the elevation on King street, at Leleo, proceeds. The formation being almost entirely coral, tho progress is necessarily slow. It has to be loosened by blasting before the pickaxe and shovel are of any service. A steam drill is at work, and greatly expe-
dites blasting operations. The Por- tuguese workmen, who have super- seded the prisoners, make a very much better showing for a day's woik than did the latter. The un-
dertaking is, no doubt, being car- ried out in accordance with the plan furnished. So much for those who are doing tho work.
In the meantime, the people Viho live on either side of the road where the cutting is being made mutter imprecations on the civil engineer- ing which places their property far above the highway and difllcult of access therefrom ; while the thought- ful tax-pay- er wants to know, why so large an expenditure for so small a benefit? The cynical "malcontent" comes along and caps the climax b' observing: "This is the most mag-
nificent monument of iucompotent civil engineering the district of Ho-
nolulu can boast of, and it can boast of many. A man who knows no method of grading a road hut leveling a hill had better go back to school," and the malcontent has the best of it.
A CHARGE OF BRIBERY.
Our Legislative report of this roorning'H procecuings contains a "surprise note." A charge of bri-
bery was preferred against two members of the Assembly, and a committee was appointed to investi-
gate the matter. It is premature to express an opinion at this stage, other than to stato that tho Attorney-G-
eneral has done his duty in
tho premises, in bringing tho matter forward in tho way ho did. Un-
doubtedly thero is eoino ground for tho charge, or it would not have been made, Facts and particulars were not presented to the House,

sent stage. These have to be dealt with by the com-
mittee beforo they arc made known to the Assembly. Tho charge is one of unuiunt gravity, and tho committee is rnlrustcd with an usu-
ally grave responsibility. The com-
mittee is cxpiThd to do its duty faiily and fauilcssly, and the House to do likewise by the committee's finding. If the charge i proved to be unfounded, of course,lhe accused will bo exonerated ; but if found guilty, the severest possible punish- ment can alone meet tlie case. Bribery in the Legislative body of the nation must not bo winked at: it must bo snt upon heavily, by the Legislature and tho country.

Rep. Pachaole thought one of the Ministers ought to introduce the bill.

Ashford, Attorney-Gener- al of the Kingdom, hereby alleges and charges that two members of this honorable House, to wit, the lion. A. Kauhi, Representative for the District of Ewa and AVaianae, and Hon. G. 1'. Kamauoha, Representa- tive for the District of South Kona, have been, during the week last past, while such members of this honorable House, and while attend- ing its session and sitting and vot- ing tlicrein,.guilty of the offence ol accepting bribes to influence their respective votes up.on mcasuies pending before this House, to wit, upon the proposed Constitutional Amendment in reference to Chinese, which was voted upon, and indefi- nitely postponed by this House, on "Wednesday, Sept. 5, 1888; and also that said A. Kauhi and G. P. Kamau- oha were, during tho time aforesaid, while such members of this House as aforesaid, guilty of the offence of bribing and attempting to bribe other members of this House, and of promising and paying money to other members of this House to in-
fluence the votes of such other members upon the proposed Consti- tutional amendment aforesaid, and in consideration of the votes of such other members upon said measure as aforesaid. Be it therefore
Resolved, that a select committee of this House be appointed to investi- gate the above charge and all matters incident theieto, and that such com-
mittee when appointed, shall be in-
vested with and possess full power and authority to send for peisons and papers in aid of such investiga- tion and to examine such persons upon or oath otherwise, and that said committee arc hereby directed to report with all convenient speed, their findings of facts therein, to-
gether with airy recommendations they shall think fit to make in the premises.

Noble Smith moved the resolu- tion be adopted. No more serious charge could bo brought against a member of the house.
Minister Ashford said the resolu- tion had been brought in late in tho session for the reason that the acts were late. He was fully sensible of the gravity of this ofienoe.
Rep. Kamauoha was somewhat surprised at tho resolution. Ho had opposed the Constitutional amend- ment from the beginning, and 'sd had other members and also one of the members of tho Cabinet. It looked as if he and Hop. Kauhi had been selected on the charge of at-
tempting to bribe. Ho was perfectly willing to have the House investigate if it sees fit.
Rep. Pachaole moved tho resolu- tion bo translated, printed and laid befbro the House so that the mem- bers could peruse it.
Noble Young thought it would only prolonging the session by hav- ing it printed. He was in favor of udopting lio resolution. .
Noble Smith amended his motion by moving Unit the resolution bo adopted, thereafter translated and' printed.

of Immigrants, returned from a tour of inspection on the Waimca side of the island of Kauai, this morning on the steamer Wai-aleal- e.
The health of the people on tho plantations is very good. There had been a few cases of lleri-be- ri
among tho Japanese on Kekaha plantation, but a change of diet soon restored them to health. cer
states that in traveling from Kekaha to Mafia, he experienced the hottest kind of weather. The steamer passed quite close to Kala-- ,
lau where are a number of lepers. As soon as they saw .the steamer they scudded as fast as their legs would carry them. By the aid of a powerful glass it was noticed that three of them carried guns. Eighty-seve- n
persons in all were counted, probably not all lepers. Mr. Spen- cer will return to Kauai to finish the inspection of that island and then proceed to Maui.

The number of admissions during the quarter was .03 j viz., 28 Ha-waiia-

(25 males and 1 females), 3 Chinese, 4 Japanese and 10 of other nationalities.

A MYSTERIOUS DISAPPEARANCE.
The steamer Kinau brings news of a supposed ease of murder. On Sept. 3rd, Mr. D. Kapahee, school teacher, called on Captain Kldart, Sheriff and Agent of Board of Health for Puna, presumably to draw his pay, and lias not been seen since. A diligent scaioh vt as im- mediately instituted as booh as Ka pahee was niUscd, and the only imaginable naca ot mm ws a trail of blood which led to no futthor development. Kapahcc is supposed to have been murdered and China- men are suspected of the crime.
A WILLING PRISONER. A Portuguese boy about C years
of age, was bitten by a dog while stealing fruit nt Kalihi, yesterday. Tho father of the boy came to town with the youngster, this morning, to swear out a warrant for the ar- rest of the owner of the dog. The owner getting wind of the move- ment came in and gave himself up, without being arrested. The whole story, both sides, having been told in the Police Couit, this noon, and

The Hawaiian Legislature lias re-
cently presented the singular spec-
tacle of Cabinet Ministers speaking and voting on opposite sides of the most important question that lias come up at this session the pro-
posed Constitutional Amendment. AVc doubt if a parallel can be found elsewhere, where forms of Govern- ment somewhat similar to our own obtain. Divisions among ,Ministcrs on private hills ot a comparatively unimportant nature arc not uncom-
mon ; but a division of Ministers on a question so vital as an important change in the fundamental law would lead to a reconstruction or resignation of the Cabinet. To be sure, the measure did not emanate from a Minister, but such was its nature that one would have thought the Ministers would have been a unit cither in defence thereof or op-
position thereto.
BEST OF IT.
The removal of the elevation on King street, at Leleo, proceeds. The formation being almost entirely coral, tho progress is necessarily slow. It has to be loosened by blasting before the pickaxe and shovel are of any service. A steam drill is at work, and greatly expe-
dites blasting operations. The Por- tuguese workmen, who have super- seded the prisoners, make a very much better showing for a day's woik than did the latter. The un-
dertaking is, no doubt, being car- ried out in accordance with the plan furnished. So much for those who are doing tho work.
In the meantime, the people Viho live on either side of the road where the cutting is being made mutter imprecations on the civil engineer- ing which places their property far above the highway and difllcult of access therefrom ; while the thought- ful tax-pay- er wants to know, why so large an expenditure for so small a benefit? The cynical "malcontent" comes along and caps the climax b' observing: "This is the most mag-
nificent monument of iucompotent civil engineering the district of Ho-
nolulu can boast of, and it can boast of many. A man who knows no method of grading a road hut leveling a hill had better go back to school," and the malcontent has the best of it.
A CHARGE OF BRIBERY.
Our Legislative report of this roorning'H procecuings contains a "surprise note." A charge of bri-
bery was preferred against two members of the Assembly, and a committee was appointed to investi-
gate the matter. It is premature to express an opinion at this stage, other than to stato that tho Attorney-G-
eneral has done his duty in
tho premises, in bringing tho matter forward in tho way ho did. Un-
doubtedly thero is eoino ground for tho charge, or it would not have been made, Facts and particulars were not presented to the House,

sent stage. These have to be dealt with by the com-
mittee beforo they arc made known to the Assembly. Tho charge is one of unuiunt gravity, and tho committee is rnlrustcd with an usu-
ally grave responsibility. The com-
mittee is cxpiThd to do its duty faiily and fauilcssly, and the House to do likewise by the committee's finding. If the charge i proved to be unfounded, of course,lhe accused will bo exonerated ; but if found guilty, the severest possible punish- ment can alone meet tlie case. Bribery in the Legislative body of the nation must not bo winked at: it must bo snt upon heavily, by the Legislature and tho country.

Kamauoha, Representa- tive for the District of South Kona, have been, during the week last past, while such members of this honorable House, and while attend- ing its session and sitting and vot- ing tlicrein,.guilty of the offence ol accepting bribes to influence their respective votes up.on mcasuies pending before this House, to wit, upon the proposed Constitutional Amendment in reference to Chinese, which was voted upon, and indefi- nitely postponed by this House, on "Wednesday, Sept. 5, 1888; and also that said A. Kauhi and G. P. Kamau- oha were, during tho time aforesaid, while such members of this House as aforesaid, guilty of the offence of bribing and attempting to bribe other members of this House, and of promising and paying money to other members of this House to in-
fluence the votes of such other members upon the proposed Consti- tutional amendment aforesaid, and in consideration of the votes of such other members upon said measure as aforesaid. Be it therefore
Resolved, that a select committee of this House be appointed to investi- gate the above charge and all matters incident theieto, and that such com-
mittee when appointed, shall be in-
vested with and possess full power and authority to send for peisons and papers in aid of such investiga- tion and to examine such persons upon or oath otherwise, and that said committee arc hereby directed to report with all convenient speed, their findings of facts therein, to-

Noble Smith moved the resolu- tion be adopted. No more serious charge could bo brought against a member of the house.
Minister Ashford said the resolu- tion had been brought in late in tho session for the reason that the acts were late. He was fully sensible of the gravity of this ofienoe.
Rep. Kamauoha was somewhat surprised at tho resolution. Ho had opposed the Constitutional amend- ment from the beginning, and 'sd had other members and also one of the members of tho Cabinet. It looked as if he and Hop. Kauhi had been selected on the charge of at-
tempting to bribe. Ho was perfectly willing to have the House investigate if it sees fit.
Rep. Pachaole moved tho resolu- tion bo translated, printed and laid befbro the House so that the mem- bers could peruse it.
Noble Young thought it would only prolonging the session by hav- ing it printed. He was in favor of udopting lio resolution. .

of Immigrants, returned from a tour of inspection on the Waimca side of the island of Kauai, this morning on the steamer Wai-aleal- e.
The health of the people on tho plantations is very good. There had been a few cases of lleri-be- ri
among tho Japanese on Kekaha plantation, but a change of diet soon restored them to health. cer
states that in traveling from Kekaha to Mafia, he experienced the hottest kind of weather. The steamer passed quite close to Kala-- ,
lau where are a number of lepers. As soon as they saw .the steamer they scudded as fast as their legs would carry them. By the aid of a powerful glass it was noticed that three of them carried guns. Eighty-seve- n
persons in all were counted, probably not all lepers. Mr. Spen- cer will return to Kauai to finish the inspection of that island and then proceed to Maui.

A MYSTERIOUS DISAPPEARANCE.
The steamer Kinau brings news of a supposed ease of murder. On Sept. 3rd, Mr. D. Kapahee, school teacher, called on Captain Kldart, Sheriff and Agent of Board of Health for Puna, presumably to draw his pay, and lias not been seen since. A diligent scaioh vt as im- mediately instituted as booh as Ka pahee was niUscd, and the only imaginable naca ot mm ws a trail of blood which led to no futthor development. Kapahcc is supposed to have been murdered and China- men are suspected of the crime.
A WILLING PRISONER. A Portuguese boy about C years
of age, was bitten by a dog while stealing fruit nt Kalihi, yesterday. Tho father of the boy came to town with the youngster, this morning, to swear out a warrant for the ar- rest of the owner of the dog. The owner getting wind of the move- ment came in and gave himself up, without being arrested. The whole story, both sides, having been told in the Police Couit, this noon, and
