A SINGULAR SPECTACLE.

The Hawaiian Legislature lias re-

cently presented the singular spec-

tacle of Cabinet Ministers speakingand voting on opposite sides of themost important question that liascome up at this session the pro-

posed Constitutional Amendment.AVc doubt if a parallel can be foundelsewhere, where forms of Govern-ment somewhat similar to our ownobtain. Divisions among ,Ministcrson private hills ot a comparativelyunimportant nature arc not uncom-

mon ; but a division of Ministers ona question so vital as an importantchange in the fundamental lawwould lead to a reconstruction orresignation of the Cabinet. To besure, the measure did not emanatefrom a Minister, but such was itsnature that one would have thoughtthe Ministers would have been aunit cither in defence thereof or op-

position thereto.

THE MALCONTENT HAS THE

BEST OF IT.

The removal of the elevation onKing street, at Leleo, proceeds.The formation being almost entirelycoral, tho progress is necessarilyslow. It has to be loosened byblasting before the pickaxe andshovel are of any service. A steamdrill is at work, and greatly expe-

dites blasting operations. The Por-tuguese workmen, who have super-seded the prisoners, make a verymuch better showing for a day'swoik than did the latter. The un-

dertaking is, no doubt, being car-ried out in accordance with the planfurnished. So much for those whoare doing tho work.

In the meantime, the people Viholive on either side of the road wherethe cutting is being made mutterimprecations on the civil engineer-ing which places their property farabove the highway and difllcult ofaccess therefrom ; while the thought-ful tax-pay- er wants to know, why solarge an expenditure for so small abenefit? The cynical "malcontent"comes along and caps the climax b'observing: "This is the most mag-

nificent monument of iucompotentcivil engineering the district of Ho-

nolulu can boast of, and it canboast of many. A man who knowsno method of grading a road hutleveling a hill had better go back toschool," and the malcontent has thebest of it.

A CHARGE OF BRIBERY.

Our Legislative report of thisroorning'H procecuings contains a"surprise note." A charge of bri-

bery was preferred against twomembers of the Assembly, and acommittee was appointed to investi-

gate the matter. It is premature toexpress an opinion at this stage,other than to stato that tho Attorney-G-

eneral has done his duty in

tho premises, in bringing tho matterforward in tho way ho did. Un-

doubtedly thero is eoino groundfor tho charge, or it would not havebeen made, Facts and particularswere not presented to the House,

If the charge i proved tobe unfounded, of course,lhe accusedwill bo exonerated ; but if foundguilty, the severest possible punish-ment can alone meet tlie case.Bribery in the Legislative body ofthe nation must not bo winked at:it must bo snt upon heavily, by theLegislature and tho country.

Minister Ashford said the resolu-tion had been brought in late in thosession for the reason that the actswere late. He was fully sensible ofthe gravity of this ofienoe.

Rep. Kamauoha was somewhatsurprised at tho resolution. Ho hadopposed the Constitutional amend-ment from the beginning, and 'sdhad other members and also one ofthe members of tho Cabinet. Itlooked as if he and Hop. Kauhi hadbeen selected on the charge of at-

tempting to bribe. Ho was perfectlywilling to have the House investigateif it sees fit.

Rep. Pachaole moved tho resolu-tion bo translated, printed and laidbefbro the House so that the mem-bers could peruse it.

Noble Young thought it wouldonly prolonging the session by hav-ing it printed. He was in favor ofudopting lio resolution. .

lau where are a number of lepers.As soon as they saw .the steamerthey scudded as fast as their legswould carry them. By the aid of apowerful glass it was noticed thatthree of them carried guns. Eighty-seve- n

persons in all were counted,probably not all lepers. Mr. Spen-cer will return to Kauai to finish theinspection of that island and thenproceed to Maui.

The number of admissions duringthe quarter was .03 j viz., 28 Ha-waiia-

A MYSTERIOUS DISAPPEARANCE.

The steamer Kinau brings newsof a supposed ease of murder. OnSept. 3rd, Mr. D. Kapahee, schoolteacher, called on Captain Kldart,Sheriff and Agent of Board ofHealth for Puna, presumably todraw his pay, and lias not been seensince. A diligent scaioh vt as im-mediately instituted as booh as Kapahee was niUscd, and the onlyimaginable naca ot mm ws a trailof blood which led to no futthordevelopment. Kapahcc is supposedto have been murdered and China-men are suspected of the crime.
