Incident OverviewFEMA-4421-DR-IA – (1) County PA Cat A - B, (69) Counties PA Cat A-G and (10) Counties IA & PA:
On March 12, 2019, a strong storm system brought warming temperatures, high-winds, and one (1) to two (2) inches of rain to Iowa on Tuesday (3/12/2019) night and throughout Wednesday (3/13/2019). This coupled with significant snow melt and increased runoff due to frozen soils, led to widespread flooding across the region for weeks following the storm and continuing.• Federal disaster assistance approved 03/23/2019 for Public Assistance (PA) (Category A and B
ONLY) for 56 counties. The declaration also approved Individual Assistance (IA) in five (5) counties and Hazard Mitigation State-wide.
• On 04/05/2019, Amendment #1 added 20 counties for Public Assistance [Categories C-G]. • On 04/11/2019, Amendment #2 added 13 counties for Public assistance [Categories C-G].• On 04/15/2019, Amendment #3 added two (2) counties for Individual Assistance.• On 05/06/2019, Amendment #4 added 13 counties for Public Assistance [Categories C-G].• On 05/07/2019, Amendment #5 added one (1) county for Individual Assistance.• On 05/08/2019, Amendment #6 added five (5) counties for Public Assistance [Categories C-G].• On 05/08/2019, Amendment #7 added two (2) new counties for Public Assistance [Categories

Details• Floodplain Management staff is working with the Department of Natural Resources (DNR) Coordinator to identify outreach priorities for National Flood Insurance Program (NFIP) Community Assistance Contact (CAC) visits.• HM Strategic Plan is being implemented and modified as the mission needs change.• Floodplain Management staff supporting 74 Non-Participating communities, 67 in the area around the JFO and 7 in Branch I.• Total Community Assistance Contact (CAC) visits 116; with 27 in Branch I, 27 in Branch II, 40 in Branch III and 22 in Branch IV.• HM Staff supporting VALs at the Long Term Recovery Center (LTRC) Meetings in Fremont, Mills and Harrison Counties.• The Floodplain Management staff is currently developing and coordinating training opportunities with the Department of Natural Resources (DNR) for Substantial Damage Estimator, Elevation Certification and Permitting.• HM staff in coordination with External Affairs, visited the City of Ottumwa (Wapello County) Water Treatment Plant and it'scomponents that were mitigated under FEMA-1763-DR for a Mitigation Best Practice Story.• Hazard Mitigation continues to analyze past projects for Best Practice stories.• HM 406 Mitigation staff deployed to Branch II supporting PA.• HM is supporting Iowa's Mitigation Department with HMGP (404) inquiries.• 274 Substantial Damage Estimates (SDE) completed in Hamburg (Fremont County). 76 properties with estimated damages between 45%-100% were identified, out of the 274 completed SDE.

• Received an expedited Disaster Declaration after a site visit from Vice President Pence (within two days of the Governor’s request) on March 23, 2019.
• Expeditiously set up a Joint Field Office (JFO) co-located with the State of Iowa Homeland Security and Emergency Management
• IA and DSA rapidly registered survivors and established presence in effected counties.
• Deployed Voluntary Agency Liaison (VAL) to IA designated counties to collaborate with voluntary sector organizations undertaking early relief activities including: feeding, sheltering and distributing necessary supplies. Implemented Mission Assignment (MA) to bring AmeriCorps teams in to begin helping survivors restore their homes and to assist in the most heavily impacted communities.
• EHP has completed the Initial Public Notice for FEMA-4421-DR-IA, incorporating all documents for all counties amended since June 115, 2019 and drafted an Endangered Species Act (ESA) Consultation Analysis.
• The Community Planning and Capacity Building Recovery Support Function has been stood up and is in communication with state, federal, and other partners.

• Disaster Survivor Assistance (DSA) completed mission assignment on May 31, 2019. DSA coordinated with local Emergency Managers to identify impacted areas to prioritize work assignments in their jurisdictions. DSA conducted the AIR Mission (Assess, Inform and Report) and identified additional areas of damage providing JFO leadership with updated and accurate status of daily operations.
• Crews conducted field outreach throughout seven counties designated for Individual Assistance distributing disaster assistance information and providing services to disproportionately impacted survivors to include Access and Functional Needs (AFN). Crews conducted Registration Intake, Case Inquiries, Updates, Survivor Needs Assessments and provided Whole Community Referrals to survivors. Community outreach was reported utilizing the Survivor Mobile Application Reporting Tool (SMART 2), DSA Daily Summary Report, Unified Command Group and program lead group meetings. Crews also tracked survivor interactions, registrations, updates, inquiries, emerging and critical issues using the SMART Dashboard.
• Established the first direct housing task force in Iowa to support 35 eligible families who were displace due to the Missouri River flooding.
