• Disaster Survivor Assistance (DSA) completed mission assignment on May 31, 2019. DSA coordinated with local Emergency Managers to identify impacted areas to prioritize work assignments in their jurisdictions. DSA conducted the AIR Mission (Assess, Inform and Report) and identified additional areas of damage providing JFO leadership with updated and accurate status of daily operations.

• DSA Crews conducted field outreach throughout seven counties designated for Individual Assistance distributing disaster assistance information and providing services to disproportionately impacted survivors to include Access and Functional Needs (AFN).

• Community outreach was reported using the Survivor Mobile Application Reporting Tool (SMART 2), DSA Daily Summary Report, Unified Command Group and program lead group meetings.

• Using the SMART Dashboard enabled DSA Crews to more efficiently track survivor interactions, registrations, provide updates, and respond to inquiries, emerging and critical issues.

• Established the first direct housing task force in Iowa to support 35 eligible families who were displace due to the Missouri River flooding.

• FEMA and the State of Iowa collaborated and coordinated through a Joint Information Center to provide essential disaster recovery information to impacted Iowans, local officials, Congressional offices, voluntary agencies and other recovery partners to help support recovery decisions and efforts.

• EA launched a comprehensive, multi-faceted public outreach campaign promoting the Individual Assistance registration deadline that resulted in increased registrations during the last 2-4 weeks of the application period. This is believed to be one of the few, if not only times, such a broad, formal campaign on this topic has been undertaken throughout FEMA.

• EA created and implemented a unique, functional staffing organization for the JIC to cover for ongoing personnel shortfalls and still ensure that the key public information mission could be met. This functional organization not only better served survivors and key partners, it better utilized individual staff talents beyond FQS titles, fostered cross-training among positions and helped build individual and team skill capabilities

• An EA visual imaging team provided critical documentation of the disaster impacts for the joint FEMA/state operation, as well as other federal partners and local officials.

• Notice of Grant Award (NOGA) awarded Disaster Case Management (DCM)• Grant on 09/23/2019 EHP transmitted an Endangered Species Act Section 7

consultation letter, along with analysis and a detailed species matrix, to the US Fish and Wildlife Service on 10/10/2019.
