HISTORY “VHR News Center was set up on June 19, 1999, in the middle of reformation movement after Soeharto dictatorship step down.

Human rights for every Indonesian were put aside during the Soeharto regime, which had been established for 32 years.

VHR Radio Program is growing along with reformation in Indonesia.

VHR was established by the Indonesian Legal Aid Foundation (YLBHI), aimed to push the human rights campaigns through radio.

VHR’s founders are Munir (), Bambang Widjojanto, Karlina Leksono, and Dadang Tri Sasongko. Munir was the first chairperson of VHR.

In 2003, VHR changed its name to be VHR News Center. By using this new brand, VHR does not only generate radio programs, but also publish its news on the internet.

In 2003, VHR News Center has strengthened its position as a content provider for community stations and local private stations. VHR News Center does not only provide news, but also features and talk show program.

To strengthen network with community station, VHR News Center established a division named Program and Networking Division.

This division has roles to develop the radio networks and build capacity of community stations. Through this division the number of community stations which join VHR’s network increased significantly.

MEDIA CONCEPT Nowadays, VHR is developing a convergence media. VHR News Center does not only generate news for radio programs, but also develop news site: VHRmedia.com.

VHR News Center develops media to publish the human rights issues in popular way. We covered various topics such as civil and politic rights, pluralism, unemployment, poverty, environment, women and children rights, disability rights, economy social and cultural rights.

VHR Radio Radio News VHR Radio produces up to 10 titles news daily. The news are broadcast by 15 community stations at 7 PM, broadcasted on the internet and filed as audio on demand.

Radio Feature VHR Radio produces 4 titles of ten minutes features monthly, broadcasted by 350 community stations and local private stations.

Warung HAM Warung HAM is a collaboration of VHR News Center with the National Commission for Human Rights (Komnas HAM). Warung HAM is broadcasted live and interactive by 9 community stations from the Komnas HAM’s building on the first and third Wednesday every month, at 3 to 4 PM.

The concept of Warung HAM are combining comedy, music, informal discussion and food stall atmosphere. Many topics had been discussed in this talkshow, such as involuntary disappearance, migrant workers, and disabled people. This program set for audio and visual format.

Lesehan Komunitas Lesehan Komunitas run by a collaboration of VHR News Center and 15 community stations. Community stations participated in deciding topic of this talk show.

Lesehan Komunitas discuss about local scale human rights issues, like water privatisation, disaster, environment, agriculture, home industry, etc. The community stations listeners can discuss interactively with resource person in studio VHR by toll free. Community station announcers take part as host of this show. It is aired every Tuesday at 7.30 to 8.30 pm.

Konsultasi Hukum This program is a collaboration of VHR News Center and Community Legal Aid Foundation (LBHM). It is aired every Wednesday at 1 PM, hosted by VHR News Center and facilitated by lawyers from LBHM.

As a legal consultation, this program discusses about legal problems that are faced by our listeners.

Ragam This program is collaboration program with JATAM (Mining Advocacy Network) and WALHI (Indonesian Environmental Forum) discussing environment issues. It is broadcasted on the first and third Thursday at 4 PM.

Buku Kita Buku Kita is a book review talk show, discussing new books, mainly related to human rights issues. Produce together with Goodreads Indonesia, a reading group community. This program is broadcasted every Monday at 1 PM

Indie is Me This is a live music program in collaboration with independent label music community. Indie is Me aims to give opportunity for the creative youth to perform their talent.

VHRmedia.com VHRmedia.com site was established to respond the development of global media technology. Nowadays, internet has become an important media for the people’s life. By and by, internet becomes the cheap, effective, and accessible media.

Since it was established in 2006, VHRmedia.com has improved significantly. The number of visitors is growing, and the contents become more various.

VHRmedia.com has many rubrics, which are:

News Every day, there are 10 titles of news published on VHRmedia.com. We covered news on corruption, politic, law, environment, and so on. All of them are packaged by using human rights perspectives.

Kisah Kisah (Story) is human interest stories, written as feature and illustrated with photo. Topic: story about poverty, environment, women’s rights, disabled people’s rights, etc. Kisah is written in narrative style. It is updated weekly. Fokus (Focus) This is an in-depth reporting. Topic: actual problems with human rights point-of-view. Focus is up dated weekly.

Opini Opini is a rubric for contributors from expertise to discourse important issues.  Foto (Photos) Many events can be more interesting if they are presented by pictures, rather than words. That is the reason why VHRmedia.com has this rubric.

Komunitas (Community) Civic journalism becomes trend in over the world, and so in Indonesia. Everyone especially from community stations are welcome to report their news. Editorial staff in VHRmedia.com will edit the news to be published on the site.

VHR Network There are 350 community stations that join in VHR network. Those stations spread in Java, Sulawesi, Sumatra, Nusa Tenggara, West Kalimantan and Papua.   VHR has 350.000 listeners from its network. This is a moderate estimation, assumed that every station at least has 1,000 listeners.

Community station’s listeners do not only listen to the radio program, but they also participated in the off-air program. They participate in deciding radio program through the Community Council which exists in every station. Their participation higher rather than in private station.

VHR News Center has capacity building program for community stations.

VHR facilitates trainings for radio management, developing radio programs, and journalism training. VHR’s journalists assist community stations.

OTHER ACTIVITIES VHR News Center publishes popular books about human rights issue.

VHR has published: Neraka Rezim Soeharto, Misteri Tempat-tempat Penyiksaan (about secret torture places under Soeharto’s regime), a book that is written by VHR’s journalist. Dari Kamp ke Kamp (a biography of Mia Bustam, an ex woman political prisoner).

Luka Papua, (in-depth reporting by Papuan journalists about HIV AIDS, special autonomy, and Tribal War assist by VHR).

Peluru dan Ambulan, (human interest story about doctor Muzakir, a doctor who worked in Aceh during the armed conflict). Kebebasan Pers dan Ekspresi (history about press freedom in Indonesia) by Atmakusumah Astraatmaja, the chairperson of VHR News Center and former of Press Council chairperson.

VHR in The Future Opportunities Prospect ① Internet users are growing. Nowadays, there are 30 million internet users in Indonesia, with average increase about 5 million users in a year. Moreover, the Indonesia government is planning to provide national hot-spot areas. This is an opportunity for VHR to develop its convergence media and to develop broadcasting programs on the internet.

② Digitalizing Broadcasting System. The Indonesia government now is preparing migration broadcasting system, from analog to digital. This digitalized broadcasting solved the problem of limitation on frequency. This is an opportunity for VHR to have canal for broadcasting base.

③ Trend of global convergences media gives opportunity for VHR to develop as a content provider for human rights issues. This is a big opportunity for VHR to speak about human rights issues in affordable cost.

④ Community station in Indonesia is growing significantly since government had legalized the Broadcasting Law in 2002. Community station is media in grass root, which is very cheap, simple, and effective. This is a very good opportunity for VHR News Center to broaden its network.

CHALANGES① Government is trying

to control the internet. The legalization of Electronic Information and Transaction Law is one of their efforts. This law threats 6 years jail for defamation on the internet. For this reason, VHR News Center has to adapt the regulation on the internet immediately. VHR capacity as a media institution has to keep improving.

VHR needs to increase its ability and staff to be an independent and credible media.

② To grow as convergence media, VHR needs to improve infrastructure, software, and hardware.

③ VHR has to market its product. So VHR needs to develop a marketing division to promote and sell its product.

VHR has to have ability in marketing management so VHR can enter the market.
