Another Bowls season is upon us!The Australian Premier League has become a high light on the bowls calendar and I urge all WA bowlers to get behind our Solargain Perth Suns in APL03 with an all WA contingent of players for the first time.If you want to see the best of the best this is the one to watch and best of

all it is broadcast live on Fox Sports from November 10-13.A special thankyou to Cameron Harris who has been assisting me with

this edition of Jack Hi. Cameron who plays at Cambridge is completing a University Journalism degree and has been working part time hours at Bowls WA, his help is certainly appreciated not only with the magazine but also with the Bowls WA Website.Good luck to all bowlers participating through out Western Australia in the

many pennant competitions state wide that are already underway.

Northern Zone VisitDuring the week commencing October 12th I travelled widely through the Northern Zone and visited 16 clubs. Similar to my visit last October through the South Western and Southern Zones I was made very welcome by all. I used this opportunity to see the clubs and their facilities and more importantly to sit down with club executives and members and share information.

State Team AppointmentsRecently the Board announced the appointment of Tony Hockey as the new Men’s State Coach and Therese Hastings as the Ladies coach, along with the men’s selector’s Graeme Wishart and Roger Barns and for the Ladies Helen Stevens and Jaewyn Norton.All have been selected based on their experience and

knowledge of the game and of our local players.It would be fair to say that we all have been a little

disappointed in the performance of our state teams of late and with these new faces guiding the selection, coaching and team management we hope to see a much improved performance from our squads.Congratulations to our junior boys and girls who competed in

the ACT at the start of October and also to the Over 60’s men and ladies who travelled to Launceston. At the time of writing this report the results of these competitions were not known, but hopefully they had some measure of success.

Proposed new Capitation modelThe Board is putting its final touches to a proposal that will be put to clubs regarding a change to the current capitation model.Other states have already made or will soon make a change

from the current scheme of charging individual members a capitation fee to a one off annual levy paid by the club.There are a great many benefits to be had from this change

and Bowls WA will need to convince all clubs of this, for to make any change will require an amendment to our Constitution which can only be done with a 75% majority approval from both metro and country clubs.Even given acceptance by the majority of clubs any change

would not commence until the 2016/17 season.I would like to wish all bowlers the best of luck and hope that you have an enjoyable and successful season.

As you read this, the season will have started and clubs will be trying to settle their teams in the expectation of enjoying a successful season.

Bowls ConnectHaving bedded down the Bowls Connect system last season with the Perth clubs, we can now go forward this season with confidence in its positive benefits of membership management, improved communication and the pennant reporting system.With a successful season behind us, we felt confident to

introduce Bowls Connect to the Country and training sessions were held with all Leagues during the off season. We are hoping that all country clubs embrace the programme and enjoy the same success and benefits that the metro clubs did last year.

Brookton Board MeetingWe held our September Board meeting at the Brookton Bowling Club, consistent with our stated objective of taking a least one meeting each year to a country club.After the meeting, we enjoyed a nice lunch which was

followed by the Board sitting down for a question and answer session with a small group from the Brookton club and two ladies who had taken the trouble to travel from the Wickepin club.

Australian Premier League (APL)In November the Australian Premier league (APL) will again be held at the Pine Rivers club in Brisbane which will televised direct by Foxtel. This year the Perth Suns will be represented by all local boys, with Matt Ellul replacing Jeremy Henry in our team. Matt will join with existing team members Clive Adams and Tom Mitchell. We wish them well and hope that having reached the semi-finals in the last two years that they can go one better this time.A spin off from the APL is the bold initiative taken by

Bowls WA and the Mandurah club, who introduced the inaugural Mandurah APL Cup. Played over the last week end in September it took the APL format and with some minor changes held a high quality, fast paced competition which brought the best out of the 28 nominated teams of mixed gender, including 7 country clubs. Bowls Australia have shown great interest in the Mandurah Cup and its format and quite possibly will see if its scope can be broadened for use in other places. So well done to the Mandurah club and its members.

With the new season upon us, no doubt there are plenty of selection panels running their eye over the available talent and looking to field sides with promotion and even a pennant in mind.Good luck to those fine volunteers who look forward to their

onerous task with enthusiasm – we hope it lasts at least until Christmas!In October there is always plenty of interest about on-green

matters, but it is off-green where so much is occurring that really excites me. Here a just a few new initiatives:

Club training coursesFollowing on from the very well attended Liquor Licencing Forum held in July, Bowls WA in conjunction with Sports Community will be hosting a three evening training course, dealing with grass root strategies in order to assist your club to become more financially sustainable.Sports Community are one of the leading club training

providers in the country and have worked extensively with bowling clubs in Victoria on strategies to improve planning, marketing and communication and as a result membership growth. Specific details are elsewhere in Jack Hi but I strongly encourage clubs to attend and for what is a very small fee give your club the very best opportunity for short, medium and long term success. These sessions are part of Bowls WA’s strengthened commitment to providing our clubs with the tools to be successful – it is now up to the clubs to grasp that opportunity.

ANZ – a club supporterAt each of the Ladies and Presidents’ Forums in mid May a partnership with the ANZ Bank was launched which gives clubs the opportunity to benefit from mortgage referrals. The ANZ Mortgage Introducer Program seeks members of

clubs to ‘introduce’ prospective ANZ home loan customers to the Bank, with a ‘one off’ commission payable to the club upon successful draw down of the loan. The commission of 0.3% of the value of the loan can be significant. With the average home loan now approximately $420,000 a successful introduction will earn the club $1,260 – and the business need not come from a bowling club member, with family, friends, neighbours, even business associates all part of the club community.The key is to ensure that the customer has an ANZ Introducer

Form labelled with your club details, to ensure the benefits will flow through to your club.See further details elsewhere in the magazine or contact

Bowls Connect comes to the countryA huge commitment by Operations Manager Aaron Delaporte and BA Regional Bowls Manager Clive Adams, has now seen every country club given the face to face opportunity to be trained in the Bowls Connect system.During August the Eastern, Southern and South West

Zones were visited with twelve clubs ranging from Esperance to Merredin hosting their League in the roll out plan. The Northern Zone was completed earlier in May. This significant undertaking funded by Bowls WA, has brought all country leagues up to speed with their metropolitan counterparts, allowing pennant results to be inputted directly into the system for immediate outcomes and for club databases to be built, aiding internal and external communication with the membership.Further advances in the system this coming year will see

the metropolitan capitation system overhauled, removing the need for endless paperwork between clubs and head office, with the club database the key component for capitation fees and transfers.All metro clubs will now have add extensive information

forwarded to them in readiness for the ‘cut-off’ date of 24th October. Bowls WA is leading the country in the utilisation of the Bowls Connect system and we thank all clubs for their support in this.

Jack Hi moves onlineDue to increasing costs, the Jack Hi magazine has moved to a two online, two printed version for the year. The printed versions will cover the Spring and Autumn editions when the season is just kicking off or finishing up and the Summer and Winter editions will be available via the BWA website www.bowlswa.com.au

Mandurah APL Cup – a great initiativeCongratulations to the Mandurah Bowling Club for their fantastic hosting of this inaugural event.It is great to see such a proactive club work with Bowls WA

in what was an innovative concept to the game in WA. Of course following on from the Perth Suns/APL format the event brought together 28 teams from around the state, who had earned their invitation via their past pennant performances. Add in a group of the games greatest ever players and it truly was a Festival of Bowls.An enormous amount of work was carried out by the club

and Bowls WA Competitions and Events Manager Pieter Harris to ‘make it happen’ and certainly BWA looks forward to this becoming a much sought after invitation for many years to come.

Inclusive Practices Officer

State Championships lead to NationalsIt is an exciting time for Inclusive Practices within the sport of bowls with the second WA team consisting of Joe Davey from Fremantle, Greg Power from Guilderton and Steve Murray from Scarborough competing in the National Multibowl Championships. You can read about this event on pages 28 and 29.As reported in the last version of Jack Hi, Bowls

WA successfully hosted the inaugural State Disability Championships in April – and what a success it was!We have set the date for next year’s Championships on

Saturday 2nd and Sunday 3rd of April 2016, to be hosted again at the Kardinya Bowling Club – who deserve a thank you for their supportive inclusive environment.Special mention to Eric Payne for co-hosting the event with

me, Anna Lake for the wonderful food provided during the event, and the many volunteers who helped to make the event happen. Please spread the word about next year’s event as there are many players in our bowls community who may wish to participate.

Striving for Personal Achievement from Grass Root Inclusion Programs to National Events…

Booragoon Lions Club Support BowlAbility ProgramThe Friday BowlAbility program hosted at the Kardinya Bowling Club worked in combination with Bowls WA to successfully apply for funding from the Booragoon Lions Club to add equipment to the program. This consisted of a wheelchair bowling arm and two Bowls Lifters, one of which was modified to use by a wheelchair bowler.Rhonda came to the BowlAbility program from Brightwater

Care Group with the determination to bowl at the Belmont Bowling Club, after approval was given from Belmont to have Rhonda bowl during dry weather. The challenge became to have Rhonda bowl along social mainstream bowlers – to do so she needed a bowling arm to control her aim during games.While Bowls WA had an original bowling arm, new

developments in the field made the Bionic Bowling Arm the preferred ‘go forward’ method of practice.Thanks to the Lions we were able to purchase this arm

and Rhonda is now in practice to play at Belmont during the coming months.Further funding supplied by Kardinya was used to purchase

two new bowls lifters, one of which was modified to be used by a wheelchair bowler (a special thanks to volunteer John Smith for making this happen) – by shortening the length of the lifter so a wheelchair bowler can independently lift their own bowls. Tracy, from Rocky Bay, demonstrates the use of the modified lifter from bringing the bowl of the ground and into her lap in preparation for play.

Duties of the SkipLaw 40 and all its sub sections covers the duties quite explicitly, including allowing Member National Authorities to allocate the score card duties – which Australia has done, returning this duty to the Seconds in any fours game, including Pennants, through the Domestic Regulations (DR) of the current Law book.Of course, that also means the Seconds must compare the score after each end as part of that duty as required in Law 40.1.7.4.The scoreboard: DR 3.1.1 The scoreboard may be updated at any time by any person but must be updated at least every second end and the skip is responsible for ensuring it is correct as per the scorecard.Delegation of the Skips duties: In the event of it being the Skips’ turn to bowl, the remainder of the team having crossed to the head after playing their bowls, it is usual for the Third to stand in for the Skip to assist, when asked, with such things as pointing out the state of the head; indicating where the jack is; etc. This used to be known as the controller of the head, being the delegated player at the head. The current Law is:Law 40.1.2 The skip must decide all disputed points with the opposing skip, making sure that any decision reached is in line with the Laws of the Sport of Bowls., but there are occasions where it becomes common sense for the Skip to delegate a relevant duty to the Third, as the person-on-the-spot.An instance of the importance of this is when a decision is

required in the event of a displacement, by an opposing player at the head, of the jack in motion after it has been hit by a bowl (which then obviously becomes a toucher) and the jack hits the foot of the opposite Third, preventing it entering the ditch (or even, possibly bouncing off the bank back on to the rink, which is still a ‘live’ jack).Law 38.1.2 Displacement of a jack in motion. If a jack in motion is displaced by a player, the opposing skip or opponent in Singles must choose whether to:38.1.2.1 place the jack where they believe it would have

come to rest and replace any part of the head disturbed by the displaced jack; or

38.1.2.2 declare the end dead.It is obvious that the Skips are at the wrong end to have

observed the actual displacement or potential trajectory of the jack, so they can (should) delegate their duty in this regard to their Third, as per Law 40.1.10 Skips can, at any time, delegate their own powers and any of their own duties (except those described in law 40.1.7) to any other members of the team as long as they tell the opposing skip immediately.

So immediately it happened, the Skip should have told the opposing Skip that the Third will decide what should be the position of the head and jack and then the Skip will make the final decision, based upon the Third’s assessment, whether to replace the head and jack where it was believed it would have ended up, or to declare the end dead.If there is any objection to the final decision by the Skip of

the offending team, the Umpire should be called to rule as per the Laws.

Stickers and Damaged BowlsFor the Pennant season in WA, the Controlling Body (in the

Metro area at least) has declared that home side teams will use adhesive stickers, which are obtainable from Bowls WA. Law 52.1.8 The Controlling Body can supply adhesive (stick-on) markings for players to temporarily fix to both sides of their bowls, or allow players to use their own markings. When these markings are used:52.1.8.1 they are part of the bowl for all purposes under the

Laws of the Sport of Bowls;52.1.8.2 there must be only one layer of markings fixed to

either side of the bowl;A torn sticker, with a ‘fly-away’ sliver protruding from the bowl,

as can sometimes happen, must be replaced immediately it becomes noticed, or if no spare sticker is available, the fly-away part must be trimmed off.In no way can a sticker in this condition be considered to

constitute a damaged bowl under Law 31, which pertains to bowls damaged during play.In regard to stickers protruding from the bowl during a

measure, this should in no-way be considered as part of the bowl when it comes to a measure. Nor can it be deemed to constitute a “damaged bowl” when such occurrences can take place on stickers impacted by other bowl/s; movement on wet/damp green surfaces, etc. There are obvious differences between the damage described in Law 31 and any loose, protruding sticker.ALL measures should be taken to the integral geometry of

the bowl, including those parts of permitted (single-layer) stickers that are completely adhered to the bowl/s, and not to any loosened, projecting slivers which common sense would clearly indicate, do not form part of the bowl any more. This would apply equally, to any particles such as grass clippings and other flotsam blown onto greens that sometimes cling to over-zealously applied polish/wax on a bowl.

Sporting Schools Program

ASC implements sporting initiativeWhat is Sporting Schools?Sporting Schools is a federal program implemented by the Australian Sports Commission providing funding to Primary Schools across the nation, encouraging them to run sporting programs at school, before, after or during school hours.The program gives bowls the opportunity to get equipment

into schools meaning programs can be run within the school, requiring far less hands on attention from club coaches and volunteers.

How does it work?When a school signs up for the program, they

choose one of around 30 sports, of which Bowls is one. Once signed up, the school commits to purchasing the Jr. Jack Attack kit (using the provided ASC funding), and to conducting a minimum of four sessions within the program.So essentially, the school gets the kit for

free, and then simply commits to using it.

What should we do as a Club?Firstly, you need to be encouraging the

schools in your local area to get involved with the program, and importantly, to choose bowls when they do. From there, you may need to provide a ‘coach’ should a school in your area sign on, and then finally, you should be looking to harness the relationship with the school, perhaps offering opportunities for the kids to attend the Club and to have their parents come too.

What’s the Jr. JackAttack kit about?This kit is wonderful.It has been specifically designedto encourage learningand contains a complete kit for teaching a full class of students.It contains 32 lightweight rubber bowls,

8 jacks, 50 cones, 8 stepping mats, a target scoring mat, and a range of activity cards that provide different, interesting mini-games to play. The bowls work on almost any flat surface and always prove a hit with the kids.

How do we get involved as a Coach?It’s pretty simple really. First off, you need to have a valid Working with Children check, available at your local Post Office for a small fee. Second, you then either need to be a current BA accredited coach, or alternatively, you need to complete the online community coaching course provided by

the ASC – it’s not a difficult course but it enables you to get involved with the program.Once you have that completed, you simply register as a

coach on the Sporting Schools website and wait for a school to call on you. You can even earn a few bucks for conducting these sessions.

The key here is getting the right people working with the kids, with a focus on a fun, enjoyable and

uncomplicated first experience of our game.

Where’s the benefits here?Firstly, it’s always difficult for Clubs to get schools on board. With the club as the only available

venue, getting schools to come to a club introduces all sorts of complications,

like transportation costs, that just make the process too difficult.

Using the Sporting Schools program, the school makes a commitment upfront, it is then provided with equipment that can be used well into the future, and well beyond any regular

contact a club could wish to have with the school.The equipment is perfect for kids. Rather

than have them struggling with a big, heavy bowl, instead the bowls are lightweight, still

with a bias, but far easier for the kids to hold and roll.For a club, kids will be regularly playing our

sport, which could potentially lead to life-long involvement, and also making their parents more aware and receptive to the sport. The opportunity to have families then visit your Club

and play our great sport together are then huge.

From the Country Director

Mandurah APL comp a real successThe new season has started with a flourish. Congratulations to the instigators and organizers of the Mandurah APL competition. It was a perfectly run and successful competition giving clubs accepting the invitation to opportunity to play at a more competitive level. With the completion of the Presenter and Assessor courses

I urge Clubs to initiate the accreditation of Measuring and Umpiring Officials. All Clubs should be able to supply the appropriate Officials for competitions held at their Club. The Country Coaching Clinics held during August were

well attended and I congratulate each one of the participants for their enthusiasm and willingness to improve. Sincere thanks and appreciation is extended to those Coaches who gave up their weekends to run these Clinics. I know that the participants were revitalised and eager to continue their improvement routines.Pennant competitions will be commencing shortly and I

remind Clubs and Leagues that every Pennant player must be capitated. The penalty for playing a non-capitated player

is the forfeit of the game. I have word that this ruling is not being adhered to in some Leagues regardless of their Official By-Laws.I note that invitations to Annual Classic events are appearing

on notice boards. Whilst I understand that we cannot be expected to enter every one please try to support as many as possible. Nomination forms for State Events are available online. I

encourage Country players to have a go. Take the plunge you might be surprised with your performance. It is time to be considering nominations for Country Week.

Forms will be available soon. I urge all of my Country Colleagues to support these events. These competitions give us an opportunity to play great games, catchup with old friends, make new ones and to put the Country on show. Before we know where we are we will be playing League

Championships and Inter-League and Inter-Zone Round Robins. I wish everyone a successful season.

ProgramDuring the month of August, the country enhancement program was held in four different Country zones. The zones were Geraldton (Northern), Merredin (Eastern), Wickepin (South East) and Bunbury (Southern).The number of players were restricted to

twelve in each zone to ensure individual remedial coaching would be available should it be required.The attending players were nominated by

their country delegates. These players had been identified as ‘showing potential’ and having expressed the desire to achieve a better level of skills and put them on a pathway to achieving possible State Squad selection criteria.The coaches selected were mainly from the

Presentors and Assessors Coaching group along with several highly qualified guest coaches being John Goddard (State Junior Coach and ex State Player), Geoff Ellis (Ex State Coach), Maurice Crabb (ex State Junior Coach), Jaewyn Norton Chairperson/Australian Coach of the year 2012/state Ladies Selector.The Panel coaches attending were Ken Perks

and Anne Crabb (Wickepin), Tony Hocking (Men’s State coach) and John Goddard (Merredin). Paul Norton and Brian Clausen (Geraldton) with guest coach Geoff Ellis. The Southern (Bunbury) course coaches being Paul Norton and Anne Crabb with guest coaches Maurice Crabb and Jaewyn Norton.The zone weekends were also attended,

where practical by Linda Deegan-Humphries (Country Board Member). Linda reported that the feed back she received was very positive.There is also the possibility that the Coaching

Panel would like to incorporate a Coach to Coach Forum alongside future Country enhancement programs.The Coaching Panel would like to give a shout

out and a big thank you to all the local coaches who assisted.

Under 18s

The 2015 Under 18 Junior Championships started off on Sunday 27 September with everyone eventually arriving in Canberra and travelling out to Tuggeranong Bowling Club where the team enjoyed their practice session and the Championships officially opening with a Celebration Dinner. The first day of bowls saw us playing the

powerful Queensland side – while WA lost all games; Georgia Cant playing in the singles had a terrific game that went down to the eventual gold medal winner Sophie Young 21-18.WA Teams played

some very good bowls and were proud to represent our state. The afternoon games saw us playing against Tasmania where the Girls fours opened our account winning 16-9 and the boys’ pairs going down in a great game 16-12.First round Tuesday continued the fixture against

Tassie with the girls triples winning 24-8 and Patrick winning 21-14 in the boys’ singles. Afternoon games were against Northern Territory where Patrick and William won the pairs in another high quality game 18-15.The triples just lost by a close margin of 16-15 again a high

standard game, while Georgia won her singles 21-17 and ladies fours won 20-8.

2015 Junior ChampionshipsThe last round featured Patrick playing Marcus Simpson in

a great game with Marcus winning 21-20, so close and yet so far! The girls’ triples won their game 16-13, with the girls’ pairs and boys’ fours losing. Overall, a great day!After another early start on finals day the boys’ pairs won

against the ACT pairs 15-12 and the triples came back after a slow start to win 18-14 also

against ACT. While we had wins, we also had losses with the ladies

losing the fours and singles. The last finals round saw

Patrick playing SA Josh Studham in a terrific game to eventually lose to the Australian junior squad member 21-18.The ladies triples

started slowly against the NSW team with the

start too much to overcome to eventually lose 21-15. The

girls pairs however, finished on a high to win 20-12 against the S.A. team.

Our team at times played very well but found the opposition to be of exceptionally high quality. Well done to our team for putting up a great showing and a special thank you to Louise Cronin, Brianna Smith and Briana Graham from NSW for partnering with the WA girls’ team.Overall, it was a very well run tournament. Congratulations

to Bowls Australia organisers, Tuggeranong Bowling Club and all their volunteers, and well done to all the winners!

On September 16th all of Australia’s State Champion of Champions took the green at Queensland’s Coolum Beach Bowls Club for the title of National Champion of Champions.Western Australia was represented by two of its most consistent performers who both performed strongly.Manning’s Therese Hastings, a three time Connie Hicks

Brooch winner made her maiden trip to the national competition aiming to add another trophy to her extensive collection. After a strong start her first setback came when she ran into Jackaroo Natasha Scott from New South Wales.However, Scott’s defeat in the next round to Queensland’s

Debbie Logan had her back in the hunt for the title. Hastings went into the final day of the competition needing to defeat Logan and Tasmanian Rebecca Van Asch to be any chance of being crowned National Champion of Champions.Unfortunately she was unable to complete the deal being

defeated by both players 21-19 and 21-15 respectively. After winning three of her first four games Hastings finished fourth overall with three wins and three losses.

Two final day wins saw Adams finish his campaign in style and in the bronze medal position with five wins and two losses. Going into the final round of the women’s competition both Scott and Van Asch had four wins to their name with one loss. Scott held the advantage going into her last game having a nine shot advantage over Van Asch and with last placed Carolyn Smolski to come looked in the box seat.Van Asch put herself back in the frame with a twelve shot

win against Victorian Jody Neville and with Smolski taking it to her opponent had a glimmer of hope. Scott fought her way to a 21-16 win over the Northern Territorian and took the title just two shots clear of her fellow Jackaroo. The men’s draw was somewhat simpler when Treacher and Thulborn met in the penultimate round. Both undefeated with all comers at least two games behind whoever won this battle royale would be in the box seat to be Finding himself a game and forty two shots behind Treacher needed a miracle with only 21-0 win and a loss to Thulborn of the same score the only way to take the final positions to percentages.

The men’s representative was Cambridge’s Clive Adams who won his second State Champion of Champions title to make it to Coolum Beach.Adams started the first morning strongly winning both of his

first two matches. In the afternoon he came up against highly fancied Kenta Treacher in a close struggle.Ultimately the two time Rosenthal Medallist couldn’t get over

the young New South Welshman going down 21-18. Adams bounced back with a victory against the Northern Territory before meeting defending champion and Australian Premier League opponent Scott Thulborn in a crucial clash.Victory against Thulborn would keep him in the hunt but with

both Treacher and Thulborn undefeated with two matches to go a loss would rule him out.A 21-14 defeat saw Adams’ title hopes broken and a third

place finish his best result.

Thulborn put an end to that possibility early and defeated ACT’S Jeff Rankin 21-9 to remain undefeated and become back to back National Champion of Champions.crowned Champion of Champions. Unfortunately the contest did not live up to expectations with Thulborn dispatching Treacher by twelve shots to remain undefeated.Both undefeated with all comers at least two games behind

Mens – Premier League Preview 2015-16

The Eagles took everyone by surprise when they tore home through the last two weekends of the season to take the Premier League title.Needing results to go their way on the final day to make the

four they powered to a strong away win over Osborne Park to get to make the four. From there the rest is history as they had one of the best finals weekends in bowls history to take the title. This year they’ll be looking to make the finals a little more safely instead of just scraping in.Winning the close games was something Manning struggled

with last season going 0-6 in games decided by less than ten shots. If they can find a way to win the close ones Manning are a genuine chance to take the minor premiership with the talent at their disposal. Manning have improved their depth throughout the side, particularly through the backend. Two time Rosenthal medallist Tom Mitchell is a huge acquisition who adds another genuine star to the stable.Ins: Tom Mitchell (Victoria Park/Carlisle), Shane Knott (Victoria Park/Carlisle)Outs: Fred Holt (Middleton Beach)Pass mark: Coming off a premiership Manning have arguably improved through their recruiting. Add to that the continued improvement of their younger stars and you have very potent mix. A top two ladder spot and another grand final are a must.Predicted finish: First.

Manning

After a disappointing 2013/14 campaign a strong season saw Doubleview finish ten points clear on top of the table, courtesy of a blistering start to the season, and earned them hosting rights for the first day of the finals.After a hard fought win over second placed Cambridge

in the semi-final the View looked a big chance to take the premiership before losing to Manning in the final. Facing the now familiar situation of a strong home and away season for no premiership Doubleview will be out to show that they are still a daunting proposition for anyone.Usually stocked with tremendous depth across the team the

View may now have to dig a little deeper to keep them selves in title contention. The losses of Kyle McIlroy, Scott Edmonds and James Webster weaken their backend depth and covering them shapes as Doubleview’s greatest challenge this season. Doubleview still ooze quality throughout their lineup and will remain more than competitive.Whether or not their mid tier players can step up and fill the

breach will determine the View’s success this season.

Doubleview

A slow start to the season saw Cambridge in the bottom half of the ladder early but a strong second half saw the Knights take second spot.After a strong performance in a close loss in their semi final

against Doubleview the Knights were nothing short of woeful in the preliminary and were blown away by a scintillating Manning side. Cambridge once again have unfinished business in the premier league and must show that they can compete against the best once again.The club has found its arsenal cut down through player

movements with state representatives Luke Richardson and Trystan Smallacombe as well as young third Ashley Sharp leaving the club. Add the absence of Brad Ball due to injury until at least Christmas and it looks like Cambridge could find its backend depth tested.The front end will have to find the form that saw them win

a flag in 2012 to take them to the next level. The experience of Clive Adams, Pieter Harris and Jon Sharp could prove invaluable in dealing with the weakened depth at three.Overall Cambridge have fared better than fellow finalists

Doubleview and Kardinya with less player losses which should see them remain one of the major chances.Ins: Jim Barry (Doubleview)Outs: Luke Richardson (Tasmania), Ashley Sharp (South Perth), Trystan Smallacombe (Northern Territory), Chris Lander (Sorrento).Pass Mark: Proved that they are around the place in the semi finals last year but fell short when the big moments came. Must atone for their preliminary final capitulation, go one better and make the grand final.Prediction: Fourth.

Cambridge

Another bowls season is upon us and as usual there are plenty of moves a foot with players moving clubs for a variety of reasons. Let’s have a look at the ten sides who will battle it out in the BCiB Men’s Premier League Competition and rate their chances.

Ins: Steve Diable (Yokine)Outs: Kyle McIlroy (Stirling) Scott Edmonds (Yokine), James Webster (Mandurah), Jim Barry (Cambridge), Pass Mark: The critics will never be truly silenced until the club can win another flag but that’s a lofty pass target. Preliminary final is a minimum but only another grand final would make the year truly worthwhile.Prediction: Third.

Surprised many with their finals appearance last year but look like they might struggle this year taking significant player losses.The Kats have lost players across the side without getting

many in return and will have to turn to the second side to reinforce the ranks. Adding to the Kats problems are rumours surrounding whether or not Rosenthal Medalist Daniel Brown will return for this season.Kardinya’s major advantage is their home green, which is

where most of their wins are likely to come this season. It is very important that they make the most of their opportunities at home to be any chance of pushing up the ladder.How well they can cover their losses will also be vital to

the sides aspirations especially after losing two of last years skippers. If the Kats can shark a few wins away and win their games at home they may end up being finals contenders again but a mid table position looks like a good result.Ins: Dave Farley (Victoria Park/Carlisle), Dinko Golem(Leeming)Outs: Kevin McKay (Armadale), Geoff Gould (Thailand), Brad Cole (Kwinana), Geoff White (Stirling), Rob Foy (Travel), Steve Hughes (Melville)Pass Mark: After losing so many players demotion is a real possibility. If they stay up the Kats may be able to regroup next year. Avoiding relegation would be enough for this season.Prediction: Ninth.

Kardinya

In third place with three games to play it looked like Bassendean would finally earn a place in the premier league finals, however surprise losses to Victoria Park and Osborne Park saw Manning jump them in the last round.Since joining the Premier league Bassendean have been

able to improve their side every year and look every bit title contenders. The inclusions of Simon Alden, David Von Horn and Alex Burt will add to their depth and make premier league spots hard to come by.Add in the continued improvement of their younger players

and the Lions shape as the dark horse for season 2015/16. The key to Bassendean’s season will be their front end. On paper the back end is capable of matching it with the best and if the front can take control Bassendean look likely to do what they couldn’t last year. A finals birth beckons.Ins: Simon Alden (Kalamunda), David Von Horn (Kalamunda), Alex Burt (Kalamunda)Outs: NilPass Mark: Should have made the finals last year and with Kardinya’s personnel problems the way looks clear. A finals finish is needed and well within this groups capabilities.Predicted Finish: Second.

Bassendean

Disaster has struck the Reds this winter with a number of key players having left the club.After winning the 2013/14 premiership Vic Park found the

going to be tougher as defending champions. After fluctuating between mid table and relegation for the second half of the season they did enough to hold on.Their struggles will continue this season after losing over

half their players from last year’s side. Five of the players have state level experience including Anthony Provost and Shane Knott, and all played in back end positions at some point during the season.They leave significant holes that have remained unfilled and

the Reds depth will be sorely tested this season. In order for Vic Park to survive they must beat the sides around them. Kardinya, Innaloo and newly promoted sides Wanneroo and Cockburn shape as their best chances.If they can beat a couple of those teams away and steal a

win or two against more fancied opponents at home they may have a chance.Ins: NilOuts: Thomas Mitchell (Manning), Shane Knott (Manning), Graeme Wishart (Mosman Park), Rhett Butler (Morley), David Farley (Kardinya), Charlie Simms (Belmont City), Anthony Provost (Morley), Charlie McNeil (Manning), Brian Davis (Morley), Chris Bowler (Warwick)Pass Mark: Loss of key personnel has made things very difficult. To stay up would be a massive effort but ultimately something the team needs to achieve.Prediction: Tenth.

Victoria Park/Carlisle

The Saints have been a perennial powerhouse in recent times but were only able to finish seventh last year.The club has been quiet in the off season player movements

and will remain largely unchanged from last season. The only major setback they have suffered is the loss of Graham Evans who has been at the club throughout this highly successful era. Stability may prove to be the key for Osborne Park this year. Not suffering the losses other clubs have felt will see them close the gap on those above them and if the line up can settle early then the Saints will challenge any side.The side boasts tremendous experience coupled with

talented youth that could propel the Saints up the ladder. Many of the players have played together for a long time and know how to win. They are every chance to be there when the whips are cracking.Ins: Patrick Quinlan (Belmont City)Outs: Graham Evans (Osborne Park), Wayne Neilson (Stirling)Pass Mark: An experienced side that is better than last year’s performance suggests. A finals appearance is within their capabilities and has to be the goal.Prediction: Fifth.

Mens – Premier League Preview 2015-16

An impressive season saw Innaloo exceed the expectations of many and avoid relegation in their first premier league season.They’ll be looking to improve on their eight place last season

but the loss of key personnel will make the task even more difficult than it was already. Losing two skippers is a blow to any side and to compound their losses John Berecz may be unavailable most of the season due to injury.Whilst circumstances have been less than ideal the

Redbacks have faired better than some of the other premier league clubs. Their home carpet also provides an advantage as it plays different to anything else in the premier league. Like so many clubs the key for Innaloo will be to beat the sides around them.If they can take advantage of their home games and steal

some wins at the lower ranked clubs Innaloo will hold. Every point will be important in the Redbacks quest to rise up the ladder.Ins: Dean Tinley (Mandurah), Ben Garrett (Mandurah).Outs: Howard Best (Mosman Park), Mike McKeague (Work), John Berecz (Injury), Neville Costello (Wanneroo)Pass Mark: They have faired better than some and have proven their resilience in the top flight. They have to hold on.Prediction: Seventh.

Innaloo

After being relegated in 2014 Wanneroo bounced back strongly putting together an impressive season in One White to finish more than twenty points clear in first place. Their form continued in the finals and they took the pennant defeating Cockburn in the final.Now comes the true test for the Roos, to see if they are good

enough to once again hold their own in Premier League. The race to avoid relegation promises to be close and it is crucial that Wanneroo don’t concede to any of their fellow candidates early. If they can start the season strong and build a buffer the Roos could prove to be a tough side to chase down.Any points that Wanneroo can pinch from the higher

credentialed teams will be golden and if they can cause an

Once the premier club in the state Cockburn took a hiatus from the premier league and returned for the 2013/14 season but were relegated.After a season in white they’re back again to see if they can

cut it at the top level. Their start to the last campaign was disastrous and a repeat of that would make things very difficult. Conversely if they can get some early wins the confidence will grow and Cockburn will be once again a daunting prospect for opposition clubs.The side is one of the more experienced sides going around

with players such as Steve Srhoy having spent many years in the top flight. Queries are directed at those coming through underneath however, as to whether they can provide the support the clubs ageing stars need to match it with the best.Every point Cockburn can muster will be crucial in winning

the race to avoid relegation but the group seems capable of holding. They could go either way.Ins: David Malkin (Kardinya), Joe Galipo (South Perth)Outs: Boris Yakas (Kardinya)Pass Mark: Need to stop the yo-yo and opportunities for new clubs to hold are seldom better than this season. Need to hold.Prediction: Eighth.

Cockburn

Women – Premier League Preview 2015-16

Once again the powerhouse of women’s bowls in Western Australia Manning will front two premier league teams in this season’s premier league competition.Fresh off a flag last year the Eagles are set to be boosted by

the recruitment of three more state squad members.This takes their total to twelve highlighting the depth

throughout the club. They were unsuccessful in their attempt to hold a second premier league two years ago but added recruitment will help with the trickle down effect into the second side.Based on previous form it looks likely that Manning will opt

for a first and second team as opposed to two equal strength sides. If that is the case the first side should be one of the hottest contenders for another title. The seconds will look to hold and may just be capable.Ins: Shari Solly (Osborne Park), Elle Arielle (Osborne Park), Melissa Solly (Victoria Park).Outs: NilPass Mark: Given the talent at the club a grand final appearance and a hold would be a pass. If they win the flag that might be enough even if the seconds go down.Prediction: First and eighth.

Manning

Mosman Park are perennial title contenders and it looks like this season will be no different. The Mossies have acquired three very solid signings which will add to what is already a high quality side.Mosman boast four state squad members in their side and

have an experienced set of backend players who will stand up to any in the competition. The Mossies success in the premier league this year may hinge on their less well known front end players. If they can step up and have a great season then they will be a very strong chance to add another pennant to their collection.Ins: Denise Kelly (Northam), Shelley Radcliffe (Osborne Park), Renate Coote (Thornlie)Outs: Misty Richards (Dowerin)Pass Mark: Finals is the bare minimum for this side and they should really be looking to be in the big dance. Prediction: Second.

Mosman Park

The One White premiers will be looking to take the premier league this season and prove that they are a top flight club. They appear well placed to do so too after two good signings, in particular long time state skipper Kathy Gobbart.Both Lorencs and Gobbart will bring added experience to

Sorrento and will strengthen their chances of finally holding a premier league place. The race to avoid relegation will be tight and Sorrento will need to maximize every opportunity that they get.

Sorrento

Leeming have been around for a while now without really challenging for the title.They have proven they can compete with the best however

and boast an impressive record against powerhouse Manning, including not conceding a rink to the Eagles last season.The introduction of a second Manning side should be music

to their ears then as they look to take the next step. In a season where it’s hard to separate many of the teams that could be just the edge they need to move upwards.However those are twelve points they got last year that they

may not get again this year which could prove fatal. Their round one fixture against Manning could set the tone for the year. Ins: NilOuts: Karen Daddow (Safety Bay)Pass Mark: Will want to start moving up the ladder but may need to be content to tread water. Staying up is enough this year.Prediction: Tenth.

Leeming

In particular any away wins that they can sneak from other middle to low ladder clubs will prove vitally important.Ins: Barbara Lorencs (Yokine), Kathy Gobbart (Gingin)Outs: NilPass Mark: This looks like their best chance yet to hold in premier league after a nice off season. They need to get it done.Prediction: Seventh.

Usually around the mark for the four and this year looks no different. Victoria Park’s women have been much quieter on the player movement front than the men with their only major loss Melissa Solly who didn’t play last season anyway.Victoria Park should find themselves around the place again

and could find themselves in the finals if they take their opportunities. They may not have quite the star power of some of the competitions other sides but they have a solid side throughout and will catch out any of the big guns who take them lightly. An enigmatic team who could finish anywhere.Ins: NilOuts: Melissa Solly (Manning)Pass Mark: Would want to finish well clear of relegation. Sixth or better looks the standard.Prediction: Sixth.

Women – Premier League Preview 2015-16

A disappointing season saw North Beach plummet to eighth position last year, a far cry from their usual position in the four. The quality present in this team though should ensure such a

performance is not repeated. A relatively quiet offseason with just one departure but the injury to skipper Kaye Blackwell could be prove to be significant.Blackwell was forced to pull out of the state over 60’s team

and it is unknown when she will be fit to return. They should have the depth to cover however, without falling too far behind the pace. If this side plays to its full ability a finals berth may beckon once again.Ins: Nil.Outs: Elizabeth Petrich (Melville)Pass Mark: Too much talent to repeat last year’s disaster. Have to play finals.Prediction: Third.

North Beach

Last season’s mammoth effort saw Gosnells surpass everyone’s expectations to make the premier league grand final.This year they’ll be out to atone for the disappointing defeat

to Manning to finish the season. Whether they can back up last season’s impressive performance will be interesting. No notable player movements means that the side is of the same standard in theory but games aren’t won in theory.Manning and Mosman Park have both picked up some

notable talent whilst North Beach are expected to bounce back strongly. This could potentially push Gosnells back down the ladder as they seem to be treading water. They may need to improve yet again to get back to last season’s lofty heights.Ins: NilOuts: NilPass Mark: After a grand final appearance last year Gosnells can’t slip too far. A finals appearance would suffice.Prediction: Fourth.

Gosnells

A club that is always in the frame for finals action the Saints will be around the place again.Three big outs of Shari Solly, Elle Arielle and Shelley Radcliffe

will hurt their chances but there is still enough talent at the club to ensure they win their fair share.With a possible squeeze on for top four spots it’s imperative

that they get the basics right. If they can defend their home green and pinch a couple of away wins against other upper to mid table sides the Saints will be right in the from for top for or better. This experienced group knows what it takes to make it and will be aiming to deliver once again.Ins: NilOuts: Shari Solly (Manning), Shelley Radcliffe (Mosman Park), Elle Arielle (Manning)Pass Mark: Have suffered some losses but still have the potential to challenge. Another finals appearance would meet their expectations.Prediction: Fifth.

Osborne Park

Did enough to finish mid table yet again last season to stay in the premier league.The Bay have been consistent in the top flight always staying

up without pressing title claims. Things may get harder this season with pressure coming from underneath. Both promoted sides have improved with strong recruiting and look capable of holding onto their places. Possibly the biggest challenge facing the Bay this season is the replacement of the green that gave them a huge home advantage.Although truer and easier to handle Safety Bay could get that

advantage back if they can adapt to the new green which is likely to be slower than any other green in the competition. If they keep winning at home they may prove tough to dislodge.Ins: Karen Daddow (Leeming)Outs: NilPass Mark: Probably not the year for significant improvement. Should be content to stay and build from their developing players in the future.Prediction: Ninth.

The value of a good leader was recognised when the winners of the best player awards at the National Over 60’s Championships were announced at a team function in Launceston, Tasmania.The Beryl Brennan trophy for the best performed female

player was awarded to Linda Warburton who had an outstanding tournament leading for the Rink skippered by Elaine McDonald along with Irene Leahy and Vicki Spragg. Warburton’s consistency through out all seven matches was a highlight as she gave her team mates a perfect start and great platform to build winning heads. The McDonald rink finished the series with five wins from seven matches.

Linda and Glyn named WA’s bestLikewise fellow leader Glyn Vaughan gave his side a great

start on almost every occasion playing many good matches and a couple of outstanding ones for WA.Vaughan won the Barns/McKenzie trophy for the second

successive time and has proven himself to be one of the best draw bowlers at any level let alone in the Over 60’s.Playing with Steve O’Neill, Sam Perica and Frank Carbone

the side won 4 out of 7 matches for Western Australia.Both players will receive their trophies at the Bowls WA

Awards Night on May 27th 2016 to be held at Crown Entertainment Complex.

O60s National ChampionshipsBowls WA sent a strong contingent of Over 60’s Bowlers to the National Championships which ran from October 12th to 15th at the North Launceston Bowling Club Tasmania. The competition was playing in windy, blustery conditions but fortunately without much rain and on reasonable greens. The WA Men’s and Ladies had

contrasting fortunes but eventually finished 3rd and 2nd respectively – something both sides can be proud of despite not coming away with the major prize which is always tough to achieve.

WA perform wellin TasmaniaThe Men started the tournament well by defeating Queensland who they have rarely beaten at this level. It was a gritty performance coming from a poor early position to win in dramatic circumstances.The rinks of Steve O’Neill and Gary Caffell simultaneously

playing the last ends together picking up a 1 and 3 to claim the aggregate 58-57. Day 2 saw a comfortable win over ACT followed by a loss to Victoria, Lindsay Thorn became the first Over 60’s player to register 50 games Day 3 the pinnacle for the Men’s side as they defeated a powerful NSW side. The win by Graham Evans rink 24-16 over former Australian International Rex Johnston proving the difference. WA had never defeated NSW previously at Men’s Over 60’s level and they backed that up with another big win over Northern Territory.Heading into the final day the Men’s side was leading the

competition narrowly on rink wins and shots up ahead of NSW, Victoria and Queensland. Unfortunately for the Men’s team matches against South Australia and Tasmania didn’t go as hoped with losses to both. WA still managed to finish a creditable third whilst Victoria took the title.Unlike the Men the Women’s team took a while to adjust

to conditions and were defeated in their first two matches by Queensland and the ACT to be sitting seventh on the ladder. This was to be the only losses for the team as they went on to win the remaining five matches against Victoria, NSW, NT, SA and Tasmania. Such was the improving form of the team that the last three wins were extremely dominant with aggregate scores of 70-34, 72-41 and 72-45. Skippers Kathy Gobbart, Lee Poletti and Elaine McDonald all steering their sides to impressive wins in those matches.As it turned out the Queensland women remained undefeated

in the competition to take home the trophy but the WA side are to be commended on finishing second.

Congratulations to Noelene Abe on her win in the 2015 Mt Lawley Ladies Consistency Singles and to the runner up Victoria Park’s Jeanette Davies. Against a backdrop of perfect spring weather, 76 bowlers contested the 19th running of the traditional opening tournament of the bowls season.Hosted by Mt Lawley Bowling club, the event again proved to be a success

and President Helen Hamilton and her committee are to be commended on their organization and hospitality.Noelene Abe a dual winner in 2009 and 2010 and runner up last year has like

Serena Williams and the US Open made this event her own.Abe had a fairly comfortable path to the finals and victory over R Butcher in

the quarter finals and N Porteous in the semi finals set up a showdown with the relatively unknown Jeanette Davies from Victoria Park. Davies had a phenomenal run to the finals claiming the scalps of some the who’s who of ladies bowls in WA. Lisa Featherby, Kerry Andersen, Laura Merz [Davies took the full 10 shots on the final end to win 101 – 99] and Pam Chalmers were all vanquished along the way.

Mount Lawley Women’sConsistency Singles

The 2015 Mount Lawley Consistency Singles was played over two weekends in September. The winner of the event in its 37th year was current WA state singles champion Tom Mitchell.This was Tom’s 3rd victory in the event having previously won in 2008

and 2009. Runner-up to Tom was Cory Bessant who, playing in his first final of this event, matched it with Tom throughout but eventually lost 152 – 128. Tom and Cory made it through to the final by beating Matt Ellul and Clive Adams (winner of past 2 events) respectively.Congratulations to Blake Nairn, Neale Griffin, Peter Ker and Cody

Packer for making it thru to the last 8.This year the event commenced on Friday 11th September, which

was highly popular with 64 players nominating for day 1. A further 96 competed in the elimination round on the Saturday and Sunday. The Mount Lawley Bowling Club is a superb facility and its location just 3km from Perth CBD makes it a great place for visitors to WA to have a roll-up. The heritage listed Art Deco building is well worth visiting and this year bowlers were very complementary of the High-Definition scoreboard which even had a window showing a radar of local weather conditions.

Mount Lawley Men’s Singles

After a nervous 1st end from both players, it wasn’t long before Abe found her touch and started to pull away from Davies opening up a handy 14 shot lead by the 5th end. End 6 was, ‘anything you can do I can do better’ and one of the best of the tournament. Players traded shot for shot 5 times and deservedly halved the end. From this point Davies upped her game and by the 11 end had erased the deficit and taken a 4 shot lead. Noelene Abe is a past winner of this event, the current State singles champion and a semi-finalist at this year’s Australian

Open. She has established her standing as the best female bowler in WA. She displayed that skill over the next 4 ends with some delightful draw shots and perfect weighted shots to take a 10 shot lead at the 15 end 80 – 70.Both players were playing impressive bowls and the next 4 ends were halved, Abe leading 100 – 90 and time running out for

Davies. Could she repeat her come from behind finishes and put Abe under pressure? It was not to be; a 9-1 to Abe on the 20 end and the score blew out to 109-91. Despite a final surge from Davies, Abe held firm to win 120-110. Again Congratulations to both players.

MultibowlNational Championships 2015What an exciting week the WA State Disability Team had at the 2015 Multibowl National Championships!

Hard fought games against the best Australia has to offer in the area of physical disabilities proved to be inspirational on so many levels, lessons learnt to last a lifetime. Attending a National event is intimidating in every sense and typically takes a couple of years to gain confidence to achieve results. WA’s team are new bowlers at a this level and proved they have what it takes to improve with experience.Joe Davey and Greg Power bowled B5/6 Pairs against two

Queensland teams, Victoria, New South Wales, and a combined team from ACT and Tasmania. While they inched their way forward improving their game throughout the week, the duo did not quite make it to the top three. What the pair did do was win the respect of everyone they bowled against – to the point in the last game of the week every other state/territory was cheering our guys on! Pictured above are Joe and Greg working together to complete a measure while waiting for an umpire, this act alone stopped everyone on the green for a moment to take a look in awe – fantastic team work guys!Steve fought hard in his B7/8 Singles

games going down by only two shots in his games. He was successful in the end winning against Steve Quinn from South Australia 21 to 13. Congratulations to Steve whose performance improved steadily throughout the week to come out ahead! The wrap up to this article is exciting for WA and empowering for Bowls WA, while our men did not reach Gold, Silver or Bronze level at these games we come away with something more inspirational.

Since 2000 the National Multi Disability Bowls have awarded the Clover/Lester Encouragement Award to one bowler each year, this Award was established in recognition of Clover Bradley and John Lester, both of whom have made a significant contribution to Lawn Bowls for athletes with a disability.The Award is a means of recognition of individuals who

are relatively new to the sport at a National level and who set a good example at all times on and off the greens, display good sportsmanship, encourage others and has the potential to become a good bowler.Congratulations to Joe Davey from

Fremantle Bowling Club who was awarded the 2015 Clover/Lester Achievement Award – the first time in 15 years that WA has been recognized at this event (this year marks the 30th year). It is very exciting to have our State recognized on a National Perpetual Trophy!Significantly, Joe required dialysis

three times a week and managed to fit that in along with an intense competition schedule. Due to being

Our last article noted important changes to the Centrelink Age Pension assets test that will become effective from 1 January 2017. To recap, the assets test taper rate is set to increase from $1.50 to $3.00 for every $1,000 of assets above a threshold relevant to the circumstances of a pensioner, which is a return to the taper rate up to 2007. The relevant threshold depends on whether a pensioner is single or one of a couple, and whether or not a pensioner owns a home.

Importantly, the family home is a sacred cow from a Centrelink pension perspective, because the home remains an exempt asset as far as pension eligibility is concerned. Put into perspective, a retiree living in their Sydney harbourside home with views of the bridge and opera house would receive a full Centrelink Age Pension provided the retiree had other assets less than $100,000. Whilst economists and others argue for the family home to be included in Age Pension tests, it would be a brave political party that runs with that policy.

From 1 January 2017 single homeowners won’t be affected by the assets test if they have other assets less than $250,000, whilst a single non-homeowner won’t be impacted unless their assets exceed $450,000. The implication here is that Centrelink ascribes a value of $200,000 to a home in Australia. According to the ABS in March 2015 the median house price in Australia was $576,000, so perhaps Centrelink has based the thresholds on the lowest median house price in Australia, which was $210,000 for all areas of South Australia excluding Adelaide. On the other hand, a homeowner couple won’t be affected should other assets be less than $375,000, nor a non-homeowner couple with other assets less than $575,000.

The changes will see winners and losers from a pension perspective. According to the government, the changes to the taper rate and thresholds will see a higher pension paid to approximately 170,000 retirees, whilst about 326,000 retirees will either receive a lower pension or none at all. Government savings are forecast to be $2.4 billion over a period of five years.

As a result of the system, retirees that own a home are likely to have a higher pension eligibility than retirees that do not own their home. Further, the Age Pension changes to become effective from January 2017 may encourage retirees to plough money into their home rather than other investments as the home investment won’t affect access to the Age Pension in the same way as other assets do. As always, the risk of over capitalising a home must be considered so that the benefits of a higher pension outweigh any future capital loss.

Jock and Celiacelebrate 90This wonderful couple both celebrated their 90th birthdays this past bowling season.Friends and families helped them celebrate their days and

we wish them all the best. Both Jock and Celia are Life Members of the Kulin Bowling Club and have been Patron and Patroness for many years.Their quality bowling has been seen throughout their careers.

Both have been President and Captain, Jock was Secretary and Celia was on catering forever it seems.They are still a force to be reckoned with. This season both

were in winning teams of Club Championship Triples. Celia’s team also won the League Championship with her bowl resting on Jack on the extra end.She was a winner of Club Pairs as well. Their untiring

What is in a name?Who is my child?

Fundamentally, a name represents the most basic expression of one’s identity. For children, their name represents the foundation or essential of expression of who the child is.The act of changing a child’s surname is a highly

emotive undertaking and is a consideration commonly entertained when a couple separates and one of the parties decides to remarry. Ordinarily, the proposal is met with stiff opposition

by the person whose name is not to be continued. For parents, particularly the father of the child, the notion of changing a child’s name is usually untenable. The suggestion is often met with fierce resistance, regardless of the nature of the relationship between the parent and child, and irrespective of whether little or any time is spent by the parent with the child.The arguments raised in opposition to the suggestion

are many and varied. The following are commonly cited grounds for objecting to the proposal. A parent, often the father, will expect:1. the child will come to live with him ‘at some stage’,

despite having little to do with the child, nor being the child’s primary carer;

2. the relationship between the mother and her new partner will breakdown, despite the existence of a close and loving relationship between the mother and her new husband or partner;

3. the relationship will breakdown on account of statistics released by the Institute of Family Studies, which state that the chances of a second successful marriage are 50:50;d,

4. the mother may enter into a number of different relationships and accordingly, may seek to change the child’s name each time.

In deciding whether to change a child’s surname, one must consider the keystone premise of children’s matters, that is, the requirement to do that which is in ‘the best interests of the child’. In Chapman and Palmer the Full Court of the Family

Court of Australia stated that when considering an application for name change, the Court exercises the discretionary power to balance the competing factors for and against the change. The Full Court outlined those factors to be taken into

account when considering the best interests of the child. The factors included:1. the short and long term effects of any change in the

child’s surname;2. any embarrassment likely to be experienced by the

child if his or her name is different from that of the parent with the child’s custody or care or control;

3. any confusion of identity which may arise for the child if his or her name is changed or not changed;

4. the effect any change in the surname may have on the relationship between the child and the parent whose name the child bore during the marriage/relationship; and

Perth Suns to heat up APL 03 The Solargain Perth Suns will be looking to go one match further

in APL 03 with action set to take place at Pine Rivers, Queensland from November 10 to November 13. The Suns who were beaten

semi-finalist in APL 1 and 2 will be looking to make the Grand Final and be in the running for the $40,000 first prize on offer.

The Suns have added WA State Skipper Matthew Ellul to the line-up replacing Jeremy Henry was has departed to rivals Brisbane Gold. This leaves the Suns with all home grown talent and they have already shown they will be a formidable force having combined to win the Mandurah APL. Broadcast Live from 3pm on Fox Sports the fast paced action and energy of the APL has attracted a huge following through both ardent bowls and sports fans alike. The much loved Mick Molloy who put bowls on the map with the hit movie Crackerjack unfortunately will not be available for commentary this year but he has been replaced by

the perhaps lessor known but equally funny Ed Kavalee. Kavalee has had numerous TV appearances including the popular Thank God You’re Here and Santo, Sam and Ed’s Total Football. Special guest commentators will include Kelvin Kerkow, Steve Glasson, Karen Murphy and Perth Suns own Clive Adams.

Inaugural Mandurah APL CupOn the 26th and 27th of September the first everMandurah APL Cup was held at the MandurahBowling and Recreation Club. The event drew ifteen metropolitan, eight country and five invitationalteams to Mandurah to play bowls’ fastest new format.Western Australia’s newest competition included

eam introductions, a live DJ and an evening sessionrunning until 9:30 pm on the Mandurah indoor.With each match consisting of two five end sets every bowl

meant something which meant an entertaining spectacle for the many spectators that attended the event.One end tie breakers proved to be a nerve racking affair

with a single bowl often proving the difference. The event also featured Bowls WA’s first player draft with seven previously unselected players finding places in six teams that took part in the draft. One of the drafting teams was the Perth Suns who gave

Simon Alden and Shelley Radcliffe the opportunity to be honorary Suns for the tournament. The event gave the first all Western Australian Suns team the chance to familiarise themselves with the format and trial various combinations before the APL in November.

One of the APL Cup’s major attractions was the history exhibit organised in the indoor centre. Patrons were able to learn about the great players, administrators and events that have been part of bowls in Western Australia over time.The exhibit continued onto the green with the inclusion of

the Legends team, which included hall of famers Roma Dunn, Ron Taylor and Lindsay Thorn. The opportunity to watch and play against a team of these legends was an experience unique to the APL Cup.As major sponsors, BowlsElite and Henselite were both

invited to enter a team into the event. The BowlsElite team was headlined by owner Kyle McIlroy.A long time state player, state fours and champion of

champions singles winner McIlroy led his talented side to the semi final stage of the competition before being defeated by the Perth SunsHenselite were led by four time Connie Hicks Brooch winner

Noelene Abe. Despite the ability on the team they were unable to progress out of their section and suffered a disappointing defeat against rivals BowlsElite in their cross over cash game.It was a family affair for York who sent all five members

of the talented Smith family to Mandurah to represent them. Parents Hayden and Sian were joined by their three sons Nathan, Justin and Aaron.After a slow start they rocketed home winning their last three

games to finish fourth in their section. An upset win over Doubleview in the final round of section play was the family’s most impressive performance.

The APL Cup ran as a sectional competition followed by knockout stages.The twenty eight sides were sorted into four groups of seven

with the top two sides going through to the quarter finals.The race for quarter final positions was fierce with many

teams qualifying on the last pool game.All the teams then moved to the indoor for the finals and intense action. The tension was so great you could cut the air with a knife in the first session with three of the four quarter finals going to tie breaker ends. The semi finals were a somewhat tamer affair with Osborne Park and the Perth Suns taking straight sets victories over Bassendean and BowlsElite respectively to earntheir places in the final.So it was thatthe OsbornePark team ofGary Caffell, Daniel Adam and Neil Payne found themselves against the Suns official APL team of Clive Adams, Thomas Mitchell and Matt Ellul for the inaugural APLCup.After conceding

the firstset theSaintsquickly jumped out to a six shot lead after three ends in the second set. It was in the fourth end, with the Suns playing their powerplay and Osborne Park a shot away from clinching the set that the dramastarted to unfold. Midway through the end the match’s

one hour time limit. According to competition rules the end would be completed and a tie breaker played if necessary. It came down to the last bowl of the end when Adams had a shot to trail the jack for the three shots needed to tie the set and clinch the title.Alas the bowl sailed past the jack forcing a sudden death

end for the title. When the end finished it was the Suns that had shot and became the first APL Cup champions.

The Exmouth Bowling Club regularly receives bowlers from all over Australia during the winter months but was visited by a couple of brothers from further afield this year.Franz and Jacob Fingerlos hail from Saint Michael, a

small town near Salzburg in Austria and they are currently travelling around Australia together. Franz has been studying marine biology and fisheries management at Townsville’s James Cook University for the past ten years and met up with Jakob in Melbourne last April. Jakob studied environmental management in Vienna

and has taken time off from managing wind farms in Germany to visit Australia. Since their reunion, the brothers have travelled up the centre of Australia, across to the Kimberleys and down the west coast, arriving in Exmouth in early August.Soon after their arrival in Exmouth, they noticed people

playing bowls at the local club and asked if they could have a ‘roll-up’. They found that they liked the game and before long were participating in social events. Both of them quickly showed promise and were a welcome addition to participating teams. Their successful adoption of the game is quite remarkable as lawn bowls is not a game played in Austria and they had only two previous ‘roll-ups’, one in Melbourne and another at Alice Springs.Franz and Jakob will be travelling further south after

leaving Exmouth and hope to continue their bowling at other centres, including Perth.

Budding European bowling talent at Exmouth

The brothers have been much encouraged by the warm welcome and friendly atmosphere that they encountered at Exmouth. They both reckoned that the food and beer was pretty good too. They are both keen to return to Western Australia in the not too distant future.After a relatively slow start, the winter season in Exmouth

has proved to be very worthwhile with newer faces mingling with those who have been going there for a long time.Club officials are now gearing up for the men’s open

carnival, due to be held in mid-October. This event was run for the first time last year and was extremely well received by participating bowlers. Hopefully, a similar outcome will be achieved in 2015.

Around Australia, Primary Schools are utilising funding to become involved with bowls by purchasing Jr. Jack Attack kits, which are designed to enable kids to participate in an engaging, fun and inclusive format.
