This quarter we attended a five day Symposium on Child Sexual Abuse in Huntsville, Alabama. This was the Eleventh National Symposium on Child Sexual Abuse. The workshops were conducted all day from March ist to March 4th. We were sent to this conference through the National Victim Center. The conference was of great benefit and offered a variety of workshops concerning Missing and Exploited Children. , ,

The workshops attended included the topics: Dissociative Disorders, Juvenile Prostitution, and Using Games and Activities with Adolescents. The conference was extremely helpful and many of the workshops were targeted towards adolescents.

During this quarter we still continued to produce flyers for parents of missing children. We also received several calls from parents in Phoenix and produced flyers for them and faxed them to Phoenix.

Although this is the final quarterly report for the contract we are still continuing many of the services we provide to missing and exploited children, youth and their families. These include the Advisory Committee for Missing Children, Mediation Services, and the crisis appointments, including the support services for parents.

Final Contract Report

OBJECTIVE 1 Pr imQr V P r e v e n t i o n

lo. The Preve~ntion Program will be enhanced bv six schools per year reaching on additional 2,400 children and adults with the prevention message. Written, bilingual material will be distributed at two local crimdresource fairs a year. Reaching S,O00 individuals annually.

The Prevention Program provided the services to 40 schools. This was an Increase of 70% over the three year period. These children and adults received Information on missing children's issues Including sexual abuse, when it's okay to say no to adults and stranger danger. Over 5,200 Individuals received the prevention message. The schools served were:

The Issue of missing Children was kept in the public eye through OUR TOWN attending local crime fairs and resource fairs. Through this OUR TOWN was able to reach 8920 Individuals over the three years. We attended a variety of fairs to bring the issue of Missing Children to people from different walks of life. We distributed written bi-Iingual material on the services that are offered at OUR TOWN (see Appendix 1), as well as other Informative handouts: "What to do if your child runs away" (see Appendix 2), "Preventative tips for parents" (see Appendix 3), and "What to do if the non-custodial parent takes your child" (see

The recipients at these fairs were either parents/guardians/families or professionals working with children/youth. Through these efforts we were able to provide information on techniques, resources, and the realities of the problem of missing children.

During the period of the grant OUR TOWN was Involved in several television broadcasts. On May 2Sth, 1994, National Missing Children's Day, we provided two interviews to local television stations - Channel 13 and Channel 9. The focus of both of the Interviews was National Missing Children's Day and the services we provide at OUR TOWN. Public Service Announcements (Appendix 5), were also distributed to several local radio stations. KXCI 91.3, a local radio station, broadcast our PSA.

Following the Interview on Channel 13 we were asked to be a studio guest to talk about runaways. During the Interview we discussed runaways, preventative steps parents can take, warning signs family members can look for, and what a parent can do if their child runs away.

After the Susan Smith case in South Carolina local and national Interest in Missing Children and child abuse Increased. We were contacted by Channel 4, a local television station. We were part of a television news segment on the Issue of Missing Children and Child Abuse. We discussed the need to act and address all cases regarding child abduction immediately. We also discussed the need to offer parents and family members help and assistance so that child

abuse can be prevented. The OUR TOWN number (323-1706) and 1-800 number were shown a~er the interview. Following this news segment we received several calls from parents who wanted help and were worried about reaching the point where they may hurt their children.

lb. Two local conferences (over three yea;s) will be conducted in a workshop- networking formal ~ will include social sen/ice, Juvenile ¢ouit, law enforcement and other professionals. The focus of the conference will be on missing and e~pioited youth and their families. Separate backs on invesUgation and family support Issues will be provided. The goal of sharing infarmation, resources and national trends will be key.

We were the host organization for the National Victim Center's training and technical assistance on Grant Writing and Special Event Fundraising. This was a four day conference from November 10th - 14th, 1993 in Tucson, Arizona. We attended each of the four days at the conference and were able to assist the National Victim Center. During the conference we conducted a two hour tour of OUR TOWN discussing the wide range of services we offer to address the many Issues concerning missing children. The tour showing OUR TOWN's multi- disciplinary approach was well received and we were given complimentary feedback. Along with the conference we arranged for local television coverage on Channel 4. This coverage discussed the conference, those organizations attending; the community based services offered at OUR TOWN, and the plight of missing children and their families.

Throughout the three year period we attended several conferences aimed at missing children's Issues. The conferences provided us with valuable information on missing children and several opportunities to network with other agencies working on missing children Issues across the nation. To address the goal of sharing information, resources and national trends an Advisory Committee for Missing Children was started. These meetings were chaired and held at OUR TOWN. Committee members were from the following organizations:

Tucson Police Department The Pima County Sheriffs Department The Pima County's Victim Witness Program The Pima County Juvenile Court 88-Crime Child Protective Services The Federal Bureau of Investigation Tucson Unified School District The Pima County Attorney's Office

The Committee met at first monthly beginning August 4th 1993, and then after three months quarterly. During these meetings members shared Information regarding missing children, discussed our own organizations Involvement with missing children and referral processes. Difficult or unusual cases of missing children were also discussed. At the January 2rid, 1994 meeting we had a guest speaker Court Administrator Mr. Jacobs, discussed Quick Court, a touch screen multimedia station based at Justice Court. We also discussed program developments within our Individual organizations that affected how missing children's cases were dealt with in the community. The committee was well received and of great benefit to its members. The meetings will continue after the grant is completed. At the Initial meeting on August 4th 1993 many of the members discussed a lack of knowledge regarding the resources available for custodial parents In parental abduction cases. After this meeting we developed the flyer, "What to do If the non-custodial parent takes your child" (see

Appendix 4). This is an example of the cooperation and commitment of the committee members in networking and working together on the Issues of missing children that was fostered in these meetings.

ao One full-time position along with several trained volunteers will provide home-based support services to 100 families a year over the three year period. Families, self-referred or court and law enforcement referred, will be concerned with issues related to I ~ exploitation of their child. Abduction, sexual abuse and runaway issues will be key.

The full time staff position funded through this program will provide home based support services and ongoing support groups for family membe~ Recognizing the crisis nobJre of problems facing these family services to this target group. The 24 hour telephone support sezvices will be in-kind support to the program fTom our agency.

A full-time position was utilized to fulfill this area of the contract. The staff person went out on appointments with a volunteer counselor. The additional staff position enabled us to respond immediately to the needs of parents of missing children. We were able to meet parents at their homes or in the office depending on the requests of the parents. These meetings were used to go over options parents had and to give them Information on such organizations as the National Center for Missing and Exploited Children, State Clearing houses for Missing Children, and other non-profit organizations working with children across the nation. To help in this process we produced several handouts to give to parents. The two handouts utilized were: "What to do if your child runs away" (see Appendix 2) and "What to do if the non-custodial parent takes your child" (see Appendix 4). This was especially helpful to parents in crisis, in a state of shock and unable to remember these details.

Parents were also assisted in locating their children. Flyers were produced, at no cost to the parents. The flyers were distributed by the parents and OUR TOWN (see Appendix 6). Families were offered in-home appointments as a means of support, stabilizing the family and for information sharing (as detailed above). We also worked as an advocate for the families with law enforcement, state clearing houses for missing children and other non-profit organizations. Families were seen an an as needed basis, in some cases this was every day

for the first week or two and then once or twice a week as the process evolved.

Referrals were received from Juvenile Court, Tucson Police Department, Plma County Sheriffs Department, schools, Child Protective Services, Department of Economic Security, private therapists, Pima County Attorney's Office and self- referrals. We also received many referrals from the National Center for Missing and Exploited Children (we are Included on NCMEC's list of non-profit organizations working with missing children). This meant that we provided a much needed service to the Tucson area, as well as other parts of the state. Many of these referrals were from parents living in Phoenix. We often gave parents support, advocacy and produced flyers. Once flyers were produced they were faxed to the parents in Phoenix. The following is a breakdown of the missing children cases seen over the three year period (see Appendix 7 for specific cases):

As can be seen from the above figures we have exceeded the proposed cases. In these cases either the primary or secondary problem was runaway or divorce/parental abduction Issues.

A support group will be provided f~r parents under the direction of the new counselor staff position. The group will meet twice monthly a t our office location.

Parents/famil ies/guardians were offered a support group to at tend. This group was held weekly at OUR TOWN (Appendix 8). The focus of the group was on support and problem solving. An a t tempt at conducting a support group specifically for parents/guardians of missing children was made and in i t ia ted on November 23rd 1993. We also distr ibuted public service announcements to local radio stat ions to publicize the group (see Appendix 9). The group was held at St Josephs Hospital and was scheduled to meet twice monthly (see Appendix 10). The at tendance at this specific group was minimal. After three months the group was discontinued. Parents at tending the regular support group held at OUR TOWN appeared to be benef i t t ing more from this group due to the larger at tendance and support ive atmosphere. Once the youth came home or were found OUR TOWN offered families the use of our shelter. The shelter was utilized primarily with runaways. Here the youth could stay for three days. During each of these days both the youth and the parents/guardian attended daily counseling. The goal at the end of the three days was reunification of the youth with their families, stabilization and the youth returning home. This was a process aimed at increasing effective communication between parents and youth and at improving problem solving and coping skills.

OBJECTIVE 3 Development of a Dispute Resolution Component

a. OUR TOWN will develop, Implement and conduct a mediation i~c~mm geared to resolution of disputes surrounding custody, visitation and inter- family issues. This program will seek to reduce the likelihood of parental abduction through provision of a reduced fee ~ i c e helping seporatin9 families understand and have a consistent soy in the lives of their children. ~ven ty families will be served over the three year length of this grant_ The agency will develop a training model for staff and volunteers.

The Divorce Mediation Program was developed to provide families going through a divorce or those divorced, the ability to communicate with each other and to resolve conflicts regarding separation and visitation. Through utilization of mediation services abductions and runaways were prevented. This is a necessary addition to the community resources servicing divorcing and/or divorced parents. We received many referrals from Conciliation Court. Conciliation Court provides similar services for those parents who have a motion before the court. As can be seen from the above figures we surpassed the figure of seeing seventy clients by a large margin thus Indicating the need for this service.

All volunteer mediators a t tended the regular 36 hour mediat ion training. Several addi t ional trainings and in-services were conducted for those working with custody, v is i tat ion and Inter family-issues. These are l isted below:

A community me.ring will take place in the first quarter to let community organizations impacted bv the program hear first hand about the services. R mailing to 75 to ] O0 agencies will be made and all will be Invited to attend a two hour orientation. Material mailed at that time will provide enough information to refer families for services and provicle a basic overview of the available services and target population.

In August 1992 a description of the Missing Children's Program was written and distributed to area schools. These schools were then contacted throughout August and September to ensure teachers and administrators were aware of the Missing Children's Program and how to access the services.

In April 1994 we sent a mailing to 88 local community agencies telling them of Missing Children's Day and of services we offer at OUR TOWN. We also included in the mailing our missing children's handouts (Appendix 2, 3, 4). The mailing included information on an orientation to inform professionals of the services offered at OUR TOWN. At the orientation we provided information on OUR TOWN and how to access the missing children's services.

OUR TOWN Family Center offers concurrent, ongoing groups to parents, adolescents, preadolescents and children. By taking the focus off the identif ied client and sharing the issues with the whole family unit, the family is better able and willing to accept and maintain changes. Family members of the identified client are welcome and encouraged to attend the concurrent groups.

Groups provide an opportunity for clients to express feelings in a safe environment. A variety of issues are addressed including: parent-child relationships, self-esteem, grief and loss, peer relationships, decision-making, and blended families. Each group is lead by one or two therapists from the Long Term and Family Preservation Programs as well as trained volunteers who are utilized as co-therapists.
