Why Advancement?Mission StatementThe mission of the Boy Scouts of America is to prepare
young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Scout Law.
The Aims of Scouting• Character development• Citizenship training• Mental and physical fitness
Advancement is one of the eight methods of Boy Scouting used by Scout leaders
to fulfill the aims of the BSA.

Recent Changes1. Merit badge worksheets not allowed for certain
requirements Section: 4.2.0.12. Scoutmaster conferences should be face-to-face,
not online Section: 4.2.3.53. Unit merit badge counselor lists shouldn’t be
available to Scouts online Section: 7.0.2.34. The official Eagle Scout Rank Application is the
only one to use Section: 9.0.1.35. Crowdfunding for Eagle Scout projects explained

• The rank requirements in this book are official as of Jan. 1, 2016. Scouts who joined the Boy Scouts of America on or after Jan. 1, 2016, MUST follow the rank requirements as printed in this Boy Scout Handbook or in the current year’s Boy Scout Requirements book.
• Scouts who joined the BSA prior to Jan. 1, 2016:o Who are working on the Tenderfoot
through First Class ranks MAY continue to follow the old requirements, but MUST convert to the current requirements upon attaining First Class.
o Who have completed the First Class rank MAY complete the rank they are currently working on in the old requirements, but MUST convert to the current requirements for subsequent ranks.
• Beginning Jan. 1, 2017, all Scouts MUST use the current requirements regardless of rank.

Unit Advancement Responsibilities: Reporting (4.0.0.2)
Units must report all advancement to the local council.Advancement should be reported monthly.All advancement for a calendar year must be recorded during that year to count for Journey to Excellence.
