The Committee’s responseacknowledgedtheideaaswellastheengineeringchallengesinvolvedwithsuchaproject.Dr.Discenzahasrespondedthathewillcontinuetoworktofindasolutiontothechallenges.

Ms.DowelfromCambridgeSystematics,Inc.briefedtheCommitteeonthecurrentprogressandfindingsoftheEconomicAnalysisofFreightMovementsinHamptonRoadsStudy.ThisphaseoftheStudyfocusedondatacollectionandanalysis.Forthepasttwotothreemonths,Cambridgehas been doing freight rate analysis and economic base analysis for a mix of industriesthroughout the region. Theyhave conducted interviewswith several carriers, shippers, andorganizations(VMA,VPA,HRTPO),andwillbeintownforafewdaystoconductmoreinperson.Mainlydraycarriershavebeeninterviewed,butmediumlinehallandnationalcarrierswillbeinterviewed; and both warehousing/distribution and manufacturing shippers have beeninterviewed.

TheStudywillalsorequireinputfromeconomicdevelopmentofficialsintheregiontodeterminetherelationshipbetweentransportationefficiency,theplacementofinvestments,andtollsonnewfacilities.

Anothercommonthemeisthatthenationaldrivershortage,combinedwithon‐portcongestionissues,arehavingasignificantimpactonthefreightvelocityintheregion.Shippersanddrayershavesaidthattheycoulduse50moredriversaday.Mr.Whiteexplainedthatbeforetheon‐terminalcongestionbegan,driversweredoingfour‐fiveturnsperday,nowtheyareluckyiftheydo two. Since drivers get paid per turn, reducing the number of possible turnsmay causeshipperstouseaPortwithoutasmuchcongestion.Thiscouldexacerbatethedrivershortageproblemintheregionandaffecttheregion’seconomiccompetitiveness.

Inregardstokeyinfrastructure,CambridgehasheardoverwhelmingsupportforthePatriotsCrossingandalsotheneedtomaintainandimproveI‐64,US58,US460,I‐264andI‐464.

TheStudyhasanalyzedfreightcostsusingstakeholderinputandproprietaryreal‐timefreightintelligence rate data fromDeclan/Parsons, andwill look at the cost of congestionwith andwithouttheproposedtolls.Interviewshaverevealedthatifshippersarenotabletopassalongtollcosts,itwillhaveasignificantimpactondraycosts.Currently,draymarginsarelow(2‐3%),and the base rate is holding steady, but total rates are increasing significantly due to fuelsurcharges,detentioncharges(makingupforlessturnsperdaywhenitisnotthedriver’sfault),andtollcharges.

Ms.DowelshowedtheCommitteechartsofpreliminarydatawiththeactualratesthathavebeenpaid by shippers using the Port of Virginia.More refined datawill break the data down byterminalandbytoll,butnotbytheothersurcharges.TheCASSnationaldatabaseisbeingusedanditincludesdatafromtolltransponders,whichwillhelpdeterminetheimpactoftollsonrates.

Mr.Abbottsuggestedthatitmaybehelpfultobreakdownthe0‐500milecategoryinordertoshowlocalandregionaldrayage.TheconsultantswillcontinuetoneedtheFTAC’sinputastheyapplythedatatothestudygoingforward,inordertoensurethatnoincorrectassumptionsaremade.

6. HRTPOPROJECTPRIORTIZATIONTOOLMr.CasegavetheCommitteeanoverviewofthePrioritizationTool,whichhelpstheHRTPOstaffobjectivelyscorecandidateprojectstoselectthebestprojectsfortheLongRangeTransportationPlan(LRTP).TheToolscoreseachprojectwithamaximumof300points,dividingthemintosixtypesofprojectsandevaluatingthembasedonviability,utility,andeconomicvitality.

Since the toolwas developed in 2010,HRTPO staff has done several studies creating betternetwork data to be used as tool inputs. Mr. Belfield said that the Prioritization Tool iscontinuouslyrefinedtodeterminethebestprojectsfortheregion. Mr.FlorinmentionedthatFTAC’sinputwillbeneededtohelpfreightprojectsbemorecompetitive,includinganydatathememberscanprovideondelayvalueandtruckturns.

Mr.MorrisinquiredhowtheTooldealswithroadsthatareimpactedbyconstruction.Mr.CaseandMr.Belfieldansweredthatsinceconstructionisatemporarysituationandwillskewdata,dataobtainedwhiletheroadsareunderconstructionisignored.Forexample,inarecentreportoncongestion,duetobridgeconstructiononFt.EustisBlvd.andMilitaryHighway(GilmertonBridge),staffdidnotlookatwaystoremedycongestioninthoseareas.

Mr.White asked if therewas away to look at howdriver restrictions affect congestion, forinstancetotalhoursthattruckersareallowedtodriveandrestrictionsonroadssuchasHamptonBlvd.Mr.CaseansweredthattheTooldoesnotcurrentlyconsiderdriverrestrictions.Thetoolislookingatwhatroutesdriverstakeratherthanwhatroutestheywanttotake.Mr.WhitesaidthatthereisaneconomicconnectionbetweenthehoursthatatruckdriverisallowedtodriveandtherestrictionsonHamptonBlvd.,becauseifadriveronlyhasanhourleftinhisdayandthepreferredrouteisrestricted,butalongerunrestrictedroutewilltaketoolong,thedrivermaynotmovetheloadbecausehedoesn'thaveenoughoperatinghourslefttotakethelongerroute.

8. HAMPTONROADSTRANSPORTATIONACCOUNTABILITYCOMMISSION(HRTAC)Mr.CasegaveanoverviewoftheHRTACwhichhasformedthreecommittees(Bylaws,Finance,andTechnical).InNovember,apublichearingwillbeheldonthedraftbudget.

Mrs.McPherson clarified that the Finance Committee only handles the HRTAC budget. TheTechnicalCommitteewillhelpput the financing together for themega‐projects. TheHRTPOdecidesontheprojectsandtheHRTACfinancesandexecutesthem.

AccordingtotheDraftBudget,theHRTACplanstohirefivestaffmembers,butiscurrentlybeingstaffed by HRTPO and VDOT employees. . Mr. White asked how freight interests will berepresentedontheCommissionandMr.CaserespondedthatfreightinterestsarerepresentedbythememberswhoarealsoontheHRTPO,whoareawareoffreightissuesandhaveinputfromtheFTAC.

HRTFPROJECTDATA–FTACEVALUATIONOFPOTENTIALFREIGHTDIFFERENTIATORSMr.FlorinbroughttheCommittee’sattentiontotheHRTFProjectDatasheetsintheiragendapackets.Sincethedescriptionsinthe“summaryofproject”sectionsareverygeneral,hewouldliketheCommittee’sinputontheprojects’particularimpactstofreight.Thatway,theprojectvaluecanbebetterquantifiedandpeopleusingthesedatasheetsfordecision‐makingpurposescanunderstandtheprojects’specificeconomiccontributionsandthevalueoffreight.

Dr. Camelia Ravanbakht introduced Mr. Leonard Pineda, HRTPO Transportation Planner Dr. Ravanbakht explained that the sound system in the Regional Building Boardroom was to be replaced and the June TTAC meeting will be held off site. Tentative plans are for the meeting to be held in Newport News. An email with the location and directions will be transmitted to TTAC members. Public Comment Period Mr. Frank Papcin, Virginia Beach Citizen, addressed the TTAC regarding the Virginia Port and the resulting traffic congestion. Submitted Public Comments There were no submitted public comments in the agenda packet. Comments and Updates from State and Federal Agencies and the Military There were no comments from VDOT. There were no comments from DRPT. There were no comments from FHWA. There were no comments from VPA. There were no comments from the Navy. FY 2015-2018 TIP Amendment: I-64 Peninsula Widening Segment 2 Dr. Camelia Ravanbakht, HRTPO Interim Executive Director, reported that during its meeting on April 16, 2015, the Hampton Roads Transportation Accountability Commission (HRTAC) passed a resolution (attached) to enter into an Interim Project Agreement with VDOT for Preliminary Engineering (PE) work related to the following project:

• UPC 106665 – I-64 Peninsula Widening – Segment 2 (0.54 mile east of Route 238 (Exit 247) to 1.05 miles west of Route 199 east of Williamsburg (Exit 242)

By way of the resolution, the HRTAC allocated $6 million for initial PE work for the project. The current estimate for the total cost of the project is approximately $214 million. She stated that the amendment request is to add the project to the Hampton Roads FY 2015-2018 Transportation Improvement Program (TIP) as a PE Only project with an allocation of $6 million from the Hampton Roads Transportation Fund (HRTF) in FY 2015 to start PE work. This TIP amendment request has been made available for public review and comment. The public review period began on April 29, 2015 and runs through May 13, 2015. Mr. Earl Sorey Moved to recommend HRTPO Board approval of the TIP amendment; seconded by Mr. Stringfield. The Motion Carried. FY 2015-2018 TIP Amendment: HRT Ms. Keisha Branch briefed the TTAC on the HRT request to amend the Hampton Roads FY 2015-2018 Transportation Improvement Program (TIP). Mr. Kimbrel noted that a handout distributed during the meeting provided a revised request and that the TTAC was being asked to take action on that request rather than the one attached to the agenda. This TIP amendment request has been made available for public review and comment. The public review period began on April 29, 2015 and runs through May 13, 2015. Mr. Brian Solis Moved to recommend HRTPO Board approval of the TIP amendment request, as amended; seconded by Mr. Keith Cannady. The Motion Carried. Analyzing and Mitigating the Impact of Tolls at the Midtown and Downtown Tunnels: Final Dr. Camelia Ravanbakht, HRTPO Interim Executive Director, reported that the Analyzing and Mitigating the Impact of Tolls at the Midtown and Downtown Tunnels draft report was presented to the TTAC and underwent public review through April 22, 2015. Ms. Kassel Moved to recommend HRTPO Board approval of the final report; seconded by Mr. Rob Brown. The Motion Carried.

2015 TIGER Grant Proposals Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, reported that on April 2, 2015 the U.S. Department of Transportation (USDOT) published a Notice of Funding Availability (NOFA) for a seventh round of the Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grants program. Mr. Kimbrel stated that HRTPO staff recommends that those intending to submit a TIGER grant proposal submit a request for an HRTPO Board endorsement of the proposal to be included in the application documents. He indicated that two TIGER Grant proposals have been submitted to TTAC to-date:

• City of Suffolk – US Route 58 Hampton Roads Intermodal Corridor • City of Virginia Beach – South Hampton Roads Regional Trail – Virginia Beach Light Rail

Corridor Multi-modal Connector Mr. Rob Lewis Moved to recommend HRTPO Board endorsement of the two TIGER Grant proposals; seconded by Ms. Sherry Earley. The Motion Carried. Draft FY 2016-2021 Six-Year Improvement Program Ms. Dawn Odom, VDOT Planning and Investment Manager, reported that the Virginia Department of Transportation (VDOT) and Virginia Department of Rail and Public Transportation (DRPT) presented the draft FY 2016-2021 Six-Year Improvement Program (SYIP) to the Commonwealth Transportation Board (CTB) at its April 14, 2015 meeting. The draft SYIP allocates $12.9 billion in funding to transportation improvements over the next six fiscal years beginning July 1, 2015. Improvements include highway, road, rail, transit and bridge projects and other improvements across the state. She noted that the highway strategies for the FY 2016-2021 SYIP include:

• Continuing to transition to HB2 and HB1887; not adding new projects subject to prioritization

2040 Long-Range Transportation Plan – Candidate Project Evaluation Title VI/Environmental Justice Methodology: Draft Mr. Jimmy McNamara, HRTPO Community Planner, reported that the HRTPO is responsible for evaluating and monitoring compliance with applicable nondiscrimination authorities in all aspects of the HRTPO planning and programming processes. As part of these efforts, HRTPO staff has evaluated 2040 Long-Range Transportation Plan (LRTP) candidate projects via the HRTPO Title VI/Environmental Justice (EJ) Methodology. He stated that the HRTPO has developed a Title VI/Environmental Justice Methodology in order to best determine the potential impacts of transportation projects upon EJ communities and to increase awareness. The draft report summarizes the results of the Title VI/EJ evaluation of the 2040 LRTP candidate projects, including details regarding the Title VI/EJ methodology, EJ impact Scores, EJ community locations, and outreach strategies. Mr. McNamara requested TTAC members review the draft report and submit comments to him by COB Friday, May 22, 2015. 2040 Long-Range Transportation Plan – Challenges and Strategies: Draft Mr. Keith Nichols, HRTPO Principal Transportation Engineer, reported that the 2040 Hampton Roads Long-Range Transportation Plan (LRTP) is being produced as a compendium of reports. This draft report highlights the challenges presented in various aspects of the Hampton Roads transportation system and strategies that are in place or planned to alleviate these challenges. Sections of the report include:

• Mobility and Accessibility • System Preservation, Safety and Security • Environmental • Financial

The draft report will be available for review soon after the TTAC meeting with the public review period running until May 26, 2015. Approval of the final report will be requested at the July TTAC and HRTPO Board meetings. 2040 Long-Range Transportation Plan: Draft Fiscally-Constrained List of Projects Ms. Dale Stith, HRTPO Principal Transportation Planner, reported that the development of the 2040 Long-Range Transportation Plan (LRTP) is in the final stages of a multi-year planning process. She stated that Project Prioritization scores have been produced for the 190+ multimodal candidate transportation projects; scores for projects are based upon a combination of Project Utility (project effectiveness), Economic Vitality (potential for economic gain), and Project Viability (project readiness). The final Prioritization report and scores were approved by the HRTPO Board at is April 16, 2015 Meeting. HRTPO staff opened a public comment period on

March 23, 2015 to solicit input on the prioritization of transportation projects for Hampton Roads. The deadline for public comments was April 6, 2015. Ms. Stith noted that the Project Prioritization process provides the framework for the continuous pursuit of funding for the region’s transportation system and is the guiding tool in the development of a fiscally-constrained 2040 LRTP. With the approval of the Project Prioritization scores, a Draft Fiscally-Constrained List of Projects outlining project priorities for the LRTP has been developed, with an anticipated approval by the HRTPO Board scheduled in the near future. She indicated the LRTP Subcommittee met on February 4, 2015, March 16, 2015, April 15, 2015, and April 24, 2015 for the purposes of fiscally-constraining the 2040 LRTP. At these Subcommittee meetings, Guiding Principles for Fiscal-Constraint were established and several iterations of funding scenarios were presented to the Subcommittee, incorporating additional direction to maximize the use of regional funds while incorporating project priorities established by the Prioritization process. Eight funding scenarios were discussed for the 2040 LRTP with the Subcommittee recommending Scenario A8 as follows:

• 36 Committed Projects – Approximately $243 million • “Grouped Projects” Set-Aside – $218 million • 49 Highway Construction Projects – Approximately $2.5 billion • 9 Highway Studies/PE – Approximately $51 million • 10 Transit Studies – $76 million • CMAQ Transit – $170 million • WATA Administrative Operations Center – $9 million • 10 Active Transportation Projects – $41 million • TOTAL: $3.3 billion

She indicated that other projects yet to be determined for inclusion in the 2040 LRTP consists of:

• HRTAC Projects • Construction projects with 100% local funding • $1 billion balance in forecasted revenues

Ms. Stith discussed potential options for the $1 billion in forecasted interstate funding and requested TTAC members to recommend one of the options. Mr. Sorey stated the region has committed to widening I-64 on the Peninsula and believed it to be critical that Southside I-64 be addressed since it is the major access road to Hampton Roads and Moved to recommend Scenario A8 and Option B1; seconded by Mr. Lynn Allsbrook. Dr. Ravanbakht commented that this is a planning exercise and TTAC’s recommendation to the HRTPO Board needs to be satisfactory to both VDOT and FHWA with regards to the LRTP planning process. She noted that only HRTAC can allocate funds to HRTAC projects and she reiterated that today’s recommendation is only a planning recommendation. Ms. Julie Timm suggested utilizing the entire one billion for transit projects as transit funding is not included in the HRTAC legislation.

After further discussion, Mr. Jeff Raliski stated it was his belief that the TTAC members bring this information to their respective HRTPO Board members and indicated his intent to submit a substitute motion. Mr. Raliski Moved to recommend Scenario A8 (including Segment 1 of the I-64 Peninsula Widening project) and defer a recommendation regarding options for the $1 billion LRTP funding balance and the HRTAC projects until more information/guidance is provided; seconded by Mr. Rob Brown. The Motion Carried. Dominion Boulevard Construction Update Mr. Kevin Lundgren, City of Chesapeake Project Manager, reported that the U.S. Route 17/Dominion Boulevard project is 3.8 miles long and the improvements consist of replacing the two-lane drawbridge with a four-lane, fixed-span bridge over the Southern Branch of the Elizabeth River, as well as road widening from the I-64/I-464/Route 168 interchange to Grassfield Parkway. The project is approximately 55% complete, and is being developed as a toll road. The total budget is $345 million which is the largest project the City of Chesapeake has ever undertaken. The scheduled completion date is April of 2017. Mr. Mike Prezioso of MBP commented that on December 15, 2014, the northbound bridge over the Elizabeth River opened to traffic. He noted that the full project is slated to be completed April 1, 2017 but since the project is tracking ahead of schedule, it may be finished as early as September 2016. 2025 Virginia Transportation Needs Assessment: OIPI Consultant Ms. Lorna Parkins of Michael Baker International stated the Office of Intermodal Planning and Investment (OIPI) is preparing a high-level 2025 Transportation Needs Assessment to be used as a screen for candidate HB2 projects. As consultant for OIPI, she briefed the LRTP Subcommittee on her work at its April 15, 2015 meeting. Afterwards she met with HRPDC staff, Hampton Roads Economic Development Alliance staff, and HRTPO staff to obtain relevant data sets from recent work by these organizations. She explained that her briefing on the VTrans Multimodal Transportation Plan (VMTP) would consist of:

• VMTP Framework o More on the New Paradigm for Economic Development

• VMTP Planning Process o Defining Capacity Needs for Regional Networks

• Regional Profile Data o Economic Profile o Commuting and Accessibility o Activity Centers

Three-Month Tentative Schedule Chair Gey outlined the Three-Month Tentative Schedule for TTAC. For Your Information Chair Gey summarized the items in the For Your Information section of the Agenda packet. Announcements Mr. Kimbrel stated the Transportation Programming Subcommittee (TPS) would convene a special meeting on May 22, 2015 at 9:30 a.m. in the Regional Building Boardroom to discuss implications of HB1887 and HB2. Mr. Kimbrel noted that the TRAFFIX Oversight Subcommittee (TOS) scheduled to meet on June 3, 2015 may not convene due to the sound system installation in the Boardroom. He indicated that Mr. Seth Schipinski will contact Mr. Ron Hodges of TRAFFIX and then notify the TOS members. Old/New Business There was no new or old business. Adjournment
