BAGAC, BATAAN -- Po-lice reported that 56 vintage bombs were accidentally dis-covered in a village farm here Monday afternoon.

Bagac police chief Capt. Michelle Agnetha Gaviola said farmers found the bombs while they were planting sweet potatoes in a land in Barangay Parang and reported the mat-ter to the police.

She said a team from the

Bagac municipal and the pro-vincial police with the provin-cial explosive canine unit led by Executive Master Sgt. Jon-athan Tuppal under the super-vision of Capt. Esteban Bay-lon III unearthed the bombs known as explosive remnants of war (ERW).

Also assisting in the dig-ging of the bombs were mem-bers of the Armed Forces of the Philippines military intelli-gence bureau under Capt. An-gel Herrera.

The bombs identified as 75 mm, HE, projectile are rem-nants of World War II.

She said that if mishandled, the bombs can still explode and cause damage to life and prop-erty so the team applied render safe procedure and entrusted the items to the provincial ex-plosive ordnance division.

Heavy fighting took place in Bagac and other towns of Bataan during WWII before Bataan fell to the Japanese in-vaders on April 9, 1942.

IBA, ZAMBALES -- A man wanted for carnapping was arrested by joint personnel of the Subic police, the provin-cial highway patrol team, 2nd provincial mobile force com-pany, 305th maneuver com-pany, 2nd platoon and region-al mobile force battalion 3 in Subic town on Tuesday.

Zambales police director Col. Romano Velayo Cardino identified the suspect as Arjay De Silva y Yape, 24, of Baran-gay San Isidro, Subic.

Acting Subic police chief Major San Juan Felmar D. Aquino said De Silva was ar-rested at about 4:30 p.m., in Barangay San Isidro, Subic,

De Silva was included in the list of Subic Most Wanted Person (Municipal Level-Man-hunt Charlie) as the prima-ry suspect in theft of one red Honda TMX 155 motorcycle with sidecar bearing license plate no. QS4831 at Purok 3, Barangay Asinan Proper, Subic last Jan. 29, 2021.

The suspect is now de-tained at the Subic Municipal Police Station.

CABANATUAN CITY - Three persons are now in jail while two of their cohorts are subject of follow-up op-erations for alleged motor-cycle theft in Barangay San Mariano, San Antonio, Nue-va Ecija.

Nueva Ecija Highway Pa-trol Team chief Major Lester Zafra said Lester Cauba, 19, of Barangay Matatalaib, Laur, and Ian Pablo, 21, of Barangay Papaya, San An-tonio were caught red-hand-ed with the stolen motorcy-cles in in an operation at about 2:30 p.m. on Satur-day.

An 18-year-old wom-an identified only as “Can-dy,” of Barangay Rio Chico, Hen. Tinio town was also ar-rested in a subsequent op-eration, Zafra said, adding that her husband John Paul Cauba, and the other sus-pect Russel Mendoza of Ba-rangay Luyos, San Antonio, were able to elude arrest.

According to Zafra, the operation that was prompt-ed by a complaint by farmer Reynante dela Cruz of Ba-rangay Mallorca, San Leon-ardo, resulted to the recov-ery stolen motorcycles.

Dela Cruz told the HPT that his motorcycle was taken away while parked

along a roadside while he was tending a rice field in Barangay Soledad, San-ta Rosa by two unidentified men at about 4:30 p.m. on Aug. 6.

“Upon receipt of the report, joint elements of PHPT-Nueva Ecija (lead unit) led by Maj. Lester Zafra and Santa Rosa police sta-tion under the supervision of Maj. Fortune Diane Ber-nardo conducted follow-up operation in Barangay San Mariano, San Antonio, Nue-va Ecija which resulted in the arrest of the suspects and recovery of stolen mo-torcycles,” police reported.

DepEd-3 calls for ‘Brigada Pagbasa’ amid pandemicCITY OF SAN FERNANDO -- The Department of Educa-tion-Region 3 has called upon its partners for help in imple-menting “Brigada Pagbasa” as a form of the highly successful Brigada Eskwela to comple-ment efforts in ensuring qual-ity basic education amidst the Covid-19 pandemic.

“Brigada Pagbasa shall highlight the implementation to promote literacy and numer-acy through the help of part-ners and volunteers,” DepEd-3 director May Eclar said during the official launching of Briga-da Eskwela 2021 in prepara-tion for the opening of classes on September 13.

“As we launch this year’s Brigada Eskwela, we accept the call of not just ensuring ed-ucation continuity, but we also vow to help improve the quali-ty of education amidst the on-going health crisis. We shall double our efforts to guarantee that every Filipino learner ac-quire the basic competencies such as literacy and numeracy. Working together, we shall in-tensify our collaboration to up-

lift the quality of education and meet the current gaps of our educational system,” she add-ed.

Friday’s virtual regional kick-off program focused on ef-forts to further strengthen the engagement of education part-ners and stakeholders to en-sure learning continuity.

With the theme “Bayanihan sa Paaralan,” Brigada Eskwe-la emphasizes the country’s collective efforts in promoting collaboration for safe living and addressing social issues and concerns in schools, at homes, and in the community.

LUNGSOD NG MALOLOS -- Ilulunsad ng pamahalaang panlalawigan ang Bulacan Swine Repopulation Project upang tulungang makabangon ang may 7,000 nag-aalaga ng baboy.

Ayon kay Gov. Daniel Fer-nando, nagsimula na ang pro-vincial veterinary office ng pagsusuri sa kapaligiran at sampol ng tubig nitong Hunyo upang makita kung may Afri-can swine fever pa.

Matatandaan halos dala-wang taon nameste ang ASF na naging dahilan ng pagkam-amatay ng mga baboy noong 2019 hanggang 2020.

Dagdag pa ni Fernan-do na ginagabayan ng Ban-tay ASF sa Barangay (BABay ASF) program ang mga mag-bababoy upang makabalik sa pag-aaalaga ng baboy nang ligtas at magkaroon ng re-sponsible repopulation para makaiwas muli sa outbreak.

Samantala, sinabi ni pro-vincial veterinarian Voltaire Basinang na maaari nang

mag-alaga muli ng baboy ang mga benepisyaryo ng pro-gramang sentinel na ayuda ng pamahalaan kung magne-negatibo sa ASF virus sa dala-wang magkasunod na pagsu-suri sa loob ng dalawang ling-go na may isang linggong pag-itan at pumasa sa biosecurity audit ang isang farm.

Upang maging kwalipi-kado naman sa programang pautang, inirerekomenda ng tanggapan ng paghahayupan sa mga magbababoy na nasa loob ng red zone na hindi apektado ng ASF mula nang magkaroon ng outbreak, na sundin ang mga alituntuinin at magsagawa ng pagkuha ng sample ng dugo at swab sa mga natitirang baboy na kail-angang gawin ng may pagitan ng dalawang linggo at pagsu-suri sa paligid at tubig na kail-angang gawin ng may pagitan ng isang linggo, at pagpasa sa biosecurity level 2 bilang pag-talima sa BABay ASF.

Sa totoo lang, wala naman talagang si-nasabing nahulog sa kanta. Sinasabi lang nito na “Pagdating sa dulo nabali ang san-ga… Kapos kapalaran humanap ng iba.” Ibig bang sabihin umakyat sa puno ang namimitas at pagdating niya sa tuktok nab-ali ang sanga?

Sabi ko sa titser, “Ma’am hindi naman po inaakyat ang puno ng papaya. Palagay ko po kaya may dala-dalang buslo ang namim-itas, nakakabit iyon sa pansungkit niya. Nang sungkitin niya ang hinog na papaya, imbes na bunga lang ang mapitas, sumama na pati buong sanga.“ (Oo, nagsasanga din ang papaya.)

Ang susi daw ng interpretasyon ay ang huling linya, “Kapos kapalaran, humanap ng iba.” Hahanap ng iba dahil nadisgrasya sa pagkahulog ang nanunuyong sumisinta? O hahanap ng ibang papayang susungkitin dahil napahiya sa sinisinta? Ano nga naman ang mangyayari sa papayang hinog pag na-hulog? Edi wasak. Humanap na nga lang ng iba.

Ang pagkahulog ay madalas sanhi ng disgrasya. Kaya mas madalas gamitin ito sa negatibong pakahulugan. Lalo na sa Ingles — “The Fall.” Iniuugnay ito sa kasalanan, kabiguan, o kapalpakan. Pero pwede ring positive, tulad ng “falling in love.” Sinasabi din natin iyan sa Tagalog, “Nahuhulog ang loob ko sa kanya.” Ibig sabihin, naaakit, na-huhumaling, o sumisinta.

At ang salitang Tagalog para sa MEAN-INGFUL ay MAKAHULUGAN, mula sa ugat na salitang HULOG. Ano ang kinalaman ng pagkahulog sa makabuluhang buhay? Ang naiisip kong larawan ay isang timba na su-masahod sa tubig mula sa poso. Naiipon

ang tubig, hindi natatapon dahil mayroong KINAHUHULUGAN. Ang buhay na maka-hulugan ay buhay na may layunin. Kaba-ligtaran nito ang mga nagkakalat, parang walang kinahuhulugan ang buhay dahil walang layunin.

Sa ating ebanghelyo ngayon, binigyan din ni Hesus ng positive meaning ang pag-kahulog. “Maliban daw kung di mahulog ang butil ng trigo at mamatay, mananatili itong isang butil lamang.” Hindi na nakaugnay sa kasalanan, kabiguan o kapalpakan ang pagkahulog dito kundi sa paghahasik, pag-tatanim. Hindi disgrasya kundi grasya ang kasunod.

Palagay ko ito rin ang dahilan kung bakit ito ang ebanghelyong madalas ginagamit para sa pista ng mga martir, katulad ni San Lorenzong Diyakono at Martir. Maraming kuwento tungkol sa diyakonong ito. Ayon sa ulat, nang bibitayin na ang obispo ng Roma, Papa Sixto Dos, nagtatampo daw siya dahil ayaw siyang isama sa kamatayan. Napagbi-gyan naman siya sa bandang huli. Kaya nga naging martir.

Isa ito sa ikinamangha tungkol sa mga Kristiyano noong panahon ng persecution. Ang bawat mapukaw upang makibahagi sa misyon ni Kristo, ang misyon ng pagtubos, ay lumalakas ang loob. Hindi madaling ta-kutin. Nakakayanang harapin ang mga dusa at pasakit, maging kamatayan. Ito ang ka-kaibang sinta na di takot mahulog dahil una nang nahulog ang loob sa sinisinta.

But they must not leave John Stuart Mills at the door. In a representative gov-ernment, Mills wrote, there is always a tendency for people with low intelligence to be elected. It’s a fair warning, even if some, if not all, of the members of the House committee are no intellectual push-over.

Ahead of the unscheduled hearing, at least two prominent OCTA members have made themselves clear enough. OCTA is not the enemy; COVID 19 virus is. With that rational appeal as a dichotomy, the House committee should be able to pro-ceed with its so-called ‘in aid of legislation’ inquiry with no hassle.

Why should OCTA be even consid-ered an enemy, given its fair, accurate and timely warning to the public about the pan-demic?

If you take it from one member of the House Committee, it’s because OCTA’s projections, especially the latest one, have been costly. The hard lockdown comes at the expense of the economy, and one can deduce the domino effect from there, from joblessness to hunger, and so on and so forth.

At the end of the day, OCTA’S pro-jections translate into public policy, pub-lic policy into law, and law eventually into budgets which the House, being the orig-inator of the nation’s budget, must tack-le, which may mean more borrowings on top of the trillions of loans the nation has already raked in in light of the pandemic. Deficit spending and humungous borrow-ings are tell tales of poor governance.

Time for a heart to heart talk with those behind those projections.

So it’s a good idea, this OCTA hear-ing, unlike Sen. Dick Gordon’s suggestion that it is a waste of time. It won’t be, even for just providing the satisfaction to the intellectual curiosity of House members and the public at large. At some point, the House should be able to stress the group’s inescapable public accountability, even if they are private. The democrat-ic principle of free speech and expression is par for the course, but prudence must be observed when announcing there’s a deadly snake in a crowded theatre.

But the hearing should not be han-dled like the way of the ancient Inquisition. The astronomer Galileo was eventually more castigated by the religious establish-ment for calling a bishop ‘Simplicio’, which means ‘simplistic’ than for his theory that the earth revolved around the sun at not the other way

In the exchange between the experts and the powerful, something must not be

lost in the translation. It’s a good thing, ev-ery word said in the hearing will be re-corded. They can always go back to the stenographic notes for clarification, in case of doubt.

Nor should the hearing be hostile, as in the case between U.S. Sen. Rand Paul and U.S. top doctor Anthony Fauci during a hearing on the pandemic. Two issues can potentially turn ex-changes into hostile positions. At one time, one priest member of OCTA,after being accused by a medical expert that it is doing its projections like fortune-tell-ing, admitted that their model is exactly like,well, fortune-telling. That may not sit well with some House members who have a contrary view point. The other issue is that the same medical expert has point-ed out that erroneous data were used in OCTA analysis. In other words, wrong data, wrong projections.

Obviously, the government is prac-tically dependent on the OCTA projec-tions, one way or the other, even if it is not strictly, technically its client. A rele-vant question during the hearing should be: how competent is government to de-termine the correctness and soundness of OCTA’s output vis a vis the pandemic that continues its existential threat to the nation?

It is easy to say that the House hearing on the OCTA group is an issue on credi-bility, given the issue raised about errone-ous data, among others. More than that, it is also an issue of government compe-tence in addressing its projections giv-en their tremendous impact on people’s lives. What OCTA is saying affects the lives of every Filipino, It is only right that the House steps in and look into that. It’s a good thing that members of the OCTA itself have welcomed the inquiry.

It’s not as if they expect themselves to be in a lion’s den. More like specimen un-der the Petri dish.

The American humorist James Thurber told how at one time he was made to draw a specimen under the microscopic lens in a biology class. He did as told and later submitted his finished sketch to his prof. The prof had a hard time making out of the drawn figure on the paper. He later shout-ed ‘ it’s your eye, it’s your eye’. Thurber, it turned out, focus the lens on his eye rath-er than on the specimen.

The lawmakers should know where to focus the lens of their proposed hearing.

The shift to remote learning modality in lieu of the of physical classroom learning where a teacher can directly observe and supervise the activi-ties undertaken by the learners does not war-rant the fact that learn-ers can simply copy all the answers to the activities stipulated in their modules. Learn-ers together with their parents has already been complacent of doing such for the rea-son of compliance and not for the purpose of real learning and edu-cation.

Learners has to exert honest effort in their learnings even without the presence of their teachers. This issue is further aggra-vated by the fact that majority of the par-ents are also lacking in knowledge and un-derstanding on how to help their children answer the require-ments of the modules, thus tolerating them to copy answers found on the Internet or even compare answers with their neighbors.

It can be asserted that by the time of this writing, both learners and their parents are al-ready exhausted and stressed brought by nu-merous problems tied to the pandemic situation. The Internet offers both a temptation agent and a relief for them in answer-ing their module activi-ties. Learners engaged in copying answers from the Internet tolerated by their parents enables them to find relief at least, in the midst of this psychological, emotion-al, social and economic tension caused by the pandemic.

Learning is about acquisition of life-cop-ing skills and compe-tencies. Learning by heart is the real thing about the learning and education process. It is the true mark of the cognitive capability of a person. While taking

a glimpse at some lit-eratures in the Internet from time to time can-not be avoided, learn-ers has to exert their true and honest ef-forts in their learning process. They may be able to fool their teach-ers that they have been able to accom-plish the requirements of the modules, but it is actually them fooling themselves. Notwith-standing that some parents are the one answering the require-ments of the modules for their kids.

It doesn’t matter whether the modality is face-to-face or re-mote or a combination thereof. What matters a lot is the effort, ded-ication and the integ-rity being invested in the learning process. A person cannot circum-vent solutions to life real problems. It has to be dealt with sincerity, sobriety and integrity. Schools are made to impart these attributes to learners in order for them to be prepared, capable and worthy to live and prosper in a civilized society. Par-ents has to play and fulfil their roles of in-stilling to the minds of their children the val-ue of integrity. Parents must not tolerate and took part in the circum-venting process that is detrimental to the holis-tic development of their children, and in the context of discourse- particular to the value of integrity applied to the learning process.

The pandemic may still linger for a consid-erable period of time. Nobody knows when it will end. Perhaps by the time this cri-sis is over, the teach-ing and learning pro-cess may not really go back to pre-pandem-ic arrangement. One thing that must contin-ue is the learning and educational process for the pupils whatev-er the modality that is applicable as the sit-uation demands. The learning modality may change but the val-ue of academic integ-rity must remain un-wavered and unchal-lenged.

THE WORLD HEALTH Organization (WHO), governments and the tobacco industry should take advantage of the developments in nicotine delivery tech-nology, such as non-combustible prod-ucts, to reduce up to 4 million deaths from smoking each year according to a global health expert.

Dr. Derek Yach, president of the Foundation for a Smoke-Free World, said during the 8th G l o b a l Forum on Nico- tine held recent-ly online, that the world is experiencing a revolution in nicotine delivery tech-nology, as there are now more than a hundred mil-lion people us-ing harm re-duction prod-ucts.

One ex-ample of a non-combusti-ble nicotine de-livery system is Philip Morris In-ternational’s the heated tobacco product IQOS. Heated tobacco products or HTPs, heats tobacco without burning it to release a fla-vorful aerosol, not smoke. HTPs elimi-

nates the process of combustion, which has been found to cause the production of thousands of harmful chemicals in smoke.

IQOS device and its consumable tobacco sticks called HEETS were commercialized last year for adults 21 years old and above in the pilot area of Metro Manila. The e-commerce store IQOS.com now also covers delivery in key cities across the Philippines in-cluding Baguio City and La Trinidad; Calumpit, Bulacan; Cabanatuan City, Santa Rosa, Aliaga, Jaen, Penaran-da, Palayan, Zaragoza in Nueva Ecija; and San Fernando City, Bacolor, San-ta Rita, Guagua, Apalit, Mexico, Santo Tomas, Santa Ana, Arayat, Floridablan-ca, Min- alin and Clark Freeport Z o n e in Pampanga.

Yach said that to complete the trans-formation of the in-dustry, a commit-

ment from all parties to prioritize the end of

the tobacco epidem-ic would be needed to

curb the smoking epi-demic.

“Industry must commit to ending the sale of com-

bustible cigarettes and act accordingly through their in-

vestments. Industry must commit to ending youth nico-

tine use in all forms and there are many strategies that could

be done to achieve that,” he said.The WHO and governments

should commit to revising the Framework Convention, which ex-

plicitly builds a risk proportionate reg-

ulatory system that doesn’t require ma-jor changes to the text, he said.

He said this is possible amid the transformation of the tobacco industry, which gave rise to less harmful nicotine options. “Projections suggest that if these tools were more widely available, we would be able to cut the long-term trends of deaths by maybe between 3 and 4 million, if we acted more vigor-ously,” Dr. Yach said.

“All of the above is feasible,” he said. “From a scientific perspective, a lot of the hard work has already been done. What remains, then, is a bigger chal-lenge—which is challenging and chang-ing cultural and political attitudes.”

Dr. Yach noted the evolution of the tobacco industry from one that denied the damage caused by smoking on health in 1954 to its “pharmaceutical-ization” today, supported by research and science.

He said that despite such changes made possible by investment in inno-vation, policy has lost touch with sci-ence. “Industry has created tools that have the potential to create one of the most profound public health shifts in history,” he noted.

“The present technological revolu-tion demands an accompanying ideo-logical revolution. Currently, many in tobacco control are skeptical, even hos-tile towards the contributions of indus-try. The origins of this hostility are not terribly difficult to identify... For gener-ations, the tobacco industry has creat-ed products that have killed millions of people,” Dr. Yach said.

He, however, noted that some to-bacco executives and companies rec-ognized the public’s desire for safer nic-

otine options and began prioritizing re-search on harm reduction.

“A few companies made a bet that in-vestment in harm reduction will pay out in the long run. This was a shrewd busi-ness decision and incidentally, it’s prov-ing to be an excellent contribution to sci-ence and health. Though the transition to safer products remains incomplete, many tobacco companies have diverted resources away from combustibles and towards reduced risk portfolios,” he said.

Dr. Yach said this gave rise to com-panies that are responding to consum-ers demand for nicotine products that are not deadly.

“In many respects, the nicotine in-dustry now functions in a manner, some say like pharmaceutical industry. To be sure they’re self-interested and profit driven. At the same time, they are lead-ers in scientific innovation and essential to actually address massive health cri-sis,” he said.

Dr. Yach said the other public health experts described the phenomenon as the tobacco industry’s actual and per-ceived transition into pharmaceutical-like industry through the manufacture and sale of non-combustible tobacco and nicotine products for smoking cessation or long-term nicotine maintenance.

He said these companies are com-pleting exhaustive studies to meet the scientific standards and rigor set by ma-jor regulatory bodies including the US Food and Drug Administration. “To sat-isfy the FDA’s strict rules of evidence, tobacco and e-cigarette companies have conducted extensive peer review research and have disseminated these findings by a monograph report,” he said.

Coming from a family with a furniture manufacturing com-pany, Bituin also manages South Sea Veneer Corp., a fur-niture-making company based in Mabalacat City. Bituin shared that being a furniture designer and manufacturer gave her the opportunity to travel and work with people in the design indus-try, thus establishing The Venta Suites.

“Back in the early ‘90s, we were forced to relocate our facili-ties to Tarlac and Mabalacat due to the transportation difficulties brought about by the Mt. Pina-tubo eruption. This left the prop-erty unused and only functioned as a storage warehouse,” said Bituin.

With a growing market for lo-cal tourism, Bituin thought it was the perfect time for property to be repurposed towards the hos-

pitality industry.“The pandemic has people

looking for staycation destina-tions plus the opening of new highways that makes transpor-tation a lot more convenient for people from the city to venture outside of it.
