General Supervision Monitoring (GSM)
• Pursuant to the Individuals with Disabilities Education Act (IDEA) 2004, §§300.600 and 300.149(a)(1)(2), and the Michigan Administrative Rules for Special Education (MARSE), R 340.1839, the Office of Special Education (OSE) must ensure the educational programs for students with disabilities are administered in accordance with federal and state standards.
• Conduct cyclical reviews of locals within each of the 56 Intermediate School Districts.
• Collaborate with other OSE units: Finance, Program Accountability, Performance Reporting.
General Supervision Monitoring GOALS
• Random selection of 1-2 locals from each ISD• From the district list
Eliminate locals that are being monitored in the current cycle
Select from locals that have not had a previous monitoring activity
If none remain, select from locals that have not had a monitoring activity in the past 4 years
If none remain, select randomly.

CIMS Coordinator and ISD Monitor
• ISD Monitor’s may be CIMS Coordinator’s for their ISD and any local in the district.
• Best practice is for the CIMS Coordinator in a local to be an employee of the local district.
• CIMS Coordinator’s who are not ISD Monitor’s receive technical assistance from the ISD Monitor.
B-7 (Preschool Skills)
• Starting with the April 15 workbook in the Continuous Improvement Monitoring System Results Transmittals will be issued for B-7
• A local will receive a Results Transmittals if the district did not reach the target for any of the subparts of Indicator 7
