Siping Road Sub-district International Safe

Community Work Report

Section A: Introduction

A.1 Community & Community HistoryIn March 2007, Siping Road Sub-district launched the safe community building program. In December 2009, the community was named national safe community. In November 2012, the community became a member of international safe communities network, i.e., it was designated as an international safe community. In October 2014, the status of the community as national safe community was approved through reevaluation.

Situated at northwestern section of Yangpu District, the eastern reaches of Siping Road Sub-district start from Yangshupu Port with Kongjiang Road Sub-district on the opposite side. Its southern reaches nd at Kongjiang Road bordering Jiangpu Road Sub-district. In the west, the community ends at Dalian Road and Dalian West Road which separate it from Hongkou District. It ends at Minyun Road in the north neighbouring Hongkou District. Siping Road Sub-district covers an area of 2.75 square kilometers with Tongji University covering an area of 1 square kilometer. The permanent resident population of the community is more than 100,000. Currently,

there are 18 roads of different width in the community. Besides, there are a total of 16 colleges, high schools and kindergartens, 39 bus routes and 2 rail transits in the community. The round-Tongji knowledge & economic circle, which is under the administration of the community, is the national round-Tongji R&D/design/service special industrial base, base of national design & trade promotion center, and the key area of UN creative capital and design capital. Established in 1950’s, Siping Road Sub-district is a residential community with 23 community committees and 77 residential areas. Among those residential areas, there are 13 commercial housing dominated areas which were created at the beginning of 21st century and 64 old residential areas which were built during 1950s to 1990s period. The community is known for its “well-educated population and three concentrations”. As for well-educated population, 39% of its residents have received an education equivalent to or above the junior college level, and a total of 14 CAS/CAE academicians live and work in the community. As for “three concentrations”, it refers to: 1) Concentration of high-quality educational resources. Among the 16 colleges, high schools and kindergartens in the community, Tongji University is national key university, Yangpu High School is the key high school of Shanghai, Dahushan Road No.1 Primary School and Shanghai Dayi Foreign Language Primary School are two famous primary schools in Shanghai, and Benxi Kindergarten is a famous kindergarten in Yangpu District. 2) Concentration of enterprise and institutions which are devoted to design and R&D. In the community, there are over 20 nationally renowned design institutes such as Shanghai Municipal Engineering Design Institute, Shanghai Posts & Telecommunications Designing Consulting Institute, and Tongji Architectural Design Co., Ltd.. As a response to “mass entrepreneurship and innovation” initiative proposed by the Central Government, more than 1600 design and R&D orientated enterprises have been created in the community. 3) Concentration of the elderly. As a community with a large aging population, there are more than 25000 people over the age of 60 accounting for 23.20% of the permanent resident population and 26.55% of registered population. Among them there are 1473 old people who live alone accounting for 5.87% of the aging population. The community is fully equipped with public service institutions and facilities including community health service center,, community cultural activity center,

cinema, health club, colleges for the elderly, nursing home, community center and activity room for the elderly. All these public service institutions and facilities are created to meet the residents’ needs for health care, education, physical exercise, entertainment and recreation. Over the past five years, Siping Road Sub-district won 10 national honorary titles including National Spiritually Civilized Unit, National Mass Sports Outstanding Unit and State-level Community Sports & Health Club. The community also won the “National Independent Innovation Award for Harmonious Community Building” . Besides, the community also won 36 municipal-level honorary titles such as Shanghai Civilized Community, Shanghai Health Community, Shanghai Safe Community and Shanghai Gas Safety Demonstration Community. A.2 Vision and Objectives for Community Safety InitiativeA.2.1 Vision for Community Safety InitiativeAdhering to the philosophy of “people first” and “each person has the right for health and safety”; educating residents about safety and health; improving safety awareness and self-protection ability of residents in order to create a community climate where all residents are involved in the community safety initiative and all residents may enjoy the results of their efforts; reduce accidents and injuries in the community by taking scientific and effective preventive measures; making great efforts to build Siping Road Sub-district into a “safe, exemplary and harmonious” community. A.2.2 Overall Objectives for Community Safety InitiativeImproving community injury monitoring mechanism by relying on the joint efforts of government agencies, enterprises, schools, social organizations and residents in the community; keeping road accident under control and continuously reducing accidents by taking preventive measures; keeping workplace accidents within the limit prescribed by Yangpu Safety Supervision Bureau; steadily reducing fire accidents and economic losses in the community without any death occurring; steadily reducing injuries among the elderly; reducing home burglaries YoY in order to maintain a sense of community safety and satisfaction; preventing gas related major accidents such as gas poisoning deaths and gas explosion. A.3 Participation of Local Government & Leadership, Functional Departments and Major Social Organizations in the InitiativeAs the agency dispatched by Yangpu District Government, Siping Road Sub-district Office established Siping Road Sub-district Safe Community Committee to serve as

the authorities for safe community initiative. Responsibilities of the Committee include: creation of plans for building safe community; offer manpower and materials sources for preventive programs planning through integration and coordination of community resources. After the community became a member of international safe communities network and was designated as an international safe community in November 2012, the former Committee was reorganized as Safe Community Promotion Committee. As the authorities for safe community initiative, Safe Community Promotion Committee is responsible for developing safe community plans and offering manpower and materials support for safe community initiative by integrating community resources. Director of Siping Road Sub-district Office serves as director of Safe Community Promotion Committee while associate directors responsible for public security administration, community administration, community services and community cultural affairs and head of community police station serve as associate director of Safe Community Promotion Committee. An office set up by the Safe Community Promotion Committee is responsible for routine administration work for safe community initiative. Social organizations and enterprises are involved in a total of 14 safety promotion programs which focus on issues regarding children, the elderly, the disabled, road traffic, fire safety, security, work safety, sports & physical exercises and home safety. These social organizations and enterprises are: government agencies such as community functional departments, Siping Road police station, community fire brigade, community No.2 traffic police detachment, Siping urban management squadron and Siping market supervision & management station; health and education institutions such as community disease prevention & control center, community health service center, Tongji University, high schools and primary schools; other agencies such as community federation of trade unions, women’s federation, residents’ committee, the Red Cross and the elderly association. A.4 Community RisksA.4.1 Fire Risks▲ Fire risks of brick-wood houses. As for the five committees in the community, there are 13 residential areas dominated by brick-wood houses. A total of 7835 households (18753 residents) live in 354 brick-wood houses. Built in 1950s, these houses were constructed in reference to low standards. The doors, windows, floors, stairs and ceilings of the houses are all made from wood. Due to the weak safety

awareness of the residents, unpermitted wiring in shared kitchen and bathroom and stacking in the corridor are two prominent problems. From 2012 to 2016 period, 28 fire accidents had happened leading to two deaths. ▲ Fire risks of non-motor vehicle shed. There are a total of 41 crude non-motor vehicle sheds in the 18 old residential areas. Built long ago, roof of some of these sheds leaks and water seeps from the wall. As more people use ebike, some ebike owners charge their ebike by wiring without permission. Some shed overseers install rcd-free sockets without permission to offer paid charging services for ebike owners. Some ebike owners fail to replace the aging electrical equipment contained in their ebike, which may cause short circuit and self-ignition. All these risks may lead to a fire.A.4.2 Risks in Road Traffic▲ Risks in road traffic at Siping Road and Zhangwu Road juncture.Situated at the main street of Yangpu district which features “three-horizontal and three-vertical”, Siping Road and Zhangwu Road juncture is the place where road accidents happen most in the community. Reasons for road accident include: 1) The number of motor vehicles has increased at a rate of about 8% annually leading to congestion on the road; 2) Tongji University, the nationally renowned university, is located at Siping Road and Zhangwu Road juncture. With more than 30,000 teachers and students going in and out of the campus, traffic congestion occurs during peak hours; 3) Due to the weak road safety awareness of people on the go, various problems are found at the juncture such as unpermitted parking/road-using/lane changing of motor vehicle, riding in reverse direction/carrying people on back seat/running red lights by non-motor vehicles, and jaywalking and failure to use zebra crossing while walking across the street on the part of pedestrians. All these traffic offence may disrupt traffic and cause road accident. In 2013, a Korean student was killed while crossing the juncture by riding a motorcycle. A.4.3 Risks at Workplace▲ Risks in decoration of shops along the street. Among the 813 shops along the street with most of them being microbusiness, more than 100 shops need redecoration each year due to competition on the market and changes in business type. In order to reduce decoration cost, some show owners would just entrust the work to unqualified decoration contractor, a practice which may cause fire risks and electrical risks. In 2013, an unqualified decoration worker died from electric shock due to failure to

follow instructions. A.4.4 Risks Threatening Home Safety▲ Risks posed by elevator in high-rise. Among the 198 elevators used by high-rises in the community, there are 85 elevators which have already been in use for 15 years as of the end of 2016. Problems regarding these elevators are: 1) As some elevators were just pieced together in the first place, they are inherently defective and therefore are likely to break down; 2) Failure to conduct routine maintenance of these elevators in accordance with requirements contained in safety technical code and quality assurance system; 3) Unwitting damage done to elevator by users due to their lack of elevator usage related knowledge; 4) Complicated maintenance funds allocation procedures may hinder progress in elevator maintenance and replacement. ▲ Gas risks. More than 33,000 households in the community use gas everyday. From 2005 to 2012 period, a total of 12 gas accidents happened causing 15 gas poisoning deaths. Among these 12 accidents, 7 accidents were caused by incorrect use of gas appliance, i.e.,using flute-free water heater or using aging water heater without immediate replacement, which prevented carbon dioxide emission. Four accidents were related to gas leakage which were caused by aging connecting pipe and grips. One accident was caused by suicide attempt. A.4.5 Risks Facing the ElderlyAs a community dominated by an aging population, Siping Road Sub-district has 25096 old people over the age of 60 accounting for 23.20% of the total population and 26.55% of registered population in the community. A total of 1473 old people live alone accounting for 5.87% of the aging population. According to 2016 resident injury investigation, 210 cases of old people (over the age of 60) injury had happened accounting for 60.34% of the injured. Among which, 76 cases were caused by falling accounting for 36.36% of the total (ranked No.1), 57 cases were caused by sprain accounting for 27% of the total (ranked No. 2), and 30 cases were caused bu cutting or stabbing accounting for 14.8% of the total (ranked No. 3). A.4.6 Risks in KindergartenThere are 6 kindergartens and 1345 pre-school children in the community. According to community injury monitoring data, 5 cases of pre-school children injury happened during 2012-2013 period in the community. Causes of the injury: 3 cases of

mechanical injury; 2 cases of falling. Venue of injury: 1 case happened in kindergarten; 2 cases happened at home; 1 case happened on the road; 1 case happened in residential area. Risks in kindergarten include: outdoor rubberized playground was damaged due to aging process; metal sports equipment and wall edges were not wrapped with soft materials; no protection device was available for air conditioner external unit; classroom tables and chairs had protruding edges; no anti-clamping door stitch was available for office doors; no protective fence was installed for disinfection room. All these potential risks may lead to injuries to children. A.4.7 Risks in SchoolRisks facing high school and primary school students in terms of psychological well-being. There are more than 7800 students who study in 9 different high schools and primary schools. In October 2010, the community invited Psychological Counselling Center of Tongji University to conduct a psychological well-being survey on more than 3400 high school and primary schools in 8 different schools in the community. According to the survey, 17.2% of the students have psychological problems. As

shown by the SDQ(strength and difficulty questionnaire), 14.2% of students have behavioral problems, 11.5% of students have condition symptoms, 4.7% of students are liable to hyperactive and impulsive behavior, 18.3% of students tend to be involved in conflict with the others, 4.9% of students are subject to social problems, 11.8% of students have serious problem of anxiety, 9.8% of students have latent depression and 3.4% of students have latent IAD. Conclusion 1: As for male students, attention should be paid to such problems as behavioral problems, hyperactive & impulsive behavior and IAD. As for female students, more attention should be paid to their mood and state of mind.Conclusion 2: Student’s mental health deteriorates as they grow up. The mental health condition of a student is markedly different when he/she is a primary school student and when he/she is a junior high student. As a student grows, especially when he/she is ready to take senior high school entrance examination, his/her psychological well-being tends to be affected greatly. Conclusion 3: Migrant worker’s child who is not Shanghai registered permanent resident and non-only child tend to suffer from psychological problems when emergency happens. A.4.8 Risks Threatening Public Security

Risks arsing from home burglary. Home burglary happens a lot in the community. In 2012, there were a total of 1092 criminal cases in the community among which 129 cases were home burglary cases accounting for 11.81% of the total. Home burglary may pose a serious threat to the personal and property safety of residents.

B.Community FactsB.1 Community PopulationB.1.1 Actual Population Distribution and CompositionAs for the end of 2016, there are 108189 actual residents in the community with 53121 male residents, accounting for 49.1% of the total, and 55068 female residents, accounting for 50.9% of the total. There are 11599 residents who age from 0 to 14 years old accounting for 10.75% of the total, 71494 residents who age from 15 to 60 years old accounting for 66.1% of the total, and 25096 residents who are over 60 years old accounting for 23.20% of the total. Besides, there are 2100 disabled people (who have disability certificate) in the community accounting for 1.94% of the total. There are 94488 actual residents who are registered permanent residents in the community accounting for 87.34% of the total, 13315 non-shanghai registered permanent residents accounting for 12.31% of the total, and 386 foreign residents accounting for 0.35% of the total. B.1.2 Changes in Number of Registered Permanent ResidentsCompared with December, 2012, the number of registered permanent residents increased to 635 in December 2016, up 0.59%; number of children under the age of 14 increased to 1888, up 16.21%; number of the elderly over 60 years old increased to 3689, up 14.69%; number of people from 15 to 60 years old decreased to 4942, down 6.95%. B.2 Efforts on Building a Safe CommunitySiping Road Sub-district launched safe community initiative in March 2007. As the advocate and organizer of the initiative, community office set up Siping Road Sub-district Safe Community Promotion Committee by working with units and social institutions in the community including police station, traffic police detachment, market supervision & management station, urban management squadron, Psychological Counselling Center of Tongji University, 9 high schools and primary schools, 6 kindergartens, federation of trade unions, women’s federation, the association for the promotion of interests of the elderly, the Red Cross, enterprises and institutions, and community committee. An office was created under the Safe

Community Promotion Committee, and a total of 11 safety promotion project teams were also set up which are responsible for various issues regarding transport, fire protection, workplace, public place, household, children, school, the elderly, sports, public security and disaster prevention. 1) Resident injury investigation. Under the guidance of Yangpu Disease Prevention Center, the community conducted investigation into injuries suffered by community residents (8% of the total) in 2010 and 2016 respectively with individual household as the sampling unit and by using random sampling method. 2) Resident injury monitoring network. A resident injury monitoring network was created featuring community health & service center as the core and various institutions as the injury monitoring station. These institutions include community committee, school, community safety monitoring station, community fire fighting detachment, police station and No.2 traffic police detachment. 3) Injury investigation and hidden danger investigation. Various investigations are conducted including investigation into the accident fall and subsequent injury of the elderly, investigation into the safety needs of the disabled, investigation into fire risks of non-motor vehicle shed, investigation into psychological well-being of high school and primary school students, and investigation into fire risks of brick-wood houses. On-site investigation into safety of the following places was also conducted: Siping Road/Zhangwu Road juncture; safety protection facilities to prevent home burglary; sports & fitness venues. 4) Planning and implementation of 14 safety promotion programs. On the basis of injury investigation and risks identification, a total of 14 safety promotion programs have been implemented covering 8 areas,i.e., transport, fire protection, workplace, public security, children, the elderly, school, household, sports & physical exercises. Through the implementation of safety promotion programs, hidden risks threatening community safety were eliminated or reduced, community safety was improved and residents’ safety awareness were enhanced. According to the 2016 Analysis of Injury Epidemiology Among Residents of Siping Road Sub-district provided by Yangpu disease control center, injury rate dropped from 9.82% in 2010 to 5.83% in 2016. Thanks to its continuous efforts on improvement and development, the status of Siping Road Sub-district as “National Safe Community” was approved through reevaluation in October 2014. Since March 2017, Yangpu People’s Government has continued to give instructions to safe community initiative of Siping Road Sub-district. Shanghai Work Safety Association and Yangpu Safety Supervision Bureau have offered professional guidance to the initiative. The community office set up Safe Community Promotion Committee which in turn set up an office. The community office has three employees: 1 employee is responsible for the development of safe community plans, summary and management regulations as well as safe community initiative related work such as publicity, education and training; 1 employee is responsible for injury investigation, injury monitoring and hidden danger investigation; 1 employee is responsible for the coordination and implementation work regarding safe community promotion programs. Over the past five, years, the community has invested RMB 11,742,000 into safe community initiative. B.4 Community Safety Planning or ProgramB.4.1 Five-year Plan (2013-2017) for Siping Road Sub-district Safe Community Initiative was developed. B.4.2 From 2013 to 2017, Opinions on Promoting Siping Road Sub-district Safe Community Initiative is released each year in the name of the community office. The document is worked out to determine key safety promotion programs for the year, designate specific departments to either act as the leader or play a supportive role, and develop safety strategies for program implementation. B.5 Administrative Department Responsible for Safe Community InitiativeResponsibilities of Siping Road Sub-district office are: developing objectives and plans for safe community initiative; integrating resources in the community for safe community initiative; solve problems arising from the initiative; provide manpower and materials resources for the initiative. Siping Road Sub-district Safety office is responsible for routine administration work for the safe community initiative. B.6 Department Leading and Coordinating Safety Promotion WorkSafe Community Promotion Office is set up by Community Safety Office. Safe Community Promotion Committee holds meetings on a regular/irregular basis to work out annual work plans for safe community initiative and determine key safety promotion projects. A residents’ injury monitoring network was created which features community health and service center as the core and various institutions as residents’ injury monitoring station. These institutions include community committee, school, kindergarten, police station, fire fighting detachment, traffic police detachment and community safety monitoring station. Injury monitoring results are submitted to community disease control center every six months and the center issues Analysis of Residents’ Injury In Siping Road Sub-district which is used as reference for planning and implementation of safety promotion projects by each project team. 4) Continuously offering guidance to safety promotion projects. Project team holds member units meetings regularly and develops preventive measures for safety promotion projects through injury investigation and hidden dangers investigation. Efforts are also made for performance evaluation and continuous improvement with a view to avoiding and reducing accidents. B.8 Areas and People Involved in Safety Promotion InitiativeAreas covered by safety promotion plan: transport, fire protection, public security, workplace, household, sports & fitness venues. Groups of people involved in the plan are: children, the elderly, the disabled, high school and primary school students, the employed and women suffering from domestic violence.

◆ Public security. Home burglary prevention program covers 58 old residential areas which involve over 20000 residents.

◆ Workplace safety. Safety promotion program for decoration of shopsalong the street covers 813 shops.

◆ Sports and fitness venue. Community residents sports and fitness safety promotion program covers over 20000 residents who engage in sports and physical exercises regularly.

◆ Household safety. 15-year old elevator safety promotion program covers over 4500 high-rise households. Gas safety promotion program covers more than 33000 households using gas.

◆ Children safety. Kindergarten children safety promotion program covers over 1300 pre-school children.

◆ School safety. High school and primary school students psychologicalwell-being promotion program covers 9 high schools/primary schools and over 7800 high school and primary school students.

Community safety promotion office issues notice to all safety promotion team on safety promotion objectives approved by community safety promotion committee. The safety promotion teams uses these objectives as reference for developing safety promotion programs. B.10 Evaluation and Report of Safety Promotion Objectives

◆ Methods for Objectives Evaluation: 1. Investigation-based evaluation. Under the guidance of Yangpu Disease Prevention and Control Center, the community conducted home investigation in 2016 by using the same method and the same contents. Community safety promotion office conducted analysis of the same contents within the same year on the basis of accident/injury category and reasons and then conducted statistical calculation after finding accident caused injury rate.

2. Comparison of accident and injury data. Government functional departments such as traffic police detachment, fire protection detachment, police station and work safety supervision station provide annual accident and injury data for Siping Road Sub-district safety promotion committee. By analyzing the data, office of community safety promotion committee may gain an insight into the weaknesses of and the progress made by safety promotion programs which cover such aspects as transport, fire protection, public security and workplace. On the basis of this knowledge, the office may develop plans for further improvement. Hidden dangers investigation and comparison of improvement results. As for safety promotion programs regarding fire protection for brick-wood houses and regulating group renting, comparison was made between pre-improvement condition and post-improvement condition with respect to hidden dangers so as to determine the effects of the improvement efforts. 3. Resident satisfaction evaluation. The community comprehensive administration office entrusted a third-party (i.e., Shanghai Lingdian Company) to conduct residents’ satisfaction evaluation regarding public security, fire protection and other programs. Quantitative and qualitative evaluation was conducted by paying a visit to each

household in order to find out residents’ satisfaction regarding those programs. ◆ Reporting fulfillment of evaluation objectives:

On the basis of self-evaluation of project teams, community safety promotion committee holds safety promotion program evaluation meeting annually. Director of community safety promotion committee presided over the meeting. Members of neighbour safety promotion committee, consultants for community safety and leaders/assistant leaders of project team attended the meeting. At the meeting, leaders of project team report to community safety promotion committee on progress made on fulfillment of safety promotion objectives, i.e., whether the objectives of approved safety promotion programs have been achieved and whether it is necessary to publicize these objectives.

1.2.1 Cooperation and Participation on the Part of Local Government Regarding Safety Promotion and Injury Prevention Work ● In March 2017, Siping Road Sub-district launched community safety initiative in accordance with the work plan of district government. Yangpu Safety Supervision Bureau has given constant support to safe community initiative of Siping Road Sub-district. As the advocate and organizer of safe community initiative, Siping Road Sub-district office integrated community resources and set up Siping Road Sub-district Community Safety Promotion Committee by working with players in other sectors. Director of community office serves concurrently as director of community safety promotion committee. Three associate directors of community office and head of Siping Road police station serve concurrently as associate director of community safety promotion committee. Members of the committee include: Siping Road police station; No.2 traffic police detachment; market supervision & management bureau; offices in the community; educational institutions such as Psychological Counselling Center of Tongji University;social organizations such as community federation of trade unions, community committee and federation for the elderly; enterprise representatives such as Zijing Plaza. Community Safety Promotion Committee under community office developed five-year plan, annual work plan and objectives for safe community initiative, and organized performance evaluation of safety promotion programs. From 2013 to 2017, Siping Road community implemented 14 safety promotion programs with 9 programs organized by offices under community office. Police stations under district government functional departments organized implementation of 5 programs.1.2.2 Participation of Local Health Departments and Medical Departments in Safety Promotion and Injury Prevention Efforts● Yangpu disease prevention and control center participated in Siping Road Sub-district residents injury investigation work in 2010 and 2016 respectively. The Analysis of Injury Epidemiology Among Residents of Siping Road Sub-district and Analysis of Residents Injury Monitoring Data provided by the center served as valid reference for development of community safety planning and plans for safety promotion programs. Community mental health center was involved in high school & primary school students psychological well-being promotion programs organized by Psychological Counselling Center of Tongji University. community residents injury monitoring work, and created injury monitoring network which involved community committee, high schools and primary schools, kindergartens, police stations, traffic police, fire fighting detachment and safety supervision bureau. Community health service center also participated in fall prevention programs created for the elderly, offers community-based rehabilitation treatment to the elderly who are injured by falling down. The center also conducts health evaluation for the elderly who live on basic living allowances provided by the government and the elderly who live on a low income but are in urgent need of nursing care.1.3 Participation of Social Organizations in Safety Promotion Effort● As the participants in fall prevention programs for the elderly, community the elderly interests promotion association, the Red Cross and home-based care service center undertake such work as the investigation into the safety of the elderly, education of safety related knowledge and holding lectures on the elderly safety. These participants also provide home-based services for the elderly who live on low income and who have needs for nursing care. ● In 2009, Psychological Counselling Center of Tongji University and Siping Road Sub-district jointly created Tongji University-Siping Road Community Teenagers Psychological Well-being Education Base. In October 2010 and April 2016, more than 6000 students in 8 high schools and primary schools received survey on their psychological welling-being. A “psychological well-being cultural month” activity is organized in each May when domestic and foreign psychologists are invited to give teenagers psychological well-being lectures in community and school, psychological welling teachers training lectures are given to publicized psychological well-being related knowledge, and teenagers psychological well-being counselling activities are organized. “Xinhai Xiaozhu” psychological counselling station conducted psychological intervention for over 10 students who have psychological problems, and created psychological counselling programs regarding anti-domestic violence.● North Shanghai Gas Company launched gas safety promotion programs, conducted two rounds of gas safety inspection from 2013 to 2016, replaced 288m ourdoor gas pipelines and 10643m indoor gas lines, and organized various types of gas safety education activities. ● Community federation of the disabled launched the disabled safety promotion program and undertakes the following work: distributing nursing care fees and living

allowance for the disabled; making efforts to improve safety of living environment of the disabled; distributing safety auxiliary equipment provided by the government for free; organizing such activities as rehabilitation lectures, rehabilitation training and rehabilitation treatment, and organizing recreational and sports activities for the disabled.● Community sports and fitness club launched community residents physical exercises safety promotion program and undertakes the following work: hiring 46 sports and physical exercise coaches and 256 physical exercises volunteers; conducting examination of sports & fitness facilities and equipment on a regular basis; offering physical exercises related safety education and training to residents. 1.4 Creation of Channels for Residents to Report on Dangerous Environment and Dangerous Situation 1.4.1 Hidden Danger Report Hotline● For fire-prone environment and situation, residents may call 119 or 65152506 (community safety office).● For criminal offence and public security related dangerous environment or situation, residents may call 110 or 22171008 (Siping Road police station).● For city operation and management related dangerous environment and situation, residents may call 12345. ● For work safety related dangerous environment and situation, residents may call 962151. 1.4.2 Patrol Record of Community Functional DepartmentCommunity city management network center keeps patrol record. The city has 4 network patrols who patrol on community streets and in residential areas every day. They keep record once hidden dangers are found, and take pictures as evidence and submit them to relevant department.Work safety inspection is conducted on a regular basis. Community work safety inspection station conducts work safety inspection of shops along the street in the community, large supermarkets, enterprises producing hazardous chemicals, units using special equipment and construction site. The inspectors keep record once hidden dangers are found, take pictures as evident, urge rectification and punish those who refuse to rectify. 1.4.3 Residents CouncilCommunity committee holds residents meeting on a regular basis with such

participants as building leader, resident representative and volunteers with a view to collecting information on dangerous environment and situation in the community. Community committee completes Report on Siping Road Sub-district Conditions (List for Handling) according to the information given by residents on dangerous environment and situation. Information on dangerous environment and situation regarding fire protection, public security and work safety is submitted to community safety office. Information on dangerous environment and situation regarding city operation and management is submitted to community management office. Information on other types of hidden dangers is submitted to community office. Functional departments of the community send people to conduct on-site investigation and solve problems according to actual situation. 1.5 Creation of Long-term Mechanism1.5.1 Meetings● Meetings of community safety promotion committee. The meeting is held once every year and held at any time under special circumstances. Responsibilities of the meeting: developing mid-term/long-term plans and annual work plan for safety community initiative; analyzing dangers from major dangerous sources and risk points and creating plans accordingly to solve the problem. ● Safety community initiative promotion conference. The conference is held once every year. Responsibilities of the conference: reviews progress made on safe community initiative during the first half of the year and making arrangement for work to be completed during the second half of the year; commending those excellent safety promotion programs and outstanding individuals who performed well during the previous year.● Program performance evaluation meeting. 1.5.2 Working System● Accident and Injury Monitoring System is created; injury monitoring network is created which has community health service center as the core and community committee, kindergartens, schools, police station, traffic police detachment and safety supervision stations as injury monitoring stations. Community health service center submits collected injury monitoring data to community disease control center every six months. The community disease control center submits Analysis of Siping Road Sub-district Residents Injury Monitoring Data to office of community safety committee and project teams as reference for creating plans for safety promotion programs. ● Publicity and Education Drilling System is created. Reasons for large number of road accidents: 1) Number of motor vehicles has increased at an annual rate of over 8%, which tends to cause traffic congestion and pose threat to road safety; 2) Siping Road/Zhangwu Road juncture is home to nationally renowned Tongji University. With more than 30000 teachers and students coming in and out of the campus, traffic jam may occur at peak hours. In 2013, a South Korean student was killed while riding a motorcycle through Siping Road/Zhangwu Road juncture. 3) Improper installation of road facilities. The separation fences between motor vehicle lane and non-motor vehicle lane fail to reach the juncture and as a result, some motor vehicles may park, pick up or drop off passengers without permission which in turn may cause traffic congestion and road accidents. For example, due to the improper installation of traffic light at Siping Road/No.2 Zhongshan North Road, vehicles may face traffic jam when driving from south to north and then turning west on Sipingn Road. 4) Due to the weak traffic regulations awareness of some people, a lot of motor vehicles park, use road, change lane and press car horn against rules. Some non-motor vehicles may carry people on back seat and drive in reverse direction without permission. Pedestrians may fail to use zebra crossing or run red lights when walking across street.

◆ Objectives of programImprove traffic flow and reduce road accidents at Siping Road/Zhangwu Road juncture by re-arranging road facilities, correcting road traffic offence, and organizing publicity of road safety laws and regulations.

◆ Preventive measures1. Re-arranging road facilities (1) Extending separation fence between motor vehicle and non-motor vehicle lanes to the juncture. As separation fence between motor vehicle and non-motor vehicle at Siping Road/Zhangwu Road juncture failed to reach the juncture and some motor-vehicle often parked without permission, project team, with the help of No.2 traffic police detachment, discussed the issue with community road traffic department and

extended the separation fence between motor vehicle and non-motor vehicle lanes for 300m to Siping Road/Zhangwu Road juncture. (2) Adjusting proportion of green traffic light at Siping Road/No.2 Zhongshan North

Road. As green traffic light guiding south-to-north traffic flow at Siping Road is inadequate in number and vehicles turning west tend to face traffic congestion, No.2 traffic police detachment reported the situation to detachment road traffic department who readjusted the proportion after investigation so as to meet traffic needs. (3) Install plant separation fence. To

reduce road traffic at Siping Road (No.2 Zhongshan North Road to Zhangwu Road) caused by jaywalking by non-motor vehicle and pedestrians, project team, after holding discussion with community greening management department, separated the south lane and north lane with plant separation fence, a move significantly reducing traffic accidents caused by jaywalking by non-motor vehicle and pedestrians.

2. Correcting road traffic offence(1) Correcting road traffic offence through joint efforts among different departments. From 2013 to 2015, No.2 traffic police detachment, urban management Siping squadron and community administration office launched comprehensive and rolling-type correction action. In total, over 14000 cases of unpermitted parking by motor vehicles, 8000 cases of traffic offence by non-motor vehicles, over 6000 cases of traffic offence by pedestrians, 470 cases of unpermitted land use by stalls, and 270 cases of operation of business occupying more than one shop were handled. A total of 87 motor vehicles were detained for traffic offence.

(2) Launch traffic offence correction campaign. In March, 2016, on the basis of plan of Shanghai Municipal Government on traffic offence correction, community No.2 traffic police detachment designated Siping Road/Zhangwu Road juncture as key area for correction. Siping Road police station and community safety promotion office participated in the campaign and took the following steps in accordance with the goal of “zero-tolerance and complete coverage”: 1) Strengthening analysis at earlier stage; conducting analysis of the time and venue of traffic offence at Siping Road/Zhangwu Road juncture; conducting supervision over the area by sending more traffic police

and meeting management needs. 2) Strengthening patrol and supervision regarding traffic offence. To address traffic offence at Siping Road/Zhangwu Road such as unperpemitted parking/changing lanes/pressing car horn/picking up passengers by motor vehicle and running red lights/riding in reverse direction/failing to use zebra crossing by non-motor vehicles, stricter action was taken. From March 2016 to December 2016, a total of 6759 cases of traffic offence at Siping Road/Zhangwu Road juncture were handled, among which there were 3465 cases of traffic offence by motor vehicles, 2160 cases of traffic offence by non-motor vehicles and 1134 cases of traffic offence by pedestrians. 3) Strengthening cooperation. No.2 traffic police detachment worked closely with Siping Road police station and urban management squadron with regard to communication, discussion and patrol. A total of 18 joint law enforcement campaigns were launched, over 100 stalls were removed for permitted land use and over 60 businesses were suspended for unpermitted operation across more than one shop. By taking these steps, a climate of “strict supervision” was created. 3. Publicity of traffic safety knowledge“Four entry” traffic safety knowledge publicity activities were conducted. 1) Entry into community. Traffic safety knowledge publicity bulletin board (window) posted

over 1000 traffic safety publicity posters. Traffic safety publicity stations were created in the elderly recreation room where videos on traffic safety knowledge were broadcast and traffic safety knowledge lectures were offered on a regular basis. 2) Entry into household. More than 20000 “Siping Road Sub-district Resident Safety Manual were issued. The “Traffic Safety” chapter in the manual contained

information on traffic safety related regulations. 3) Entry into school. After a South Korean student of Tongji University was killed in a road accident, community traffic police department gave lectures on traffic safety regulations to foreign students with a view to improving foreign students’ awareness of road traffic rules.

Traffic police also went to high schools and primary schools to give lectures on traffic safety knowledge helping students identify “road signs” and increase traffic rules related knowledge. The schools also organized class activities with such themes as “finding hidden traffic dangers” and “acting as a little traffic police”. 4) Entry into enterprise. The project team made 12 pieces of traffic safety publicity boards and 28 publicity banners. The publicity activities were organized in crowed places and publicity tours also took place at large-scale enterprises.

◆ Program evaluationTraffic at Siping Road/Zhangwu Road juncture and surrounding roads was improved greatly through efforts such as re-arranging road facilities, correction of traffic offence and publicity of traffic safety regulations. According to statistics provided by traffic police department, average motor vehicle parallel traffic flow increased by around 20% and road accidents decreased by 32.7%. No road accident caused deaths occurred from 2014 to 2016.

◆ Continuous improvement1. Increasing efforts on juncture investigation. Motor vehicle, non-motor vehicle and pedestrian traffic flow investigation is conducted every quarter. On the basis of the investigation results, proportions of green, yellow and red traffic light is readjusted with a view to improving vehicle and pedestrian traffic flow. 2. Re-arranging road facilities. Re-arranging juncture road facilities (motor vehicle and non-motor vehicle; separation fence between non-motor vehicles and pedestrians, lane paint and lane markings etc.) according to vehicle/pedestrian traffic flow at juncture. 3. Strict supervision and punishment. Correcting traffic offence such as unpermitted parking/pressing car horn/changing lane by touching solid line by motor vehicle; unlicensed non-motor vehicle; unpermitted carrying passenger on back seat, riding in reverse direction by non-motor vehicle; running red light and jaywalking by pedestrians with a view to enhancing traffic safety for pedestrians at road juncture. 4. Organizing traffic safety publicity activity. Organizing “three-entry” publicity

activities in school, community and business building; enhancing traffic safety awareness of people through means such as tour demonstration of traffic safety board, distribution of traffic safety manual, holding lectures on traffic safety regulations and broadcasting videos on typical traffic cases. 2.2 Fire Accident Caused Injury Prevention Plan2.2.1 Fire Protection Program for Brick-wood Houses

◆ Background of program In the five community committees in Siping Road Sub-district, there are 13 residential areas dominated by brick-wood houses. These 354 brick-wood houses are home to 7835 households and 18753 residents. From 2012 to 2016, there were 28 fire accidents causing 2 casualties.

Causes of fire accidents: 1) Unpermitted wiring by residents. According to on-site observation, electric wire provide by power supply department to residential buildings and electric wire provided by property management company to electricity meter of each household meet safety standards. The problem is that many residents engage in unpermitted wiring in their kitchens and bathrooms. Most of them even use two-strand wire and the wiring usually fails to meet requirements. Some residents didn’t install range hood in their kitchen and as a result, oil crust forms on the wire which may cause fire if an electrical short circuit occurs. 2) Inadequate supply of fire fighting facilities in brick-wood houses. Some fire sprinklers are aging and are unable to put out a fire when it first occurs. Fire extinguishers in some brick-wood houses are aging and havn’t been replaced in time. 3) Improper road planning in some residential areas which may cause fire passage obstruction and thereby missing the opportunity for rescue work. 4) Due to weak fire protection awareness among residents, many residents pile up belongings in corridor, which may obstruct the way for escape if fire occurs. A quite number of residents don’t know how to use fire extinguishers and how to find escape routes.

◆ Objectives of program Through implementation of preventive measures, improving fire protection awareness of residents and enhancing their ability in fire fighting and running for life so as to decrease fire accident by 15%.

Continuous efforts have been made on maintenance of fire sprinklers in brick-wood houses. Community office invested more than 1 million yuan to install fire sprinklers for 354 brick-wood houses in 13 residential areas. To ensure the proper functioning of these fire sprinklers, community office sent workers to conduct maintenance work annually and replace aging components. With over 200000 yuan in investment, all these fire sprinklers can function properly.

Install fire fighting equipment. Over the past five years, community office had spent more than 470,000 yuan on installation of 2540 units of fire fighting equipment (2 extinguishers; 1 sand bucket) in the corridor of 13 residential areas dominated by brick-wood houses. Replacing aging wires in public places. Due to existence of aging wires in brick-wood houses and unpermitted wiring by residents, there might be fire accident if electrical short circuit occurs. From 2014 to 2016, despite its financial stress, the community had spent more than 980000 yuan on replacing aging wires for 261 brick-wood houses in 9 residential areas under 4 community committees (Anshan No.3 Village; Anshan No.4 Village (1); Anshan No.4 Village (2); Anshan No. 5 Village),covering 6398 households. 2. Launch of “life corridor” project. Due to unpermitted land use by community residents, some special vehicles such as fire engines may be obstructed if they want to pass through the residential area and lose the opportunity for rescue. The community safety office launched “life corridor” project and had spent RMB 375000 on correction of unpermitted land use and piling in 13 residential areas. out, the roads of residential areas were rearranged and over 12000m of yellow line is marked out for “life corridor” and parking lot.

3. Launch of community mini-fire station project. To improve the ability in putting out fire when fire just breaks out, the community spent over 500,000 yuan on establishment of mini-fire stations in 23 residential areas in 2016. Six people are in charge of the mini-station with director and deputy director of community committee

serving as head and deputy head of the station. Those who work at the station include director of community security office, members of security team, property security guards and fire fighting volunteers. A 24-hour watch system is adopted. Fire fighting equipment at the station include 1 fire fighting vehicle, dry-chemical fire extinguisher, fire blanket, hose roll, water gun and motor fire pump.4. Detection and removal of hidden fire dangers. Each summer and winter, the community safety office would organize hidden fire dangers detection and removal activities with such participants as community fire fighting detachment,community safety supervision station and community committee. Each year, old residential areas dominated by brick-wood houses are designated ad key target for correction. Over the past 5 years, 1958 pilings have been removed and a total of 628 unapproved buildings (covering over 15000 square meters) which present fire hazard have been demolished.5. More unapproved constructions between residential buildings shall be demolished in order to ensure fire engines can drive through the residential area without any obstruction; removing pilings on corridors in residential buildings to ensure accessibility of emergency exit. 3. Strengthening management of electrical appliances and hazardous articles in residential buildings. The community will replace aging wires in some residential

More efforts were made on maintenance of fire fighting equipment; regular examination and maintenance of fire sprinklers in residential buildings is conducted; the community will install free inductive fire detection alarm for over 1400 old people who live alone and over 2100 disabled people; each household is encouraged to install inductive fire alarm. 5. Organizing fire fighting publicity activity: 1) making publicity a routine job, i.e., community committee organized fire fighting publicity activity on a regular basis educating residents about fire prevention, fire fighting and escaping; 2) organizing publicity activity regularly and community safety office organized at least 23 fire fighting drills each year; 3) inviting community residents to go to Safety Experience Museum of Tongji Primary School to develop an insight into fire fighting work. 2.2.2 Old Residential Areas Non-motor Vehicle Sheds Safety Promotion Program

◆ Background of programThere are 41 non-motor vehicle sheds in 18 old residential areas in Siping Road Sub-district. As most of these shed were built in 1970s or 1980s, they tend to present some problems even though no fire has ever broken out in the shed: roof of some of these sheds leaks and water seeps from the wall; some sheds still use naked wire for lighting as they were built in accordance with low standards; ss more people use ebike, some ebike owners charge their ebike by wiring without permission, which may pose fire accident dangers; some shed overseers install rcd-free sockets without permission to offer paid charging services for ebike owners; some ebike owners fail to replace the aging electrical equipment contained in their ebike, which may cause short circuit and self-ignition; some shed overseers may leave their post without permission and consequently, when ebike self-ignition occurs, are unable to shut off electric switch in time and put out fire when it just breaks out; some migrant workers moving to Shanghai tend to use the shed as trash piling place as a means to increase their income.

over 21,000 yuan on installation of 4 units of fire extinguishers for each shed (a total of 41 sheds). The 23 community committees set up mini-fire stations. Each mini-station has 6 fire extinguishers, 3 water belts, 2 sand buckets, 6 fire fighting helmets, 2 emergency axes and other fire fighting equipment. 4. Creation of regular inspection system. The community work safety supervision station designated non-motor vehicle shed safety as one target for its routine inspection. Inspection of safety of the shed is conducted each summer and each winter. Since 2013, more than 10 cases have been handled with respect to hidden fire dangers. 5. More efforts were made on educating ebike owner about fire safety. In 41 non-motor vehicle sheds and corridors in residential buildings, Notice on Strengthening Ebike Fire Protection Management was posted. Contents of the notice are: ebike owners are asked to replace aging storage battery on a regular basis; ebike is not allowed to park at evacuation passage, emergency exit and corridors; use leakage protector for ebike charging; unpermitted wiring in public places is not allowed.

◆ Evaluation of projectThrough measures such as implementation of non-motor vehicle shed safety renovation project, provision of fire fighting equipment, conducting regular safety inspection and making more efforts on educating ebike owners about fire safety, hidden fire dangers latent in non-motor vehicle sheds in 21 old residential areas were removed. From January 2013 to December 2016, no fire accident had ever happened in non-motor vehicle sheds in the old residential areas of Siping Road Sub-district.

◆ Continuous improvementTo continuously improving safety management of non-motor vehicle sheds in the community and further reduce fire accidents and workplace accidents, the following improvement plan has been developed:1. Further increasing coverage of shed renovation project. As for 20 sheds not renovated yet, safety renovation will be conducted through such projects as community people’s well-being project and district specific projects with a view to eliminating such hidden dangers as “roof leakage”, “wall cracking”, “naked wire”, “dilapidation” and “unsafe sockets”. 2. monitoring system in the community through such government projects such as community vigilance project, practical work monitoring project and network center monitoring platform construction project; improving shed technical security protection measures with a view to detecting and correcting hidden dangers and offence as early as possible. 2.3 Household Injury Prevention Plan2.3.1 15-Year-Old High Rise Old Elevator Safety Promotion Program

◆ Background of programSince 1990s, a great number of high-rises buildings have emerged due to rapid economic growth. As a result,elevators have been put into use as an indispensable facility. Despite the convenience brought by elevators, they pose threats as well and consequently the safety of elevator has been one of the concerns of the public. In recent years, a lot of elevator caused deaths have occurred nationwide posing threats to people’s lives and social stability. Currently, there are 198 high-rise elevators in Siping Road Sub-district, among which there are 85 elevators which are 15-year-old. In recent years, these aging high-rise elevators generally run smooth without causing any serious accident except for some cases where passengers were trapped in the elevator. Reasons behind hidden dangers during elevator operation are: 1. Defective elevator. Some high-rise elevators in the community were put into use in 1990s. In order to reduce cost, property developers selected elevators which were wrong in type. After many years of operation, these elevators are more likely to break down. 2. Improper maintenance of elevator. A few number of elevator maintenance enterprises tend to fail to conduct elevator maintenance in accordance with safety rules and requirements of quality assurance system and therefore are unable to guarantee the proper functioning of elevators. 3. Some high-rise elevators users don’t have adequate elevator operation knowledge. Some users don’t know how to use elevators properly, which may cause deliberate damage to elevators. Fore example, some users may overload elevators with decoration materials; some users use objects to prop against the door of elevator; some users fail to operate exterior device of elevator in accordance with rules. All these practices may accelerate aging of elevator and lead to more maintenance costs. 4. High-rise elevator inspection/maintenance/renovation funds are three factors

hindering safe operation of elevator.As prescribed by the law, high-rise elevator inspection/maintenance/renovation funds shall be allocated from residential community maintenance funds. However, as the application process for maintenance funds is rather complicated, i.e., property management committee and property management company first submit maintenance plan; only after the plan has been approved by “property owners who own more than two thirds of gross floor area” and “more than two thirds of property owners” can maintenance funds be allocated. Due to the complicated application process, some property management company may be unwilling to conduct elevator maintenance. Besides, as some residential areas dominated by high-rise buildings didn’t create property management committees and therefore are not qualified to use maintenance funds as prescribed by Property Management Rules. Some old residential areas dominated by high-rise buildings now have no or little maintenance funds left and property owners have to raise maintenance funds again. Some property owners fail to reach consensus on how to share the costs. As a result, some property management companies had no choice but to shut down elevator causing inconvenience to property owners.

◆ Objectives of programConducting inspection of 15-year-old elevators with inspection coverage reaching 100%. Through inspection and risk evaluation, determining safety related responsibilities of units using elevators; achieving “three finalizing; two licenses; one inspection; one plan”, i.e., finalize management agency, finalize people in charge, finalize rules and regulations; availability of equipment license and operation personnel license; application for inspection of equipment; creation of emergency plan to avoid elevator caused deaths.

Detection and removal of elevator hidden dangers.During 2013-2014 period and

during 2015-2016 period, elevator safety promotion project team and relevant functional departments entrusted Shanghai Special Equipment Supervision and Inspection Technology Research Institute to conduct safety risk evaluation for 85 unit of 15-year-old elevators in the community. As shown by the results, a total of 31 units of 15-year-old elevators have hidden dangers.As a response, Siping market supervision bureau issued Suggestions for Elevator Safety Evaluation to units using elevators (property management company). With the help of community Party General Branch, project team urged community property management committee to hold property owners meeting in order to raise maintenance funds. Housing management department urges property management company to select qualified elevator maintenance enterprises. As of the end of 2016, 28 units of 15-year-old elevators had been repaired, renovated or replaces. There are still 3 units not renovated yet as no property management committee has been

Designating 15-year-old elevators which are reaching the end of their service life as targets for supervision; conducting safety risks evaluation and urging rectification.2.3.2 Gas Safety Promotion Program

◆ Background of programWhen using flammable and explosive gas, safety is a top concern. Siping Road Sub-district is a residential area dominated by old buildings and has over 33000 households using gas. Old buildings, aging population and large number of migrant workers----due to all these facts about the community, gas safety has always been the top priority of safe community agenda. As shown by data, there were 12 gas accidents from 2005 to 2012 in the community causing 15 deaths. Among these 12 accidents, 7 accidents were caused by incorrect use of gas appliance (accounting for 58.33%) i.e., using flute-free water heater which prevented exhaust gas emission; 4 accidents were related to gas leakage (accounting for 33.33%) which were caused by

aging connecting pipe and grips used by the elderly; 1 accident was caused by suicide attempt(accounting for 8.33%). Among those 15 people killed by gas poisoning, there were 5 old people who lived alone (accounting for 33.33%), 6 migrant workers (accounting for 40%) and 4 people belonging to a different category (accounting for 26.66%). As for the time, winter and summer are two seasons when gas accidents happen the most with 9 accidents happening from December to next April each year(accounting for 75%).

◆ Objective of program Gas accidents among 10000 households drop below 1 ; no gas accident caused‱ death.

◆ Preventive measures1. Replacing gas pipelines and thereby removing hidden dangers. To address such problems as aging gas pipelines, pressing outdoor gas pipelines and illegal constructions in the old residential areas of the community, North Shanghai Gas Company organized hidden dangers detection and removal campaign with management office as the participant in the campaign. From 2013 to 2016, a total of 61 illegal constructions which squeeze gas pipelines were demolished, 288.12m outdoor rotten pipelines were replaced and gas pipelines of 10643 households were replaced.

2. Safety inspection for all households. During 2013-2014 period and 2015-2016 period, gas safety inspection teams conducted biannual gas safety inspection for over 33000 households in the community. During 2013-2014 period, 530 households were found with problems regarding gas tightness and place for water heater installation as well as the problem of using flute-free water heaters. During 2015 to 2016 period, 229 households were found with the similar problems. To address these problems, Yangpu Office of North Shanghai Gas Company, via community committee, issued

Notice on Correction of Hidden Dangers to users requesting immediate correction. The community was also informed of the problems and community gas safety wardens were sent to households concerned to urge correction. Correction rate during these two rounds of gas safety inspection reached 71.3% and 76.1% respectively.3. Creation of major incident joint mechanism. Major gas accidents management team was created to respond to emergencies. Members of the team include: community safety office; community management office; police station; Yangpu Office of North Shanghai Gas Company; district fire fighting detachment. When there is fire alarm or gas explosion, Yangpu Office of North Shanghai Gas Company will send workers to the site immediately to cooperate with gas safety related matters so as to prevent the occurrence of secondary accidents. Afterwards, gs company will conduct safety inspection of gas pipelines and facilities in residential buildings involved in order to prevent the occurrence of secondary accidents. In order to be able to shut gas off immediately when fire or other disastrous accidents happen and to prevent the spread of the accident, Yangpu Office of North Shanghai Gas Company has installed shut-off valves for 195 high-rises in the community since 2013 with a view to better responding to emergencies.

4. Organizing various types of gas safety publicity activities. 1) “Entry into residential buildings”: posting gas knowledge posters inside residential buildings; developing Instructions on Gas Safety and issuing it to gas users in the building; 2) “Entry into community”: publicizing gas safety knowledge via such means as Siping Community version of Shanghai Morning Post, blackboard newspaper by community committee, night patrol electric horn, electric screen in residential areas dominated by commercial residential buildings, Tips on Using Household Gas Appliance and Away from Unqualified Gas Appliance Maintenance Services Provider broadcast in the elderly recreation room. Professional gas safety advisers set up booth in residential areas answering questions about gas safety from residents and distributing gas safety leaflets (manuals). 5. Care about special groups of people who are vulnerable to gas poisoning (such as the elderly who live alone and migrant workers). 1) Focus on gas safety of the elderly

who live alone and households who live on basic living allowances. The community installed gas alarm for over 1300 households (the elderly who live alone and households who live on basic living allowances). The community also conducted gas safety inspection for 950 old people who live alone and replaced gas connection pipes and grip for them. 2) Strengthening supervision over safety of houses rented by migrant workers. Community population office provides information on temporary residence of migrant workers. Yangpu Office of gas company designates these migrant workers as key target for inspection and urges house owners to rectify immediately once hidden dangers are found. As for 8 houses rented for groups, community safety office requested 70 tenants to end the tenancy according to group renting rectification plan.

6. Promotion use of natural gas. From 2012 to 2013, as a response to Shanghai urban development plan, over 33000 households in the community stopped using gas and started to use natural gas---the green energy. As a means to contain dangers from the source, this campaign has effectively prevented gas poisoning caused deaths from happening.

◆ Evaluation of performanceFrom January 2012 to December 2016, there was no gas caused casualty in the community and only 1 gas accident happened, lower than the annual accident rate of less than 0.001% per 10000 households. In 2013, Siping Road Sub-district was selected as Shanghai gas safety demonstration community.

◆ Continuous improvement1. Making continuous efforts on publicity of gas safety knowledge. 1) Sending community civil servants, officials of community committee and social workers to publicize gas safety knowledge; increasing popularity of WeChat customer service platform “Shanghai Gas” with a view to publicizing gas safety knowledge via internet in an effective and interesting way. 2) Inviting professionals from Yangpu Office of gas company to publicize relevant knowledge in community an school. The focus of the publicity is: differences between manufactured gas and natural gas; how does different type of gas cause accident; characteristics of accidents caused by different type of gas and their effects. Objective: conducting more effective publicity activity; 3) Placing gas safety board in corridors of residential buildings as well as at green belt so as to improve gas safety awareness of residents. 2. Detection and removal of gas hidden dangers. Integrating gas safety into public safety management system; community, enterprise and community jointly participating in gas safety management; further implementing the three-year-plan where free gas alarms are provided for old people who live alone, household living on basic living allowances and the disabled people. 2.4 Injury Prevention Program for the Elderly2.4.1 Fall Prevention Program for the Elderly

◆ Background of programAs a community dominated by an aging population, Siping Road Sub-district has 25096 old people over the age of 60 as of end of 2016, accounting for 21.82% of the total population and 32.99% of registered population in the community. A total of 1473 old people live alone accounting for 5.87% of the aging population.

1. 2016 injury epidemiology data. In 2016, the community conducted community residents injury epidemiology investigation under the guidance of Yangpu disease control center. Among the 5967 people receiving investigation, there were 348 cases of injury accounting for 5.83% of the total. Among the injured, 210 cases of injury happened among the old people over the age of 60 accounting for 60.3% of the injured population. Among which, 76 cases were caused by falling accounting for 36.36% of the total (ranked No.1), 57 cases were caused by sprain accounting for 27.13% of the total (ranked No. 2), and 30 cases were caused bu cutting or stabbing accounting for 14.28% of the total (ranked No. 3).

Therefore, provision of daily care for the elderly, especially those who live alone, and prevention of fall and other injury cases would be the priority of prevention work in years ahead.

The club invited 256 volunteers to set up more than 30 teams engaging in such fields as Taijiquan, Mulanquan, qigong, fitness dance, square dance, folk dance, waist-drum, military drum, flat drum, physical easiness exercises and chorus. More than 2500 old people jointed the teams. 4. Provision of more safetySmall night lamp: The community made 10000 small night lamps printed with such words as “Safe, Harmonious and Beautiful Home” and distributed them to households in the community. All the old people received the lamps so that they may not fall when getting up during the night. The elderly physical examination: The community provides chronic disease and health examination for more than 2000 old people who live on low income.“Care-free old people” program: the community buys accidental injury insurance for 1500 old people who need care most.

◆ Background of programChildren are vulnerable to accidental injuries. As kindergarten is a place designed specifically for children, accidental injury not only affects children’s health but also brings economic losses to families and society and has negative impact on the society as a whole. Therefore, kindergarten children safety has always been one top concern of parents and the society.There are 6 kindergartens and 1345 pre-school children in Siping Road community. According to community injury monitoring record, there were 5 pre-school children injury cases from 2010 to 2012. Analysis of injury data:1. Comparison between boys and girlsData: Among the five injury cases, 3 boys were involved and 2 girls were involved.Analysis: Boys are more active and curious than girls. More willing totry something new, boys are more likely to be involved in injury case than girls.2. Comparison between injury casesData: Children falling/stumbling accounts for the largest proportion of children injury cases followed by collision with/striking from objects.Analysis: 3-6 years old children are capable to move in a wider area. Due to the fact that their imitation ability has improved gradually and that they like to chase each other for fun, they are more likely to fall or stumble since they are weak in self-protection and emergency response ability. Some parents carry their child on the back seat of their bicycles when going to/coming back from kindergarten and as a result, the child’s’ foot may be trapped into the tyre. Filled with curiosity about the outside world, children are vulnerable to injury as they have no knowledge about risks. 3. Comparison between injury venuesData: Two injury cases happened at home accounting for 40%; 1 injury case happened on street/road; 1 injury case happened in residential area; 1 injury case happened in kindergarten.Analysis: In order to prevent injury, children’s safety is one factor to be considered when designing and arranging articles used in kindergarten. Trained class supervisor is the one responsible for reporting collecting, registering and submitting information on injuries suffered by children of the class on/off campus. Results of the monitoring are used as basis for injury prevention and indicators for prevention evaluation.

Education based prevention: Making more efforts on education and increasing safety awareness of children/teachers/parentsAs kindergarten is the key place for safety education, we’ll educate children/teachers/parents about safety from the following perspectives.(1) As most of children injury cases happen at home/in residential area, we regularly hold parents meeting to look at hidden dangers in home/residential area as well as solutions to existing problems. As shown by injury data, most children injury cases are caused by fall/collision/striking; therefore, some parents suggest using no-wax floor in order to prevent children from falling. Some parents suggest that children’s safety should be taken into consideration when arranging furniture and the protruding parts of furniture should be wrapped with cloth or soft plastics. We also suggested that parents may stick “Reminders” signs in their home so that they may know how to prevent and handle children injury. The overall goal is to allow children to receive safety education both at home and in kindergarten. (2) Offering safety training to kindergarten teachers. 1) Organizing simulated teaching activities with regard to children safety education; holding children safety education meetings; 2) Integrating safety education into children’s daily life and activities so as to help children increase self-protection awareness. For example, organizing “Health and Safety”, “Fire Protection” and other activities; organizing children to watch safety publicity film and thereby teaching them about rules on safe behavior; organizing safety drills in kindergarten; educating children about safety regarding drinking, eating and fire protection. All these efforts may help children develop ability in predicting/removing dangers and self-protection in a happy and relaxed atmosphere. Through these efforts, children may also develop good habits in terms of adoption of safe behavior. (3) Inviting those from hospital, traffic police detachment and fire fighting detachment to offer on-site instructions and demonstration. As children tend to hold those wearing police uniform, military uniform and hospital uniform in high regard, the on-site instructions and demonstration can help children better understand the professional instructions and thereby enhancing ability in keeping away from dangers and self-protection.3. Rules such as “Entry & Exit Rules”, “Examination Rules for Morning When Children Go into Kindergarten” and “Rules on Fire Safety Inspection”. All these plans and rules help ensure safety of kindergarten children.

Making more efforts on safety education with a focus on enhancing safety awareness of teachers and parents and thereby helping them develop ability in protecting the children. 2.6 Workplace Injury Prevention Plan2.6.1 Safety Promotion Program for Decoration of Shops Along the Street

◆ Background of program There are 813 shops along the street in Siping Road community which engage in the

following fields: retailing (355 shops); catering (167 shops); service provider (242 shops); plastic steel processing (29 shops); hotels (6 shops); entertainment (6 shops); express delivery (3 shops); small hospitals (2 shops); dentistry (2 shops); others (1 shop). All these shops are small businesses with some are micro-businesses or self-employed ventures. Over 95% of them engage commerce, retailing, trade, catering or service provision business. Each year, more than 100 shops need redecoration due to competition on the market and changes in business type. In order to reduce decoration cost, some show owners would just entrust the work to unqualified decoration contractors, most of whom are migrant workers from countryside. Due to lack of safety knowledge training, these migrant workers usually behave rashly during decoration process, a fact most likely to bring dangers. In 2013, the owner of a shop on Fuxin Road entrusted the decoration work to a father and a son, migrant workers who were unqualified contractors. During the process, the son died from electric shock due to failure to follow instructions. According to the on-site evaluation of work safety supervision department, the causes of the accident are:

Operation against regulations: the father and the son didn’t have electrician certificate; they didn’t wear labor protection articles when welding steel tripod of shop sign; they didn’t wear safety belt when working at high altitude;2. Construction site wasn’t be kept in order: decoration and construction trash were piled up; wiring failed to follow rules;3. Safety supervision loopholes. As decoration project is usually small scale and lasts from 5 to 15 days and decoration workers tend to move frequently, it’s sometimes difficult to carry out supervision work.

1. Creating three-level supervision network so as to strengthen supervision agency. A three-level work safety supervision network is created featuring community work safety committee, community safety office/work safety supervision station and community committee. Community work safety committee supervises work safety of decoration project for shops along the street by giving instructions, conducting

monitoring and conducting inspection. Community safety office coordinates supervision efforts and organizes supervision work. Director of safety office of community committee, members of safety office and volunteers work together to conduct regular inspection of decoration project for shops along the street in the community. 2. Creation of itemized safety accounts for shops along the street. Through years of efforts, the community has now created itemized safety accounts for 813 shops along the street. The data contained in the itemized account include: name/address of business; business license; business operation type; legal person or person(s) responsible for operation; telephone number; business scope; number of people involved; usable floor area; safety condition; inspection record etc. 3. Conducting regular inspection. As inspection is an important part of work safety supervision work and an indispensable step for hidden dangers detection, the community adopt the following measures: 1) Routine inspection by safety supervision station. Each of four members from safety supervision station is

responsible for one section of the community and conducts inspection every day. Each member shall inspect at least 60 shops along the street each month. Inspection table shall be completed for each round of inspection. Other duties of those members are: finding out whether those engaging in decoration work for shops along the street are qualified for construction work; warn construction team and shop owners if those responsible for decoration work turn out to be unqualified workers, and keep record; 2) Routine inspection by community committee. Community committees shall conduct regular inspection of decoration project for shops along the street. When shops along the street engages in decoration work, community committee shall inform safety supervision station via QQ group or WeChat group. Safety supervision station shall then collect evidence on-site and handle the specific case according to rules. 4. Focusing on hidden dangers tracking and correction. When detecting hidden dangers, filling out inspection table with information on correction measures and time limit. Community safety supervision station keeps track of the hidden dangers until the hidden dangers are removed. Work on correction shall be kept in record. If no or inadequate efforts are made on correction, safety committee shall work with law enforcement agencies such as public security bureau, fire fighting detachment, safety supervision office and administration for industry & commerce to jointly rectifying the situation so that hidden danger will never lead to accident.

5. Making more efforts on safety publicity work. Some owners and employees of shops along the street are not well-educated, weak in safety awareness and sometime even refuse to cooperate with community safety supervision work. To address the

problems, the community adopted the following measures: 1) Educating those people about work safety related laws and regulations via such means as meetings, lectures and pamphlets so as to improve their safety awareness; 2) Through safety knowledge publicity by community committee among community residents, improving safety awareness of residents and facilitating participation by the public and social supervision; 3) Creating an atmosphere where “Safety is the Top Priority” through “Work Safety Month” activity and publicity on work safety laws, regulations and knowledge.

◆ Evaluation of programFrom January 2014 to December 2016, a total of 392 hidden dangers were found and correction rate reached 100%; no casualties from decoration projects for shops along the street in the community.

◆ Continuous improvement1. Further improving detection mechanism. Finalizing supervision responsibilities of community committee to ensure problems are detected, solved and reported in a timely manner; finalizing responsibilities of community city comprehensive network based management center in terms of inspection and detection; informing community safety supervision station immediately when problems are detected;2. Making continuous efforts on hidden dangers tracking and correction until the hidden dangers are removed;3. Making continuous efforts on various forms of safety education activities. 2.7 Public Safety Orientated Injury Prevention Plan2.7.1 Home Burglary Prevention Program

◆ Background of programAmong the criminal cases happening in Siping Road community, home burglary cases account for a large proportion. In 2012, there were a total of 1092 criminal cases in the community, among which there were: 129 home burglary cases accounting for 11.81%; 17 burglary cases accounting for 1.56%; 167 theft cases accounting for 15.29%; 185 vehicle (motorcycle; ebike; bicycle) theft cases accounting for 16.94%; 90 non-motor vehicle theft cases accounting for 8.24%; 170 fraud cases accounting for 15.56%; 146 other types of theft cases accounting for 13.37%; 188 other cases accounting for 17.31%. Although home burglary cases do not account for the largest proportion of all criminal cases, home burglary may bring direct losses to personal safety and property safety of the public; therefore, home

burglary prevention shall be included in safety promotion program.Analysis of home burglary cases:(1) Home burglary happens a lot in old residential areas. There are 10 community committees in the community. Built in 1950s or 1960s, the 27 residential areas have the following problems: 1) Rough house structure; most of houses are brick-wood houses; 2) Loopholes in camera monitoring system. A total of 22 residential areas under 8 community committees didn’t install surveillance cameras; surveillance cameras installed in 5 residential areas under 2 community committees can’t provide extensive coverage; 3) Existence of illegal constructions in the community making residential areas a target for home burglary. In 2012, there were 74 home burglary cases in 27 residential areas under 10 community committees accounting for 57.36% of the total. (2) Residential building sitting on the last row is the easy target for home burglary. As the building sits on the edge of residential area,fewer people may be around. Other factors such as dense trees, walls under windows, platforms, downpipes adjacent to windows and AC external unit frame can create convenience for home burglars to break into the room. In 2012, there were 33 cases happening in this type of residential buildings accounting for 25.58% of the total. (3) Home burglary happen a lot on 1st/2nd/3rd floors as it’s easier for criminals to break into the room. A total of 96 cases had happened on these three floors accounting for 74.42% of the total with 30 cases happening on the 1st floor(23.25%), 31 cases happening on the 2nd floor (24.03%) and 35 cases happening on the 3rd floor (27.13%). (4) Home burglary happens a lot at dusk or in the latter half of the night. At dusk, criminals usually choose dark houses as the target. A total of 81 home burglary cases have happened at dusk accounting for 62.79%. In the latter half of night, criminals usually choose houses without safety door lock or whose windows do not close tightly as the target. A total of 48 home burglary cases happened under such circumstances accounting for 37.21%. (5) Home burglary happens a lot in winter, especially from November to the following February. In 2012, there were 87 home burglary cases happening in winter accounting for 67.44%. (6) Climbing, prying and inserting are three common modus operandi used by criminals. Criminals climb into residential building by taking advantages of structure

of building entrance or downpipes, or break into house by climbing through window or prying window fences or windows, or using inserting piece to open the door without safety lock.

◆ Objectives of programReducing number of home burglary cases by continuously enhancing prevention capability in terms of technology, materials and people, as well as residents’ anti-theft awareness.

◆ Preventive measures1. Improving infrastructure for home burglary prevention(1) Installation of surveillance cameras which is an effective means for home burglary prevention. Measures taken during the past few years: 1) The government installed surveillance cameras for old residential areas. As for residential areas with large number of home burglary cases while inadequate maintenance funds, the district and the community have installed surveillance cameras for them. Over the past five years, 315 surveillance cameras were installed for 27 old residential areas including No.1 community of Anshan No.4 Village, No.3 community of Anshan No. 4 Village, Anshan No. 6 Village and Anshan No. 7 Village. Surveillance camera coverage reaches 100%. 2) Encouraging property management committee of residential area dominated by commercial housing and property management company to install surveillance cameras. Over the past five years, employees from community safety promotion office have talked on several occasions to property management companies of residential areas dominated by commercial housing. In the end, 15 such companies installed 262 surveillance cameras. Some residential areas such as Tongji Green Park and Heping Huayuan even installed infrared alarms on the wall. 3)Increasing communication with district housing management bureau. New criterion is used for inspection and acceptance of newly built commercial housing, i.e., whether walls of residential area are installed with infrared alarm, whether passages and corridors of residential buildings are installed with surveillance cameras, and whether interphones are installed inside residential buildings.

(2) Improving anti-theft facilities. To combat modus operandi such as climbing, prying and inserting, the following measures are taken: Conducting safety improvement for 12 old residential areas including Anshan No. 4 (2) by installing 4395 sections barbed wire and iron fences for walls, downpipes and windows facing the outside; installing anti-theft window catches and anti-theft door bolt for 8610 households who live on 1st/2nd/3rd floor; the community allocates funds each year to conduct maintenance for 1581 burglary-resisting doors installed by the government. (3) Implementing closed-off management. As the 4 old residential areas such as Anshan No.4 Village were undergoing renovation, public safety project team asked contractor to integrate safety concern into the renovation project. Through the renovation project, all the residential buildings were installed with electric burglary-resisting doors, corridor windows were installed with window fences and the residential areas adopted closed-off management. (4) Improving green landscape in the community. As green landscape in old residential buildings is seldom improved, some trees grow near the window of the courtyard of the first floor allowing criminals to climb into the courtyard, and the thick shrub green belt sometime may serve as a hiding place for criminals, the community committee and community police ask property management company to trim the trees regularly and the tall arbor trees are transferred by green landscape department. 2. Improving public safety network. The community created public safety team with branch head serving as the team leader and police station, community safety office and community management office as the members. Community committee creates working group with secretary of community general Party branch serving as the head and community policeman serving as deputy head, and director of safety office of

community committee, head of community property safety office, members of community safety management office and safety patrolling volunteers as the members. By releasing Weekly Public Security Report, police station analyzes and reports the venues/time/modus operandi of criminal cases and make work arrangement accordingly. Night patrolling is strengthened through joint efforts of patrolling police, community police and public safety guards worked together and sense of security of the public is therefore enhanced. 3. Publicity on home burglary prevention In 2013, community safety office published 33000 brochures titled “Prevention from Case Analysis” and distributed them to each household. Through study of analysis of home burglary cases, residents may gain information on the following issues: what type of residential building may be the target for home burglary; areas where home burglary happen a lot; floors where home burglary happens a lot; time/modus operandi for home burglary; preventive measures.

As a lot of home burglary cases happen in winter, community safety office organized winter “three-prevention” publicity activity, i.e., “prevention of burglary; prevention of fire; prevention of telecommunication fraud”. Through measures such as displaying banners in community, night electric horn, blackboard newspaper and setting up booth for counselling, educating residents about the importance of home burglary prevention.

◆ Continuous improvement1. Launch of correction program in community where home burglary happens a lot. In 2017, four residential areas (Anshan No.3 Village, Anshan No. 4 (2); Anshan No. 4 (3) and Anshan No.7 Village) where home burglary happen a lot were designated as the key residential areas for correction. Specific measures include: through publicity, enhancing self-protection awareness of residents; increasing investment to improve safety facilities; increasing manpower for safety protection such as volunteers patrolling under the leadership of community police to decrease home burglary cases. 2. Home burglary related hidden dangers detection and removal. With community safety office as the organizer, police station, community committee, property management company and safety volunteers work together to check the loopholes in existing burglary prevention facilities and detect safety related hidden dangers such as untrimmed shrub green belt in community. To address existing problems, prevention measures regarding technology, materials and manpower were adopted.3. Strengthening mobile population management. Adopting a management model where “supervision achieved through licence and housing”so as to collect information on migrant workers and help public security agencies to clear up cases. ◆ Background of programDue to physical and psychological problems of the disabled, they may face a lot of problems and inconveniences in daily life or at workplace such as inconveniences when going out, dangers when people with hearing/vision loss problems going out, discrimination faced by mentally retarded people, lack of hope for the future due to health problems. Therefore, the government and the society as a whole should take more action to address these problems. Currently, among the 2100 disabled people in Siping Road community, 1139 people have extremity disability, 154 people are mentally retarded, 202 people have listening impairment, 340 people have vision impairment, 228 people have mental problems and 37 people have multiple disabilities. The first four groups account for the largest proportion of the total. As for ages, 8 disabled people are from 0-15 years old, 781 disabled people reach working age (16-59) and 1311 disabled people are over the age of 60.Needs of the disabled. In 2012, in order to meet the needs of the disabled in terms of life necessity, safety, rehabilitation, cultural affairs/entertainment and self-fulfillment, the officials in charge of the disabled people related work in the community held a meeting attended by the disabled, parents of the disabled and family members of the disabled. According to the findings, the main needs of those reaching working age (18-55 years old) are needs for life necessities, those between 0-18 years old and those who are over 55 years old need safety most, safety is the top concern (safety while on the go; unpermitted use of sidewalk for the blind; inadequate supply of facilities for the disabled in public places; lack of access facilities at home)of those who have vision/hearing impairment and extremity disability, and health is what those who are mentally retarded need most. To sum up, safety and life necessities are the disabled need most followed by health.

◆ Objectives of programBy taking effective preventive measures, improving living standard of the disabled, increasing safety for the disabled while they are on the go, decreasing injury rate among the disabled, increasing happiness index of the disabled and helping them with self-fulfillment.

◆ Preventive measures1. Creation of the disabled safety promotion team. Branch deputy director of community office serves as leader of the team and head of community service office

serves as deputy leader of the team. Members of the team include representatives of community volunteers and heads of community health service center, Yangpu mental health center, Siping Road police station and community federation of the disabled. Community federation of the disabled takes care of routine management work.2. Needs for life necessities. Thanks to efforts by different parties, over 70 disabled people who have both the desire and ability for work found a job; family members of 16 disabled people found a job through the help of relevant departments; the government offers living allowance and over 190000 yuan of care subsidies to over 700 disabled people (some are severely disabled) who live on very low income. 3. Needs for safety. Through living environment renovation project, the community installed stair banisters, step handrails and bathroom/kitchen handrails for 95 households whose members have extremity disability or vision impairment, and conducted access facilities renovation for 20 households whose members are severely disabled. The government provided hearing aid for 202 disabled people with hearing impairment and visual aid to 185 disabled people with vision impairment. Each year, 98 disabled people with extremity disabilities are given RMB 1000 to cover vehicle insurance, annual inspection and fuel fees of their motor wheelchairs. Over the past five years, the government has provided 8657 aiding articles worth more than 1,240,000 yuan for 6122 disabled people including crutch, magnifier, tactile sticks, wheelchairs and belts. Safety of public places in the community has also been improved. In 2014, the community created the disabled bathrooms for the public toilets in public services places such as Community Affairs Service Center and Harmonious Community Center. 4 Need for health. 1) Creation of rehabilitation archives for 381 disabled people; 2) Over the five years, more than 20 rehabilitation lectures have been given by doctors and experts for the disabled in the community; 3) Increasing investment in “sunshine baby”rehabilitation program. The government designated qualified medical institutions to offer rehabilitation treatment. The government also provided rehabilitation treatment allowances for“sunshine babies”aged 0-15, among whom children with cerebral palsy are given RMB 15000 each year per person , children with autism are given RMB 12000 each year per person, and children with extremity disability are given RMB 10000 each year per person and children with other diseases are given RMB 3000 each year per person; 4) The government offers free medical check-up for more than 380 disabled people each year; 5) A total of 140,000

yuan has been spent on rehabilitation equipment according to requirements of Standards for Establishment of Shanghai Community (Town) Demonstration Auxiliary Articles Service Association.

5 Need for social life. Small-scale cultural and sports activities are organized each month for the disabled with participation rate reaching 60%. Efforts were made to establish and improve joint mechanism for the disabled. Those involved such as Tongji University, College of Physical Education, School of Economics of Tongji University, Kaihui High School, Dahushan Road No.1 Primary School and Benxi road Kindergarten organized friendship promotion activities for the disabled each month. Through such forms as singing, dancing, physical exercises, lectures and chatting, the mental health of the disabled people have been greatly improved. 6. Need for self-fulfillment. To help the disabled achieve self-fulfillment, the community disabled people service station offered painting sessions for the disabled. Volunteers from the partner units teach for the sessions and most students are people with mental retardation problem. Now, there are more than 30 students in the class. At the end of 2015, the students held art exhibition at Jiari Department Store plaza on Kongjiang Road. To render services to the society, those talented disabled people go to the nursing home to perform for the elderly (singing; dancing and poetry recital) winning praise from the elderly. More than 20 ambitious disabled people are now working on the disabled affairs for community committees.

◆ Evaluation of programThrough efforts of the past several years, prevention programs for the disabled in Siping community have yielded impressive results thanks to the leadership of community office, guidance of community federation of the disabled and cooperation of partner units and volunteers. 1. Living standards of the disabled have been improved. More than 70 disabled people found a job; over 700 disabled/severely disabled people obtained living/caring allowance and 6 family members of the disabled found a job. 2. Improving safety for the disabled. Improving safety for 95 households whose members have extremity disability/vision impairment; renovating access facilities for 20 households whose members are severely disabled; offered orthopedic footwear to 543 disabled people; providing hearing aids for 282 disabled people; providing visual aids for 185 disabled people; providing allowances and free vehicle inspection for 100 disabled people who own motor wheelchairs; providing 8657 auxiliary articles for 6122 disabled people.3. Health of the disabled has been improved. Through rehabilitation treatment, nearly 2000 disabled people have received free medical check-up and improved their physical well-being. The free medical check-up allowed the disabled people to detect disease and receive treatment as early as possible.

◆ Continuous improvement1. Need for safety. Making continuous efforts on home safety program for the disabled and allowing more disabled people to benefit from the program; working with municipal administration department to correct the practice of using sidewalks for the blind so as to ensure the safety of the visually impaired. 2. Need for necessities of life. Creating more jobs for the disabled who reach working age; creating jobs for those disabled people who have both the desire and ability for work; working with social security department to improve social aids for the disabled; improving the living standards of the disabled by providing what they need. 3. Need for rehabilitation. Increasing investment in “sunshine baby” rehabilitation program and providing allowances for “sunshine babies” who were receiving rehabilitation treatment. As for those disabled people who have hearing/visual impairment or mental health problems and who are believed to be able to recover, hospital, community, family and partner units work together to offer intensive treatment to them so as to help them alleviate disease and enhance self-care ability.

For those who received cataract surgery and who have mental health problems, assistance is provided as long as needed. Continuous efforts are made on “sunshine home”program where qualified institutions for the disabled are provided with funds for caring services. Funds are also allocated for home-based caring. The disabled people under the program received adequate training so as to develop “morally, intelligently, aesthetically and physically”. Caring services have also been improved in terms of professionalism. 3.2 Psychological Well-being Promotion Program for Siping Community High School and Primary School Students

◆ Background of programIn 2010, Chinese Association for Mental Health conducted a survey on the mental health of 6000 university students. According to the survey, 16.5% of students have medium mental health problems with 3% of whom have rather serious mental health problems. Those who suspended schooling and discontinued schooling because of mental health problems accounted for 39.7% and 64.4% of the total respectively. In recent years, the problem has been increasingly found among high school and primary school students. In October 2011, there were three cases in Shanghai where high school/primary school students committed suicide by jumping off a building. There are more than 7800 students studying in the 9 high schools and primary schools (including 1 secondary vocational school) in Siping Road community. Since 2009, Siping Road Sub-district has been working with Psychological Counselling Center of Tongji University to apply the experience and research results obtained from psychological well-being education program implemented among Tongji University students to education of primary school and high school students in the community. Through cross-sector cooperation and resources sharing, the community set up Siping Road community teenagers psychological well-being promotion project team with Psychological Counselling Center of Tongji University as the core. The “Siping Community-Tongji University Teenagers Psychological Well-being Education Base” was also established. To ensure the effectiveness of preventive measures of teenagers psychological well-being promotion program, a scale questionnaire survey was conducted among over 3400 students in 8 high school/primary schools in October 2010.Survey on psychological well-being of students in 8 high schools/primary schools in the community were conducted. A total of 3593 questionnaires were handed out with

3355 returned questionnaires were valid in response. Grade: 647 students from 4th

grade (19.3%), 715 students from 5th grade (21.3%), 490 students from preparatory class for junior high (14.6%), 429 freshmen from junior high (12.8%), 544 sophomores from junior high (16.2%) and 530 juniors from junior high (15.8%). Gender: 1745 male students (52%); 1610 female students (48%). Residence: 2972 students with Shanghai permanent registered residence (88.6%), 383 students moving to Shanghai with their parents (11.4%), 2771 only-child (82.6%), 584 non-only child (17.4%). According to the survey, 17.2% students have mental problems, among whom 14.2% students have SDQ problem, 11.5% students have emotional problems, 4.7% students engage in hyperactive & impulsive behavior, 18.3% students involved in peer conflict and 4.9% students have their problems rooted in social issues, 11.8% students have high level of anxiety, 9.8% students have depression symptoms and 3.4% students have the problem of internet addiction.

Conclusion 1: 17.2% high school and primary school students have emotional disorder problems and behavioral problems. As for male students, 13.8% of them have developed internet addiction (2.9% junior high students; 13.9% senior high students). At the same time, male students tend to engage in hyperactive & impulsive behavior. As for female students who may demonstrate anxiety over social life and academic record, more attention should be paid to their mood and state of mind.Conclusion 2: Student’s mental health deteriorates as they grow up. The mental

health condition of a student is markedly different when he/she is a primary school student and when he/she is a junior high student. As a student grows, especially when he/she is ready to take senior high school entrance examination, his/her psychological well-being tends to be affected greatly. At this stage, more efforts should be made on psychological well-being education and services provision. Conclusion 3: Migrant worker’s child who is not Shanghai registered permanent resident and non-only child tend to suffer from psychological problems when emergency happens. Therefore, strong family support is indispensable in this regard including family environment and family education improvement.Conclusion 4: The small number of psychological teachers at schools in the community and low level of professionalism among those teachers make it difficult to tackle psychological problems for students.

◆ Objectives of programReducing mental problems among students through more psychological intervention; making sure there is no suicidal attempt among high school and primary school students.

◆ Preventive measures1. Inter-departmental cooperation and creation of project team. On the strengths of cross-departmental cooperation, Siping Road community teenagers psychological well-being promotion project team was established with director of Psychological Counselling Center of Tongji University serving as leader of the team. Members of the team include: director of community safety office; head of “Xinhai Xiaozhu” psychological counselling working group, psychological consultant of Psychological Counselling Center of Tongji University, psychological consultants of teachers’ college of Yangpu District and psychological teachers from 8 high schools and primary schools. Two working groups were set up under the project team: 1) Students

in general: Focusing on psychological problems prevention by educating students about psychological well-being (e.g., psychological well-being classes; psychological well-being lectures by experts and scholars); 2) Students with serious psychological problems: Conducting psychological invention for students with serious psychological problems in order to avoid extreme cases.

2. Establishment of teenagers psychological education base through joint efforts of community and school. In October 2009, on the strengths of the teaching staff at Psychological Counselling Center of Tongji University, Siping Road Sub-district office signed “Tongji University-Siping Road Community Agreement on Jointly Establishing Teenagers Psychological Well-being Education Base”. As agreed, community and school will make investment in Tongji University and establish high-quality students psychological health center. Over the past seven years, the Teenagers Psychological Education Base has launched a series of activities on psychological well-being of high school/primary school students: 1) Survey on psychological well-being of high school/primary school students. In October 2010 and April 2016, psychological well-being survey was conducted among over 6000 high school/primary school students. Archives of students with serious psychological problems were also created. 2) Publicity of psychological well-being related knowledge. “Psychological Well-being Cultural Month” is held each May when domestic and foreign experts and scholars are invited to give lectures in community and school. Psychological well-being publicity brochures are also distributed to publicize psychological well-being related knowledge. 3) Teenagers psychological well-being counselling salon is held each quarter which is attended by psychological teachers from different schools. Each salon activity has 1 to 2 themes. During the event, psychological teachers may improve their skills through group discussing and listening to comments by experts.3. Making more efforts on training of psychological teachers. As teachers play a key role in implementing psychological well-being education among high school/primary school students, project team, by working with teachers’ college of Yangpu District, invited professional psychological counselors from Tongji University and other universities to offer training to psychological teachers from high schools/primary school. Specific action include: 1) Giving 10 lectures to psychological teachers. Professional psychological counselors from Tongji University and other universities

gave lectures on students’ psychological well-being with such themes as “Satir Model Specific Case Supervision Class” “Minors Psychological Well-being Training Session” and “Psychological Well-being of High School/Primary School Teachers”. On June 6, 2016, Psychology Research Center of Tongji University and Siping Community Safety Promotion Committee invited Doris, a German psychologist, to come to Siping community for salon activity. During the event, discussion was held with over 30 residents on teenagers psychological well-being and parent-child relationship. 2) Providing supervision services for psychological teachers at high schools/primary schools. Each teacher was asked to report on one case under his/her supervision and questions arsing from the supervision process. Professional psychological counselors from Tongji University and other universities then made comments on the case helping those teachers gain insight into psychological counseling work. 3) Educating teachers about students’ psychological well-being related knowledge. In April 2016, project team invited Professor Zhao Xudong (a famous psychological well-being doctor) from Tongji University to gave lectures on “Pressure Management and Health Maintenance Methods----Something Teachers Must Know” to high school/primary school students in the community.

4. Providing tutoring and implementing psychological intervention for students in general. 1) 10 lectures on teenagers psychological well-being were given. Each year, experts from Tongji University, Shanghai Psychological Counselling Industry

Contents of lectures are: solutions to teenagers psychological problems and emergency response; common teenagers psychological problems and solutions; how to use Internet wisely; 2) Providing psychological well-being tutoring for students. Professional psychological counselors give lectures to students with such themes as “home communication skills” and“how to face depression”. “Xinfhai Xiaozhu” psychological counseling station gives lectures to high school/primary school students during summer vacation with such themes as “It’s Good to Know You --- We’re Friends”and “Interpersonal Relationship ---- Self-praise”; 3) On October 10, i.e., on World Mental Health Day, publicizing teenagers psychological well-being knowledge through activities such as exhibition of teenagers psychological well-being boards on campus, giving teenagers psychological counseling lectures and distributing teenagers psychological well-being brochures. 5. One-on-one tutoring; implementing psychological intervention for students with psychological problems. Through investigation into students’ psychological well-being and confirmation by professional psychological counselors, over 10 students with psychological problems are designated as key target for intervention. First, psychological teachers implemented psychological intervention for students with psychological problems by listening to the students and comforting the students. Second, psychological counselors from community “Xinhai Xiaozhu”psychological counseling station provided group tutoring. They made efforts to find the root of the students’ problem by organizing students to play individual sandbox game and organizing talking & listening activities. They also offered suggestions to parents of those students concerned.

6. Interaction between society and family; giving psychological well-being lectures to parents. It’s not enough to rely merely on the efforts of the school and society to help students to overcome psychological problems. Parent should also play a constructive role in the process. Therefore, teenagers psychological well-being education base and “Xinhai Xiaozhu” psychological counseling station has given more than 30 students psychological well-being lectures to parents. Contents of these lectures include; “how to raise your children”, “how to solve emotional problems of children”, “how to raise a child with high EQ”, “how to express love to your child”, “how should primary school students develop interest in learning” “transition from childhood to juvenile period”, “how to tackle hyperactive tendency and lack of concentration of children” “how to get along with rebellious teenagers” and “how to communicate with your teenager child”. Psychologists and psychological teachers also provided on-site counseling. Through the interaction between team members and parents, parents may find ways to help their children overcome psychological problems and thereby growing up together with their children.

7. Publicity of psychological well-being related knowledge. Organized by teenager psychological well-being promotion project team, three large-scale psychological counseling publicity activities were held at Jiari Department Store plaza with such

participants as Psychological Well-being Educational and Counseling Center, Yangpu Psychological Well-being Center, community health service center and high schools/primary schools in the community. A total of 760 people received the counseling services and 550 sets of teenagers psychological well-being leaflets were distributed.

◆ Evaluation of programIn April 2016, Siping Road Sub-district and Tongji University Psychological Well-being Education and Counseling Center conducted students’ psychological well-being investigation among students of 8 high schools/primary schools. A total of 3136 questionnaires were distributed and 2989 returned questionnaires were effective. Comparisons between 2010 and 2016 investigations:

1. Psychological well-being of high school/primary school students had improved compared with 2010. In 2010, 17.2% students had psychological problems while that figure dropped to 14.6% in 2016.

2. Compared with 2010, detection rate for each indicator was normal: SDQ problem detection rate was 12.3% dropping 1.9% from 14.2% in 2010; emotional problem detection rate was 10.5% dropping 1% from 11.5% in 2010; anxiety detection rate was 10.3% decreasing 1.5% from 11.8% in 2010. During the past five years, there was no suicidal attempt among students from 8 high schools/primary schools.

◆ Continuous improvement1. The community offered more policy support. Providing hardware for Tongji University-Siping community teenagers psychological well-being base and “Xinhai Xiaozhu”psychological counseling center such as psychtest software, bio-feedback equipment and music relaxation system etc. “Xinhai Xiaozhu”volunteer psychological counselors were paid for their work. 2. Providing various types of counseling services such as telephone counseling and Internet counseling. Students with psychological problems and their parents can call the hotline or call via Internet to seek help. 3. Adopting community/school/family joint model. Helping psychological teachers of community schools to offer psychological well-being education to students by leveraging theoretical resources of Psychological Counseling Center of Tongji University or by inviting experts to give instructions on the basis of research data and

theoretical findings. Volunteers from community “Xinhai Xiaozhu” psychological counseling center provided one-on-one tutoring for students with psychological problems. In order to get parents involved in the provess, psychological well-being lectures were also given to parents who may find solutions to children’s psychological problems by studying psychological well-being related knowledge. 3.3 Domestic Violence Prevention and Psychological Counseling Program

◆ Background of program Faster pace of life has cause greater psychological pressure, which may lead to domestic violence as there is no effective way to relieve the pressure. According to statistics of Siping Road police station, on average, there are over 10 domestic violence cases in Siping Road community each year and the number has been rising. Domestic violence cases involving husband and wife account for more than 60% of the total with most injurers being the husband and more than 90% injured being the wife. There was once a “tit-for-tat” case happening in the community in 2011 where a man in his 70s abused his wife who was in her 70s and in the end, the wife killed her husband as an retaliation. According to the investigation by “Xinhai Xiaozhu” psychological counselling station, reasons behind domestic violence include: 1) Weak basis for. Some couples got married only after knowing each other for a very short period of time, which may lead to conflicts between the couple when both are burdened with family chores and which may in turn lead to domestic violence; 2) Status imbalance between the couple. The husband is under pressure at workplace while the wife may stay at home as a housewife, which may cause difficulties in communication between the couple; 3) Weak attachment to family and lace of sense of responsibilities. Due to temptations in society, some people may develop wrong values toward life and marriage. Some may be unfaithful to their spouse; 4) Husband may fail to communicate with his wife well after changing his job, which may make the wife feel insure.

◆ Objectives of programReduce domestic violence cases through implementation of psychological preventive measures; preventing “tit-for-tat” type violence from happening.

◆ Preventive measures1. Establishment of channels for protection of interests of women/children. Through the efforts of community women’s federation, Siping Road police station and community judicial department, a letter & visit window is open each Thursday to

listen to complaints from women and children about domestic violence and act as an mediator. Over the past five years, a total of 269 domestic violence cases involving women, children and the elderly have been handled with mediation rate reaching 59%.

2. Group psychological intervention. As domestic violence is usually divided into general types and serious types. For general domestic violence which does not lead to serious consequences, group psychological intervention is implemented, i.e., “Xinhai Xiaozhu”psychological counselling station consisting of psychological counseling volunteers offers group psychological tutoring. During the past five years, 26 group psychological tutoring activities have been organized with 207 participants. From 2013 to 2016, “Xinhai Xiaozhu” psychological counselling station gave 28 domestic violence prevention lectures with 1494 participants, and 9 psychological salon activities with 106 participants. Since 2013, program titled “Psychological Caring for Siping Road Community Elderly People Who Are Advanced in Age and Who were Well-educated”has been implemented offering 224 home visits and psychological tutoring sessions.3. Offering psychological intervention to individuals. Those who may resort to severe “domestic violence”and cause serious consequences should be punished according to provisions of Anti-domestic Violence Law of People’s Republic of China. On the other hand, those injurers are provided with psychological counseling. In 2016, a young woman complained to womens’s federation that she had been abused by her husband. The women’s federation transferred her case to “Xinhai Xiaozhu” psychological

counseling station. The psychological counselors listened carefully to the young woman with respect to such issues as their courtship before getting married, marital status of their parents, number of abuses, circumstances of abuses, details on the abuse and injury suffered. According to the analysis of the psychological counselors, the young woman has experienced high levels of anxiety over her family as her parents’ marriage problems have left her a trauma. As the young woman feared loss of her husband, children and her family, she may express her sense of insecurity by nagging at her husband and even poking him in the head, which may lead to physical conflict. Therefore, psychological counselors offered the following advice to the young woman: be gentle when speaking to her husband; looking at the strengths of her husband; showing proper respect for her husband. The psychological counselors also kept track of this specific case so that the young woman’s anger may be released. During the past five year, 21 cases have received one-on-one psychological intervention with success rate reaching 100%.

ON the basis of publicity of Anti-domestic Violence Law of People’s Republic of China and Law on Protection of Women and Children, psychological counselors from “Xinhai Xiaozhu”psychological counseling station were invited to give 13 rounds of group psychological tutoring in the community with 507 participants. ◆ Continuous improvementAccording to analysis of domestic violence cases, single parent family and family with remarried couple, drug addict and released prisoner is more likely to experience domestic violence. To help these families, an “anti-domestic violence psychological counseling team” will be established and 20 families will be chosen to receive the counseling. 1. Each “anti-domestic violence psychological counseling team” offers counseling to 3 to 5 families, creates archives for families with domestic violence issues and collects information on the psychological features of the family members. 2. ◆ Background of programIn order to strengthen urban management, Shanghai municipal government proposed to address four persistent problems, i.e.,group renting, unpermitted construction, unapproved stalls and conversion of uninhabitable houses into inhabitable houses. Among these four problems, group renting is the most serious one which may have negative impact on society management, public security, environmental hygiene and people’s daily life. All in all, the problem may reduce sense of security and happiness of residents.According to investigation, there were 54 group renting households, 483 partitions and 583 group renters in 2015; 38 group renting households, 380 partitions and 424 group renters in 2016; and 34 group renting households, 360 partitions and 380 group renters in 2017.Group renting types and hidden dangers:1. Home-type group renting. This type of group renting usually has steady source of renters but may pose safety threat in terms of gas and electricity safety. From 2008 to 2011, there were 3 gas poisoning incidents caused by aging showers. In winter, after a lot of people have taken a shower, exhaust gas may prove to be a problem. 2. Service-type dormitory: problems include disturbing others, hygiene and electricity safety.

Fire dangers: A 70 to 80 square meters room may be divided into 10 partitions with boards (fibreboard). Once fire breaks out, the fire would spread quickly preventing emergency escape. Sometimes, there are a dozen electricity meters installed under the main meter. When a lot of household appliances are used at the same time, electric overload may happen leading to frequent tripping. Some leasors may even change electric fuse of household appliance into copper wire, which may cause fire. Hygiene problems in the community. Due to the large number of “group renting” renters, there may be not enough bathrooms and some people just pee in the corridor of the

building. As most renter have to work and don’t have time to cook, they often buy packaged food and just throw away the packages anywhere they want, causing hygiene problems. Public security problems: Young renters sometime quarrel with or even fight against each other. Sometime theft of valuable objects may happen.

◆ Objectives of programBy taking correction measures, achieving the goals of “complete detection and correction; effective management; containment of group renting” and elevating the sense of safety and satisfaction of the property owners.

◆ Preventive measures1. Adoption of “1+3+x” work mode. “1” represents the community. “Group renting” rectification leadership group was established under which “group renting” rectification office was set up (located in community safety office). Community housing management office provides “group renting” data and develops “group renting” rectification plan on the basis of investigations. Responsibilities of functional departments are finalized and rectification tasks are determined. “3” represents professional departments, functional departments, community general Party branch (including community management office, housing management office, public security bureau and police station, urban management squadron etc.). All the parties work together to have work done. “X” represents all the resources available (allowing community committee, property management committee and property management company to play a significant role).

Conducting investigation into renters and publicity of “group renting” rectification. 2) Improving community Property Owner Regulations as the Regulations is the most effective way to implement “group renting” management and resolve conflict between “group renting” renters and property owners. The specific move is to hold property owners conference and further improve Property Owner Regulations. Management rules on such matters as situation where renting is prohibited, the minimum leasing area, the minimum renting area per person and registration are also improved. Provisions on allowing property management committee to empower property management company to inflict punishment on renters who violate the

Regulations (cut off power and water supply).3. Publicity of policies and regulations. Engaging in “group renting” rectification related policies publicity via community bulletin board, residential building bulletin board, electric display, open letter, notice on interview, government publicity leaflets and publicity booths. An atmosphere of “large-scale publicity, education and rectification” is created in order to enhance the awareness of residents and migrant workers in terms of studying/knowing/abiding by the law. Over 1000 publicity documents have been distributed with a view to informing all residents of the “group renting” rectification efforts. 4. Carrying out investigation work. Officials from community committee, employees from property management company, coordinator for migrant workers management and volunteers from community continued to carry out investigation work and keep itemized account of illegal leasing so as to collect adequate information on the matter.

taking rectification action on their own) and ousted 1387 renters. Measures for rectification included: 1) Informing those concerned by paying a home visit. Rectification Notice was distributed or posted on the door of those who were not at home or who were unable to be reached. Evidence was also collected on site. From 2015 to June 2017, over 2000 rectification notices were distributed for “group renting” rectification purpose. 2) Talking to the leasor directly. Rectification team talked to leasor informing the leasor of the details of his/her violation of regulations on leasing, and urging the leasor to strengthen management of renters and carry out rectification action immediately. From 2015 to June 2017, the team had talked to 165 leasors. 3) Supervision over rectification by relevant leasors and renters. When leasors or renters failed to take rectification action within prescribed time limit and had caused safety concern for themselves and other residents, community property management committee empowered property management company to take action to correct the illegal practice such as cutting off power and water supply. 4) Removal and dismantling by force. For those leasors or renters who refused to take rectification action, rectification teams under community committee would report to “group renting rectification leadership team” which would work with administration enforcement department to conduct centralized removal and demolition action in accordance with regulations on illegal leasing. 5) Follow-up work. To avoid relapse, rectification teams under community committee would conduct regular examination and spot examination and prevent any possible relapse.

◆ Evaluation of program1. From 2015 to June 2017, rectification action was targeted at 118 units of houses used for “group renting” with rectification rate reaching 93.6%. A total of 1397 renters were ousted. There are still 8 houses which haven’t received any rectification. 2. Establishment of long-term management mechanism; improvement of the following mechanisms: “group renting” detection and prevention mechanism involving property management company; property owner self-management mechanism; population and housing registration mechanism.

◆ Background of programIn Siping Road community, there are 39 sports & fitness venues, 346 pieces of sports & fitness equipment, and sports facilities of 7 schools are accessible to the public on weekends (Saturday and Sunday). From 2009 to 2012, there were 4 injury cases when residents participated in sports and fitness activities, among which 3 cases were caused by soft tissue injury and 1 case was caused by toe fracture. Reasons behind sports and fitness caused injury are: 1) Lack of knowledge of sports and fitness rules. Some residents may be absent-minded during physical exercises and thus failing to follow rules on movements. Some residents fail to follow rules on use of sports equipment. 2) Hidden dangers of sports & fitness equipment. Some sports & fitness equipment are exposed to the sun and the rain and do not receive proper maintenance. 3) Responsibilities on sports & fitness venue management have not finalized and some management personnel are not qualified for their job.

Safety warning signs are attached to the facilities and equipment if there are any problems which are then reported to community sports & fitness club. Community sports & fitness coaches conduct inspection of community sports & fitness venues every month and keep inspection record. If any fitness equipment has safety problems or require maintenance and replacement, Application Form for Replacement and Maintenance of Siping Road Community Sports & Fitness Facilities and Equipment will be completed and submitted. From 2013 to 2016, the community had spent more than 760,000 yuan on 47 pieces of new equipment, 79 pieces of replaced equipment, 225 pieces of repaired equipment, 12 pieces of replaced boards (sign board; function board; instructions board) with a view to detecting and solving problems in a timely manner.3. community invited Lu Weihua, sports teacher from Tongji University, to give instructions on sports skills and sports caused injury prevention/handling to 102 sports & fitness coaches and volunteers selected by the community. The community also sent 23 sports & fitness coaches to receive sports & fitness training offered by relevant departments at municipal and district levels. 2) Offering training to residents about sports & fitness safety. By providing information on the names of sports & fitness coaches, physical exercises venues, training programs and contact information, helping residents to find ideal fitness forms. Over 2000 residents who were ready to participate in physical exercises were invited to receive physique test at community health center of community center. On the basis of the results of physique test, sports & fitness coaches recommended sports activities to residents concerned. Currently, over 2500 residents are taking training sessions on “five-animal boxing”, “eighteen-step practice”, “taijiquan”, and “yijinjing exercises”. Over 3000 patients with not serious diseases were given hand-muscle developer, badminton rackets and ping-pong bats. As some residents do not have adequate sports & fitness safety related knowledge, sports & fitness club has given more than 20 lectures on sports & fitness safety and distributed brochures on sports & fitness equipment and safety teaching residents about correct methods for physical exercises, how to use sports & fitness equipment and how to handle sports causes injury.

Set up warning sign “Children Not Allowed to Use” for outdoor fitness facilities which are not suitable for children under the age 12 to use. 3. Due to popularity of sports & fitness activities, sports & fitness facilities are frequently used by the public ,which may cause damage to the facilities. More efforts will be made on inspection of sports & fitness equipment which will be repaired or replaced if any problems are found. F Rules 4 “Evidence-based Safety Promotion Program”4.1 Which Program in Rules 2 & 3 Are Developed and Implemented on Basis of “Evidence” and Sources/Results of Evidence1. Fall prevention program for the elderly. According to Investigation and Report Regarding Siping Road Sub-district Residents Injury in 2016 provided by Yangpu disease control center, there were 210 injury cases among the elderly over the age of 60 accounting for 60.3% of the total, among which 76 cases were caused by falling accounting for 36.36% of the total number of the elderly injury cases. On the basis of the data, fall prevention program for the elderly was developed and implemented. 2. Fire protection program for brick-wood houses. According to Analysis of Siping Road Community Fire Accidents and Fire Alarms provided by Yangpu fire fighting detachment, during the past five years, there were 28 fire accidents happening in 13 residential areas dominated by brick-wood houses including Anshan No. 2 Village, Anshan No.4 (1) Village, Anshan No.4 Village, (2) Anshan No.4 Village and (3) Anshan No. 5 Village. Two deaths were caused by these accidents. On the basis of the data, fire protection program for brick-wood houses was developed and implemented. 3. High school/primary school students psychological well-being promotion program. In June 2016, Psychological Counseling Center of Tongji University conducted psychological well-being investigation among over 6000 high school and primary school students from 8 schools in the community. According to the investigation, 17.2% students have mental problems, among whom 10.3% students have SDQ problem, 10.5% students have emotional problems, 3.8% students engage in

hyperactive & impulsive behavior, 16.2% students involved in peer conflict and 4.4% students have their problems rooted in social issues, 10.3% students have high level of anxiety, 9.1% students have depression symptoms and 2.7% students have the problem of internet addiction. On the basis of the data, high school/primary school students psychological well-being promotion program was developed and implemented. 4. Home burglary prevention program. According to statistics provided by Siping Road police station, in 2012, there were a total of 129 home burglary cases accounting for 11.81% of all the criminal cases happening during the year. According to residents safety satisfaction survey, home burglary was a top concern of residents. On the basis of these findings, home burglary prevention program was developed and implemented. 5. Gas safety promotion program. According to statistics provided by Yangpu Office of North Shanghai Gas Company, from 2005 to 2012, there were 12 gas causes accidents in the community causing 15 deaths. On the basis of the data, gas safety promotion program was developed and implemented. 6. Kindergarten children safety promotion program. According to community injury monitoring station record, from 2010 to 2012, there were 5 injury caused accidents happening among kindergarten children. On the basis of the data, kindergarten children safety promotion program was developed and implemented. 4.2 Whether Working With Community Support Center, Colleges & Universities, Research Institutes and Other Institutions to Develop and Implement Evidence-based Programs? What Research Findings or Evidence Were Provided by These Institutions to the Community?4.2.1 Cooperation with Psychological Well-being Education and Counseling Center of Tongji UniversityIn 2009, Siping Road Sub-district office and Psychological Well-being Education and Counseling Center of Tongji University signed agreement on “Establishment of Siping Road Community-Tongji University Teenager Psychological Well-being Education Base”. On the basis of the agreement, Psychological Well-being Education and Counseling Center of Tongji University conducted psychological well-being investigations among 6000 plus high school and primary school students from 8 high schools/primary schools in Siping community in October 2010 and April 2016. According to the investigation, 17.2% students have mental problems, among whom

Student’s mental health deteriorates as they grow up. The mental health condition of a student is markedly different when he/she is a primary school student and when he/she is a junior high student. Children of migrant workers and non-only children may have emotional problems when facing emergencies. According to the investigation, there are not many qualified psychological teachers in community schools. 4.2.2 Jointly Establishing Life Safety Experience Museum with Tongji Primary SchoolTo promote the philosophy of “cross-sector cooperation, resources integration, full participation and continuous improvement”, Siping Road community formed long-term partnership with Tongji Primary School and the two parties jointly established Life Safety Experience Museum. The museum organizes public welfare activities with such themes as “treasure life; safety experience” in order to promote the implementation of safe community program. Constant efforts have been made to promote public welfare programs. Through concerted efforts, the experience classroom has been built into a safety education platform which is targeted at family, school, community and other sectors in society. More efforts will be made to publicize the philosophy of the museum so as to enhance safety awareness of the public and make our schools and community a safer place.

Tongji Primary School, Siping Road Sub-district Community Safety Promotion Office, Community Safety Office and community committee invite families with 14 years old or younger teenagers to participate in life/safety experience educational activity (“One for All and All for One”) held in Tongji Primary School life/safety experience classroom. During the event, students and their parents participated in activities with such themes as Red Cross knowledge learning, personal safety, family safety, survival from earthquake and survival from fire. From various activities such as first-aid learning, solving interesting problems, playing safety knowledge related chess and playing soccer “brain storming”games with children, both students and parents may learn first-aid related knowledge, understand significance of Red Cross teenagers public welfare activities and develop safety awareness as well as sense of responsibilities for the society.

◆ Cooperation with Jiazhen Community safety service centerIn order to create emergency rescue network and reduce losses caused by accidental injury involving “high-risk group, high-risk environment and vulnerable group”, Siping Road Sub-district community safety promotion committee and Shanghai Yangpu Jiazhen community safety service center jointly launched emergency rescue training sessions. Through science publicity classroom, emergency rescue training and other forms, the training sessions were given in places including “community, school and business district” with a view to improving self-rescue and mutual rescue capabilities in the communities.

Emergency response training was offered to officials of community committee, representatives of community enterprises, representatives of community safety volunteers and community teenagers. Community residents (especially the elderly) was educated about knowledge about first-aid dressing, wound cleaning and extremities fixing in order to improve their abilities in handling injury cases at home such as bruise, scald and burn. Each supermarket and community committee is equipped with professionals to offer emergency rescue so that self-rescue and mutual rescue capabilities in the community may be enhanced. Emergency rescue knowledge publicity classes were offered to residents (especially the elderly). The effects of these classes were evaluated through questionnaire investigation and Q&A sessions.

In 2009, Siping Road Sub-district Community Safety Promotion Committee and Yangpu disease prevention and control center signed agreement on research on the elderly fall prevention program. The office classifies accident & injury record and causes of deaths and finds out the pattern of/reasons behind accidents and injury so as to find out both achievements and failures in terms of safe community construction.2. Accident and injury data comparison. On the basis of the annual accident and injury data provided by government functional departments such as traffic police, fire fighting, police station and work safety supervision station for Siping Road Sub-district Community Safety Promotion Committee, community safety promotion office analyzes the accident and injury data so as to find out both achievements and failures regarding traffic safety, fire fighting, public safety and workplace safety programs and use them as reference for further improvement. 3. Hidden dangers detection and rectification results comparison. Detecting hidden dangers and analyzing pre-rectification/post-rectification results regarding “group renting” rectification programs and decoration safety programs for shops along the street with a view to determining rectification results.4. Analysis of acquisition of safety knowledge by residents. Adopting preventive measures for education/prevention orientated safety promotion program with a view to improving safety awareness and changing dangerous behavior. For example, information on acquisition of safety knowledge by residents is obtained regarding the elderly fall prevention program and home burglary prevention program with a view to determining the effects of preventive measures.

5. Analysis of residents’ sense of safety and sense of satisfaction. Analysis of changes in residents’ sense of safety and sense of satisfaction may help determine effects of preventive measures. Now, Shanghai “Ling Dian” Company conducts analysis of residents’ sense of safety and sense of satisfaction regarding such issues as community safety, fire fighting and property management. To find out effects of preventive measures adopted for the elderly fall prevention programs, sense of safety and sense of satisfaction investigation questionnaires are distributed among the residents.

6.2 Application of Program Evaluation Results ◆ Five-year Plan for Safe Community Construction is Developed on the Basis of

Evaluation Results. Community safety promotion committee holds safe community construction evaluation meeting each year which focuses on safety objectives and plan evaluation, evaluation of safety promotion program preventive measures, analysis of reasons for failure to achieve safety objectives and problems connected with program implementation. On the basis of the findings, community community safety promotion office develops Five-year Plan (2013-2017) for Construction of Safe Community in Siping Road Sub-district which is then discussed and approved by community safety promotion committee.

◆ Development of continuous improvement plan on the basis of evaluation results1. Development of fire safety plan. According to evaluation, there were 28 fire

accidents from 2012 to 2016 in the community which involve brick-wood houses. The accidents caused two deaths. After development and implementation of brick-wood safety promotion program, number of fire accidents has dropped by 28.5%. On the basis of non-motor vehicle shed evaluation, non-motor vehicle shed safety promotion program was developed and implemented. During the past 5 years, there was no fire accident happening in non-motor vehicle shed. 2. Workplace safety promotion plan. According to the evaluation, shops along the street in the community entrusted decoration work to unqualified contractors, which left one dead and one injured. Therefore, decoration safety promotion program for shops along the street was developed and implemented. Thanks to implementation of preventive measures, there has been no casualties since 2013.

◆ Adjustment of preventive measures on the basis of evaluation results1. Implementation of fall prevention program for the elderly, and adjustment of preventive measures regarding installation of “Ankangtong” emergency buzzer for the elderly who live alone for home-based care. In 2013, while developing and implementing the elderly safety promotion program, the government installed “Ankangtong” buzzer for 213 old people who live alone as there may be no one around when those old people suffer injury at home. The government also paid the first year buzzer service fee for those old people. However, most buzzers were no longer used as some old people refused to pay the 10 yuan monthly service fee. As a result, the government’s preventive measures of offering free “Ankangtong” buzzer to the elderly who live alone were canceled. 2. Non-motor vehicle shed safety promotion program; adjustment of preventive measures for ebike battery charging room. In 2013, during the development and implementation of preventive measures for non-motor vehicle shed safety promotion program, preventive measures regarding ebike battery charging room came out. After evaluation, experts believed that collective ebike charging may present some dangers and coin operated charging equipment was used instead.6.3 Changes in Residents’ “Knowledge, Belief and Application” Regarding Types of Injury and Safety FundamentalsIn 2012, eight residential areas including Anshan No. 4 Village conducted investigations into residents’ “knowledge, belief and application”regarding the eight types of injury (safety of the elderly, traffic safety, fire safety, household safety and prevention of home burglary) and safety fundamentals. Each residential area focused

Appendix 2 Rectification conducted according to comments of international experts for previous round of safety inspectionIn June 2012, during inspection of Siping Road Sub-district regarding its international safe community status, international safe community experts offered four comments. Rectification was conducted afterwards according to the comments. Comment 1: Inadequate efforts were made to utilize accident and injury data provided by residents injury monitoring network, especially during development and implementation process of safety promotion programs. Rectification: In recent years, we’ve made great efforts in utilizing accident and injury data provided by resident injury monitoring network. In March 2013, a South Korean students was killed at Siping Road/Zhangwu Road juncture when riding a motorcycle in reverse direction. On the basis of the information provided by traffic police No.2 detachment on the accident, the community designed and launched “Siping Road/Zhangwu Road Juncture Traffic Safety Promotion Program”. In July 2013, a fire broke out due to aging wires used at No.25 of Anshan No.3 Village. Two old people were killed in the accident. On the basis of the information provided by fire fighting detachment on the accident, the community designed and launched “Fire

Safety Promotion Program for Brick-wood Houses”. In September 2013, a shop on Fuxin Road entrusted decoration work to a father and a son, two migrant workers who did not have decoration qualifications. The son died from electric shock due to violation of welding rules. On the basis of the information provided by community work safety supervision station on the accident, “Decoration Safety Promotion Program for Shops Along the Street”was designed and launched.Comment 2: Incomplete coverage of preventive measures. For example, gas safety promotion program (installation of gas alarm) only covered old people who lived alone and who were over 80 years old. Those households whose members are the elderly only or whose members are the disabled and those households who live on low income were not covered by the program. Rectification: In 2017, a three-year action plan where the community would install gas alarms for the elderly living alone, households whose members are the elderly only or whose members are the disabled and those households who live on low income was launched. According to investigation, there are 1473 old people who live alone, 2890 households whose members are the elderly only and 2100 households whose members are the disabled (6463 households in total). During the first half of 2017, the community installed gas alarms for 1300 such households. During the second half of 2017 and in 2018/2019, the three-year plan of installation of gas alarms will continue to be implemented. Various plans such as the elderly injury prevention plan, children injury prevention plan, the disabled injury prevention plan and workplace injury prevention plan are all designed to cover people different in gender, age and living conditions. Comment 3: Program contents and program coverage were not given the same attention. Some programs only focused on the contents rather than the coverage. For example, preventive measures proposed by kindergarten children safety promotion program were only implemented at two kindergartens.Rectification: During the campaign of national safe community reevaluation in 2014, we introduced preventive measures adopted at Dahushan Road Kindergarten and Benxi Road Kindergarten to other kindergartens. We also took the issue of coverage into consideration when we implemented other safety promotion programs. Fore example, a total of 41 sheds were covered by “Old Residential Areas Non-motor Vehicle Sheds Safety Promotion Program”. During the first half of 2017, safety improvement plan was implemented for 21 sheds.

Comment 4: Inadequate application of program evaluation results. Program evaluation results were not used as reference for continuous improvement and preventive effects of program were not achieved. Rectification: Since 2013, we hold safety promotion program evaluation meeting each year. Director of community safety promotion committee presides over the meeting. Members of safety promotion committee and members of expert team attend the meeting. Leader of project team reported on such issues as whether objective were achieved and whether preventive measures were effective. Members of safety promotion committee and members of expert team gave comments on-site as well as overall evaluation. During the past four years, 20 safety promotion programs have been evaluated. On the basis of the evaluation, community community safety promotion committee developed Five-year Plan for Siping Road Sub-district Safe Community Construction as well as annual suggestions for promotion of safe community construction initiative. On the basis of the evaluation results, project team developed continuous improvement plan.
