though UCF engineers will/may be working
alongside contracted engineers on the same

TSCTI fully understands that the most critical aspect in vendor transition is getting the knowledge transferred from the incumbent to the new vendor. This does not pose an issue in the case of a mutually agreed upon, end-of-contract vendor-switching scenario where total co-operation of the incumbent vendor can be expected. However, in cases where the co-operation from the incumbent is unlikely to be complete, transitioning can be tricky. In such scenarios, the client, in tandem with the new vendor, must ensure that all required know-how is obtained from the incumbent vendor before the vendor exits.
Clients may choose to go about this process in different ways, depending on the exact scenario that exists. Described below is TSCTI recommended Five Step Transition plan which also

TSCTI recommended Five Step Transition plan
Step 1 - Analyze The new vendor thoroughly analyzes the current scenario and the client-vendor dynamics. This helps the new vendor understand the context, and the situation of the client as well as that of the existing vendor.
Step 2 - Build Portfolio With an understanding of the ground situation from the earlier stage, the new vendor, along with the client, builds a portfolio of the functions that need to be transferred from the incumbent vendor. This is critical as it determines the scope of the new contract that will be made. In case the vendor transition is taken up mid-engagement, the new vendor would also need to capture the exact state in which the different projects of the engagement are.
As part of the portfolio building exercise, the new vendor, in conjunction with the client, prioritizes the different functions that need to be transferred. This prioritization takes into account parameters like the business criticality of the function and the state of the existing work/assignments..
At this stage, the new vendor creates and the client verifies a repository of all the necessary documentation that can be obtained from the incumbent as this helps reduce the time required for transition.
These details, along with the results of the analysis stage, contribute to the contract that would be created between the new vendor and the client.
Step 3 - Architect The next step in the process is to create a contract between the new supplier and the client. This new contract is exhaustive and imbibes lessons from the client's prior experience with the incumbent. The new vendor aids the client in drawing up a contract that has mutually beneficial safe guards for both sides.
Step 4 - Transition Once the contract is in place, the next step is the actual transitioning of the knowledge from the incumbent to the new supplier. Ideally this phase requires certain degree of co-operation from the incumbent. In cases where there is low cooperation from the incumbent, the onus is on

the vendor and the client to ensure that sufficient know-how is gathered from the incumbent that will allow the new vendor to take over the functions.
The new vendor can consider measures like employing staff members from the incumbent vendor team, shadowing client SMEs, use of checklists, scientific knowledge transfer processes, setting up knowledge repositories and continuous monitoring to ensure that all required know how is obtained before the incumbent vendor exits.
Step 5 - Execute The last step in the process is the execution phase where the business processes outsourced are transitioned from the existing vendor to the new vendor. Metrics are defined in conjunction with the client and these are monitored against the service level agreements set up in step 3 to ensure that the engagement is on track.

Methodologies and Approach to Staff Skilled Candidates
TSCTI’s proven sourcing methodology includes proactive and reactive approaches to source candidates that match the skill sets related to UCF Statement of Work.
Proactive Approach
Step 1 – Understanding the Client: After securing the IT contract, TSCTI identifies the team and the defined responsibilities for each member of the contract. The first step in this process is that Account Executive drafts a report that reflects our understanding of the client. This report provides input to the recruiting manager about the nature of work at the client site which includes their current application with technologies used. It also details the client’s future acquisition and development plans for their IT needs. It also explains about the location parameters.
Step 2 – Building Network: Based on the input received from the Account Executive, the recruiting team starts the proactive approach to identify the resources internally and externally to build a database for the client. This work includes making calls to candidates, introducing our new client and establishing a relationship with them. Our team also shares our success of this contract and the nature of technology involved with our previous consultants who worked with us in the past. TSCTI uses Job Fairs, advertisements, and referrals to build our consultant database. The consultants are added into our database only after screening process.
We have been using this proactive approach to build database for UCF and have over 10,000 resumes in our database meeting UCF requirements.
Reactive Approach
The work is initiated as soon as we get the task order / sourcing requirement from the client. The task order is immediately entered into our centralized recruiting portal, Zoniac. The Account executive understands the requirement of the client based upon the task order received from them. This includes an understanding of the project requirements, SOW, hardware/software environment, qualification, experience, mandatory and desirable skill set requirement. The Accounts executive drafts a requisition about the requirement and submits the requirement in Zoniac along with sending it to the recruitment manager. From there, recruitment team will source the candidate using one of following sources. After finding 4-5 consultants per requirement, the screening process is triggered.
Internal Staff: TSCTI has a staff of 300+ people experienced in various IT skills. TSCTI regularly checks on project end dates of these consultants and submit those, whose projects are going to end and are a good match for the requirement.
Internal Referrals: In parallel, we share the requirements with our consultants by posting them on our internal web site for internal referrals.
Internal Resume Database: TSCTI has an internal resume database of more than 250,000 pre-screen resources, which is growing every day as we work proactively on building database after understanding our client’s requirements. We have over 10,000 consultants meeting UCF requirement.
Job Sites: TSCTI has accounts with popular job websites, such as Monster, Dice, Indeed, CareerBuilder, etc. This provides an access to a wide pool of resources across nation.
Advertisement: TSCTI posts all the requirements on its own website and with other government employment agencies.
Incumbent Capture: In case, the Task Order is not new and was previously awarded to another company, TSCTI will consider retaining the current staff to be very critical in maintaining continuity of operations. We will take every effort to retain as many incumbents as possible with the approval of the Contracting Officer. Our Transition Manager will discuss with the Contracting Officer and compile a list of all incumbent staff UCF would like to retain for this effort. Our objective is to retain highly skilled and motivated personnel. We will allocate an experienced HR manager to work with the Account Manager to coordinate the on-boarding activities for incumbent personnel. Methodology and tools used to ensure consistency To ensure consistence best fit, TSCTI use ten-step recruiting framework, also referred to as our recruitment productivity process, which breaks recruitment down into ten clearly-identifiable steps shown in figure below. TSCTI uses a recruitment portal called “Zoniac” which provides an easy to interface to our Technical Recruiters and accounts team. Our account team is always in touch with the customer, and formal communication includes monthly consultant feedback and project reviews with customers. UCF management staff will have access to TSCTI’s local staff and key management through direct telephone numbers (including cell phones) to facilitate direct contact and communication with UCF management staff.
TSCTI always gives top priority to meeting customers’ needs and resolving their issues. In case of issues arising from TSCTI ends, TSCTI will take fully responsibility and cover all the required costs. For example, if a placed resource proves unsuitable for a task due to inadequate credentials or knowledge not obvious at the time of placement, TSCTI will absorb the cost to UCF of the resource's services and promptly provide a suitable replacement.
Once an issue is raised or a requirement is received, an acknowledgement mail is sent back to the customer by the Account Manger within an hour. If acknowledgement is not received within an hour, the customer can escalate it to the next higher level. TSCTI checks the status of an issue every hour till the issue is resolved.
TSCTI Key Management work diligently with its clients to identify client’s needs and to provide best resources for those needs using continuous effective communication channels. TSCTI vigorously follow up on all projects to ensure client/ consultant compatibility and satisfaction and monitor progress to ensure successful completion of each assignment.
