EXECUTIVE ORDER NO. JjLSeries of 2016
"AN ORDER RECONSTITUTING THE ANTI-DRUG ABUSE COUNCIL OF DAVAOCITY"
WHEREAS, Republic Act No. 7160 delegated to the local government units the taskof improving the quality of their constituents, which includes protection from drug addictionand substance abuse, which has contributed greatly to the incidence of heinous crimes;
WHEREAS, DILG Memorandum Circular No. 98-227 mandated the creation of Anti-Drug Abuse Councils at all levels of local government units and provided for its duties andfunctions to address the prevalence of the use of illegal drugs in their respective localities;
WHEREAS, pursuant to said circular, there is a need to reconstitute anew the
Davao City Anti-Drug Abuse Council;
NOW, THEREFORE, I, SARA Z. DUTERTE, Mayor of the City of Davao, by virtueof the powers vested in me by law, do hereby order the following:
Section 1. Reconstitution of the Davao City Anti-Drug Abuse Council. TheDavao City Anti-Drug Abuse Council (Council) is hereby reconstituted and shall becomposed of the following, to wit:

Section 2. Roles, Functions and Responsibilities. The Council shall performthe following roles, functions and responsibilities as enumerated in DILG Memorandum
Circular No. 98-227, to wit:
a. Serve as focal point through which various organizations and individuals worktogether cooperatively in the planning, implementation and evaluation of theprograms on drug abuse prevention;
b. Provide for an effective mechanism for the coordination of existing services andprograms and those which might be developed in the immediate future;
c. Provide for a mechanism to obtain funds, volunteers, facilities and technical
expertise; and
d. Perform other related responsibilities that may be assigned by competent
authorities.
Whenever necessary, the DILG Davao City shall provide technical and administrative
assistance to the Council.
Section 3. Designation of an Action Officer. The Chairperson of the Councilshall appoint an Action Officer who shall head the Council and see to it that the Councilperforms its functions efficiently and effectively. The Action Officer shall initiate theconduct of activities and formulate plans and programs relative to the campaign against
drug addiction and substance abuse.
Section 4. OPERATIONAL EXPENSES AND FUNDING. The Council shall beprovided with personnel and equipment source from available government funds orresources to enable it to perform its functions in accordance with its mandate; and theMembers, Technical Advisers and Staff of the Council are also hereby authorized to claimfor honoraria and/or incidental expenses relative to the services rendered in addition totheir duties and responsibilities and for work beyond office hours, all subject to the usualgovernment accounting and auditing rules and regulations.
SECTION 5. REPEALING CLAUSE. All Executive Orders or issuances inconsistentwith the provisions of this Executive Order are hereby repealed, superseded or modified
accordingly.
SECTION 6. EFFECTIVITY CLAUSE. This order shall take effect immediately.
