Important Voter Information Top-Two Open Primary Under the Top-Two Candidates Open Primary Act, approved by the voters in 2010, only the two candidates who received the top number of votes in the primary election for 8th Congressional, 8th State Senate, 26th State Assembly districts and all state constitutional offices will appear on the General Election Ballot. Candidates for these offices may have the same political party preference. Additionally, write-in candidates are no longer allowed for these contests at the General Election. For more information you may contact the Inyo County Elections Department at (760) 878-0224. The political party preference of candidates will show on the ballot in the following ways:
v Candidate has a political party preference: Party Preference: (name of party) v Candidate is registered with no political party preference: Party Preference: None
Abbreviations will be used to designate political party preference if the full name cannot fit on the ballot.
Party Endorsements Proposition 14, also authorizes qualified political parties to endorse candidates for voter-nominated offices in the Sample Ballot booklet. The following lists of candidates are the official endorsements that were received by the deadline. The endorsements listed may be from a different political party than the candidate prefers. Please refer to the official ballot to view the candidates political party preference.

Over fifteen years of this experiencewas gained in the Lone Pine Unified Schools so I am aware of itsunique character and needs. As a parent of three and grandparentof two, I have personal knowledge of parental concerns and priorities.I strongly support communication between home and school. AN ORDINANCE OF THE LONE PINE FIRE PROTECTIONDISTRICT IMPOSING A SPECIAL TAX, FOR EMERGENCY
RESPONSE SERVICES, UPON PROPERTYWITHIN THE DISTRICT
The Governing Board of the Lone Pine Fire Protection District ofInyo County ordains as follows:SECTION I. TITLE AND APPLICATION.
This ordinance shall be known and may be cited as the LonePine Fire Protection District Emergency Response Services TaxOrdinance. The tax imposed by this ordinance is applicable to realproperty located within the boundaries of the Lone Pine FireProtection District (hereinafter referred to as the District).SECTION II. AUTHORITY.
The District is a duly formed and organized Fire Protection Districtunder the California Fire Protection District Law of 1987 Health andSafety Code Sections 13800-13970. Health and Safety Code Section13801 provides that the provision of emergency response services,ambulance services, fire protection and other services related tothe protection of lives is critical to the public peace, health, andsafety of the state. Health and Safety Code Sections 13861and13862, empower District to provide emergency medical, ambulance,and other services to protect lives within its established boundaries.Where the revenues available to the District are inadequate to meetthe costs of providing emergency response services, the District isauthorized by Health and Safety Code Sections 13910, 13911 and13913 to impose a special non ad valorem property tax pursuantto Government Code Sections 50075 and 50077, in accordance withArticles 13A Section 4 and 13C Section 2 of the California Constitutionand Sections 53722 and 53724 of the Government Code. Such taxesare authorized by Health and Safety Code section 13899 to becollected at the same time and in the same manner as other countytaxes.SECTION III. PURPOSE.
This ordinance proposes and, with voter approval, imposes aspecial non ad valorem tax upon real property within the District forthe purpose of funding g emergency medical, ambulance services,and other services to protect the lives within the District. Thisordinance shall be interpreted liberally to accomplish this purpose. SECTION IV. VOTER APPROVAL REQUIRED.
As required by law, the District shall call for a special electionto be conducted within the boundaries of the District on November4, 2014, for the purpose of submitting the special tax proposed bythis ordinance to all of the electors within the District. Such electionshall be consolidated with the UDEL election held on that date andwill be conducted in conformity with the Uniform District ElectionLaw (Election Code 10500 et. seq.) and constitutional and statutoryvoting requirements. The Special tax proposed by this ordinanceshall be imposed only if it is approved by two-thirds (2/3) of thevoters voting upon such tax in such election.SECTION V. SPECIAL EMERGENCY RESPONSE SERVICES.
Subject to the requirement for voter approval set forth in SectionIV above, the District hereby imposes a Special Emergency ResponseServices Tax upon real property within the District as follows:
A. Purpose of Tax. The Special Emergency ResponseServices Tax will enable the District to continue and improve andfund emergency services. The revenues from the Special EmergencyResponse Services Tax shall be used by the District for the purposeof obtaining, furnishing, operating, and maintaining ambulanceservices, emergency medical equipment, for paying the salaries andbenefits to emergency response personnel, and for such otheremergency response and prevention expenses of the District. TheRevenues from this tax shall not be used for any other purpose.Without passage of this measure of the District may cease allemergency response services and will cease ambulance serviceson January 1, 2015.
B. Taxable Property. The Special Emergency ResponseServices Tax is imposed upon all fee simple interests in real propertylocated within the Districts boundaries, except that the tax shall notbe imposed upon property belonging to the federal or stategovernment.
C. Annual Tax and Operative and Sunset Date. The SpecialEmergency Response Services Tax will be imposed, and leviedannually each fiscal year, commencing July 1, 2015 and ending June30, 2025.
D. Basis and Amount of Annual Tax. The Special EmergencyResponse Services Tax is imposed and levied annually upon eachsecured parcel of taxable property within the District at $100 perparcel.
E. Tax Collection. The Special Emergency ResponseServices Tax shall be collected on behalf of the District by the Countyof Inyo in the same manner and subject to the same penalties,interest, fees, and costs as, or with, other charges and taxes fixedand collected by the County. The County may deduct its reasonablecosts incurred for such service before remitting the balance of thetax proceeds to the District.
F. Creation of Fund: The funds attributable to this tax shallbe placed in a special account entitled Special Emergency ResponseServices Tax Account and used exclusively for the purposes setforth herein with annual reporting as required by Government Codesections 50075.1 and 50075.3.SECTION VI. SEVERABILITY.
If any section, subsection, sentence, clause, or phrase of thisordinance is for any reason held to be invalid or unconstitutional bya decision of any court of competent jurisdiction, such decision shallnot affect the validity of the remaining portion of this ordinance. TheGoverning Board hereby declares that it would have passed thisordinance, and each and every section, subsection, sentence,clause, or phrase not declared invalid or unconstitutional withoutregard to whether any portion of this ordinance would be subsequentlydeclared invalid or unconstitutional.SECTION VII. EFFECTIVE DATE.
This ordinance provides for the imposition and levying of a specialnon ad valorem property tax within the District, and shall only becomeeffective upon approval by two thirds (2/3) of the voters voting uponsuch tax at a consolidated statewide election held on November 4,2014. This Ordinance shall become effective immediately upon suchapproval.SECTION VIII. PUBLICATION.
Before the expiration of fifteen (15) days from the adoption thereof,this Ordinance shall be published once in the newspaper of generalcirculation printed and published in the County of Inyo, State ofCalifornia. ARGUMENT IN FAVOR OF MEASURE D
A yes vote on this issue will allow the Lone Pine Fire Departmentto keep providing Ambulance Service to Area IV of the County oflnyo. A no vote will cause ambulance service to stop on January1, 2015.While $100.00 per year may seem a lot, it really is a smallamount to pay if your life or the life of someone you love couldend, because you voted no. These funds will only go to provideambulance service and if for some reason the Lone Pine FireDepartment cannot provide the service the tax will end, it cannotbe transferred to someone else.While the Lone Pine Fire District was established in 1964, it hasonly been since 1994 that we have provided ambulance service.As a result of this we do not receive any tax money for theambulance service and it needs to cover it's own expenses.If this measure does not receive a 2/3 vote, it would be twoyears before the next general election and by that time it will bevery hard to bring the service back.This will be the first time that the Fire Department has gone tothe voter asking for any type of tax increase and we know thatyou are there for us, just as we are here for you.

Returning your vote by mail ballot:Voters may return only their own Vote by Mail Ballot, in person or by mail, to the Clerks Office or at any pollingplace in the county no later than 8:00 P.M. on Election Day. However, a voter, who because of illness or otherphysical disability, is unable to return his/her ballot, may designate in writing, his/her spouse, child, parent,grandparent, grandchild, sibling or anyone residing in voters household to return the ballot to the election officialor polling place.
If you would like to vote by mail, complete and sign the application printed on the back cover and return it to theelections office.If you check the permanent vote by mail voter box on the application a ballot will automatically be sent to you forfuture elections.

If the polling place is not indicated as accessible, a precinct board member will take a regular ballot toa disabled person if requested.
