Investment planning

National Level– Single Program Document (SPD) 2013 - 2015 approved by Government Decision no. 993 of 18 December 2012. Programming Document short-term implementation of regional development policy.

Regional Level – Regional Operational Plan. In accordance with Law no. 438-XVI from 28.12.2006 on regional development in Moldova, Regional Operational Plan is the implementation plan for regional development strategy provided for a period of three years. ROP contains programs, projects and priority activities.

Projects approved for funding SPD 2013-2015

62 priority projects in regional development for three years,

totaling 1. 25 billion lei.

16 of the projects included in the 2013-2015 SPD are applied

in SRD

South Regional Operational Plan 2013-2015

South ROP 2013-2015 is the second cycle of implementation of SDR - includes 26 projects selected in APP II

Priority I - 16 proposals;

Priority II - 3 proposals;        Priority III - 7 proposals.

Portfolio of regional projects

The Regional project portfolio includes regional projects in various stages of preparation, which contributes to the priorities and measures included in the Regional Operational Plan through which to solve the needs identified at regional level, and to be able to get indicators that contribute to the objectives of the National Strategy for Regional Development.

Regional development projects 2013-2014

Projects funded by NFRD11 projects implemented, of which 4 finalized;The total cost of the projects implemented –

Future investment projects. Priority I. Rehabilitation of physical

infrastructure- Modernizing wastewater treatment plant in the city of Taraclia (estimated

cost 13.2 million lei);

- Development of rural sewerage basin from the Cogălnic river. (estimated cost 67.2 million lei);

- Water quality for disadvantaged communities (estimated cost 59.2 million lei);

- Construction and extension of sewer system in the villages Manta, Pașcani, Crihana Veche, District of Cahul (estimated cost 48.9million lei);

- Rehabilitation of road infrastructure between Abaclia and Basarabeasca (estimated cost 30.9 million lei);

- Road construction between Filipeni-Romanovca-Sărata Nouă (estimated cost 27.6 million lei).

Neccessary Investment– 247 million lei

Future investment projects. Priority II. Diversifying the economy and

promoting the private sector

Regional Business Incubator Cimişlia (Estimated cost 11.6 million lei);

Creating an industrial park in Cimişlia (estimated cost 15 million lei);

Development of business infrastructure by rehabilitating the access road to economic zone Hîrtop-Mereni (estimated cost 15 million lei).

Neccary Investment– 41.6 million lei

Future investment projects.Priority III. Improving the environment and the tourist

attractiveness

Integrated management of solid waste in the Distric of Cimislia (Estimated cost 15.7 million lei);

Central Waste Disposal in Roșu Village (Estimated cost 2.7 million lei);

Construction of solid waste management system in Iargara (Cost estimated 9.5 million lei);

Expanding the pilot project of sanitation communes in Crihana Veche and Manta through regional services of public sanitation. (Estimated cost 4.2 million lei).

Neccessary investment– 32.1 million lei

Integrated waste management strategy in SDR - investment needs

Provisions :Expanding the collection of

municipal services in rural areas SWM;

Development of waste transfer stations in each district;

Spatial municipal landfills (3-5 per district);

Landfilling within 3 regional warehouses.

Estimated cost – 42. 4 million euro.

Regional programming sector - planning investment in the region

Regional programming – realized by South RDA in partnership with the German Agency for International Development.

Domains of intervention : - Energy efficiency in public buildings; - Water supply and sanitation; - Waste management; - Local and regional roads; - Support to private sector.
