Welcome to the 2020 AETA Training Schedule. I hope you are well and ready to take on another year. Inside this Schedule you will find a variety of classes to help you meet the state and federal training requirements for your facility. The AETA is coming off the most successful year in our history, with record enrollment. Since FY 2006 the AETA has taught over 4,000 classes with nearly 72,000 training hours and over 39,000 students. During this span, our student enrollment has increased 100 percent! I invite you to look through the Schedule for the classes needed for your facility. If there is anything the AETA

Five Divisions of the Academy…

Water - AETA Water training is tied directly to the Arkansas Department of Health Water Operator Licensing Program.

Wastewater - AETA Wastewater training is tied directly to the DEQ Wastewater Operator Licensing Program.

Solid Waste - AETA Solid Waste training is tied directly to the DEQ Solid Waste Operator Licensing Program.

Backflow - AETA Backflow training is tied to the Arkansas Department of Health Protective Health Codes (Plumbing) and Engineering Divisions.

Environmental Health & Safety - this division provides municipalities and industries statewide with a cost effective source of health and safety training for their employee. AETA EHS Trainers are OSHA authorized.

AETA Mission…

The Arkansas Environmental Training Academy is the designated Environmental Training Center for the State of Arkansas and is a training division of Southern Arkansas University Tech in Camden, Arkansas. The AETA has a statewide mission to provide quality training and educational programs to aid the management and operating staff of municipal, commercial and industrial facilities in meeting state and federal licensing and certification requirements. Within our resources, the AETA accomplishes its mission through comprehensive certification and continuing education programs, statewide technical assistance programs, administrative and student services and professional development for faculty and staff.

AETA News...

Specialty Courses for 2020!

The AETA prides itself in not only providing training that helps our students pass their state licensing exams, but also helps them become better Operators. With that in mind, I invite you to consider one of the specialty courses listed below as you look for training to renew your Water and/or Wastewater Operators License. The courses were built around problem areas on licensing exams, areas where facilities were lacking during inspections, and requests from Managers and Operators across the state.

Advanced Pump Operations & Maintenance - this is an 8-hour course designed to show the various types of pumps and their applications. This course will show how to discuss which type of pump select for various conditions and applications. The course will also cover troubleshooting, common problems, and preventive maintenance.

Basic Wastewater Laboratory - this is an 8-hour course that covers the laboratory’s role in wastewater treatment, basic laboratory skills, and interpretation of basic wastewater laboratory analyses used to assess wastewater and general water quality. Topics include safety, laboratory equipment, sampling procedures, laboratory techniques, and quality control. Analyses discussed will include solids, dissolved oxygen, biochemical oxygen demand, pH, fecal coliform, and chlorine residual.

Basic Pump Operations & Maintenance - this is an 8-hour course designed to assist water and wastewater operators in identification of pumps, how they work, maintenance issues, and preventive maintenance. The course will discuss how pumps are selected utilizing pump curves and other variables.

Biological Nutrient Removal - this is an 8 hour course treatment process that removes both nitrogen and phosphorous from the wastewater stream. The BNR class covers the biology behind the process and introduce different treatment processes. Students will be able to identify where different nutrients are being removed in the treatment process and the optimal treatment criteria for nitrogen and phosphorous removal.

Chlorine Disinfection and Coliform Monitoring - this is an 8-hour course designed to provide operators with information on water line and tank disinfection practices including hands-on instruction in measuring chlorine residual and sample collection.

Chlorine Safety - this is an 8-hour course designed to train individuals on the various uses of chlorine, its physical characteristics (dry, liquid and gas), properties, hazards of exposure, routes of entry into the body, and handling and storing compressed-gas cylinders safely. Individuals will be trained to properly choose and don appropriate PPE, detect leaks, and select and use appropriate A & B Chlorine Kits.

Environmental Officer - this is a 24-hour training course designed to train the student in basic environmental crime investigation. This course is designed for solid waste personnel, regulatory inspectors and criminal investigators concerning illegal dumps. This course is required for individuals desiring to be licensed as an Environmental Officer by the Arkansas Department of Environmental Quality.

Environmental Officer Update - this is a 8-hour training course designed for licensed Environmental Officers to satisfy ADEQ’s annual continuing education requirement for license renewal.

Water/Wastewater Operator Safety - this is an 8-hour course designed for operators to recognize safety hazards in their workplace. Topics include slips, trips and fall safety, health and physical hazards of workplace chemicals, bloodborne pathogens, lock-out tag-out of energized systems, and job hazard analysis.

Traffic Safety - this is an 8-hour course designed for workers working near highways to recognize traffic hazards. Topics include detours, driving and traffic hazards, road conditions, safety equipment and signage and physical hazards.

Trenching Safety - this is an 8-hour course designed for workers to recognize hazards and work safely in trenching operations. Topics include trenching hazards, confined space issues, sloping, shoring and shielding, soil types, water and atmospheric hazards.

AETA Advisory Board News The AETA wishes to thank Mr. Michael Grappé for serving as the 2018-2019 Chair of the AETA Advisory Board. Grappé served as Chair due to vacancy on the Board. He will also serve as the Chair in 2019-2020. Mr. Grappé was presented a plaque of appreciation by AETA Director Randy Harper and Assistant Director Rickey Cole.

AETA Welcomes New Board Member The AETA Advisory Board welcomes new member Shane Knight to the Board. Shane was appointed to a five year term by SAU Tech Chancellor, Dr. Jason Morrison effective July 1, 2019. Shane is employed by the Southeast Arkansas Regional Solid Waste Management District, where he serves as the Executive Director.

2020 AETA Training Schedule

Hello, I am Jeremy Rowe, Water Program Coordinator for the AETA. I am pleased to offer the following Water Training Schedule for 2020. AETA’s Adjunct Faculty and I have covered a large portion of the state with Mandatory Training. We’ve tried to offer courses so that with a minimal amount of travel, operators should be able to complete required training within a short time. If we haven’t scheduled courses in your part of the world, call me and I will try to work something out.

The AETA also offers Water classes on-line. We offer all Mandatory Courses, except the ADH PWS Compliance, quarterly . . . and you don’t even have to leave the house to take those. In 2020 we are continuing to offer specialty courses, most with hands-on exercises. Those courses are listed in our

schedule and on the Course Description page. Thanks to all of you who make classrooms and tours available at your facilities.

Water Course Descriptions

Water Division

Arkansas Department of Health PWS Compliance Course - this is an 8-hour training course designed to provide the operator with a general overview of regulation compliance. Contact the ADH for registration (see page 5).

Advanced Water Distribution - this is a 24-hour training course designed for operators, and management or supervisory level positions in their water distribution system. The course incorporates applied math, infrastructure layout, and design as well as administrative components.

Advanced Water Treatment - this is a 24-hour training course geared toward operators, and management or supervisory level positions. The course incorporates applied math, advanced treatment processes along with administrative components.

Applied Water Math - this is an 8-hour training course designed to aid operators in using math formulas commonly used in the drinking water industry for figuring volumes, detention times, dosage rates, filtration rates, horsepower, and motor calculations.

Basic Water Distribution - this is a 24-hour training designed to aid water operators in the basics of wells, water math, and the basic knowledge of the water distribution system.

Basic Water Math - this is an 8-hour training course designed to aid operators in understanding basic math concepts, such as, using math formulas to solve for unknown values, calculate volumes, detention times, and dosage rates.

Basic Water Treatment - this is a 24-hour training course designed to give the student basic knowledge of the treatment of raw water sources into potable water. Water math is also incorporated into the curriculum.

Intermediate Water Distribution - this is a 24-hour training course geared for the operator who not only may have to install appurtenances in the water distribution system but repair them. It also trains them in the area of customer relations.

Intermediate Water Treatment - this is a 24-hour training course geared toward the operator of more complex water treatment facilities. It incorporates basic and applied water math as well as more in-depth water treatment options and treatment technologies.

10 Wastewater Division

Wastewater Division Hello, I am Kenny Harvey and I am the Wastewater Program Coordinator for the AETA. I am proud to present the 2020 Wastewater Training Schedule for the operators across the state. The 2020 Schedule has some new courses in it to provide a variety of classes for training hours the state’s operators need. In addition, the AETA also offers Internet Classes to accommodate operators who have a hard time leaving their facility to attend classes.

I hope you find the classes to meet your training needs in this schedule. If you need specific courses for your facility please contact me and I will do my best to accommodate.

I would like to say thank you to all the facilities across the state who provide training rooms for our programs, as well as, tours of your facilities for our students.

11 2020 AETA Training Schedule

Municipal Wastewater Operator Training

Class 1 Wastewater - this is a 24-hour training course designed to provide entry level Wastewater Operators with the knowledge required to sit for the Municipal Class I Wastewater License exam administered by DEQ. The course is based on the DEQ Municipal Class I Needs-To-Know. Topics covered in the course include Arkansas Rule 3, treatment plant operator, why treat waste, wastewater treatment facilities, racks, screens and grit removal, sedimentation and floatation, activated sludge, waste treatment ponds, basic wastewater math, and disinfection.

Class 2 Wastewater - this is a 32-hour training course designed to provide Class I level Wastewater Operators with the knowledge required to sit for the Municipal Class II Wastewater License exam administered by DEQ. Topics covered in the course include Arkansas Rule 3, general pretreatment regulations, physical treatment, flow measurement, mechanical treatment, activated sludge, wastewater ponds, wastewater math, wastewater operator safety, basic wastewater lab, and disinfection.

Class 3 Wastewater - this is a 40-hour training course designed to provide Class II level Wastewater Operators with the knowledge required to sit for the Municipal Class III Wastewater License exam administered by DEQ. Topics covered in the course include Arkansas Rule 3, activated sludge, sludge handling, dissolved air floatation, sludge digestion, sludge dewatering, composting sludge disposal, phosphorus removal, nitrification cycle, wastewater lab, odor control, and management.

Class 4 Wastewater - this is a 24-hour training course designed to provide Class III level Wastewater Operators with the knowledge required to sit for the Municipal Class IV Wastewater License exam administered by DEQ. This course was prepared using the DEQ and ABC Needs-to-Know Criteria. Topics covered in the course include evaluate incoming wastestream/sidestream characteristics, monitor, evaluate and adjust treatment processes, evaluate and maintain equipment, operate equipment, collect samples and interpret laboratory analyses, perform laboratory analyses, perform security, safety, administrative procedures, and advanced wastewater math.

Industrial Wastewater Operator Training

Basic Industrial Wastewater - this is a 12-hour course designed to prepare Industrial Wastewater Operators to sit for the Arkansas Basic Industrial Wastewater Exam. Topics covered is the course include car washes, sedimentation, oil and grease separation, pH adjustment, aeration ponds, or similar basic wastewater treatment processes.

Advanced Industrial Wastewater - this is a 12-hour course designed to prepare Industrial Wastewater Operators to sit for the Arkansas Advanced Industrial Wastewater Exam. Backflow Descriptions Arkansas Backflow Prevention Courses

Backflow Assembly Tester Certification - this is a 40-hour training course designed to train the student in the fundamentals necessary to field-test the various types of backflow prevention assemblies. The course is comprised of a series of lectures and 12-16 hours of hands-on training.

Backflow Assembly Tester Recertification - this is an 8-hour training course designed for current Assembly Tester Technicians to renew their current license as required by the Arkansas Department of Health. The course is comprised of a series of lectures and 2 hours of hands-on testing.

Backflow Assembly Repair - this is a 24-hour training course designed to provide the student with the fundamentals necessary to troubleshoot and repair the various types of backflow prevention assemblies. The course is comprised of a series of lectures and a minimum of 8-hours of hands-on troubleshooting, maintenance, and repair.

Cross-Connection Control Program Specialist - this is a 16-hour training course designed for individuals who are involved in administering the Cross-Connection Control Program for their utility. The course is comprised of a series of lectures and performing an actual on-site survey.

Louisiana Backflow Prevention Courses

Water Supply Protection Specialist - this is a 40-hour training course designed for students who are interested in obtaining the WSPS endorsement to their plumbing or horticulture license through the Louisiana State Plumbing Board or a General Backflow Assembly Tester by the Louisiana Department of Health. The course is taught in partnership with the University of Louisiana, Lafayette.

Water Supply Protection Specialist Recertification - this is an 8-hour training course designed for current Louisiana WSPS and General Backflow Assembly Testers to renew their WSPS (backflow) endorsements or General Tester. The course is taught in partnership with the University of Louisiana, Lafayette.

Backflow Assembly Repair - this is a 16-hour training course designed to provide the student with the fundamentals necessary to troubleshoot and repair the various types of backflow prevention assemblies. The course is comprised of a series of lectures and a minimum of 8-hours of hands-on troubleshooting, maintenance, and repair.

Texas Backflow Prevention Courses

If you plan to take a Texas BPAT Licensure Exam following an AETA BPAT Class you Must contact TCEQ and complete an application for the exam and site you wish to take your exam.

Backflow Prevention Assembly Tester (BPAT) Certification - this is a 40-hour training course designed to train the student in the fundamentals necessary to field-test the various types of backflow prevention assemblies. The course is comprised of a series of lectures and 12-16 hours of hands-on training.

Backflow Advanced Assembly Repair (BPAT Renewal) - this is a 16-hour training course for individuals currently holding a Texas Backflow Prevention Assembly Tester (BPAT) Certification. The course is comprised of 16 hours of instruction on troubleshooting, maintenance, and repair of backflow prevention assemblies.

BPAT Practical Skills Refresher Course - this is an 8-hour training course designed to provide the student with the hands-on training necessary to satisfy the current TCEQ regulations for Texas BPAT license renewal.

Solid Waste Division The AETA is pleased to offer our 2020 Solid Waste Training Schedule. Inside this schedule you will find many opportunities for operators, supervisors, and management personnel at solid waste facilities to gain access to the classes needed to obtain and/or maintain your solid waste license.

The AETA offers the Apprentice, Journeyman, Master and 6-hour Update classes on our campus in Camden, at locations statewide, and by Internet delivery. In addition, the AETA offers courses by contract that can be taught at your facility. Please contact the AETA and we will be happy to work with you to meet the training needs of your facility.

New for 2020, the AETA is proud to offer the Environmental Officer and the Environmental Officer Update courses. These courses replace the Illegal Dumps Control Officer courses. Current IDCO’s can convert their credentials to an Environmental Officer by attending the Environmental Officer Update class before May 30, 2020. These courses will be taught in Camden, Fayetteville, Benton, and Jonesboro.

Solid Waste Course Descriptions Solid Waste Apprentice (Level A) - this is a 20-hour training course designed to prepare students to carry out the duties of an Apprentice Operator and to pass the Arkansas Department of Environmental Quality Apprentice (Level A) licensure exam.

Solid Waste Journeyman (Level B) - this is a 20-hour training course designed to prepare Apprentice Level Operators to carry out the duties of a Journeyman Operator and to pass the Arkansas Department of Environmental Quality Journeyman (Level B) licensure exam.

Solid Waste Master (Level C) - this is a 30-hour training course designed to prepare Journeyman Operators to carry out the duties of a Master Level Operator in a supervisory capacity and to pass the Arkansas Department of Environmental Quality (Master level C) licensure exam.

Environmental Officer - this is a 24-hour training course designed to train the student in basic environmental crime investigation. This course is designed for solid waste personnel, regulatory inspectors and criminal investigators concerning illegal dumps. This course is required for individuals desiring to be licensed as an Environmental Officer by the Arkansas Department of Environmental Quality.

Environmental Officer Update - this is a 8-hour training course designed for licensed Environmental Officers to satisfy ADEQ’s annual continuing education requirement for license renewal.

Solid Waste Update - this is a 6-hour training course designed to satisfy the annual continuing education

requirements for Solid Waste Journeyman (B) and Solid Waste Master (C) license renewal.

Solid Waste Update courses can be tailored to meet the training needs of your facility. You can choose from the following modules. Regulatory Issues are discussed in conjunction with each class.

Protecting Surface Water from Landfill Contamination - this training module discusses point and non-point source runoff, runoff effects on the environment, landfill aspects of water management and pollution controls.

Landfill Gas as an Alternative Energy Source - this training module discusses the generation of methane in landfills, bacterial decomposition, compliance requirements, economics and usages.

The Cycles of Recycling - this training module discusses recycling methods including plastics, paper, glass, vermicomposting and water recycling.

Hazardous Waste Screening - this training module discusses identification of hazardous materials, types of hazardous wastes, placards and labels, landfill implications, waste screening programs and health hazards.

Hazard Communication and Globally Harmonized System (GHS) - this training module discusses the OSHA 29 CFR 1910 training requirements which include written program specifications, Safety Data Sheets (SDS), chemical labelling, handling and storage and personal protection equipment (PPE) requirements including the new GHS standardized and harmonized format.

Landfill Safety - this training module discusses general safety issues in the solid waste industry including: slips, trips and falls, OSHA general safety issues and conducting safety meetings.

Business and Residential Recycling and Waste Minimization - this training module discusses how public and community support, costs and logistics can affect the solid waste stream.

Regionalization and Solid Waste Management - this training module discusses how pooling solid waste resources and partnerships with private and public sectors can help offset declining landfill capacity.

Managing Green and Special Wastes - this training module discusses the aspects of backyard and community composting and different ways to collect tires, batteries, white goods, electronics, and other special wastes.

Waste Generation, Characterization, Collection, Transfer and Disposal - this training module discusses defining, collecting and disposing of a municipal solid waste stream and the RCRA implications.

2020 AETA Training Schedule

I’m Rickey Cole, the EHS Program Coordinator for AETA. Enclosed please find this year’s EHS training schedule. New for this year is a training course in traffic safety. This is a course developed upon request and would be applicable to municipal and industrial workers who work near roadways to develop a knowledge of traffic safety and roadway hazards We continue to be a Host Training Organization for Texas A & M Extension Service (TEEX) which allows us to offer OSHA authorized classes throughout the state. Our EHS classes are designed for municipalities and general industry and include specialized training for hazardous material workers, shippers, TSD facility employees and Haz-Mat responders.

The Academy’s EHS staff is authorized to provide training by OSHA, US DOT, the Hazardous Materials Training Research Institute (HMTRI), the Partnership for Environmental Technology in Education (PETE) and the Community and College Consortium for Health and Safety Training (CCCHST).

We continue to offer our EHS classes in Camden and at locations statewide. If you have a specific training need, we can help develop the appropriate training and can travel to your facility to conduct any of our classes. 26 Environmental Health & Safety Division

EHS Course Descriptions Asbestos Worker - this is a 32-hour course designed to provide training for asbestos workers to obtain an Arkansas Asbestos Worker license from ADEQ. Topics include asbestos health effects, PPE, work site preparation, cleanup and disposal and include hands–on activities.

Asbestos Contractor/Supervisor - this is a 40-hour course designed to provide training for contractors and supervisors to obtain an Arkansas Asbestos Contractor/Supervisor license from ADEQ. Topics include health effects, PPE, work site preparation, cleanup, disposal, recordkeeping, legalities and includes hands-on activities.

Asbestos Refresher - this is an 8-hour course designed to meet the asbestos worker and supervisor annual refresher training requirements to maintain an Arkansas asbestos license.

Chlorine Safety - this is an 8-hour course designed to train individuals on the various uses of chlorine, its physical characteristics (dry, liquid and gas), properties, hazards of exposure, routes of entry into the body, and handling and storing compressed-gas cylinders safely. Individuals will be trained to properly choose and don appropriate PPE, detect leaks, and select and use appropriate A & B Chlorine Kits.

Confined Space Entry - this is a 16-hour course covering attendant duties, air monitoring requirements, PPE, entry procedures, hazard recognition, communication procedures and safe work practices as required in OSHA 29 CFR 1910.146 and 29 CFR 1926 Subpart AA.

DOT Hazardous Material Transportation - this is a 16-hour course designed for workers that ship hazardous materials. Topics include general awareness, recognition and identification of hazardous materials, placarding and labeling, safety training, emergency response information and security awareness training as specified in DOT 49 CFR Subchapter C.

HAZWOPER (40-hour) - this is a 40-hour course designed for persons who may be exposed to hazardous substances or health hazards as outlined in OSHA 29 CFR 1910.120. Topics include hazard and risk assessment, PPE selection and use, control, containment and confinement operations, air monitoring, medical surveillance, terminology, decontamination procedures, incident command, DOT regulations, emergency response plans, and work termination.

HAZWOPER (24-hour) - this is a 24-hour course designed for persons with specific limited tasks who are unlikely to be exposed to hazardous substances over permissible limits as outlined in OSHA 29 CFR 1910.120. Topics include hazard recognition, site safety and health plans, hazard communication, and PPE selection and use.

HAZWOPER Refresher - this is an 8-hour course designed to meet the annual refresher training requirements for OSHA 29 CFR 1910.120 for persons working with hazardous materials.

International Aviation Transport Association (IATA) - this is a 6-hour course designed for persons shipping dangerous goods via air transportation. Topics include dangerous goods shipping regulations and descriptions, labeling, marking and placarding and air bill requirements contained in the IATA Dangerous Goods Regulations. Previous training in DOT 49 CFR Subchapter C is strongly encouraged as a prerequisite for this course.

OSHA General Industry (10-hour) - this is a 10-hour course designed for entry level employees, this course is a combination of mandatory safety topics, optional topics and topics that can be specific to your industry. Students receive an OSHA Training card and course certificate upon completion.

OSHA General Industry (30-hour) - this is a 30-hour course designed for workers with some safety responsibilities, this course is a combination of mandatory safety topics, optional topics and topics that can be specific to your industry. Students receive an OSHA Training card and course certificate upon completion.

OSHA Construction Industry (10-hour) - this is a 10-hour course designed for entry level employees, and is a combination of mandatory safety topics, optional topics and topics that can be specific to construction. Students receive an OSHA Training card and course certificate upon completion.

Topics include slips, trips and fall safety, health and physical hazards of workplace chemicals, bloodborne pathogens, lock-out tag-out of energized systems, and job hazard analysis.

DOT Trainer Course

DOT Hazardous Materials Trainer Course The AETA, in association with the National Partnership for Environmental Technology Education (PETE) and the National Environmental Safety and Health Training Association (NESHTA) will provide a nationally recognized DOT Hazardous Material Transportation Trainer course. PETE received a grant from the Department of Transportation-Pipeline and Hazardous Materials Safety Administration (PHMSA) to offer to training workshops for DOT Haz-Mat Transportation Regulations for Business and Industry Haz-Mat Workers.

This course is designed for Trainers responsible for delivering DOT Haz-Mat training In accordance with 49 CFR § 172.704 (HMR). This 3-day training event will include the following:

DOT Hazardous Material Transportation - this portion of the course is designed for workers that ship hazardous materials. Topics include general awareness, recognition and identification of hazardous materials, placarding and labeling, safety training, emergency response information and security awareness training as specified in DOT 49 CFR Subchapter C.
