PART I – HISTORY OF THE MEETING 1. Introduction 1.1 The ICAO Aeronautical Information Conceptual Model (AICM) and Aeronautical Information Exchange Model (AIXM) Management Seminar and the First Meeting of the ICAO Aeronautical Information Services Implementation Task Force (AITF/1) were held at the Kotaite Wing, ICAO Asia and Pacific Regional Office, Bangkok, Thailand from 20 to 24 March 2006. 2. Attendance 2.1 The AICM/AIXM Management Seminar and the AITF/1 meeting were attended by 73 participants from 20 States, 1 data services provider and 1 AIS system supplier. A list of participants is at Attachment 1. 3. Officers and Secretariat 3.1 Dr. Brett Brunk, Engineer in Aeronautical Information Management, Federal Aviation Administration, United States chaired the seminar. Mr. Peter Hobson, AIS Operations Manager, Airservices Australia, served as Chairperson of the Task Force. Mr. Kyotaro Harano, Regional Officer Air Traffic Management, ICAO Asia and Pacific Office, acted as the Secretary for the meetings. He was assisted by Mr. Grant Rawstorn, Manager Aeronautical Information Management, Airways Corporation of New Zealand. 4. Opening of the Meeting 4.1 On behalf of the ICAORD, Mr. Kyotaro Harano ICAO Regional Officer, Air traffic Management, ICAO Asia Pacific Office, Bangkok, Thailand, in opening the meeting, welcomed the delegates to Bangkok and wished them a successful and fruitful meeting. He highlighted the importance of aeronautical information and charts services in the context of the CNS/ATM systems and how AIS/MAP should be further developed to support the new global ATM operational concept. In this regard, he pointed out that the AITF has an important role to play within the framework of the APANPIRG planning mechanism. 5. Documentation and Working Language 5.1 The working language of the meeting and the language for all documentation were in English.

PART II - REPORT ON AICM/AIXM SEMINAR MANAGEMENT PRESENTATIONS 1. The seminar was organized as part of the First Meeting of the ICAO Aeronautical Information Services Implementation Task Force (AITF/1). The purpose of the seminar was to educate AITF/1 participants on information exchange standards (AICM and AIXM), electronic publication of aeronautical information publications and aeronautical information management issues and trends.

2. The seminar was attended by 71 participants from Australia, Brunei Darussalam, Cambodia, China, Hong Kong China, Fiji, India, Indonesia, Japan, Malaysia, Mongolia, Myanmar, New Zealand, Pakistan, Philippines, Republic of Korea, Singapore, Sri Lanka, Thailand, United States, Viet Nam, Jeppesen and Avitech AG and was moderated by Dr. Brett Brunk, Engineer in Aeronautical Information Management, Federal Aviation Administration, United States. 3. The seminar was divided up into four sessions over the two-day, as follows: Monday, 20 March 2006

Topic 4: Conclusions

Topic 1: Aeronautical Information Management Needs AICM and AIXM 4. The seminar noted that AIM modernization was being driven by many demands. To support the trends, AIM must modernize to provide higher quality, more timely access to aeronautical information. AIM requirements include:

a) Move to a digital environment;

b) Data centric architectures that are adaptable and can produce a wide range of data outputs and products, and

c) Systems that can work with static and dynamic data.

5. AIXM enables AIM by providing an international, standards-based foundation. AIXM supports AIM by providing a common language for aeronautical data and a common way to encode aeronautical information for computer interpretation. Finally AIXM includes a set of guidelines for building system interfaces. 6. The seminar discussed modernization of aeronautical information service offices and the benefits of adopting an aeronautical information databases. It was noticed that in today’s modern aviation environment there was a trend away from traditional AIS products towards supporting a range of user requirements through aeronautical information management. 7. The seminar also noted that AIS database was a way to improve the quality and management of AIS data within the AIS office. The AIS database was a way to support all user requirements and become more interoperable. AICM/AIXM can be adopted as the AIS database or used as the basis for internal AIS database. The seminar participants were provided with examples of AIS databases and electronic AIP publications developed by EUROCONTROL to support the European region. 8. The seminar recognized that closely coupled with an AIS database was the notion of global interoperability. AIXM supports AIS databases and interoperability. 9. The seminar was informed of advanced information engineering and data modeling concepts such as UML (Unified Modeling Language), GML (Geography Markup Language), XML (Extensible Markup Language) and the ISO 19100 series of geospatial standards. AIXM and AICM are designed to take advantage of these engineering concepts and standards. This means that AIXM and AICM are built correctly to support current and future data collection and exchange requirements. 10. Japan provided supplemental presentation describing the value of XML and GML. XML enables more efficient search and storage of aeronautical data. XML can be converted for display in web browsers and documents such as the electronic AIP. GML enables aeronautical data to be easily mapped using geographical information system (GIS) tools.

11. The seminar was informed of the goals and requirements for Version 5 of AICM and AIXM. Version 5 incorporated the advanced engineering techniques, standards and models such as UML, GML and XML. Version 5 also includes a temporality model that supports static and dynamic data. Topic 2: Introduction to the AIXM/AICM Concept Areas 12. The seminar participants were introduced to the main components of the AICM/AIXM aeronautical data model. Participants were invited to review the conceptual model and noted that the AICM/AIXM model covered the data required by ICAO. Topic 3: Case Studies, Examples of AIXM and AICM 13. Japan presented supplemental material showing how AICM/AIXM can be used in AIS to semi-automate AIP, NOTAMS and other AIS data products. It was demonstrated how the AICM features can be mapped to the AIP. An example was made using the Japanese AIP. 14. Additional examples of AICM and AIXM were presented to the seminar participants. Examples included automating charting, electronic AIP and NOTAMS. The United States Temporary Flight Restriction (TFR) system was demonstrated showing how XML could be used to build maps and documents electronically. The EUROCONTROL experiment showing NOTAM updates to aircraft cockpit displays was reviewed. Topic 4: Conclusions 15. The seminar concluded with a list of reference materials the participants could use to learn more about AICM and AIXM. The meeting valued and appreciated the presentation by Avitech AG. The presentation is included in the CD distributed to the participants. 16. The presentation materials were provided as paper and electronic copies. The seminar participants expressed a general opinion that the seminar was useful for understanding AICM, AIXM and automating publications.

PART III - REPORT OF THE AITF/1 MEETING Agenda Item 1: Adoption of Agenda 1.1 To support the activities of the Task Force, Australia generously nominated Mr. Peter Hobson, AIS Operations Manager, Airservices Australia, to act in the role of Chairman. Japan seconded the nomination by Australia. The meeting unanimously elected Mr. Hobson as Chairman of the Task Force. 1.2 The meeting was presented with a Provisional Agenda for AITF/1 and adopted the following Agenda:

Agenda Item 2: History of the Task Force

Establishment of the Automation Task Force 2.1 The meeting reviewed the historical background of AIS-related Task Forces as presented by Japan. The Second Meeting of Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG/2, October 1992) formulated a decision that a Task Force be established under the ATS/AIS/SG to develop a regional cohesive AIS Automation Plan and that necessary linkages to the COM/MET Sub-group’s work plan be established. The Third Asia/Pacific Regional Air Navigation Meeting (ASIA/PAC RAN/3, April - May 1993) considered the APANPIRG/2 decision and developed a conclusion. Consequently, ATS/AIS/SG/2 (Bangkok, June - July 1993) established the Terms of Reference and work programme for the Task Force. ATS/AIS/SG/3 (Bangkok, January 1994) reviewed the Terms of Reference developed by ATS/AIS/SG/2 for the Task Force, and amended them taking into account discussions at ATS/AIS/SG/3.

Automation Task Force Meetings 2.2 It was noted that five Automation Task Force meetings were conducted between 1994 and 1996. As an accomplishment of the Task Force, the Guidance Material on Common Operating Procedures for the Asia/Pacific Region Automated AIS System was developed and published in March 1997. 2.3 ATS/AIS/SAR/SG/9 (Bangkok, July 1999) formulated a decision, which was subsequently supported by APANPIRG/10 (Bangkok, August – September 1999), and the AATF was re-activated with the updated Terms of Reference. New materials relating to AIS Quality System and Selection/Training Guidelines for AIS Personnel were developed and published as Chapters 1 and 2 of the 1st Edition of the Guidance Manual for AIS in the Asia/Pacific Region in September 2002. The Operating Procedures for AIS Dynamic Data was developed and published in 2003 as a replacement of the Guidance Material on Common Operating Procedures for the Asia/Pacific Region Automated AIS System which was published in March 1997.

Reactivation and Renaming of the Task Force 2.4 The meeting recalled that ATM/AIS/SAR/SG/15 (Bangkok, July 2005) formulated the following decision:

Decision 15/8 - Convening the ICAO AIS Implementation Task Force That, in light of the importance of CNS/ATM operational concept as endorsed by the 11th Air Navigation Conference and the critical importance of the accuracy and timeliness of aeronautical information, the ICAO AIS Implementation Task Force be convened as planned in late 2005.

2.5 The meeting reviewed and noted the historical background of the AIS Implementation Task Force as above. Agenda Item 3: Review of the AITF Terms of Reference 3.1 Australia presented the AITF Terms of Reference which was developed by ATS/AIS/SAR/SG/13. This was prepared to assist in reminding members about the scope of the activities of the AITF. 3.2 The Terms of Reference for the Task Force is as follows: The objectives of the Task Force are to:

a) study means of aeronautical data management by civil aviation authorities and/or ATS providers in other regions including the aeronautical information exchange model (AIXM) and the electronic AIP (eAIP), and consider the feasibility in making use of these methods/models in the Asia/Pacific Region;

b) examine the means of aeronautical data exchange used in other regions and

application in the Asia/Pacific Region; c) develop guidance material for operation of data management systems;

d) assist States to implement Quality Systems for aeronautical information in an expeditious manner;

e) develop training material and conduct workshops on the Guidance Manual for

AIS in the Asia/Pacific Region; f) develop guidance material for Static Data Procedures and the AIS Automation

Plan; g) review and update the Guidance Manual taking into account amendments to

ICAO SARPs, guidance material; h) monitor and review technical and operating developments in the AIS field

especially in the area of automation and database management. To achieve the above objectives, the Task Force shall consider:

a) results of the ICAO Aeronautical Data Model Study Group (ADMSG);

b) results of the AIS/MAP Study Group;

c) amendments to Annex 4, Annex 15, the AIS Manual (Doc 8126), and the Aeronautical Chart Manual (Doc 8697);

d) revisions to the EUROCONTROL Operating Procedures for AIS Dynamic Data

(OPADD). Agenda Item 4: The ATM/AIS/SAR/SG/15 Report with Respect to AIS Issues Use of Public Internet for AIS 4.1 Australia reported to the meeting that ATM/AIS/SAR/SG/15 was updated on guidance material being developed by ICAO to facilitate and harmonize the use of the public internet for aeronautical applications. The development of guidance material was undertaken in response to Recommendation 4/6 of the Meteorology Divisional Meeting in 2002 which called upon the organisation to develop guidance and criteria for the accreditation and qualification of providers involved in the exchange and dissemination of aeronautical and meteorological information via the Internet. 4.2 Subsequently, the Aviation Use of the Public Internet Study Group (AUPISG) was established, and that resulted in the development of a document addressing the exchange and dissemination of MET and AIS products, as well as the filing and processing of flight plans via the public internet, with due consideration to reliability, integrity, accessibility and security concerns. The guidance material was expected to prevent or minimize the possibility of non-compatibility or diverging procedures being adopted by States. 4.3 ATM/AIS/SAR/SG/15 was advised that Chapter 5 of the draft specifically referred to AIS and covered the following topics:

a) Introduction;

b) Time-critical aeronautical information;

c) Non-time critical aeronautical information;

d) Provision of static and basic information; and

e) Provision of charts. Web-based Exchange of Aeronautical Information 4.4 The meeting noted that the United States provided ATM/AIS/SAR/SG/15 with the information on the FAA’s modernisation efforts for the US National Airspace System (NAS) including support for aeronautical information exchange. ATM/AIS/SAR/SG/15 noted that the NAS Aeronautical Information Management Enterprise System (NAIMES) consisted of a number of systems and services that directly support the collection, validation, management and dissemination of aeronautical safety information. Within the NAS modernisation programme, the NAIMES vision was to continuously improve the safety and efficiency of the NAS as the provider of on-demand operational aeronautical information and services to customers.

Latitude and Longitude in NOTAM and ASHTAM 4.5 The United States provided information on the IAVWOPSG/1 meeting held in Bangkok, which noted that NOTAM and ASHTAM were considered an essential means to communicate information to pilots and dispatchers on pre-eruption, eruption, and ash clouds and recommended that these messages be made available to the World Area Forecast Centre for satellite broadcast. 4.6 Subsequently, it came to light that there was a discrepancy between Annex 15 – Aeronautical Information Services and Annex 3 – Meteorology in the manner in which the latitude and longitude was recorded. In the case of Annex 15, the degrees and minutes preceded the cardial point and there was no space between each referenced point, e.g.4700N01140E043 (the last three digits are the distance in NM if required). In Annex 3, the degree and minutes follow the cardinal point and have a space between each point e.g. N4230 E14048. 4.7 The meeting noted that a working paper was to be presented at the Second Meeting of the International Airways Volcano Watch Operations Group in Lima, Peru 26-30 September 2005 recommending that the Secretary bring into alignment the format for the use of Latitude and longitude between Annex 15 and Annex 3 for the purposes of clearly communicating information to pilots and dispatchers. Agenda Item 5: Review of the Implementation Status of ICAO Requirements in the AIS Field AIS Automation – NOTAM Processing The New Zealand Experience 5.1 New Zealand addressed issues relating to AIS Automation and NOTAM processing. The meeting noted that New Zealand had observed frequent occurrence of format errors in incoming NOTAM, and these errors precluded the full benefits of AIS automation from being achieved.

Frequency of Errors 5.2 New Zealand brought to the attention of the meeting eleven areas where the majority of format errors were occurring, and informed the meeting that approximately 55% of NOTAM received from foreign States failed automatic validation, therefore requiring manual processing. New Zealand urged States to ensure that all NOTAM conform to international format standards.

Resolving the Issues between States 5.3 The meeting was reminded that these longstanding issues remained unaddressed and that lack of attention to these matters was creating problems for some States that had invested in technology. The Chairman reminded the meeting that these forums provided the opportunity to communicate such problems and to resolve difficulties between the States.

Outcome of the Survey of the Quality System in AIS 5.4 The meeting noted that Paragraph 3.2.1 of the Annex 15 required each Contracting State to introduce the quality system as follows: 3.2.1 Each Contracting State shall take necessary measures to introduce a properly

organized quality system containing procedures, process and resources necessary to implement quality management at each function stage as outlined in 3.1.7 above (receiving, and/or originating, collating or assembling, editing, formatting, publishing, storing and distributing).

5.5 The meeting recognized that Paragraph 3.2.2 of Annex 15 further recommends that International Organization for Standardisation (ISO) 9000 series as follows: 3.2.2 Recommendation.− The quality system established in accordance with 3.2.1

should be in conformity with the International Organization for Standardization (ISO) 9000 series of quality assurance standards, and certified by an approved organization.

5.6 The meeting was informed that the Regional Office conducted a survey to establish how many States had introduced the quality system in accordance with Annex 15 and whether the established quality system was in accordance with the ISO 9000 series. Consequently, as of 8 March 2006, the Regional Office had received responses from 18 States, five of which had reported that the quality system was implemented in accordance with Annex 15 and the system fully met the ISO 9000 series. 5.7 Some States provided the meeting with updates to the outcome. Japan reminded the meeting of the upgrade to ISO9001 to the new standard ISO9001:2000 and observed that, as a result, the guidance material published in 2002 was now outdated. Japan suggested that States might submit helpful information relating to their implementation of ISO9001:2000 for the information of the next AITF. The updated survey result of the quality system as of 24 March 2006 is at Appendix A to this Report and will be presented to APANPIRG/17 for consideration via ATM/AIS/SAR/SG/16.

Survey for Current Status towards AIS Activities 5.8 Japan informed the meeting of the necessity of survey for current status to cover the other areas of AIS. The meeting noted that a previous survey in relation to AIS-related matters such as automation, Quality Systems and AIS database was conducted to investigate how the requirements in the regional Guidance Material for AIS Common Operation could be met. This survey also aimed to find out necessary supporting method if requested by any state having hardness to meet the Guidance Material.

The result of the AIS Automation Survey in Asia/Pacific Region (Refer to Appendix B to this Report) was reported to AATF/7. 5.9 It was suggested that an updated survey be carried out, particularly in relation to new Aeronautical Data requirements and electronic Terrain/Obstacle Data. The meeting considered the draft Survey on Aeronautical Information Services (AIS) in the Asia/Pacific Regions as Appendix C to this Report. Additionally, a draft Survey of Application of AIRAC System in Aeronautical Information Package (Refer to Appendix D to this Report) was also presented. 5.10 It was agreed that the inclusion of additional background material in each question of the draft Survey on Aeronautical Information Services (AIS) in the Asia/Pacific Regions could be a useful basis. The meeting thanked Japan for the work done in preparing the draft, and it was pointed out that gathering such data was important to States and to the Task Force. States will be requested to respond to Mr. Yasutoshi Okuno, Japan or Mr. Peter Hosbon, Australia. The Secretariat undertook to send out the survey once the finalized version had been developed. Completed Surveys should be submitted by States by the deadline indicated by the Regional Office, possibly one month prior to the next Task Force meeting. Agenda Item 6: Review of Air Navigation Deficiencies in the AIS Field 6.1 Australia provided the meeting with the details on deficiencies applicable to AIS that were reported at ATM/AIS/SAR/SG15. Deficiencies recorded in the APANPIRG List on Air Navigation Deficiencies in the ATM/AIS/SAR fields in the Asia Pacific Region included (Appendix C to Agenda Item 8 of ATM/AIS/SAR 15 refers). The relevant part of the list is reproduced as Appendix E to this Report.

a) Implementation of WGS-84; and

b) Implementation of ICAO format AIP. 6.2 The meeting agreed that the Task Force would maintain continuous watch on the following list of AIS-related potential deficiencies:

a) Implementation of Digital Terrain data;

b) Implementation of Digital aeronautical charts;

c) Implementation of AIS Quality Systems (including training of AIS staff);

d) AIRAC adherence; and

e) AIS Automation. Improvement Plan 6.3 Australia offered to lead a working group of the Task Force to draft an improvement plan for consideration at the next Task Force meeting. The plan may consider joint ventures/operations and solutions, an initial focus on primary international aerodromes, AIS automated solutions, peer review/audit, Key Performance Indicators (KPIs), ISO 9000 accreditation, staff training.

6.4 The meeting noted that Mr. Peter Hobson would be Australia’s representative. New Zealand supported the establishment of the working group and indicated a commitment to participate. Mr. Stu Douglas and Mr. Grant Rawstorn would participate from New Zealand. Fiji (Mr. Apenisa Nagatalevu), China (Ms. Yang Jing) and India (Mr. S.K. Saha) expressed an interest with the caveat that any commitment to participate would have to be considered after the meeting. Delegates raised no objection to Australia leading the task force working group. Agenda Item 7: Latest Developments in the AIS Field Requirements for Evolutionary AIS Automation 7.1 China presented the issues and requirements for the evolution of AIS Automation. It was noted that the competent AIS system should be able to provide the right information to the right user at the right time. Electronic data format 7.2 China reported that the electronic data format or models should be defined to facilitate data exchange between States. China would continue efforts to develop its AIS to meet data interface requirements under the guidance of ICAO. 7.3 The meeting agreed as follows:

States Intentions with Regard to the AICM/AIXM Model and Schema 7.4 The Chairman took the opportunity to ask a supplementary question about States’ intentions with regard to implementation of the AICM/AIXM model as presented to the AICM and AIXM Management Seminar on 20 - 21 March 2006. 7.5 Japan and New Zealand indicated the support for AICM/AIXM, and intention to adopt the schema in the near future. 7.6 Fiji indicated support of the schema in principle; however, asked that ICAO mandates a direction so that aviation authorities could make necessary decisions and States could make necessary financial provisions. 7.7 Vietnam expressed a desire to make progress in this area in the near future. 7.8 Australia agreed with Fiji and explained that one of the reasons for the forthcoming Global Congress was to present in greater detail compelling reasons why global data exchange standards and formats were important in the modern aviation world and the involvement of ICAO in this work is crucial.

7.9 The meeting was advised that the importance of the AICM/AIXM data and exchange model need to be communicated to ATM/AIS/SAR/SG.

Appropriate Methodology in AIS 7.10 India highlighted on points for a discussion to adopt appropriate methodology in AIS to meet the future requirements, and commenced with a brief historical background of AIS since 1947 and then the importance of AIS since implementation of RNAV. The role and importance of aeronautical information/data changed significantly with the implementation of area navigation (RNAV), required navigation performance (RNP) and airborne computer-based navigation systems. This has demanded in the improvisation of the objective of the aeronautical information service to ensure the flow of information/data along with accuracy as necessity for the safety, regularity and efficiency of international air navigation. Incorrect or erroneous aeronautical information/data can potentially affect the safety of air navigation. 7.11 The meeting recalled that the 12th Edition of Annex 15 contained new provisions on definitions, the vertical and temporal reference system, electronic terrain and obstacle data, aeronautical data quality requirements, inclusion of GNSS-related elements in aeronautical information and the Aeronautical Information Publication (AIP), etc. The 12th Edition of Annex 15 had called for standardization of each functional stage of the Aeronautical Information Service. Introduction and Standardization of properly organized Quality System containing procedures, processes and resources necessary to implement Quality Management at each functional stage has been mentioned as standards for the Contracting States. Further, it has been recommended that the Quality System, so established, should be ISO-9000 certified for Quality Assurance standards by an approved organization. 7.12 The new Chapter 10 of Annex 15 on Electronic Terrain and Obstacle Data was introduced wherein various segments of data specifications were also required to be inconformity with various ISO standard certifications. Considering the complexity of the required data in adoption by Contracting State, the availability has been projected till November 2010. 7.13 India informed the meeting that AICM and AIXM had been developed by EUROCONTROL, USA, etc, based on the ICAO requirements. The scope of the models goes beyond the strict ICAO Annex 15 requirements, by taking into consideration existing industry standards (such as ARINC 424) and emerging data needs. 7.14 The future requirement of AIS to be taken into consideration in steps as specified in existing Annex 15 standards and recommended practices or a direct switch over to AICM/AIXM models is considered more appropriate, as the existing investments shall be protected by a dedicated backwards compatibility model. In the existing/present scenario, it is desirable to ascertain and establish the methodology to be followed and/or adopted by Contracting States.

Status of AIS in India 7.15 The meeting recognized that there were four International NOTAM Offices (NOF centres) at Delhi, Kolkata, Mumbai and Chennai. In addition to these NOF centres, Central Headquarters (CHQ) of AAI has an AIS Unit for monitoring and to provide requisite guidance/ clarifications. AIS service is available at all the operational airports. 7.16 The NOF centres are integrated and they exchange NOTAM with various NOF centres of different countries for which the list is published in DOC-7383. Publication/control of Integrated Aeronautical Information Publication (AIP) is maintained by AIS Unit of AAI established at CHQ, except AIC, which is published by DGCA, India. AIP is available on their web site at www.aai.aero.

7.17 The meeting noted that Automatic Self Briefing System (ASBS) had been established at Delhi, Kolkata, Mumbai and Chennai ATS Reporting Offices. At Chennai, integrated Self Briefing bulletins containing NOTAM and MET charts were being issued to aircrews. At other three NOFs, the same services were under implementation. For the convenience of Flight Crews/ Aircraft operators, connectivity to Remote Briefing Terminals has been provided at certain locations. In addition, Pre-flight Information Bulletins are also published at these stations. 7.18 Clarification is desired that in order to meet the requirement of Quality Management System in AIS, it appears that ISO 9000 Series of Standardization will require all the 4 NOF centres and AIS Unit at CHQ to be standardized and certified by an approved organization.

AIS Enhancement Project in Japan 7.19 Japan presented the AIS Enhancement Project in Japan, detailing background and present activities relating to aeronautical information, and introducing Japan’s plans for introduction of AICM/AIXM, new quality management systems and the establishment of a new centralised AIS Centre. Japan reminded the meeting that the role of AIS in CNS/ATM development was described in the Global Air Navigation Plan for CNS/ATM Systems (Doc 9750), and informed that ICAO AIS/MAP Divisional Meeting (Montreal, March 1998) discussed AIS-related issues for the first time in 32 year. As a result of the discussion, 25 recommendations as shown in Appendix F to this Report were developed. The meeting thanked Japan for their comprehensive report and their continued advancement in the AIS field.

Evolution of China AIS Automation System 7.20 China advised the meeting that with the rapid development of information technology, China had made significant progress and improvements in the Aeronautical Information Service with an AIS automation system. Since 2002, CAAC has developed a new NOTAM processing system called CNMS (China NOTAM Management System) which was expanded its usages in the seven regional offices of the Air Traffic Management Bureau (ATMB) and 40 airports through out China in 2005. The meeting noted that a project of digital topographic map had been completed and will be introduced into the China AIS system. A collecting system had also been developed and deployed in seven regional offices of ATMB. 7.21 The meeting noted that functions and features of the CNMS included parser with template; high rate of automatic processing; powerful notice information, Narrow-route PIB with GIS component, User defined alerting, Pre-check mechanism, multilingual system (supports both Chinese and English), NOTAM X-line processing supported. The CNMS has a Web PIB subsystem which is built up based on the Internet technology. It provides PIB service through the INTRANET of CAAC. 7.22 The digital topographic map system has two scales of national topographic map. One is 1:1,000,000, the other is 1:250,000. The digital data for topographic map is stored in the spatial database. This system also adopts continuous GeoModel including all Geographical features which is also based on a powerful Spatial Database Engine. It provides flexible and easy query with convenient spatial analysis tools and powerful thematic map tool. This system is also able to provide map customized query and thematic map making. Airway segment data can be automatically computed. 7.23 ATMB has been doing its best in compliance with AIS standards established by ICAO and will make ceaseless efforts to bring AIS automation and AIS quality to a higher level to meet the increasing requirements for safety, regularity and efficiency of international and domestic flight operators and airspace users in China.

Agenda Item 8: Review of Euro OPADD (Operating Procedures for AIS Dynamic Data) Edition 2.0 and Determination of Update Requirements for Asia/Pacific OPADD

8.1 The meeting reviewed the Euro OPADD presented by Japan. The presentation contained updated information from EUROCONTROL regarding OPADD. The purpose of the presentation was to ask delegates to determine whether or not the EUROCONTROL Procedures are appropriate for use in the Asia/Pacific Region. The differences between EUROCONTROL OPADD and the current Asia/Pacific Region OPADD were tabled for consideration and the meeting was asked to review these differences. 8.2 The meeting noted the list of different points presented by Japan between the OPADD published by Eurocontrol (Edition 2.0, 2005) and Chapter 3 of the Guidance Manual for Aeronautical Information Services(AIS) in the Asia/Pacific Region (First Edition, 2002), which is the result of the preliminary analysis by the State. The meeting noted that there had been about 400 differences as presented by Japan. 8.3 New Zealand expressed the view that the Asia/Pacific Region should harmonise with the new European Region OPADD Edition 2 and that it seemed unnecessary to adopt different standards. Japan requested the meeting to review the extensive data on the CD distributed to the meeting. Japan was invited to present a paper of recommendations to the next Task Force, where the necessity for a different Regional standard would be considered. 8.4 States examined the Attachments to the paper, and Japan invited States to send any question to Mr. Yasutoshi Okuno, Japan, so that Japan would seek clarification to Eurocontrol. At the next AITF meeting, a Working Paper will be presented by Japan and detailed examination will be conducted by the meeting. Agenda Item 9: Review of the AITF Work Programme 9.1 The meeting noted the recommendations of the 11th Air Navigation Conference regarding adopting a common aeronautical information exchange model format (such as AICM/AIXM), but expressed concern at the apparent lack of recent progress in the implementation of international standards and complementary guidance material for these aeronautical data exchange protocols. It was noted that several States had expressed their intention to table those views at the forthcoming Madrid conference. 9.2 The Task Force advised that resolution of that key issue was necessary before much progress could be made towards meeting its Terms of Reference. Further, that the relevance of the AITF Terms of Reference in regard to developing unique regional guidance material for Static Data Procedures and the AIS Automation Plan and operation of data management systems may require further more detailed consideration given the emerging global nature of these activities. 9.3 The meeting was asked if there was any objection to the Task Force Working Group assessing regional differences in OPADD. Indonesia expressed that they had recently implemented a new NOTAM system, and they would support all the improvement as agreed at the Task Force. The Working Group will inspect the differences notified by Japan.

Agenda Item 10: Any other business Use of Phonetic Symbol for Significant Points 10.1 The Republic of Korea informed that they had introduced spoken phonetic alphabet for radiotelephony (RTF) of significant points in order to enhance aviation safety and minimise possible communication errors between pilot and controller caused by using different pronunciation. It was noted that ICAO had developed English Language Proficiency requirements that would be effective in March 2008, and that improved standard of phraseologies and pronunciation would greatly contribute to aviation safety. 10.2 The meeting noted that the Republic of Korea had published phonetic symbols for terminal fixes and waypoints for arrival and departure procedures at Incheon International Airport in the AIP as shown in Appendix G to this Report. Audio files would also be available from the AIS website in the near future and these will enable pilots and ATC to gain greater proficiency at pronunciation. 10.3 The delegates were invited to review the use of standard phonetic symbols for significant points as introduced by Republic of Korea. The Chairman asked if the trial had been a success. The Delegate from Republic of Korea responded that feedback received to date had been positive and that the trial was considered a success. Global AIS Congress 10.4 Australia advised that ICAO and Eurocontrol, in cooperation with the Government of Spain and representatives from Australia, Canada, China, Japan, South Africa and the United States were organizing the Global Aeronautical Information Service (AIS) Congress to be held in the Auditorium of the Congress Centre “Palacio Municipal de Congresos” in Madrid, Spain, from 27-29 June 2006. Regional Director of ICAO Europe and North Atlantic Office had invited all Administrations to arrange attendance at the Congress. The participation of the Heads of AIS of all ICAO Contracting States was particularly sought. There is no charge for attending the Congress.

Objectives of the Congress 10.5 The meeting was informed that the Congress would be organized in recognition of the critical role that aeronautical information will play in the future ICAO Air Traffic Management (ATM) Operational Concept. The future requirements for integrity of flight critical data and the future scope of aeronautical information required by ATM to ensure interoperability will be more demanding than AIS currently provides. 10.6 The objective of the Congress is to bring together originators, processors, publishers, regulators, System designers, service providers and end-users that collectively make up the global AIS family. Drawing on collective experiences, requirements and needs, the Congress will:

a) consider the essential role of AIS; b) identify key drivers for change;

c) explore what must be done to ensure that aeronautical information of the right

scope and quality is made available;

d) at a strategic level, review emerging technologies that will facilitate change in a practical and affordable manner; and

e) outline a roadmap for the global evolution of aeronautical information. 10.7 The meeting also noted that there would be an associated exhibition where industry will be invited to exhibit technology, products and services to demonstrate that change is feasible and available today.

The meeting was informed that the web site also contained details of the draft agenda for the Congress.

Conclusion 10.9 The meeting also noted that the Global AIS Congress would be an important event for members of the AIS family. ICAO had set the challenge by its adoption of the Global ATM Operational Concept which calls for a significantly enhanced level of performance from AIS. It will be the task of the Congress to identify a way forward for AIS, through ICAO. 10.10 The meeting considered what information could be forwarded from the Task Force to the Global Congress. The meeting was advised that States could elect to raise matters discussed at the Task Force; however the Task Force was not able to make recommendations to the AIS Congress.

Report on AIS-related Issues 10.11 Japan informed the meeting of problems which relate to current AIS in Japan, especially in NOTAM. In NOTAM issued by Japan, the following were different from the Asia/Pacific Operating Procedures for AIS Dynamic Data (OPADD):

a) Six characters are used in Item A; b) RJTD (Japan Civil Aviation Bureau) is used in Item A when NOTAM of

temporary setting of the ceiling and visibility minima of airport is issued;

c) “/” is allowed to be used in Item D;

d) NOTAM issues by dividing into two messages with different NOTAM numbers when NOATM exceeds 2100 characters; and

e) TWY-CLSD NOTAM is not issued internationally.

10.12 New Zealand noted the difference between regional practice and European practice, and considered that this was occurring because of the lack of a common global standard. Malaysia and India also noted differences.

Revised ATS Route Designators for the Bay of Bengal Area 10.13 The meeting noted that States concerned had agreed with the implementation of the Revised ATS Route Structure – Europe, the Middle East and Asia South of the Himalayas (EMARSSH) routes, and most of the EMARSSH routes were implemented on 28 November 2002. The proposal for amendment of the Basic Air Navigation Plan (APAC 05/17-ATS) was submitted to ICAO headquarters on 4 July 2005 to update the plan. Subsequently, the headquarters advised the Regional Office that some of

the ATS route designators with suffixes of N, E, S, W and A were not compliant with Appendix 1 of Annex 11 – Air Traffic Services and should be changed after coordinating with the States concerned. 10.14 The Regional Office had been coordinating with India and Pakistan to change the route designators, and India, Pakistan and ICAO had agreed to new route designators as follows:

Agenda Item 11: Date and venue for the next meeting 11.1 The meeting agreed on the future work programme of the Task Force as follows: AITF/2 Three days in March − April 2007 Bangkok, Thailand 12. Closing of the Meeting 12.1 Mr. Harano noted that this meeting counted as many as 71 delegates. In spite of the large number, the meeting was conducted very smoothly because the core members prepared well in advance. He mentioned that the core team started the preparation in November 2005. Mr. Harano thanked the core members for the preparation of the meeting and drafting the report, and all the participants for their contribution to the meeting. 12.2 Mr. Hobson thanked all the participants for their attendance and interest. The meeting had learnt what AICM/AIXM was at the seminar and discussed at the Task Force meeting the other contemporary AIS-related matters that were important to States in the region. He thanked the Regional Office for providing facilities and the secretariat work. He thanked all the presenters and especially Dr. Brett Brunk for his instruction of AICM/AIXM. He thanked Japan for their working tirelessly for the momentum for the Task Force.

DRAFT SURVEY ON AERONAUTICAL INFORMATION SERVICES (AIS)

IN THE ASIA/PACIFIC REGION PRESENTED BY JAPAN Introduction: The purpose of this survey on Aeronautical Information Services in the Asia/Pacific Regions understands of the status of following ICAO SARPs, introduction of quality management system, automation of dynamic data, automation of static data and corresponding to electronic terrain and obstacle data in each state in region. The definition of the dynamic data in this survey: The data usually designated by the term ‘Dynamic Data’ is the data conveyed by the means of NOTAM, SNOWTAM, ASHTAM, Checklists received or coherence messages.

The list of static data which might be used for NOTAM processing is contained in Appendix C, Figure C-2, of ICAO Doc 8126. Elements of this list will also be used for NOTAM Creation, as well as for ASHTAM and SNOWTAM. The definition of the static data in this survey:

The data usually designated by the term ‘Static Data’ is the Data known to the aviation world and documented in publications like AIP, e.g. FIR(s), Aerodromes, Navaids, Areas, Maps, Rules, Subjects to which a NOTAM may be related and other aeronautical information like AIC etc. and, Data required to enable NOTAM creation and processing, e.g. reference lists, standard routes, distribution files, selection criteria, association criteria etc.
