1. EIGHTH SESSION

The eighth session of the Intergovernmental Committee will be held in Baku, Azerbaijan, from Monday 2 to Saturday 7 December 2013 at the JW MARRIOTT, Absheron, Baku:

The Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage consists of 24 representatives from the States Parties to the Convention for the Safeguarding of the Intangible Cultural Heritage, elected by the General Assembly of States Parties to the Convention.

The current composition of the Committee is: (Group I) Belgium, Greece, Spain, (Group II) Albania, Azerbaijan, Czech Republic, Latvia, (Group III) Brazil, Grenada, Nicaragua, Peru, Uruguay, (Group IV) China, Indonesia, Japan, Kyrgyzstan, (Group V(a)) Burkina Faso, Madagascar, Namibia, Nigeria, Uganda (Group V(b)) Egypt, Morocco, Tunisia.

The elected Members (decision 7.COM 18) of the Bureau of the eight session of the Committee are:

3. REGISTRATION

All delegates, observers and those who wish to attend the eighth session of the Committee are strongly advised to register as soon as possible and no later than 15 November 2013. This will provide the session organizers with sufficient time to process information and prevent any inconvenience to participants. Please register on line on the website of the Convention at: http://www.unesco.org/culture/ich/en/8COM/.

It is of the utmost importance that registered participants inform the Intangible Cultural Heritage Section of any subsequent changes made to their travel arrangements. This will help ensure that logistical arrangements are carried out smoothly.

4. ACCOMODATION

For the convenience of the participants in the meeting, the organizers have set agreements with the JW Marriott Absheron Baku, which is at the same time the meeting place of the Committee, and a number of other hotels for the duration of the meeting. Shuttle services will be provided to participants only to and from these hotels. Special rates have been negotiated for meeting participants. To book a room at one of these hotels, participants must first complete their registration (Annex A).

Meeting participants are responsible for booking their own hotel room and for covering all costs incurred during their stay. Usually a credit card number will be required by hotels to reserve a room. Please read carefully the terms and conditions and fill the form in Annex B (Hotel reservation and excursion registration form).

5. PASSPORT, VISA AND OTHER TRAVEL INFORMATION

5.1 Passport Regulations

All international visitors must have a passport that is valid for at least 6 (six) months from the day of their arrival in Azerbaijan.

Arrival to and departure from Republic of Azerbaijan is exercised under one of the following documents:

National Passport

Diplomatic Passport

Service Passport

5.2 Visas

All participants must check entry requirements to Azerbaijan in accordance with the nationality and the type of passport they hold with the nearest consulate or the diplomatic mission of Azerbaijan. If necessary, visa must be obtained in advance.

For most citizens of the CIS countries the visa to Azerbaijan is not required.

For all enquiries concerning visas and other formalities required to enter the Republic of Azerbaijan, participants are requested to contact directly the consulate or the diplomatic mission of Azerbaijan in their own country. Only if there is no Azerbaijani embassy in respective country/city, the visa will be provided upon participant’s arrival at Baku Heydar Aliyev International Airport. In this regard, the participant is required to submit a recent passport-sized

color photograph, a copy of the passport as well as arrival and departure dates until 20th of October to the contact person Mr Bahruz Asgarov, email [email protected]; Tel: +99412 498 01 12.

The applicants who apply for visa at the embassy need two passport photos and a completed application form. Certain embassies demand either a letter of support from a travel agency or a hotel booking confirmation. Transit visas, usually valid for 72 hours, are issued to those with an onward ticket to a third country in the region.

Single and double-entry visas are usually issued in five days. Business and multi-entry visas require official invitation letters and referral to Baku, so generally take longer. Visa fees applied to foreign nationals are equal to the fees applied to Azerbaijan nationals. Fees generally need to be paid into a local bank (often a fair distance away), so don’t apply late in the day. Fees by country are listed here.

Nationals of the below listed countries are free from visa fees:

1. Holders of Turkish ordinary passports.

When issued at diplomatic missions or consulates;

2. Holders of ordinary Japanese passports receive 30-day free visa.

3. Holders of ordinary passports of the Islamic Republic of Pakistan receive 15-day free visa

Travelers are requested to verify, upon issuance, three essential elements of the granted visa:

authorized period of stay

dates of validity of the visa (date before which it is not possible to enter the territory of Azerbaijan and release date, beyond which the traveler will be in an irregular situation). A valid visa is required to leave the territory of Azerbaijan. If the visa expires before the departure of the country, payment of a fine will be required before the issuance of exit permits. The latter is valid for 48 hours after delivery and only issued by the State Migration Service.

5.3 Visa Assistance

All the embassies and consulates of the Republic of Azerbaijan have been instructed to assist the Committee participants in getting visa. Only if there is no Azerbaijani embassy in respective country/city, the visa will be provided upon participant’s arrival at Baku Heydar Aliyev International Airport. In this case, the participant is required to submit a recent passport-sized color photograph as well as arrival and departure dates until 20th of October to the contact person Mr Bahruz Asgarov, email [email protected]; Tel: +99412 498 01 12.

5.4 Transit Visa for other countries

If you travel to Azerbaijan via another country, or if you are planning to stopover elsewhere, you must familiarize yourself with the entry requirements of those countries. Please check with your travel consultant about the need for transit visas for all countries you may be travelling through on your way to or from Azerbaijan. The host organizers of the 8th session of the Committee are not responsible for facilitating transit visas for any countries other than Azerbaijan.

5.5 Medical Insurances and Services

A first-aid service will be provided for participants at the meeting venue and all the recommended hotels by the Local Organizing Committee. All other medical services will not be covered. Participants are expected to assume the costs of any medical treatment that they

might receive while in Baku. It is strongly recommended that medical insurance be purchased in your home country to cover you in Azerbaijan as well as any other destinations on your journey.

Basic modern medical care and medicines are available in several hospitals and clinics in Baku offering a wide range of medical services. Pharmacies are common throughout Baku and carry a wide range of medicine. Prescriptions are normally required. Payment at all medical facilities is due at the time of service.

5.6 Getting to and departing from Baku/Azerbaijan (source: http://www.airport.az)

Baku Heydar Aliyev International Airport is one of the five international airports serving in Azerbaijan. The airport is located 20 km northeast of the capital Baku and is linked to the city by two modern highways commissioned in 2008 and 2009. Baku Heydar Aliyev International Airport complies with international requirements. Due to its favorable geographical location, it has become a first-choice regional airport for transfer flights between East and West, North and South.

To assist participants attending the 8th session of the Committee, a clearly indicated airport welcome desk will be set up at Baku Heydar Aliyev International Airport from 29 November to 10 December 2013.

To facilitate airport transportation arrangements, participants’ expected date and time of arrival in Baku and flight details should be communicated as soon as possible to the addresses specified in the Hotel reservation and excursion registration form (Annex B). Any subsequent changes should be similarly communicated.

It is requested that the confirmed flight details of all participants, especially participating Heads of State/Government and ministerial-level Heads of Delegations, be provided, at least 10 working days in advance of the Meeting to the addresses specified in the Hotel reservation and excursion registration form (Annex B).

The National Organizing Committee will provide shuttle transportation for participants from the airport to the officially designated hotels, as well as from the officially designated hotels to JW Marriott Absheron Baku, the place of meeting. For this purpose, kindly inform the National Organizing Committee regarding the arrival and departure schedules of each member of your delegation at least 10 working days prior to arrival in Baku.

Participants not staying at the officially designated hotels will be responsible for arranging their own transportation to and from the airport, as well as between their respective hotels and JW Marriott Absheron Baku, the place of meeting.

6. THE MEETING

6.1 Meeting Venue

6.2 Getting to the Meeting Venue

Hotels that are recommended for the meeting are within a 5 to 20 minute drive to the JW Marriott Absheron Baku. Please find the list of hotels together with negotiated rates for the Committee meeting in Annex C, page 19.

Free shuttle services between the meeting place and only the recommended hotels will be provided.

Participants not staying at the officially designated hotels will be responsible for arranging their own transportation between their respective hotels and JW Marriott Absheron Baku.

6.3 Meeting Check-in Desk and help desk

The meeting check-in desk will be set up in the JW Marriott Absheron Baku from 8 am to 8 pm from 1 to 4 December 2013. Every participant must register prior to the beginning of the 8th session of the Committee on the following webpage www.unesco.org/culture/ich/en/8COM. An information package regarding the meeting will be available at that time.

6.4 Security badges

Badges (without a photo) will be presented to the participants at their hotels. Participants who will not stay in the recommended hotels should get their badges at the meeting venue.

6.5 Participants’ lounge

Nardaran room in the JW Marriott Absheron Baku will serve as participants’ lounge and a number of computers with Internet access and printing facilities will be provided. Technical staff will be on site to assist participants.

6.6 Meal breaks

During the meeting, lunch will be generously offered by the Host country to all participants in a restaurant located at a five minutes’ drive from the meeting place. A continued coffee service will also be available to the participants at the JW Marriott Absheron Hotel.

Baku offers a wide range of options to meet different tastes and budget. In general, the restaurants are open from Monday to Sunday until midnight.

7.1 Introduction to Azerbaijan

The Republic of Azerbaijan is the largest country in the Caucasus region located at the crossroads of Western Asia and Eastern Europe. It is bounded by the Caspian Sea to the east, Russia to the north, Georgia to the northwest, Armenia to the west and Iran to the south, covering an area of 86,600 km2 with a population of 9,356,500.

Very often called the “Land of Fires”, Azerbaijan is a miraculous country with its rich natural resources, history, material and cultural monuments, literature, arts and music heritage and people, whose lifestyle is just a unique and harmonious combination of the traditions and ceremonies of many different cultures and civilizations. From time immemorial the caravan routes of the Silk Road invariably crossed Azerbaijan. It served as the “gate” between mysterious faraway China and rich Europe.

The word “Azerbaijan” originates from the name of an ancient Turkic tribe, who resided in these lands. Azerbaijan is one of the most ancient sites of human civilization. People have been present here at every stage of history, leaving a wide range of ancient archeological and architectural sites and monuments, which belong to different periods of history. Ones of the most prominent monuments of Azerbaijan, the Walled City of Baku and Gobustan Rock Art Cultural Landscape, have been both included in the UNESCO World Heritage List.

The features of historical development of Azerbaijan, its geographical location and numerous local ethnic communities have led to the co-existence of different religions here. During different periods of history, people in Azerbaijan have professed idolatry, Zoroastrianism, Judaism, Christianity, Islam and other faiths, mutual influence of which has shaped the peculiarity of the religious environment in the country today. Even if Islam remains dominant religion among local population, Judaism and Christianity are still professed by many people.

Wonderful nature, climate, natural resources of the country produced a significant impact on artistic thinking and creativity of Azerbaijani people. The existing different types of folk arts represent a unity and enable us to get the full idea of the intangible heritage of Azerbaijan. The living heritage of Azerbaijan is multi-coloured, complete and rich, just like its natural resources. It is linked to the daily life of people and occupies a very special place in their lives.

Enriching world musical culture with its rare pearls, the music of Azerbaijan has centuries-old traditions. Creators of folk music, mugham players, Ashiq story-tellers and performers on folk instruments handed over these traditions to generations and have had a great impact on the development of culture in Azerbaijan. Azerbaijan is also home the first opera in the East – “Leyli ve Mejnun”, composed in 1908 by the famous Azerbaijani composer Uzeyir Hajibeyli.

Carpet weaving in Azerbaijan has always been one of the most important national crafts, and has achieved to the status of high professionalism. Guba, Shamakhi, Baku, Ganja and Karabakh are still considered to be the main centres of carpet weaving. The Azerbaijani carpets have a reputation on a global scale, even the artists of the Renaissance depicted them on their canvases. As handmade carpets of pure wool and natural dyes with hundreds colours in complex ornaments have been very expensive, traditionally, every Azerbaijani family used to

put its carpets in sight: they are laid on the floor, hung on the wall, given as a dowry and handed over to children in the family.

Imprinted in the daily life of local people, intangible heritage of Azerbaijan is of particular importance for its society, proud of having five elements inscribed on the Representative List of the Intangible Cultural Heritage of Humanity (Azerbaijani Mugham, Novruz, Art of Azerbaijani Ashiq, Traditional art of Azerbaijani carpet weaving and Craftsmanship and performance art of the Tar).

7.2 Introduction to Baku

Baku is the capital and largest city of Azerbaijan, as well as the largest city on the Caspian Sea and of the Caucasus region. It is located on the southern shore of the Absheron Peninsula, which projects into the Caspian Sea. Built on a site inhabited since the Palaeolithic period, the Walled City of Baku reveals evidence of Zoroastrian, Sasanian, Arabic, Persian, Shirvani, Ottoman, and Russian presence in cultural continuity. The city consists of two principal parts: the downtown and the old Inner City (Icheri Sheher). In December 2000, the Old City of Baku, including the Palace of the Shirvanshahs and Maiden Tower, was inscribed on the World Heritage List of UNESCO. Baku's population at the beginning of 2009 was estimated at over two million people.

The city is the scientific, cultural and industrial center of Azerbaijan. Baku is rapidly becoming a tourist city with a rich infrastructure of recreation and entertainment. It is a lively and very interesting city, where life does not stop even at night. Over the last decade Baku has greatly changed: new multi-storey buildings of shopping centres, hotels and banks harmonize very well with the old buildings. 7.3 Climate and Weather

The climate of Azerbaijan is unique as it presents line of the Earth's eleven climatic zones. Azerbaijan is situated on northern extremity of the subtropical zone in the south-eastern Caucasus. Its climatic diversity is caused by the complex geographical location and landscape and the proximity of the Caspian Sea. The climate varies considerably from east to west - in the western mountains, the weather is drier and more extreme. The eastern part of Azerbaijan, near the Caspian Sea, has relatively moderate climate.

Baku has a subtropical semi-arid climate with warm and dry summers, cool and occasionally wet winters, and strong winds all year long. However, unlike many other cities with this climate, Baku does not see extremely hot summers. This is largely because of its northerly latitude and the fact that it is located on a peninsula on the shore of the Caspian Sea. At the same time Baku is noted as a very windy city throughout the year, and gale-force winds, the cold northern wind khazri and the warm southern wind gilavar are typical here in all seasons. The daily temperature in July and August averages 26.4 °C (79.5 °F), and there is very little rainfall during the summer season. Winter is cool and occasionally wet, with the daily temperature averages 4.3 °C (39.7 °F). The average temperature in December varies 9.7 °C (49.5 °F).

7.4 Currency and Exchange

The Azerbaijani New Manat (AZN) is the currency of Azerbaijan. It is subdivided into 100 qepiks (cents). Banknotes in circulation are 1, 5, 10, 20, 50 and 100 manat. Coins in circulation are 1, 3, 5, 10, 20 and 50 qepiks. ATMs are common throughout Baku.

Most accept foreign credit cards (preferably Visa and Mastercard) and many allow withdrawals in both AZN and US dollars. Rates are good for US dollars and pretty competitive for Euros and are roughly equal to: 1€ = 1.03 AZN, 1$ = 0.78 AZN. Some exchanges open late into the evening while most banks close up by 4 pm. The import of foreign currencies must be declared and their export is limited to the amount declared upon arrival in the country.

7.5 Public transportation in Baku

By taxi New taxi cabs have been recently introduced in Baku, and travel fees are 0.70 AZN per km. A taxi costs 4-10 AZN for trips within the center of Baku. A transfer from the Heydar Aliyev International Airport to the city center will cost 20-25 AZN.

By bus/minibus Buses and minibuses cost 0.20 AZN per person and can take you to almost any place within Baku. Destinations are usually posted on the front and the right side of the bus.

By metro The metro goes many places throughout Baku and it costs only 0.20 AZN. It is the least expensive way to get around Baku besides walking. You must obtain a Bakı Metropiliten Kart and load it like a normal metro pass. The metro workers will be more than happy to help if spoken to in either Azeri or Russian, and some may understand English.

Be careful when changing trains at the transit stations (28 May and Jafar Jabbarli) as the passage is not easy to find.

On foot It is possible to get around Fountain Square, the Boulevard, and the old city by foot.

7.7 Telephone Service

Mobile coverage is extensive throughout the capital and major cities, but pretty much non-existent in the remote mountainous parts of the country. Roaming agreements are in place with most international cellular companies. You can easily buy a local cell phone number (upon presentation of passport) and credits at local specialized shops (Azercell, NarMobile, Bakcell) and supermarkets.

To make a telephone call from Azerbaijan abroad using the land line or mobile phone, dial: 00, then the country code, the city code and finally the telephone number of the person.

To call a land line in Azerbaijan from abroad, dial 00, followed by the country code (994), the town code (without 0), then the local number.

In Azerbaijan, you can call the police by dialing 102, the firemen by dialing 101 and medical emergency services at 103.

7.9 Tips

In established restaurants, bars, hotels and taxis, a 5-10% service charge is usually added to the bill - though feel free to tip more than this for exceptional service. At restaurants where a service charge isn’t included, 10% is the acceptable gratuity. Although tipping at other places isn't mandatory it will be well received, and setting aside a small amount for porters, guides and drivers is also a good idea.

7.10 Electricity Supply

The voltage is 220 V. and plugs are of a two-pin design, therefore an adaptor is necessary.

7.11 Drinking Water

It is not recommended to drink tap water. Bottles of mineral water are widely available in shops and hotels.

7.12 Smoking Regulations

It is illegal to smoke in public transportation, at swimming pools, theatres, shows, as well as in some restaurants, cafes, cafeterias, clubs and places of worship. In restaurants and bars, smoking is allowed in specially marked areas.

7.13 Time Zone

From 31 March to 27 October 2013, Baku is 5 hours ahead of Greenwich Mean Time (GMT +5, Azerbaijan Summer Time AZST).

From 27 October 2013 to 30 March 2014, Baku is 4 hours ahead (GMT +4, Azerbaijan Time AZT).

8. MEDIA

8.1 Media Center

A Media Center will be provided as a work space for the media to cover the 8th session of the Committee and will be located in the Amburan Room at the JW Marriott Absheron Baku. Press will also have access to the Internet and a fax machine.

8.2 Press Conference Room

All press conferences will take place in the Amburan Room at the JW Marriott Absheron Baku. Only appointed and accredited media will be able to access the room. The final schedule outlining press events will be available upon registration.

As a registered participant, you are cordially invited to attend the receptions and events that will be held during the 8th session of the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage. On Sunday 8 December 2013, the Azerbaijani authorities will propose a cultural programme and optional excursion routes. The tours will comprise below-mentioned routes:
