Tiny pygmie leaf chameleon!

CHAMELEONS PART 2

I think our chameleon friends deserve another mention. To date 134 species have been identified, of which almost half occur in Madagascar but Africa is also been blessed to have some of these very unique creatures.

These truly amazing species are the only group of lizards that have pincer feet, also termed zygodactyl, which enables the chameleon to efficiently grip branches. In addition these reptiles also use their prehensile tails for balancing and gripping, therefore making them ideally suited for arboreal living.

Apart from a strong grip on anything that crosses its path, the chameleon is able to catch its prey with a tongue that may extent one to one and a half times its body length. It shoots out like an arrow, with a tip that is sticky and “glues” the prey to the tongue in order to reel it in and munch on a well deserved lunch.

Then off course there are the eyes, very distinct and unusual. The upper and lower eyelids are fused, leaving only a small opening for the pupil to see through. The eyes rotate 360 degrees and both left and right focus independently of one another, seeing past, present and future, two at a time. When prey is located, all eyes focus on the juicy lunch with sharp vision and great depth perception, improving accuracy for catching prey. Small insects can be observed from 5 – 10 m away.

Okay, so what about sound and smell? Well just like snakes, chameleons have no ear opening, middle ear or eardrum. Are they deaf, you ask? No, the experts claim they can detect sound frequencies within a 200-600Hz range. There appears to be no consensus about smell, however.

Many chameleon species are under threat of extinction, mostly due to habitat destruction and pollution. So please think twice before cutting down that tree in

your garden, it may just be a chameleon abode!

Pieter Colyn, as you have seen on numerous occasions on 50/50, our

environmental friend!

We are very grateful for Pieter for his precise and comprehensive

explanations, and are excitedly awaiting the new Transfer Station! Vaaloewer is gonna get a face-lift!

UPDATE ON THE TRANSFER STATION!

Pieter informed us that the licence application for the Transfer Station for

Vaaloewer has now been split into 2 applications, one for the Transfer Station

and the other for the Rehabilitation of the existing dump site and soccer field

area.

Some residents were concerned that the existing manner of disposing of refuse

would change, but they were assured that the normal municipal service schedule

will be maintained. Over the weekends, residents will be able to deliver their

garden refuse etc to the transfer station. Refuse will be placed into bins on the

site.

There were also doubts as to whether the facility would be big enough to handle

all the local refuse, but Pieter explained that the transfer station will be able to

handle between 25 – 30 tons per day, more than enough for Vaaloewer and the

surrounding areas.

Pieter also told us about the application for the rehabilitation of the existing

dump site, which is up to 2 meters in depth. Here he explained that all the loose

rubble currently lying in the dump will be removed, the hole filled with soil, then

compacted, leaving a slightly higher level. This will ensure that after the soil has

settled, there will not be indentation where water can accumulate.

Natural grasses and indigenous trees will be planted, so that the area will return

to its normal condition and the houses nearby will have a better outlook.

VOLUNTEERS NEEDED TO PATROL - VAALOEWER

As a result of the influx of many unemployed foreigners in Vaaloewer and the upcoming

festive season I feel we should start patrolling in an orderly way at night in order to

prevent crime, which is most prevalent between 12 midnight and 3H00.

If you live in Vaaloewer, King Fisher, Tranquility paradise, Tuscany villas, Goosebay Boat

Club or Diamond Cove we invite you to join us on 16 November 19H00 at the gate

entrance offices so that we can work out a schedule with 2 buddies in 1 vehicle –

equipped with spotlight and radio. Your ideas welcome!

WHAT’S HAPPENING IN VAALOEWER

Vaaloewer sports club!

The sports club now meets every Tuesday at 18:30 at the

town hall.

Join them for badminton/darts and table tennis. They are

looking at pool competitions as well, to be played at Candies

on their newly covered pool table.

The renovation of the hall has started and hopefully it will be

in a presentable condition by end of November.

VAALOEWER MAINTENANCE SERVICES (“VMS”)

We are all grateful for the much needed rain we have received and hope that we will have a good rainy season this year. Our thanks go to Paul Foulkes for the very professional irrigation he has installed in front of the guard house and our last project for the year will be to grass this area. Thanks to Boet Landman for installing the top bed irrigation system. The only irrigation that we need to look at is the rockery on the right hand side and the fountain these will be a project for next year. An enormous thank you must go to Penny Ludorf for her financial contribution towards painting the palisade fences and paying Moses’ wages while this project was on the go. Thanks to Leon van der Walt for his paint contribution. During the recent storms some trees were uprooted and our thanks go to Gallie and Boet for being chain saw lumberjacks and chopping them up so that they can be removed.

We would like to mulch the beds to conserve water but mulch is very expensive. If anyone has contacts to get mulch donated or at a reduced rate please contact Diane.

Often wondered what you really pay for at the petrol pump?

Spare a thought for the executor of your estate. He collects final or outstanding income tax, capital gains tax (CGT) and

estate duty. Administering your estate is just something that he also needs to do in order to pay outstanding debts, taxes

and pass the balance of the fruits of your labour to your beneficiaries.

If you were asked about the composition of the petrol price you may not be able to tell, but you know that there are taxes

and levies built into the price and it just keeps going up. If you were asked about capital gains tax you may have a good idea,

but do you know the position in the event of death?

When a person dies, that person is deemed to have disposed of all of his assets to his deceased estate the day before he

died, at the market value of those assets as at the time of his death. Let us consider a couple of scenarios as regards the

holiday home at Plettenberg Bay.

In my previous insert I focused on a primary residence that qualifies for the relevant CGT exclusion. The example was also

based on a property acquired after 1 October 2001 and I encouraged you to make sure that you have all the transaction

details on a dedicated file that contained the base cost of the property. Let us now look at a situation where you purchased

the Plett property before 1 October 2001 and you did not have it valued as at that date. The base cost for purposes of the

deemed disposal as at date of death will now be reckoned at 20% of the “proceeds” of Plett as at date of death. Let us say

that the market value of Plett was R 3.5m, then the base cost will equate to R 700,000. This implies a capital gain of R 2.8m.

Ignoring other assets and exclusions the CGT calculation will be as follows:

Capital gain R 2,800,000 Deduct annual exclusion (at death) -R 300,000 Dutiable amount R 2,500,000 CGT at 13.3% on R 2.5m R 332,500 There is also the “time-apportioned base cost” formula that can be used. I have also assumed that Plett is registered in the

name of a natural person.

If you bequeath Plett to your spouse then the roll-over principle will apply. This simply means that the gain is not taxed in

the estate, but is rolled-over (carried forward) to a future tax year when the surviving spouse may dispose of the property

or at the latest, upon her death.

This is just a basic example to illustrate the importance of keeping good records and taking taxes into account when you

review your will. Estate duty is another topic!

VAALOEWER WATER QUALITY

It is this time of the year again, it’s getting warmer and everyone is getting the holiday spirit. We are all looking forward to the summer months because they are the best in South-Africa, although it brings some challenges regarding the water purification and supply at Vaaloewer. Vaaloewer have unfortunately missed out on Blue Drop status yet again this year due to a data capturing error that reflected wrong values on the BDS system. The Department of Water Affairs penalized us for this mistake resulting in the finale score to be below the required score. The Municipality is in negotiations with the Rand Water Laboratory responsible for the water quality tests and results, to automatically forward the results onto the BDS system which will eliminate the human capturing factor. The Department of Water Affairs visited the purification plant and was very satisfied with the facilities and processes. With the warm weather come the problems with organic growth in the Vaal River which in return provide us with challenges in the supply network. Last year this time we had to take extreme measures to control the SPC count in the water which resulted in long interruptions of supply to the community. This year we have installed a new chlorine plant to ensure the free chlorine count in the water is sufficient to keep the SPC count within limits. We will also scour the network more regularly to remove stagnant water from the system. Please contact us immediately if you experience any water quality or supply problems.

WHEN THE BANK WON’T HELP

For those of us who were marketing in 1996, when interest rates soared to 26%, alternatives to the usual bank loan were

sought. At that time, many sales were done in terms of the sale of property by Instalment Sale. Section 4 to 25 of the

Alienation of Land Act applies to these kinds of sales.

In essence the following are features of such a sale:

The purchase price is paid to the seller in instalments, over a period more than 13 months but less than 5 years

The deposit is negotiable, as well as either regular, or balloon payments, whichever is agreed upon in the Deed of Sale Agreement.

Instalments will usually at least cover the seller’s bond repayments

The instalment sale agreement must be recorded against the Title Deed in the Deeds Office within 90 days of signature of the agreement. The reason for this is twofold: Further bonds cannot be taken out over the property, nor can the seller sell the property without the buyer’s consent.

Payments to the seller can only be made by the attorney after this recordal in the Deeds Office

Transfer duty to SARS is payable within 6 months of signature of the agreement.

Should the purchaser default, as recorded in the agreement, specific payments made by him can be forfeited as damages and the property will revert to the seller.

The situation becomes very complicated since we now have the National Credit Act to contend with, and I would be very interested to have an attorneys input on this matter.
