CV OF PROFESSOR JAMILAH ARIFFIN

Jamilah Ariffin was born in Kuala Kangsar, Perak and spent her childhood days in Tapah, Perak. Fromthe tender age of 7, she was already a keen sports girl, representing her school in almost all sports -sprinting, long-jump, high-jump, netball and hockey. Eventually she became a member of the prestigiousPerak combined schools hockey team. Her biggest achievement in sports was to be selected as one ofthe players for Perak state women's hockey team in 1966.

Equally active in co-curricular activities, Jamilah was an ardent Brownie and Girl Guideand an eloquent debator, earning herself the award for being Best Debator in school.Academically, she also excelled in her studies and deservingly earned the title of "BestAll-Round Student" and thus was popularly elected as Head Girl Prefect in a co-educational school comprising male students. For the Senior Cambridge level examresults, she was one of the top Malay students in Malaysia and consequently wasawarded the coveted Colombo Plan Scholarship to study in Australia. lt was whiledoing her undergraduate studies at La Trobe University in Melbourne, Australia, that

Aschootstudentat she met her future husband, Dato'Haji Abdul Ghani Othman (now the 14th Chiefthe age of 17 Minister of Johor).

At her Honours year in the Department of Sociology, University of Queensland, Australia, she was the topstudent in her class and graded as achieving First Class Honours. She came back to Malaysia after herMaster's degree at the University of Queensland and started working as a university lecturer butcontinued with her Doctorate on a part-time basis. She achieved her PhD in Development Studies in1985.

ln her academic tenure, Jamilah has served at four local universities inMalaysia since 1975, first as a lecturer at Universiti Pertanian Malaysia (nowUniversiti Putra Malaysia); followed by Universiti Kebangsaan Malaysia in theEconomics Faculty. ln '1994 she was promoted as a full Professor at UniversitiMalaya at the Faculty of Economics and Administration" When her husband(Dato'Abdul Ghani Othman, a Federal Minister since 1985) was appointed asChief Minister of Johor in 1995, she moved to UniversitiTeknologi Malaysia inJohor and was appointed as a Senior Research Fellow and Head of theDepartment of Socio-Economic Research and Humanistic Development in

lnstitute Sultan lskandar, which is the consultancy arm of the UniversitiTeknologi Malaysia in Johor.

After graduating with the Doctor of Philosophy (PhD) degreeat the University of Queensland, Brisbane, Australia. This

was atthe Convocation in 1985

She was the first Malaysian to be selected to serve in the Commonwealth Expert Group in London on"The lmpact of Structural Adjustment" which came out with the publication "Women and StructuralAdiustment" in 1990.

Upon achieving the status of Full Professor at the University of Malaya in 1994 Professor Jamilah waselected as a Board Member of the Swiss Academy of Development in Switzerland (1994-2001).

Jamilah Ariffin was the main consultant for the Malaysian government for the UN Beijing Women's WorldConference in China in 1995 and came outwith the publication "The Status of Women in Malaysia". Shewas also the Malaysian government main consultant for ESCAP's pre-Beijing Women's WorldConference meeting which was held in Thailand in 1993 and in Jakarta in 1994.

Many do not know that she was also one of the few women who helped to draft the first chapter on"Women and Development" for the Sixth Malaysia Plan and one of the most active persons whosuccessfully lobbied for this chapter to be included in the Sixth Plan through which the Department ofWomen's Affairs (HAWA) was set up and subsequently the Ministry of Women's Affairs. She served onthe National Councilfor the lntegration of Women in Development (NACIWID) for 12 years (1988-2000).

ln terms of leadership role, she was leader of the Malaysian official delegation to the Senior OfficialsMeeting for Women Ministers'Conference held at the Commonwealth Secretariat, London in 1992 andAPEC Women's Consultative Meeting in Manila in 1997.

As regards administration experience in Academia, Jamilah Ariffin held the position of Coordinator of thePopulation Studies Unit at the University of Malaya from 1991-1994. She was also the coordinator ofRoyal Professor Ungku Abdul Aziz HAWA project on Factory Women and came out with the book "From

Kampunq to Urban Factories - Findinqs from the HAWA Studv", Edited and Coordinated by JamilahAriffin, University of Malaya Press, Kuala Lumpur, 1994.

To date, Professor Jamilah is the President of Asia Pacific Forum on Families (APFAM), a position shehas held for the past 10 years. Asia Pacific Forum on Families (or APFAM for short) is an internationalNGO representing 12 member countries in the Asia Pacific region. Beginning as the Vice-President in

1997 and subsequently the President of APFAM lnternational in 2002, Professor Jamilah has organisedand published every proceedings of APFAM lnternationalConference held bi-annually.

Since '1995, when her politician husband was posted to Johor to become the 14th Chief Minister of Johor,Professor Jamilah automatically became the President of JUITA (the Association of Wives of ElectedRepresentatives of the state Government of Johor). ln this capacity as wife of the Chief Minister of Johor,she has since 1996 successfully initiated fourteen (14) socialwelfare projects in Johor.

ln appreciation of her contribution in the social welfare field (as cited above), Professor Jamilah wasawarded Darjah Paduka Mahkota Johor (DPMJ) which carries the title "Datin Paduka" in 2003 by theIate Sultan of Johor.

Currently, Professor Jamilah is undertaking the following research projects :

1. ProfessorJamilah togetherwith several professorsfrom the local universities is doing a studyon"The Socio-Economic and Cultural Transformation of the Sea Gypsies of Johor Bahru" (with afocus on the Orang Asli Seletar in Kampung Simpang Arang, Kampung Sungai Temon andKampung Bakar Batu, Johor Bahru).

The objectives of the study are :

(i) To study and document the current socio-economic status of Orang Seletar and to tracethe changes they have undergone since the past 100 years

(ii) To produce 2 scholarly books as an outcome of the study of the socio-economic statusand transformation process of Orang Seletar

(iii) lf asked, they will advise the Johor state government on the felt needs of this group sincethe state has declared its intention to upgrade their economic status (and has futureplans to re-settle some of them in better surroundings)

A detailed questionnaire has been designed and implemented to reflect two primary areas ofinterest in the study. Firstly, a survey instrument which includes questions yielding data onselected socio-economic indicators related to health and nutrition, education, employment,income and assets, and access to public amenities, infrastructure and utilities. Secondly, thequestionnaire attempts to examine the effectiveness of existing government socio economicprogrammes meant to uplift the socio-economic status of Orang Seletar communities.

A literature search to guide the formulation of a structured questionnaire for the field survey hasbeen done and this questionnaire will be administered at face-to-face interviews with the heads ofhouseholds. ln addition to a field survey, selected Orang Seletar individuals were interviewedclosely in focus group discussions (FGD) using the life-history analysis methods,

All these fundamental issues (as they relate to the objectives of the study) will be deliberatedwithin the framework of the most important documents that have guided the general developmentof Malaysia in generaland Johor in particular (these include the 9th Malaysia Plan (2005-2010) and1Oth Malaysia Plan (2A10-2015) as wellas the Strategic Plan for Orang Asli(RPSOA, 2010).

2. Professor Jamilah in her role as the President of JUITA has initiated (since December 2011) a newJUITA-ku Sayang 14rh Project entitled "The "Orang Asli" Community Development Project".Various programmes under this project are being introduced which are as follows :

(i) Organizing better infrastructural development of the community involved such asconducting income-generating skills training courses, better playing fields for the childrenand youth and ensuring their fishing jetty has been repaired

(ii) Organising health camps with specific emphasis on the prevention of common and lifethreatening diseases such as diabetes and high blood pressure and also to disseminateinformation on healthy eating, personal hygiene, exercise and regular medicalexaminations

(iii) ln ihe pipeline is an intention to set up a 1 Million Ringgit Trust Fund where only thedividends of this seed money will be used for skill-training and educational needs of thisaboriginalgroup

3. Professor Jamilah is also one of the main researchers of the Monash University South East Asiainternational research (SEACO) project which is being conducted in the district of Segamat inJohor. This research project covers a sample of 70,000 people and it is in collaboration withother public health departments of overseas universities such as Sydney University, Amsterdam

University, Denmark University, Harvard University and Auckland University, New Zealand. Thisis a public health and demographic study which intends to establish a surveillance system basedon longitudinal sentinel surveillance designed to develop the evidence that will not only informpolicy making, but also through working closely with communities, develop modules to identifyhow communities can contribute to improve their health and well-being. lt will also establish acomprehensive database to continually provide updated information on "living communities" inSouth East Asia.

Professor Jamilah's main reason in participating in this community project is on the followingconcerns : To establish the :-(i) Main spinal health problems which have occurred either due to birth defects or after-birth

accidents(ii) Main health problems of mentally-handicapped children(iii) Main female health problems as in breast cancer, ovary health issues and so forth

All these are investigated among the community members in the context of their socio-economicpoverty status and their gender position in society. Once the research findings are known,remedial treatment medical services can be sought from the international medical specialists whoare partners in the overall project.

Professor Jamilah currently holds 2 academic positions. These are as :

1. Adjunct Professor at the School of Medicine, a branch of Monash University, Australia inJohor Bahru

2. Adjunct Professor at the School of Social Work and Social Policy, Division of Allied Health,Faculty of Health Sciences, La Trobe University, Melbourne, Australia

Recently, Professor Jamilah has been appointed to be a member of the Scientific Advisory Group,SEACO, Monash University for three years. This consists of prominent professors in their own academicfields, deans and top government officers in Public Health. They represent a wide spectrum of aninternational network. l-Resolve Foundation

Prof Jamilah Ariffin is the steering force behind the establishment of a new social welfarefoundation in Malaysia- the l-Resolve Foundation. She is the chair on the board of trusteesfor this foundation.

This foundation has been founded with a commitment to advance social welfare and

economic research in Malaysia. As its driving visionary and founder, she aspires to

contribute towards efforts at all levels of scale- grass-roots, national and international, that

aim to improve the living outcomes of the disadvantaged and often socially excluded

segments of populations. The priority groups for focus include poor single mothers and theirchildren, poor indigenous groups and the mentally handicapped. She has already solicitedresearch support from eminent local researchers in relevant fields of study.

Some ambitions for the foundation include:

. the conduct of internationally acclaimed research that will serve as tools for thedevelopmental planning by the Malaysian government,

. partnerships with other similarly aligned foundations and organization withinMalaysia,

. implementation of welfare projects and activities that directly uplift needfulcommunities,

r capacity building and transfer of skills required to progress social welfare knowledgeand expertise in Malaysia
