Early Intervention Targeted Case Management (EITCM) The Early Intervention Targeted Case Management Task Force met on January 26 to assess progress with implementation and to determine communication and training needs. Early Intervention Prematurity Workgroup The Early Intervention Prematurity Workgroup has developed a brochure for parents of infants born at 37 weeks of gestation or less. This brochure, called “After the NICU: Promoting Your Premature Baby’s Development at Home,” provides information about what to expect with a premature infant, red flags indicating a need for medical consultation and/or early intervention and tips on supporting the infant’s development. The workgroup recommends that this brochure be provided at discharge to parents of all infants born at 37 weeks of gestation or less along with copies of the “What is Early Intervention” brochure (from the Infant & Toddler Connection of Virginia) and the “Supporting You and Your Preemie: Milestone Guidelines for Premature Babies” brochure (American Academy of Pediatrics). Virginia Interagency Coordinating Council (VICC) Insurance Committee

An insurance committee was formed at the December VICC meeting. The Committee is co-chaired by VICC members Allan Phillips, System Manager for the Infant & Toddler Connection of Fairfax, Falls Church and Kelly Hill, Physical Therapist. The purpose of the committee is to identify and address barriers to commercial insurance reimbursement for early intervention services. The first activity is a survey of providers in Virginia’s Early Intervention System to identify issues related to becoming network providers with the various commercial payors in Virginia. Please contact Allan ([email protected]) or Kelly ([email protected]) if you have questions or suggestions related to commercial insurance reimbursement for early intervention services.

Regulations Task Force The Regulations Task Force met for the first time on February 8th. This was primarily an organizational meeting during which the group identified topics for discussion and established twice a month meetings through the end of June. There was also some discussion about the mechanism by which transition notification information will be transmitted to not only the local school division but also the Virginia Department of Education, as required by the new federal regulations. The minutes from this and all subsequent meetings will be posted in the Committees/Workgroups of the Infant & Toddler Connection of Virginia website (www.infantva.org). The task force will begin work on the new system of payments requirements at the next meeting.

Child Indicators A workgroup has been convened to address training and support needs related to the Office of Special Education Programs (OSEP) Child Outcomes. This group met February 6 and has made a number of recommendations that will be shared with the Part C Office this week. One of the recommendations is inclusion of specific prompts on the IFSP to facilitate integration of the three global child outcomes (which we call indicators) throughout the IFSP process. More information will be provided as it becomes available. When re-ordering IFSP forms and other forms for your local system, please consider the possibility that there may be changes to the forms for implementation July 1, 2012 as a result of the 2011 Part C regulations.

Comprehensive System of Personnel Development (CSPD) Update

Comprehensive System of Personnel Development (CSPD) Update The Integrated Training Collaborative coordinates Virginia's professional development system for early interventionists who provide supports and services to eligible children and families under Part C of the Individuals with Disabilities Education Act (IDEA).

IMPORTANT NEW REQUIREMENT PRIOR TO KI: Please be advised that effective immediately, there will be a new prerequisite requirement for all service coordinators prior to attending Kaleidoscope, Level I training. This new prerequisite has been implemented at the request of numerous supervisors and service coordinators who have requested detailed IFSP training. Each participant, prior to registering for KI, is required to successfully complete the online training module: IFSP 101: Introduction to the Infant & Toddler Connection of Virginia's IFSP Development Process available at: http://www.eipd.vcu.edu/onlinetrainings.html. If you are a new user to this online module site (which is a different site than the one used for initial certification), you will be required to register. This one-time registration process will allow you to access future modules on this website. KI participants will be required to bring their certificate of completion to the KI training in which they are enrolled.

Exciting News-1st Annual Early Childhood Conference On behalf of DBHDS, Part C and the ITC, we are delighted to announce that we will be holding an early childhood, birth-five conference with the Virginia Department of Education and the T/TACs. This new conference entitled, “Creating Connections to Shining Stars” is the result of purposeful, planned collaboration to enhance early intervention content to 50% of the conference agenda. Additionally, some content will cross the entire birth-five age range. The decision to combine our former “Creating Connections” conference with the former “Shining Stars” conference provides expanded opportunities to promote cross-agency networking, stronger transitions and pooling of financial resources. The conference will feature concurrent sessions, intermediate to advance level seminars and one all-day institute. Our keynote speaker will be Dr. John Almarode, whom you may remember from our well-received October Talks on Tuesdays discussing brain-based learning. The call for proposals will be announced soon and we hope many of you will consider submitting a proposal or assisting with identifying good speakers for us to contact. Please mark your calendars for July 16-18 in Virginia Beach!

Deana Buck has been selected to serve as Virginia’s Autism Ambassador for the Centers for Disease Control and Prevention’s (CDC’s) “Learn the Signs. Act Early.” program. She will play an important role in educating Virginia’s parents, healthcare professionals, and early educators about early childhood development, warning signs of autism and other developmental disabilities, and the importance of acting early on concerns about a child’s development. The Act Early Ambassadors project is designed to develop a network of state-level experts to improve early identification of developmental delay and disability. It is a collaborative project of CDC’s National Center on Birth Defects and Developmental Disabilities (NCBDDD), the Health Resources and Services Administration’s (HRSA’s) Maternal and Child Health Bureau (MCHB), and the Association of University Centers on Disabilities (AUCD). Online Training Course Launched for Parents of Young Children Newly Diagnosed with ASD VCU-ACE, in collaboration with the Virginia Autism Council, is excited to announce the launching of a new online course, “My Child was Just Identified with an Autism Spectrum Disorder: Now What do I do?” This course is designed for parents of young children who have been identified with an autism spectrum disorder (ASD) within the past year. However, the content is applicable to any parents who are looking for strategies to support their young child with an ASD. The course will introduce families to the characteristics, needs, and recommended services for young children with ASD. A brief description of the defining characteristics is included; however, the focus of the course is on effective services, supports, and strategies.

This is a self-paced online course. It can therefore be completed as time allows and at the registrant’s own speed. The course is divided into learning modules, with one or more videos of an expert in ASD providing information on the module topic. Presenters include both professionals in the autism field as well as parents of children on the spectrum. Most of the modules also include support documents that can be viewed or downloaded and used at a later date. A "Where to Go?" document is provided at the conclusion of the course, which outlines resources parents may find helpful. At any time during the course, questions regarding a module topic may be posted by using the "Web Board." Talks on Tuesdays Talks on Tuesdays webinars are held on the first Tuesday of each month from noon-1:00 pm. Sessions are archived for those who are not able to participate during the live webinar. The featured topic will be on autism - highlights from the “Learn the Signs – Act Early” campaign of the Centers for Disease Control and Prevention. The session will also include information about Virginia’s Communities of Practice in Autism and the new Part C Guidelines for Supporting Young Children with ASD and their Families.

2012 RBI Certification Institute July 16-20, 2012 Chattanooga, TN Application Deadline: 4/1/12 at www.siskin.org/rbi The Routines-Based Interview is a tool for collecting systematic information about the activities that occur in a family’s typical day and the roles of adults and children during the activities. The method produces a list of functional goals that might appear on the IFSP or IEP.
