I. OPENING OF THE SESSION

1. The Fourteenth Session of t h e Council was opened by H i s Excellency the Honourable M.R. Chakratong Tongyai, Minister of Agr icul ture , Thailand. 11. ADOPTION OF THE AGENDA AND ARRANGEMENTS FOR THE SESSION

2. A new i t e m " Inter - re la t ionship between IPFC and IOFC" was included i n t h e Provis ional Agenda, a s suggested by t h e Delegate from the United S t a t e s of America. The Agenda a s adopted by t h e Council is given i n Appendix I t o t h i s repor t . The documents which were before t h e Council a r e l i s t e d i n Appendix I V .

3. 111, SYMPOSIUM ON COASTAL AQUACULTURE

Origin, Objectives and Organization

4. The Symposium on Coastal Aquaculture was organized i n accordance with the recommendations of t h e 12th Session of the IPFC a t Honolulu (U.S.A.), 3-17 October 1966 and t h e 13th Session of t h e Council a t Brisbane (Aus t ra l i a ) , 14-25 October 1968. The object ives of the Symposium were ' ' to review t h e present s t a t u s of coas ta l zone aquaculture i n brackish and marine waters of the Indo-Pacific region i n a11 of i t s aspects , technical , s c i e n t i f i c and economic1\ I n f u l f i l l i n g these, the Symposium covered t h e s t a t u s p o t e n t i a l and problems of c o a s t a l aquaculture i n t h e member countr ies of t h e Council, the taxonomy and biology of cu l t ivab le organisms, t h e c u l t u r e techniques, and the c o n f l i c t s i n the use of the c o a s t a l zone i n r e l a t i o n t o aquaculture development . 5. The 52 s c i e n t i f i c documents t h a t formed the b a s i s of d iscuss ions a t the Symposium are l i s t e d i n Appendix I V . They cons i s t of (i) country r e p o r t s prepared on t h e b a s i s of information col lec ted through a ques t ionnaire on t h e s t a t u s and p o t e n t i a l f o r aquaculture development in the region, ( i i ) country and regional reviews of e x i s t i n g information on se lec ted top ics prepared by i n v i t e d s p e c i a l i s t s and ( i i i ) experience papers descr ib ing t h e r e s u l t s of o rg ina l s t u d i e s prepared by volunteering scientists.

6 . The IPFC Working Party on Coastal Aquaculture was responsible for the organization of the Symposium and its Convenor Dr. Lucian Sprague acted as its Chairman. The Symposium encompassed six meetings as follows:

Meeting I - Status of Aquaculture in the Coastal Zone.

Meeting I1 - Species Suitable for Aquaculture.

Meeting 111 - Aquaculture Techniques - Culture of Vertebrates. Meeting IV - Aquaculture Techniques - Culture of Invertebrates

and Seaweeds.

Meeting V - Aquaculture Development in Relation to Conflicting Uses of the Coastal Zone.

Meeting VI - Conclusions and Recommendations.

7. Discussion Leaders designated for each meeting summarized the papers relevant to the meeting and organized the discussions on the topic. They were assisted by Rapporteurs in the preparation of the report of the meetings. In the formulation of the recommendations the Symposium was assisted by two ad hoc Working Groups. --

10. I n t h e d i scuss ions t h a t followed, t h e p o i n t s h igh l igh ted were t h e fo l lowing :

(a) Need f o r market survey on a g l o b a l b a s i s and t h e development of new uses of c o a s t a l aquacul ture products t o avoid su rp luses r e s u l t i n g i n economic d i s t r e s s as w a s t h e case in r e s p e c t of cockle product ion i n Malaysia. Such s t e p s would a l s o enable i s s u e of guide l i n e s f o r planned product ion , consumption and export ~f products ,

11. It was noted t h a t the Workzfng Party on Economics of Fish Culture had developed proformae f o r cd l l ec t fon of d a t a both f o r freshwater and brackfsh- water c u l t u r e opera t ions- National da ta co l l ec ted so f a r along those l f n e s ind ica te t h e p o s s i b i l i t y of comparing the economics of aquaculture with agr icu l tu re , s i & v i c u l t u r e , e te . , i n d i f f e r e n t countries.

12. It was f e l t necessary t o ensure the a v a i l a b i l i t y of f e r t i l i z e r s and manures f o r t h e purpose of aquaculture s ince f n many countries aquacu l tu r i s t s were unable t o procure them e a s i l y and a t reasonable pr ice .

13. It was noted t h a t a p a r t from i n d u s t r i a l e f f l u e n t s and domestic wastes, a g r i c u l t u r a l fungicides and pes t i c ides were causing g rea t h a m t o aquaculture and hence i t is necessary t o devise s t eps t o prevent such damage.

16. The -- ad - hoc Working Group on Specles Se l ec t ion was of t h e opinion t h a t l o c a l s p e c i e s i n t h e region should be s e l e c t e d fox exper imenta l s t u d i e s , and noted t h a t t h e r e were two types of c r i t e r i a t h a t can be used (and a t l e a s t two s t a g e s ) i n t h e f i n a l selectLon of spec i e s to be cu l tu red :

(i) C r i t e r i a which can ' b e based l a r g e l y on e x i o t m g knowledge.

(a) Market a b i l l t y (which includes such f a e r o r s as high market value and l o c a l consumer preferences) .

17. The Meeting reviewed the papers ' presented a t the Symposium from which it appeared t h a t t h e r e a r e s t i l l many gaps i n our knowledge of the biology of species s u i t a b l e f o r c o a s t a l aquaculture. For instance, t h e eco-logy of the va r ious l i f e h i s t o r y s t ages of many of t h e cul tured species of shrimps is s t i l l l i t t l e known. A study of the ecology and espec ia l ly ecological energet ics of those species wouald fu rn i sh the answers t o many quest ions which confront the c o a s t a l aquacu l tu r i s t , f o r ins tance : " t h e most e f f i c i e n t feed t o be used; i n t e n s i t y of feeding without po l lu t ing the waters; l i m i t s of environmental c h a r a c t e r i s t i c s t o l e r a t e d by d i f f e r e n t s tages i n t h e l f f e h i s t o r y of t h e cul tured organism; growth rates f o r each species under speci f ied condit ions; s tocking r a t e i n r e l a t i o n t o growth r a t e and optimum yie ld .

18. During the d iscuss ion t h e need f o r t h e s e t t f n g up of a regional research cen t re i n the a r e a was ra i sed . Several opinions were expressed and another ad hoc Working Group was formed t o consider t h i s questfon f u r t h e r . -- 19. The ad hoc Working Group b r i e f l y considered the aquaculture problem requ i r ing regional ac t ion and general ly agreed t h a t f o r the immediate f u t u r e these problems could be s tudied by those ex i s t ing n a t i o n a l i n s t i t u t i o n s with adequate f a c i l i t i e s . To t h i s end, t h e meeting f e l t t h a t it was necessary t o enlarge the t echn ica l s t a f f ava i l ab le t o the region through m u l t i l a t e r a l o r b i l a t e r a l funding. This would c o n s t i t u t e one of the measures t h a t must be taken t o narrow the gap i n the knowledge wi th in the region on aquaculture resource, techniques of c u l t u r e and r e l a t e d subjects .

20. The quest ion of induced spawning of the milkfish, Chanos chanos, w a s discussed and it was reported by the Phi l ippine Delegate t h a t s tud ies have been made on t h e breeding behaviour of the species i n na tu re and induced spawning of t h e species should be attempted.

21. The need f o r c l a r i f y i n g t h e taxonomy of c e r t a i n cu l tu rab le species of shrimps, molluscs and mullets , and the quest ion of introducing new spec ies i n t o a country were among the o the r subjects considered by t h e meeting. It w a s pointed out t h a t FA0 has recommended t o i t s Member Governments t h a t t h e in t roduct ion of species should not take place unless tllere is a d e f i n i t e need f o r i t and the poss ib le e f f e c t s of such in t roduct ion a r e f u l l y examined.

22. I n reviewing t h e papers concerned, t h e Discussion Leader d e a l t w i t h t h e s u b j e c t under f i v e major headings, v i z . (1) f i s h seed product ion , (2) s t o c k manipulat ion, (3) f e r t i l i z a t i o n and f eed ing , (4) d i s e a s e s and p r e d a t o r s , and (5) pond cons t ruc t ion and engineering.

23. Two a s p e c t s of t h e problem, v i z . t h e c o l l e c t i o n of n a t u r a l s eed , and t h e product ion of seed by induced spawning were considered. I n view of t h e es t imated demand f o r l a r g e q u a n t i t i e s of seed t o b r i n g under c u l t u r e t h e p o t e n t i a l c o a s t a l zone areas, i t w a s f e l t t h a t t h e r e is a need f o r more csm- prehens ive s t a t i s t i c s of t h e c o l l e c t i o n of n a t u r a l seed.

24. More i n t e n s i v e s t u d i e s a r e r equ i r ed on t h e b io logy of t h e c u l t i v a t e d s p e c i e s p a r t i c u l a r l y t h e i r n a t u r a l spawning. Losses due t o d i s e a s e and m o r t a l i t y need t o be minimized through f u r t h e r s t u d i e s , It w a s noted t h a t Ceylon, where m i l k f i s h is cu l tu red f o r tuna b a i t h a s approximately 21,000 h e c t a r e s a v a i l a b l e f o r c u l t u r e bu t can only o b t a i n enough seed f o r 4 1 h e c t a r e s from t h e p r e s e n t a r e a of c o l l e c t i o n ,

Stock manipulation

29. The main contr ibut ion t o the considerat ion of t h e subject was on explanation of methods used i n Taiwan, where the re is mul t ip le stocking of d i f f e r e n t age groups, and harves t ing a t d i f f e r e n t i n t e r v a l s . It was s t r e s s e d t h a t t h e t o t a l weight of f i s h a t any one time i s t h e optimum carrying capaci ty of t h e pond. Thus l a r g e f i s h a r e harvested and f r e s h s tock of small s i z e is ,stocked t o replace these. With repeated harvest ing and repeated stocking very l a r g e crops could be obtained.

Fertilization and feeding

30 . , It was observed t h a t i n brackishwater cu l tu re of Ch,xnos chafioc?, which is mainly a benthic feeder , f e r t i l i z e r s a r e used t o promote the growth of bottom a lgae , unl ike i n freshwater f i s h cu l tu re , where p lankton, feeders a r e used. Superphosphate and urea have been used i n Taiwan f o r a l luvga l s o i l s , bu t organic manures a r e a l s o usqd i n t r a d i t i o n a l mi lkf ish cu l tu re . I n t h e use of f e r t i l i z e r s , ' t he method of appl ica t ion, t h e p r i o r treatment of s o i l , the e rad ica t ion of predators and the nature of waste products l i k e l y t o be produced by t h e f i s h are of s p e c i a l importance.

31. In t h e Indo-Pacific Region, complete feeds are seldom used and fns tead supplemental feeding is adopteq. From t h e discussion i t became c l e a r t h a t t h e supplementary foods yar iedP from country t o country. I n Taiwan, wheat f l o u r and o i l cake a r e used when t h e r e i s a shortage of a lgae f o r milkfish.

32. Complete feeds a r e considered necessary f o r maximum f i s h production. Conversion e f f i c i e n c i e s must be a s high a s poss ib le t o reduce t h e amount of accumulating waste mate r i a l , which can lead t o a l g a l blooms and oxygen imbalance. Opinions were expressed on the peed t o study t h e amino-acid, e s s e n t i a l f a t s and v i t a b i n requirements letc. f o r each species of f i s h , It was s t r e s s e d t h a t some animal p ro te in was necesaarjr i n thel d i e t , and recommended t h a t inves t iga t ions should be made on l o c a l materials t o produce an adequate d i e t . Polycul ture can overcome some of t h e d i f f i c u l t i e s of a l g a l blooms, and inc rease the t o t a l crop of f i s h .

The importance of appropriate pond construction techniques f o r each type of l o c a l i t y w a s s t r e ssed , bu t i t became c l e a r t h a t t h e r e is a lack of t echn ica l knowledge on t h i s i n the region. It was pointed ou t t h a t cooperation between engineers and b i o l o g i s t s could be very b e n e f i c i a l i n t h i s respect . The need f o r t r a i n i n g oppor tuni t ies i n aquaculture engineering w a s s p e c i a l l y emphasized i n pond engineering. Data presented a t the meeting re la ted t o th ree groups : viz . , Crustacea, ~ o l l u s c a and seaweeds. A s seaweeds (mainly Porphyra and GraciZaria) a r e cul tured i n only a few of the countries represented, no d e t a i l e d d iscuss ion was held on t h i s group,

36. For t h e cu l tu re of shrimps and prawns, i n some countr ies of the IPFC a r e a seed i s col lec ted from n a t u r a l waters. Though found adequate i n some a reas , t h i s means of supply of seed i s usually uncertain and not s u i t a b l e f o r " t rue cul ture" . The problems encountered i n t h e co l l ec t ion and transport: of spawners f o r a r t i f i c i a l propagation were discussed i n some d e t a i l . To obta in l i v e spawners, arrangements have t o be made t o keep the catches a l i v e i n conta iners i n which the s e a water i 6 aera ted and t o de l ive r them quickly t o the hatcher ies . Observations were a l s o made on t h e nature of h a b i t a t s of a d u l t prawns (espec ia l ly bottom condit ions and depth) and lunar pe r iod ic i ty i n t h e i r breeding behaviour. Considerable discussion took place on the food f o r t h e l a rvae i n d i f f e r e n t s t ages of development, e spec ia l ly on the c u l t u r e of Skeletonema and o the r planktonic organisms. The p o s s i b i l i t y of c u l t u r i n g of Artemia was a l s o discussed.

37. Penaeus japonicus is propagated on a f a i r l y l a rge s c a l e i n Japan and P- monodon i n Taiwan and i n t h e Phil ippines. Korea has a l s o s t a r t e d t h e propagation of P. japonicus. Mention was made of t h e use of saponin and rotenone t o e r a d i c a t e f i s h and predators i n prawn ponds. The con- s t r u c t i o n of ponds f o r prawn cu l tu re was a l s o b r i e f l y discussed.

However, on the b a s i s of e x i s t i n g information "desk s tud ies t f can be prepared and t h i s would g rea t ly f a c i l i t a t e appropriate considerat ion of coastal. aqua- c u l t u r e - v i s a -- vis agr icu l tu re , commercial and s p o r t f i s h i n g and o the r con- flitting uses of resources. F i she ry management a s p r a c t i s e d i n f i s h e r i e s i n s e v e r a l p a r t s of t h e world is s t i l l confined t o a narrow i n t e r p r e t a t i o n cen te r ing around t h e concept of maximum s u s t a i n e d h a r v e s t from t h e ind iv idua l exp lo i t ed s t o c k s . I n order t o a r r i v e a t t h i s g o a l , r e s t r i c t i v e r egu la t ions a r e o f t e n e s t ab l i shed . These may o r may n o t f u l f i l l t h e wider goa ls of a management programme aimed a t t h e b e s t p o s s i b l e use of a l l a v a i l a b l e resources of f i s h s tocks and of c a p i t a l and manpower.

51. The c u r r e n t concept of management encompasses a broader view t ak ing i n t o account s e v e r a l p e r t i n e n t f a c t o r s inc luding s o c i a l and economic f a c t o r s , t he demand f o r p r o t e i n food from t h e s e a , t he problems of enforcement, e t c . Thus, f i s h e r y management should provide t h e i n s t i t u t i o n concerned wi th ways and means of improving t h e s o c i a l va lues of t h e people, t h e q u a l i t y of l i f e , e t c . Furthermore, a sound management should be f l e x i b l e , and should l e a d t o t he proper u t i l i z a t i o n of t h e resources.

52. Management i n t h i s sense is p a r t of a comprehensive p l an of development of a f i s h e r y , and should b e considered i n even the e a r l y s t a g e s of t h e f i s h e r y .

53. I f a c e r t a i n s tock of f i s h is f u l l y exp lo i t ed , and increased f i s h i n g i n t e n s i t y would soon l e a d t o over - f i sh ing , a set of r e g u l a t i o n s may be imposed upon t h e e x p l o i t a t i o n of such resources. I n fo-rmulating t h e s e r e g u l a t i o n s , t h e fo l lowing c r i t e r i a should be considered:

( i ) The ma jo r i t y of t h e fishermen should be w i l l i n g t o coopera te w i th t h e a u t h o r i t y concerned t o conduct t h e i r f i s h i n g i n accordance w i t h t h e s e r egu la t ions . This means t h a t t h e fishermen should b e educated about t h e bases on which t h e s e r e g u l a t i o n s a r e formulated.

( i i ) I n t h e case of r e s t r i c t i v e r e g u l a t i o n s , t h e r egu la t ions should only be introduced i n response t o a r e a l need.

( i i i ) The r egu la t ions should be formulated i n such a way t h a t they can b e e f f e c t i v e l y enforced.

( i v ) Once t h e r e g u l a t i o n s a r e in t roduced , they should be r e g u l a r l y amended o r r ev i sed i n order t h a t t h e fishermen can reap maximum b e n e f i t from t h e use of t h e resources .

To keep pace with t h e rapid development of f i s h e r i e s and t o seek the r i g h t so lu t ion with regard t o the problems of f i she ry management i n the modern sense, advantage should be taken of technological advances such as those i n t h e f i e l d of computor science, t o a s s i s t i n seeking the r i g h t solut ion.

61. I n the second session, four papers (IPFC/C~O/SCIB, 7 , 8, 10) were presented describing the s t a t e of some of t h e major f i s h stocks i n the IPFC area . D r . Shindo's paper (IPFC/C70/SCI3), described the stocks i n the East China Sea and Yellow Sea. I n t h i s a r e a the various demersal f i s h e s make up some 80% of t h e t o t a l catches. These stocks a r e very heavily f i shed and i t appears t h a t the l e v e l of f i s h i n g e f f o r t is now beyond t h a t giving t h e maximum susta ined y ie ld . There a r e agreements between Japan and Mainland China, and between Japan and t h e Republic of Korea t o conserve the demersal f i s h stocks. The pe lag ic stocks appear l e s s heavily exploited, but the re have been marked changes i n the dominant species i n the pelagic catches. I n discussion i t was pointed out t h a t s i m i l a r changes had occurred i n pelae$i, f i s h e r i e s i n s e v e r a l o ther p a r t s of the world. This had sometimes l ed t o the col lapse of the f i s h e r y , e spec ia l ly when the f i she ry was f o r one species only.

62. The paper by Isarankura (IPFC/C70/SCI7) described the t rawl resources i n t h e Gulf of Thailand. Analysis of the( d a t a from commercial catches, and from research surveys showed t h a t t h e s tocks were heavily exploited. The maximum y i e l d was about 450,000 tons. This l e v e l was approached by 1966, when f i s h i n g e f f o r t has f u r t h e r increased. Catches i n the most recent years have been s u b s t a n t i a l l y higher, bu t t h i s is believed t o be due t o the l a r g e q u a n t i t i e s coming from outs ide the Gulf of Thailand. The importance was s t r e s s e d of adequate s t a t i s t i c s on t h e a rea of capture, t o stock assessment and management. Action is being taken t o l i m i t t he s i z e and number of boats opera t ing i n the Gulf, t o promote offshore t rawl f i s h e r i e s , and t o i n t e n s i f y b i o l o g i c a l s tud ies .

63. The f i s h e r y f o r chub mackerel i n t h e Gulf of Thailand was analysed i n the paper by Kurogane e t al,'? ( IPFC/C~O/SCI~) . They used de ta i l ed d a t a on the growth and mor ta l i ty of the f i s h , and showed t h a t the present f i s h e r y is u t i l i z i n g t h e mackerel resources a t about the obtimum leve l .

64. D r . Suda (IPFC/C~O/SCI~O) described t h e tuna resources i n the IPFC area. The s tocks of l a r g e r tuna (yellowfin, albacore, bigeye and b lue f in ) exploi ted by the long-line f i s h e r i e s a r e heavily f i shed and l i t t l e o r no increase i n y i e l d from these f i s h e r i e s can be expected. On t h e o the r hand, catches of some species of smaller tuna, such a s skipjack could be increased. It was noted t h a t the surface f i s h e r i e s (using l ive -ba i t , purse-seine e tc . ) w i l l i n t e r a c t wi th t h e long-line f i s h e r i e s , and t h a t t h e i n t e r a c t i o n might be q u i t e complex e.g. the long-line f i she ry catches l a rge b i l l - f i s h e s which feed on young skipjack.

I n a general discussion of these papers i t was pointed out t h a t most of the s tocks reported on a r e being heavily f i shed , but t h a t i n t h e region a s a whole the re were considerable oppor tuni t ies f o r expanding catches. The present was therefore an appropriate time f o r IPFC and i ts member countries t o consider management problems i n d e t a i l , e spec ia l ly i f management was t r e a t e d a s a i n t e g r a l p a r t of f i s h e r y development, and the r a t i o n a l u t i l i z a t i o n of the resources.

Present measures inelude s i z e limits, and r e s t r i c t i o n s on the number and s i z e s f vesse l s and on the number of pots t h a t can be carr fed .

69. The work of various In te rna t iona l Commissions concerned wi th management was discussed, p a r t i c u l a r l y i n r e l a t f o n t o D r , ~ r a h a m ' s paper (PPFC/C~O/SCI~) about the N.W. A t lan t i c , Present Commissions a r e of two broad types - those with a small s e c r e t a r i a t , re ly ing on na t iona l ac t ion f o r research and proposals f o r management ac t ion , and those with l a r g e r s t a f f s ( e .g. I - A T T C ) ~ ~ which carry out t h e i r own research. Management of i n t e r n a t i o n a l f l s h e r i e s raise even more d i f f i c u l t problem than na t iona l management, due t o the d i f f e r e n t i n t e r e s t s and object ives involved. To some extent t h i s may be minimized by t h e a l loca- t i o n of na t iona l quotas. Then each country would be ab le t o manage l ts f i s h e r i e s , wi th in t h e cons t ra in t s set by the quota, s o a s t o b e s t achieve i t s n a t i o n a l ob- j e c t i v e s . The quest ion of a l l o c a t i o n wotild ramain, and t h i s r a l s e s p a r t i c u l a r problems i n the LPPC a r e a i.il which many countr ies a r c wishing t o develop t h e i r f i s h c r d e s , In te rna t iona l management schemes should be s o arranged a s t o a f fo rd countr ies the opportunity t o develop t h e i r f i s h e r i e s and s o be a b l e t o assoc ia te themselves e f f e c t i v e l y with problems of r a t i o n a l u t i l i z a t i o n of t h e resources.

70. Three top ics were considered i n the foor th sec t ion of t h e s c i e n t i f i c syniposiurr~. These concerned the r o l e of ITFC i n t h e f i e l d s of 1) s t a t i s t i c s ; 2) bio log ica l da ta and assessment; 3) the choice of management ac t ions and problems of t h e i r implementation.

Regarding the former, i t was pointed out t h a t another s tock assessment t r a i n i n g cen te r would be use fu l and the re was a reasonable p o s s i b i l i t y t h a t t h i s center could be held i n connection with the next IPFC Session. The delegate from New Zealand expressed the i n t e r e s t of h i s country i n hos t ing the center and many of t h e delegates spoke i n favor of holding another s tock assessment t r a i n i n g center . There was an expressfon of i n t e r e s t i n widening the scope of t h e center t o consider quick assessment, egg surveys, and general management approach.

76. Another opportunity which the various countr ies have ava i l ab le i s t h e ass i s t ance of those FA0 s t a f f meders who are expert i n s tock assessmmento Though t h i s a s s i s t ance has i n p r i n c i p l e t een made ava i l ab le by FA0 i n accordance wi th the reques t of IPFC a t i t s 13th Session, the oppor tuni t ies have not been followed up by rueriier countr ies .

7 7 , IPFC and FA0 can serve t o coordinate assessment s t u d i e s on s tocks t h a t are f i shed by severa l na t ions . I n p a r t i c u l a r the demersal s tocks of the South China Sea and the tuna s tocks of the region were considered. With respect t o the former i t was suggested t h a t a consultant should prepare necessary back- ground mate r i a l which then could be reviewed by a l a r g e r group. It w a s a l s o suggested t h a t t h e Working Par ty on Trawling be reac t iva ted possibly wi th a smaller membership, t o ca r ry ou t t h i s review.

78. With respect t o the tuna, some of t h e stocks of which were t h e sub jec t of i n t e r n a t i o n a l f i s h e r i e s , and appeared t o be present ly i n need of management, i t was suggested t h a t IPFC formulate a s p e c i a l cormittee f o r tuna wi th the following suggested poss ib le terms of reference:

83 The r e s u l t s of the Second CSK Symposium and the Seventh Meeting of the ICG/CSK held i n Tokyo, Japan during 28 September - 3 October 1970 were reported by D r . Deb Menasveta, CSK National Coordinator f o r Thailand, and concurrently the South China Sea Co-ordinator. The Council was informed t h a t more than 50 t echn ica l papers covering the f i e l d s of oceanography, marine biology, and f i s h e r i e s were presented a t t h i s symposium. The recommendations derived from the Symposium were incorporated a s p a r t of the recommendations of the ICGJCSK. It was s t a t e d t h a t during the coming 2-3 years , e f f o r t s would be concentrated on the systematic survey of the South China Sea. Nevertheless, severa l developing countr ies i n the South China Sea region c o d d no t comply with t h e proposed plan a s approved a t the 54xth Meeting of t h e ICGICSK because of the lack of funds, f a c i l i t i e s , and teeh- n i c a l personnel, The Group urged t h e CSK p a r t i c i p a t i n g countr ies t o comply a s much a s poss ib le t o the agreed plan.

84. Malaysia and SEAFDEC have expressed t h e i r i n t e n t i o n t o p a r t i c i p a t e i n the South China Sea survey under t h e CSK program; t h e i r p a r t i c i p a t i o n ' would be l imi ted t o the scope of t h e i r programs of a c t i v i t y .

85. I n t h i s connection, Malaysia and Thailand have planned t o undertake comparative f i s h i n g experiments on t3e research t rawlers of t h e two countr ies around Apr i l 1971.. The ICG/CSK requested i n t e r e s t e d p a r t i c i p a t i n g countr ies or organizat ions to j o i n i n t h i s cooperative exerc ise .

86. Progress has beien made wi th respect t o t h e a c t i v i t y of the UNESCO Regional Maxine Biological Center a t Singapore. Since UNESCO planned t o set up an advisory panel f o r the Center and t h e Indian Ocean Biological Center a t Cochin, Ind ia , t h e Group recommended t h a t a CSK Group of Senior S p e c i a l i s t s be appointed t o advise the Panel with regards t o t h e i n r e f n a t i o n a l colkection of plankton kept a t the Center i n Singapore.

87, With respec t t o the f i s h e r i e s aspect of CSK, th ree more groups of spec ies of f i s h were added t o t h e CSK se lec ted l is t , namely P o ~ y n e m u s s p p * , Th,uv~us albacares and Lutianus s p p . The Group requested t h e ass i s t ance of FA0 i n t h e prepara t ion of species synopsis on D e c a p t e m s spp . , P o Z y n e m s s p p t > and Lutimus s p p . i n t h e South China Sea. The Group a l s o reaffirmed the necess i ty of i n i t i a t i n g and/or improving the s tock assessment programs on commercially important species of f i s h i n t h e region. Although the s t a t u s of t rawl f i s h e r i e s resources i n t h e South China Sea and adjacent waters should be reevaluated, t h e i n i t i a t i o n of a pelagic resources survey i n the South China Sea was recommended.

V I . INTERNATIONAL I N D I A N OCEAN FISHERY SURVEY AND DEVELOPMENT PROGRAMME

92. The Council heard a progress repor t by M r . John C. mrr, Programme Leader. A t i ts f i r s t sess ion in 1968, t h e Indian Oeean Fishery Commission had requested FA0 t o prepare and submit on i ts behalf t o UNDP a proposal f o r t h e Pragrarmne. ThLs proved t o be more t i m e consuming than an t i c ipa ted and t h e Programme Leader d id not take up h i s d u t i e s u n t i l t h e end of January 197'0.

93. The ob jec t ive of t h e Programme is f i s h e r y development i n a broad sense and p o s s i b i l i t i e s f o r development anywhere in the Indian Ocean a r e being considered during t h e i n i t i a l planning phase. Fishery development may (a> con t r ibu te t o general e c o n o d c growth, (2) provide a source of p ro te in , (3) provide a source of fore ign exchange, and ( 4 ) con t r ibu te t o t h e s o l u t i o n of s o c i a l problems. One of the reasons f o r a regional programme i s t o arrange on a regional o r sub-regional b a s i s f o r f a c i l i t i e s om a c t i v i t i e s whfch cannot be provided i n each countty, I n promoting f i s h e r y development fn t h e Indlan Ocean, use should b e made of e x i s t i n g i n s t i t u t i o n s a n d f a c i l i t i e s .

Sixteen sub jec t areas ranging from Resource Inventory t o Economic Planning f o r Fishery Development have been defined f o r whfch summary review r e p o r t s a r e needed and consul tants a r e preparing such repor t s . 124. The Council was fnformed by t h e S e c r e t a r i a t of the a c t i v i t i e s of FllO i n the f i e l d of pollution.. Speci f ic reference was made t o the FA0 Technical Conderence on Marine Po l lu t ion and fta e f f e c t s on l i v i n g resources and f i s h i n g t o be held a t FA0 Headquarters i n Rome from 9 t o 18 December 1970. The member nat ions and individual s c i e n t i s t s were urged t o a t tend t h e Conference.

125. The Council was a l s o fnformed by t h e S e c r e t a r i a t t h a t negotiations are underway t o hold a Training Coi~rse on Marine Po l lu t ion con t ro l ' i n 1971 i n co l l abora t ion with t h e Swedish In te rna t iona l Development Agency (SIDA).

2 . The e f f e c t s of po l lu t ion on coas ta l aquaculture were considered and it was agreed that they should be looked i n t o by the Working Par ty on Coastal Aquaculture and Environment.

130. The S e c r e t a r i a t indicated t h a t preparat ions were under way f o r the FA0 Technical Conference on Fishery Education and Training t o be held i n 1972 and urged t h a t member countr ies of IPFC send qua l i f i ed persons t o t h e Conference.

131. I n t h e discussion, support was expressed f o r t h e emphasis FA0 was placing upon education and t r a in ing . It was a l s o noted t h a t progress was being made i n the United Kingdom on t h e preparat ion of a Gufde on Fishery Education and Training based on t h e IPPC Symposium held a t t h e Twelfth Session i n Honolulu.

X I I I . SYMPOSIA

(a ) Arrangements f o r the 15th Session Symposium

132. The Council heard a r epor t from the Convenor of t h e 15th Session Symposium on Coastal and High Seas Pelagic Resources. It is proposed t o f i n a l i z e t h e Prospectus of the Symposium e a r l y i n 1971 and it i s hoped t h a t contr ibut ions of papers a r e t o be received by Apri l 1972. It was suggested t h a t economics of f i s h e r i e s development should a l s o be considered by the Symposium.

(b) Symposium Subject f o r t h e 16th Session

133. The Council decided t h a t the Symposium Subject f o r t h e IPFC 16th Session should be: Economic and Socia l Aspects of National F i s h e r i e s Planning and Development. The scope of the subject would cover planning, taking i n t o account l i k e l y f u t u r e developments with respect t o resource p o t e n t i a l s , economic t rends and s o c i a l development such a s manpower u t i l i - za t ion a s w e l l a s t r a in ing individuals i n f i she ry planning concepts. The Symposium might consider placing some emphasis on such top ics a s f o r example, resource development and u t i l i z a t i o n ; markets and product development; t h e r o l e of aquaculture, and the establishment of p r i o r i t i e s among f i s h e r i e s programmes. Of espec ia l importance would be the considera t ion of methods and procedures f o r country planning which would be r e l a t e d t o UNDP programming. Thought should be given t o conducting the Symposium a f t e r t h e fashion of t h e t echn ica l proceedings of t h e 14th Session during which t h e r e were a small number of de ta i l ed review papers glven by se lec ted exper ts preceded by a sess ion which would include papers on planning topics of i n t e r e s t . A Working Party consis t ing of t h e following members should be convened t o consider d e t a i l s , conduct and planning f o r the Symposium during the i n t e r s e s s i o n period :

136. The Council noted with appreciat ion the o f f e r made by t h e Korean delegat ion t o t r a i n fishermen of the region a t the Deep Sea Fishermen's Training Center i n Pusan.

137. The Symposium adopted the following recommendations:

Fur ther not ing t h a t enhanced f i n a n c i a l and i n s t i t u t i o n a l support is e s s e n t i a l f o r t h e r a t i o n a l development of c o a s t a l aquaculture,

Committee on Management of Tuna i n the Indo-Pacific Region

Recognizing the importance of the r a t i o n a l exp lo i t a t ion of the f i s h e r i e s resources of tuna i n t h e Indo-Pacific Region.

The Indo-Pacific F i sher ies Council hereby es tab l i shes "A Specia l Committee on Management of Indo-Pacif i c Tuna" , according t o A r t i c l e 111 of t h e IPFC Agreement and pursuant t o Rule X-3 of i ts Rules of Procedure.

Terms of Reference

The terms of reference f o r the Committee are:

(a) t o review the s t a t e of the s tocks of tuna i n the Indo-Pacific area, i n r e l a t i o n t o the present l e v e l of exp lo i t a t ion and l i k e l y f u t u r e developments;

(b) t o consider t h e boundaries of the a rea t h a t have t o be taken i n t o account i n any fu tu re management of tuna i n t h e Western P a c i f i c , considering the movements of f i s h and f i sh ing vesse l s ;

(c) t o review f o r purposes of discussion and information measures t h a t might be considered f o r management and development planning of the tuna f i s h e r i e s i n t h e IPFC area , and t o suggest the adminstrat ive and o the r ac t ions t h a t would be required t o put such measures i n t o e f f e c t ;

(d) t o consider arrangements f o r ensuring t h e continuation and coordination of t h e necessary research and t h e continuing re-assessment of t h e state of the stocks.

Membership

The membership of t h e Committee should be designated by the Director- General of FA0 i n consul ta t ion with t h e Chairman of t h e IPFC from Member Nations of t h e IPFC who have an i n t e r e s t o r have indicated t o FA0 t h e i r present o r f u t u r e i n t e r e s t i n tuna f i s h e r i e s i n t h e region.

Observer P a r t i c i pat ion

The Committee may include the par t i c ipa t ion of nations having an i n t e r e s t i n tuna f i she r i e s i n the region who have on Observer s t a t u s with lPFC and those nations t ha t a r e not members of the IPFC o r of FA0 bu t a r e members of the U,N. o r of i t s special ized agencies.

Organization and Procedure

The Committee w i l l s e l e c t a Chairman from among its members,

I n the course of i ts a c t i v i t i e s , and i n view of the m8.gratory natu.re of the species involved, the mobility of tuna f l e e t s , and t o avoid dupl icat ion, the Committee s h a l l take s teps t o meet jo in t ly with the IOFC Committee on Management sf Indian Ocean Tuna and s h a l l coordinate i t s a c t i v f t i e s with other appropriate bodies.

The Cornit tee s h a l l report t o the Council not l a t e r than the 15th Session which may review the a c t i v i t i e s and terms of reference of the Committee,

The delegation of Japan reserved its posi t ion regarding t h i s recommendation.

Distinguished Delegates, Ladies and Gentlemen,

On behalf of my Government and t h e people of Thailand, I welcome you to Thailand. It is a pleasure t o have the Indo-Pacffic F i s h e r i e s Council m e e t I n Thailand once again a f t e r a l apse o f some s l x t e e n years . I hope n o t only t h a t you w i l l enjoy your s tay i n t h i s country but a l s o t h a t you w i l l be ab le t o accomplish productive work i n your various f i e l d s . We have here a gathering of high-level s p e c i a l f s t s from a l l over t h e world and we a l l expect t o b e n e f i t from such an august gathering of f i s h e r i e s s c i e n t i s t s and adminis t ra tors . We hope t h a t by mutual exchange of informa- t ion , so lu t fons t o problems fac ing the f i sh ing indust ry i n member coun t r i e s may be suggested.

During the l a s t few years , the f i s h i n g indust ry i n Thafland has undergone a revolut ion, A l a r g e number of t rawlers have replaced the o lder type two-boat purse s e i n e r s used mainly t o f i s h f o r Pla-thu o r Chub mackerel. These t r awle r s have brought t o t h e surface untapped resource, which have immensely benefi ted t h e economy and na t iona l food supply, Present ly t h e resources i n t h e Gulf of Thafland a r e under heavy f i s h i n g pressure and the indust ry is now looking i n t o the p o s s i b i l i t y of extending t h e opera t ions f u r t h e r i n t o South China Sea I n t h e East and t h e Andaman Sea and Bay of Bengal i n the West. A prec i se knowledge of the p o t e n t i a l demersal a s w e l l a s pe lag ic resources of these waters is not ava i l ab le and t h i s lack of knowledge is hampering t h e development of the indust ry . My Government would l i k e t o support any regional p ro jec t f o r a preinvestment survey of the resources of: these waters. Such preinvestment surveys a r e e s s e n t i a l . The development of an ocean-going f i sh ing f l e e t and a n c i l l a r i e s a r e an expensive business, and an investment should be made only i f the re f s a reasonable assurance of adequate re tu rns on t h e Snvestment. During recent years , the re has been a considerable expansion i n Thailand's export of f f s h e r i e s products , which i s contr ibut ing s i g n i f i c a n t l y t o the foreign exchange earnings of t h i s country. W e would l i k e t o improve the q u a l i t y of the merchandize, par t icu- l a r l y t h a t of t h e frozen prawn exported and the Government is considering t h e in t roduct ion of q u a l i t y con t ro l regula t ions . We would a l s o l i k e t o d i v e r s i f y the exports wi th t h e deveXopment o f new products,,

I note from the Agenda t ha t the 14th Sesdion of the Council w i l l be somewhat d i f f e r en t from the e a r l i e r Sessions and the discussions w i l l be centered on only two major topics; one, Management of Common-use resources and Development of Fisher ies Potent ia l ; and the other, Coastal Aquaculture. The f i r s t top ic is of great importance no t only t o us but t o other countr ies whose marine f i she r i e s a r e expanding i n t o in te rna t iona l waters, the resources of which are common property. In ternat ional co-operation i s e s sen t i a l t o ensure a wise exploi ta t ion and management of these resources. One of the problems facing us i s the management of the resources of the Gulf of Thailand.

The o ther subject on which a Symposium is a l so t o be held is Coastal Aquaculture. Thailand has a vas t area of coas ta l swamps, some 162,000 hectares i n extent , which a r e po ten t ia l ly capable of being developed fo r f i s h c u l t u r a l purposes. S a l t water f i s h cu l tu re is not new i n Thailand and is no t new i n t h i s Region where many species, such a s milkfish and shrimps, have forrome ttmebeen cultured i n s a l t water impoundments, but appl icat ion of modern technology is lacking. It is hoped t h a t the del iberat ions of the Symposium on t h i s subject w i l l benef i t the f i s h c u l t u r i s t s by bringing out the latest technological developments i n t h i s f i e l d . Whereas f i sh ing is ee sen t i a l l y hunting, development of coasta l aquaculture, which is extremely important f o r t h i s Region, br ings us nearer t o f i s h husbandry under control by man.

Among the other i t e m on the Agenda, I note t h a t the Indian Ocean Fishery Survey and Development Programme is t o be discussed and a l so t he survey and development of the resources of the South China Sea, a subject which I have already touched upon. Thailand is extremely in te res ted i n both, and it is hoped t h a t some concrete proposals w i l l r e s u l t from the del iberat ions of t h i s conference.

F ina l ly , I would once again l i k e t o convey t o the Director-General of FA0 my Government's pleasure and s a t i s f ac t i on t h a t the 14th Session of t he IPFC is being held i n Bangkok, and I t r u s t t h a t the del iberat ions of t h i s meeting w i l l be rewarding and bring c loser t o r ea l i z a t i on the asp i ra t ions of a l l t he Members of t he Council.

Since i ts inauguration i n 1948 the IPFC has provided the main forum of d iscuss ion and cooperation i n t h e region and t h i s cooperation is needed a s much today a s i t was a t t h a t time. Although a g r e a t d e a l has been achieved i n t h e development of f i s h e r i e s i n t h e region w e should not r e lax our e f f o r t s t o promote the indust ry i n the fu ture .

Changes have been made i n t h e organizat ion of t h e Regional Office and i t is proposed t h a t FA0 Headquarters i n Rome w i l l play an increasing r o l e i n the provision of technical se rv ice t o t h e Region. I n addi t ion , the break through achieved on behalf of the Indian Ocean F i sher ies Commission i n securing the cooperation and a c t i v e f i n a n c i a l a s s i s t ance of the UNDP, t o ca r ry out a f e a s i b i l i t y study of the development prospects i n the Indian Ocean has crea ted a precedent, which should be of considerable importance t o the IPFC.

Whilst t h e r e is room f o r major technical developments i n t h i s region I would remind delegates of the need t o continue t o examine t h e r o l e of the very l a r g e number of subsistence fishermen i n t h e region. I n my opinion t h e r e is tremendous scope f o r increased production i n the proper use of t h e manpower resource avai lable .

I c e r t a i n l y hope t h a t t h i s experiment w i l l prove successful and t h a t the Executive C o m i t t e e ' s aims w f l l be achieved by t h i s new arrangement,

I n regard t o point 4 , t h e need f o r t h e proper u t iP lza t ion of t h e l i v i n g aquat ic resources i n the hdo-Pacrf ie area has been considered i n the pas t by t h i s Council, but no concerted ac t ion has ye t been taken t o assess the s t a t e of these resources and t h e i r p o t e n t i a l wi th a view t o t h e i r r a t i o n a l exp lo i t a t ion . It i s possible t h a t some of t h e resources a r e a l read ly over-exploited and t h e i r f i s h e r i e s a r e i n need of being regulated. A s a r e s u l t of t h e debate t h a t w i l l take place during t h i s Session, Mr, Chairman, S t is hoped t h a t a programme f o r the evaluation of some of the important resources of the CounciPJs area w i l l be i n i t i a t e d with a view t o iden t i fy ing management requirements and management measures which may be recommended by t h i s Council t o i t s members. Progress w i l l be continued towards evaluating t h e resources of t h e Council 's a rea , and determining and iden t i fy ing management ac t ions which could, when necessary, enable a more r a t i o n a l use t o be made of these resources. This could a s s i s t decis ions e i t h e r a t the na t iona l l e v e l o r f o r in te rna t iona l f i s h e r f e s i n waters beyond n a t i o n a l j u r i s d i c t i o n , and lead t o concerted ac t ion - possibly through the Council.

I would now l i k e t o tu rn t o point 7 . A s you may remember t h i s Council a t i ts last Session (and here I quote from its proceedings) :-

Another important i t e m of your Agenda is , of course, the Symposium on Coastal Aquaculture, A s you know, Mr,, Chairman, arrangements f o r t h e Symposium have been ca re fu l ly made by the Working Party responsible f o r i t s organization. I am sure t h a t t h i s Symposium w i l l consider the p o t e n t i a l s f o r aquacul tura l development Yn the coas ta l areas and review the s t a t u s of our knowledge on the technology involved. 1 have every hope t h a t t h i s w i l l l ead t o na t iona l and regional ac t ions f o r removing t h e e x i s t i n g c o n s t r a i n t s t o the expansion and i n t e n s i f i c a t i o n of c o a s t a l aquaculture i n the region.

A s a f i n a l comment on your Agenda, I would l i k e t o r e f e r t o t h e important work i n i t i a t e d s ince the l a s t Session of t h i s Council 'by t h e Workfng Party on Economics of Fis?. Culture and t h e J o i n t IOFC/IPFC Working Par ty on S t a t i s t i c s . We s h a l l d e a l with t h e a c t i v i t i e s of these Working P a r t i e s i n more d e t a i l during the Session, but here I would l i k e t o remark t h a t t h e Report of the JoSnt Workfng Party on S t a t i s t i c s was considered a t the Second Session of the Indian Ocean Fishery Commission, held i n Rome i n October 1970 and hence some of us present today have already covered t h i s ground once. This, however, is perhaps a l l t o t h e good, s i n c e it w i l l assist us here i n reaching conclusions t h a t w i l l not c o n f l i c t too much with those of the Commission. I n p a r t i c u l a r , I am thinking of the boundary between the Eastern Indian Ocean S t a t i s t i c a l Area and t h a t of Western Central P a c i f i c , Another point of g rea t i n t e r e s t is t h e p o s s i b i l i t y of s trengthenfng t h e o f f i c e of t h e Regional Fishery S t a t i s t i c i a n . We s h a l l r e tu rn t o the Report of t h i s Working Par ty i n due course, when I hope guidance w i l l be given a s t o i ts f u t u r e a c t i v i t i e s .

A s t o t h e Working Par ty on Economics of Fish Culture, 1 was fo r tuna te enough t o be ab le t o p a r t i c i p a t e i n the work of i ts second meeting and am pleased t o note t h a t i n t h e frank and informal discussions t h a t took place s u b s t a n t i a l progress was made on both conceptual and procedural l e v e l s with respect t o the e f f o r t s t o obta in da ta and carry out the necessary analyses concerning t h e economics of f i s h c u l t u r e operat ions. It is our hope t h a t i n the budget of the next biennium some add i t iona l support can be given 'by t h e Department t o a s s i s t these inves t igat ions .

Quite apar t from the Agenda i t s e l f , I would l i k e t o mention t h a t e a r l i e r t h i s year t h e Department of F i sher ies engaged Mrs. Rowena Lawson, Senior Research Fellow a t t h e Universi ty of Leeds, England, t o perform a study on Fishermen's Credit Needs i n South-East Asia, l imi ted t o t h e following countr ies : Ceylon, Hong Kong, India , Indonesia, Malaysia, P h i l i l i p p i n e s , Singapore and Thailand.

The study, which has now been submitted t o FA0 f o r review and any poss ib le rev i s ion , encompasses a de ta f l ed analys is of the problems involved i n c r e d i t t o small-scale fishermen i n the region with s p e c i a l emphasis on the considerable widespread indebtedness of fishermen t o middlemen and merchants. The study a l s o includes a survey of ffahermen's small-savings movements, government and co-operative c r e d i t organizat ions, commercial banking s t r u c t u r e s , government plans f o r f i s h e r i e s development and problems of t h e i n t e r n a t i o n a l development banks and funding agencies i n c r e d i t operat ions involving fishermen.

I n the conclusions, Mrs. Lawson stresses -- i n t e r a l i a the importance of bui ld ing up an in tens ive and co-ordinatad package of i n s t i t u t i o n a l ser- v ices and condit ions e s s e n t i a l t o enable t h e l o c a l fishermen t o increase t h e i r production and incomes, adequate c r e d i t f a c i l i t i e s being an i n t e g r a l p a r t of t h i s i n s t i t u t i o n a l package. The most urgent and e s s e n t i a l pre- condit ion f o r the development of a r t i s a n a l f i s h e r i e s i n t h e region is con- s ide red t o be t h e establishment of a s u i t a b l e planning mechanism. This should be preceded by a regional workshop o r seminar t o d iscuss the problems of developing and implementing a r t i s a n a l f i s h e r i e s planning (embracing c r e d i t ) . FA0 a t t aches g rea t fmportance t o t h i s matter and has included t h e convening of such a workshop i n the proposed Programme of Work and Budget f o r 1972873.
