Why Consider Change?

NPSANPSA

……. Currently, in this country people with disabilities have a poor quality of life.

One Reason - Quality of Life Survey

Conducted two years ago, attempted to measure the quality of life of adults with disabilities in Ireland.

Personal Outcomes Measures were used. 23 measures in all.

They represent the ways in which a person might judge a reasonable quality of life

Quality of Life Survey

Those with a physical disability fared best with an average of 13 outcomes

Those with a severe or profound intellectual disability on average fared worst with seven outcomes.

NPSANPSA

People living independently tended to fare better.

The group who did second best were those living at home.

The lowest were those living in a campus setting.

What Should We Change To?

Funding OptionsPlanning

The Solution

NPSANPSA

Putting people in control of their funding

Some Funding Options

Direct Payments – paid to a person’s account – they take full control

Indirect Payments – paid to a third party (broker) who will coordinate the process

By Cooperation with a Service Provider – where a person approaches a service provider and negotiates a service

Hosting by a Service Provider – a service lends its expertise but the person does most of the organising, including hiring and firing

Planning

Service Land

“In” not “with” the community

Person Centred Planning may be defined as a way of discovering:

how a person wants to live their life

and

what is required to make that possible

Person Centred Planning

NPSANPSA

Person Centred Planning

It is planning that takes as its primary focus a person - as opposed to a disability or a service or some other particular issue.

It is about citizenship, inclusion in family, community and the mainstream of life and self determination

NPSANPSA

It can, therefore, require some very fundamental changes in thinking

Person Centred Planning

It revolves around the “important” people in a person’s life sitting down with the person and supporting them to plan a life for themselves.

OPEN MINDS

NPSANPSA

Person with a disability decides where, when and how their plan will happen & who can attend their meeting

Person Centred Planning

All people present are equal and expert

Planning concentrates on:

The person’s strengths

what’s important to him/her now

what’s important for his/her future

Most importantly, plans do not focus solely on what is available already.

Circles of Support

Is a way of using the natural supports that come from family, friends, neighbours and the wider community

It’s all very simple !

Or else it’s very difficult

Or maybe it’s neither ?

………or both…?
