All India Railwaymen’s Federation (AIRF) through massive demonstration on 28th

March, 2012 before Parliament submitted a Memorandum to the Prime Minister

demanded that the General Exchequer should re-imburse Rs. 15,000 Crores annually towards Social burden that the Indian Railway is called

The Govt. had inducted different Financial Sources for augmenting the Railways

infrastructure ---“Own Your Wagon (OYW) in the year 1994 – 1995 and “Built Operate Lease

and Transfer” (BOLT) concept in the year 1996 – 1997. The response of those two sources

The Govt. had decided to adopt ‘Public Private Partnership” (PPP) model. But it could fetch only a

The Indian Railway had appointed a Committee in the style and name “To Study Organisational Structure and Management

Ethos of Indian Railways” headed by Mr. Prakash Tandon in the year 1994.

submitted its report on 28th July, 2001.

The Rakesh Mohon Committee in its report have held that :-

“ ….. We have been impressed by the loyalty and devotion to the organization of the Indian Railway

Personnel at all levels. This value must not be lost and must be capitalized in the change process ……. The Expert Group therefore recommends wide spread consultation process at all levels including labour”.

The Committee further stated :-“Indian Railway has a long history of achievements and is an

effective institutions that delivers. It is a truly unique institution that can not be compared lightly with that of any

other country …… Any recommendation to change an institution of the scale, complexity and achievement of Indian

Railway can not be based on compelling evidence that suggests a way forward without bringing turmoil to the life

line of the nation”.

AIRF in conjunction with ITF and FES conducted different seminars on Prakash Tandon Committee at

Shimla ,Bombay in 1994 where Railway Board Members and Ex. CRBs including Prakash Tandon had also

participated.

After threadbare discussion in the seminars, the AIRF could convince all concerned that the present Railway structure should not be destroyed for common good of the poor people of the country who are the main

Golden Quadrilateral / Diamond Quadrilateral connect Delhi, Mumbai, Kolkata and Chennai route comprise merely 16% of total network but carrying more than 50% of the goods and passenger traffic.

The Govt. had decided to set up two dedicated freight corridors viz – East and

West from Ludhiana to Mumbai and Ludhiana to Kolkata.

Now the Govt. has decided to induct Foreign Direct Investment (FDI) for dedicated freight corridors and for construct of routs for Bullet

trains.

Freight carrying is the bread and butter of the Indian Railways. At present more than 50% freight is carried through the

Golden / Diamond Quadrilateral.

If, the dedicated freight corridor is handed over for FDI, the Railway will left mainly with

passenger services wherein social obligation is on steady increase. This will lead to the Railway

a sick industry.

drastic reduction in number of regular Railway employees.

Dependence on foreign capital was the prime cause for South East Asian economic crisis in the year

1997, when workers of the effected countries were the victims alongwith their family members. Unemployment engulfed, children had to be

The economy of the country although decided to be open in the year 1991 by the Govt. but could not do so due to strong Trade

Union Movement in the country. This was precisely the reason that Indian could save herself from world economic melt down of 2008 when most of the Western developed countries including USA had

to face serious economic cries.
