HISTORY1932: Water service to Three Arch Bay and Capistrano-by-the-Sea. 1976: South Coast Water District and South Laguna Sanitary District consolidated. 1999: Dana Point Sanitary District and Capistrano Beach Water District consolidated into South

Coast Water District. Agreement with City of Laguna Beach to serve South Laguna.2000: Operate the Joint Regional Water Supply System bringing water from MWD’s Diemer Plant

into South Orange County via 30+ miles of large diameter transmission pipelines and 60 Million Gallons of storage, serving over 200,000 residents.

SCWD also operates the Joint Regional Water Supply System or JRWSS Since 2000, the District has operated and maintained, planned, and implemented the capital improvement program for the JRWSS, which distributes imported drinking water from Metropolitan throughout South Orange County. The JRWSS is jointly owned by and provides water to the District, Irvine Ranch Water District (IRWD), El Toro Water District (ETWD), MNWD, the City of San Juan Capistrano, the City of San Clemente and three agencies of the San Diego County Water Authority (SDCWA): San Onofre Nuclear Generating Station, Camp Pendleton, and San Onofre State Park. The system includes 30 miles of transmission mains and two reservoirs in San Clemente, which hold a total of 60 million gallons of water.

• Provide a high quality, locally controlled and drought-proof water supply while protecting the environment

• Further diversify the District’s water supply portfolio to reduce dependence on imported water supplies

• Provide emergency backup water supplies, should an earthquake, system shutdown, or other event disrupt the delivery of imported water to South Orange County
