Dear Exhibitor:

Welcome to the 2016 Tulare County Fair! 2014 started the revitalization of the Tulare County

Fair and grounds. Our efforts will continue again this year. We appreciate all of the support

from 4-H and FFA Clubs, parents, exhibitors and community leaders. It has a huge group

effort. THANK YOU! We have a FANTASTIC, EXCITING Fair planned for you this year. In

addition to a fantastic livestock show we are once again offering all fair goers National

Entertainment Acts, hands-on education for school children and some great exhibits. The

Foundation will host the annual kick-off CCA Pro Rodeo on September 10th. This year we will

have 2 nights of Monster Trucks and the Tractor Pulls and Demolition Derby will both be

returning. We are thrilled you have decided to enter YOUR County Fair.

This year’s Fair dates are September 14-18, 2016 and the theme is FARMS * FOOD * FAMILY * FUN, as we showcase

the Bounty of our County throughout the Fair. Please help us spread the word to all your friends and family. Entries close

August 5th

, 2016. In addition to entering livestock please consider entering an “indoor exhibit”.

Last year the Tulare County Fair hit a record attendance of over 117,000! We are working to continue the trend and host

another record Fair. We continue to need the assistance of each and every livestock exhibitor and their families to assist us

with the marketing efforts for the Fair. We will have Fair posters available for each and every exhibitor to help us distribute

and spread the word about the Fair. I feel each exhibitor and their parents are the best Fair ambassadors and we ask you to

help promote the Fair. The Tulare County Fair continues to go through changes due to the lack of state funding. Last year’s

Fair assisted in the increased financial stability of the Fair, but we still have a long way to go to ensure the Fair is financially

sustainable.

In order to continue to provide our exhibitors with the same awards, premiums and classes we have mounted an aggressive

sponsorship program. If you are interested in sponsoring an award, or know someone who may like to help support this

program, please visit tcfair.org for the sponsorship form.

The Fair office and Board of Directors continues to decrease expenses. The volunteer program has become vital to the

Fairgrounds. We will again host our workdays prior to the Fair. Please check with your FFA and 4-H leaders for the dates.

Species will be represented by a volunteer chairperson and their committee. Each show will have volunteers working the

rings, announcing and clerking the show. Positions are still needed, if you would like to volunteer please fill out the form on-

line.

Each livestock exhibitor will receive one LIVESTOCK EXHIBITOR ENTRY PASS with their entry. Each exhibitor pass

is good for every day of the fair. Each livestock family will need to purchase a seasonal parking pass for $25.00, prior to

September 13th, 2016. These parking passes give you in/out privileges. Exhibitors may purchase additional season entry for

a discounted rate of $30.00 or parking passes at the livestock office from September 11th to September 13

th, 2016.

Our carnival partner Helms and Sons is offering an exclusive livestock exhibitors ONLY $30.00 for a wristband that will be

good for rides for the entire Fair. Please read the attached flyer carefully. Wristbands must be purchased at time of entry

and there is a limit of only one per livestock exhibitor. The program offers NO REFUNDS and is limited to livestock

exhibitors ONLY.

The Board of Directors and staff are working to assemble the best entertainers, shows and exhibits during the 95th

annual

Tulare County Fair. If you have any questions, please call the Fair office, we look forward to assisting you with ANY of

your Fair needs or questions. Also, please read the Fair Rules located in the back of the Handbook and the State Rules

CELEBRATING THE BOUNTY OF THE COUNTY

The Code of Ethics was developed IN COOPERATION WITH THE CALIFORNIA STATE 4-H, CALIFORNIA FFA

ASSOCIATION, CALIFORNIA STATE GRANGE, WESTERN FAIRS ASSOCIATION, AS WELL AS OTHER

AGRICULTURAL ORGANIZATIONS. We believe this code, when instituted, will help ensure that all exhibitors are on a level

playing field, that animals are treated safely & humanely, that food safety is insured and that a positive environment is

maintained.

All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conducts

or questionable acts. Exhibitors who violate the code of ethics will forfeit premiums, awards & auction proceeds and shall be

prohibited from future exhibition in accordance with these rules. Expectation of rules & behavior to apply to campground as well

as on social media posts.

The following practices or procedures are unacceptable & are defined as being deceptive, fraudulent, unethical & inhumane in

the care, fitting, preparation & showing of all classes of livestock. The use of any illegal drug is prohibited. Legal or illegal

substances used to phenotypically alter the appearance of an animal entered in livestock events are prohibited. Use of illegal

drugs is considered a premeditated act. Furthermore, any information pertaining to the practice of illegal alteration of an animal

will be turned over to the proper authorities for criminal prosecution.

1. All exhibitors must have viable proof of ownership available to Fair & Livestock Officials at their request. Market

animals must be owned & under exhibitor’s daily care according to CDFA State Rules for California Fairs. The official

ownership date is the date shown on the bill of sale, unless the animal was bred by the exhibitor, in which case calving

or birth records must be shown. Registered breeding livestock must show the exhibitor as the owner of the animal on the

breed association papers or certificate.

2. No exhibitor will be allowed to show an animal which has been previously sold at an auction or sale as a market animal

through another fair or livestock show, whether or not there is an actual change of ownership. Any method used to

misrepresent the age of an animal for a class in which it is shown is deceptive & considered illegal. Showing an animal

for another individual by claiming ownership in order to show in a specific livestock class or event is prohibited. False

ownership is illegal.

3. Junior exhibitors are expected to care for & groom their animals while at fairs or livestock shows. No professional

fitters.

4. There will be no dye, color enhancer or any material used to change the natural color of any animal. Each animal

entering the show ring on show day may be checked for coloring. If coloring is found, the animal will not be allowed to

show. All tails will be natural in nature. No twining allowed.

5. Animals shall be presented to show events where they will enter the food chain free of volatile drug residues. The act of

entering an animal in a livestock show is the giving of, consent by the owner, exhibitor, leader, advisor and/or

absolutely responsible person for show management to obtain any specimens of urine, saliva, blood or other substances

from the animal to be used in testing at the owners expense. Animals not entered in any event which culminates with the

animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state &

provincial statutes, regulations & rules. Livestock shall not be exhibited if the drugs administered in accordance with

federal, state & provincial statutes, regulations & rules affect the animal’s performance or appearance at the event. If the

lab report on the analysis of sample taken from livestock indicates the presence of forbidden drugs or medication, this

shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is

presumed that the sample tested by the lab, to which it is sent, is the one taken from the animal in question, its integrity

is preserved & all procedures of said collection & preservation, transfer to the lab & analysis of the sample are correct

& accurate & the report received from the lab pertains to the sample taken from the animal in question & correctly

reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, leader,

advisor or absolutely responsible person to prove otherwise.

6. Any surgical procedure, injections or insertion of foreign material, substance or drug or the external application of any

substance (irritant, counterirritant or similar substance) which could affect the animal’s performance or alter its natural

contour, confirmation or appearance of an animal’s body is illegal. This includes vegetable oil, silicone, air or any other

substance used to alter the shape of the animal.

7. By entering, exhibitor acknowledges responsibility in the event their animal is found to contain volatile drug

residues or is deemed unfit for human consumption at processing. Adulterated carcasses or those deemed unfit for

human consumption by USDA Food Safety Inspection Service (FSIS) personnel at processing are the sole

responsibility of the seller.

If animals fail to pass ante-mortem inspection, or their carcasses are determined to be diseased or adulterated at

processing, exhibitors shall be liable for financial restitution, attorney’s fees and Civil penalties. Exhibitors may

also be subject to disciplinary measures administered by the Tulare County Fair, including but not limited to, the

cancellation of sale transactions and/or reimbursement to buyer.

8. The use of inhumane showing and/or handling practices or devices such as striking animals to cause swelling, using

electrical contrivances or other similar practices are not acceptable & are prohibited. Other practices, unless under the

written authority of a licensed veterinarian, that are not acceptable or prohibited include, but are not limited to, liquid

diets for lambs, excessive shrinking, excessive exercising, tying animals with the feet off the ground & electric

stimulation.

9. Criticism or interference with judges, fair or livestock show management, other exhibitors, breed classifiers or show

officials before, during or after the competitive event is prohibited. All officials shall be treated with courtesy,

cooperation & respect & no person shall direct abusive or threatening conduct toward them.

10. No exhibitor, leader, advisor or responsible person shall conspire to intentionally violate the Code or knowingly

contribute or cooperate with another by affirmative action or inaction to violate this Code.

11. The application of this Code provides for absolute responsibility for an animal’s condition by exhibitor, leader or

advisor whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in

contravention of this Code of Ethics.

12. The act of entering of an animal in fair livestock show is the giving of verification by the exhibitor or absolutely

responsible person that he/she has read the Code of Ethics & understands the consequences of & penalties provided for

actions prohibited by the Code. It is further a consent that any action which contravenes these rules & is also in

violation of federal, state or provincial statutes, regulations or rules may be released to appropriate law enforcement

authorities with jurisdiction over such infractions.

BY SIGNING, WHETHER IMPLIED ONLINE OR PHYSICALLY ON A PAPER ENTRY FORM:

The exhibitor & his/her Parent or Legal Guardian or leader/advisor hereby certifies that each has read, understand & will

abide by TCF rules and regulations. We further certify that we have not administered &, to the best of our knowledge, any

entry from this exhibitor has not received any substance not approved by the FDA and/or USDA. In instances where an

animal has been administered a drug that is FDA approved for its species, the exhibitor must be aware that the time it takes

for no drug residue to be found in the system is generally longer than the labeled withdrawal time for most drugs.

In the event any animal is declared by a veterinarian, processor or testing agency to be unethically fitted, the Executive

Director and/or CEO will disqualify the exhibitor from this year’s competition & one year following the incident.

Reinstatement of anyone disqualified may be made only by the Executive Director & CEO. The exhibitor will forfeit all

titles, awards, prizes, auction proceeds, premiums, scholarships & market/floor money if the animal is disqualified.

INTERPRETATION OF RULES

The Management of the Tulare County Fair (includes, CEO, Deputy Manager, Livestock Supervisor or representative of the

CEO) reserves the right to amend, add to & interpret the Rules & Regulation; and to arbitrarily settle & determine all

questions & differences in regard thereto, or otherwise arising out of, connected with or incident to the Fair. All Rules

contained in the 2016 State Rules for California Fairs as prescribed by the Division of Fairs & Expositions apply to this Fair.

ONLINE ENTRIES We encourage you to complete your entries online. A $10.00/exhibitor entry processing fee will be accessed for all livestock entries that are mailed or hand carried to the office. Save some dollars and enter online for only $5.00/exhibitor entry processing fee. All processing fees will be used to off-set the cost of administering the livestock show. Paper entries must be in the office by 5:00 p.m. on August 5th, 2016. All entries close August 12, 2016. You can do this by clicking the “I Agree” link online after you have read and agree to all rules. The rules may be found in the Handbook. Before you submit an online entry you must agree to the following:

• I have read and agree to all rules. • I understand that, if I am entering an animal exhibit, it is my responsibility to have all the

required supporting documents to the office by the deadline. • I understand that if I am entering an animal my signature is assumed. • I understand that no entry is valid until received in the Tulare County Fair office and approved by

staff. INCOMPLETE ENTRIES, INCLUDING MISSING FEES OR UNSUBMITTED ENTRIES, WILL NOT BE ACCEPTED AND/OR WILL BE DISQUALIFIED!

• I understand that there are minimum system requirements for online entries and that this service may not be available to me.

HOW TO ENTER The Tulare County Fair uses ShoWorks, an on-line entry program. ShoWorks is an industry standard used by over 50 fairs nationally. This user-friendly program can be trusted to accurately enter you into our competitions and allows for efficient communications via e-mail. We are excited to have ShoWorks to better facilitate entering Tulare County Fair competitions. Take a good look through the Competition Handbook to see which competition your entry is eligible to compete in. Please be advised that Tulare County Fair employees cannot advise or assume what division or class should be entered by an exhibitor; that information must be found in the Handbook before entering online. You must use the correct Division and Class number, found in the Handbook, to be entered correctly. Follow the easy steps listed below to enter the competition you have chosen. 1. Before proceeding with an on-line entry, please visit our website at www.tcfair.org to download the appropriate

Competition Handbook (Livestock or Indoor) located on the “Competitions/Contest” page. Note that sessions expire after 20 minutes of inactivity, so “save the cart” if you plan on leaving the computer for more than 20 minutes.

2. Everyone must register as a new exhibitor when logging in for the first time in 2016. 3. When logging in for the first time, please do the following:

When entering information, fields in BOLD are required. If a field/ box does not apply to you, please type “NA”. If pending, please type “PENDING”. Please follow the directions as they should help lead you through the process.

5. Review Exhibitor Information and click Continue. 6. Choose a Department (i.e. Junior Livestock Department, Small Animal Department, etc.) 7. Choose a Division (i.e. Registered Purebred Beef, Market Hogs, etc.) 8. Select a Class from the Drop down menu. 9. Complete Exhibit Information. 10. Make sure to include the club associated with the entry. If not with a club, select *Independent. 11. Click Add Entry To Cart 12. If you only have 1 entry click Continue. If you have another entry in the same department, click Add Similar

Entry and follow above steps. If you have another entry in another department click Add Different Entry and follow above steps.

Local Rules For All Departments 1. All State Rules published by the California Department of Food & Agriculture, Division of Fairs & Expositions are

in force for the Tulare County Fair. Copies of the State Rules are available online at http://tcfair.org/pdf/2016/2016_State_Rules_for_California_Fairs.pdf.

2. The Board of Directors and Management of the 24th D.A.A. reserve the right to refuse exhibits deemed unsuitable or inappropriate. Unless stated otherwise, classes are limited to Tulare County residents only.

3. All entry forms and fees must be postmarked by August 5th, 2016 as indicated on entry forms. Hand delivered entry forms and fees will be accepted until 5:00 pm on August 5th, 2016. Mail arriving after must bear an official U.S. Postal Service postmark of August 5th, 2016, or earlier in order to be accepted. It is the exhibitor’s responsibility to ensure their entry form(s) arrives by the entry deadline. Our online entry system will close at midnight on August 12th, 2016. The use of return-receipt, proof of mailing, and hand cancellation (postmarking) at the Post Office are recommended. The fair is not responsible for any lost, delayed or misdirected mail. Late entries will not be accepted. No late entries will be accepted for any reason.

4. Only market ready animals will sell in the Junior Livestock Auction.

5. Return checks: There will be a $35.00 fee on checks returned by the bank. Redemption of returned checks must be made by cash or money order. If an exhibitor has an outstanding balance, owed to the Tulare County Fair, they will not be allowed to exhibit.

6. Premium checks will be mailed following the show. Checks must be cashed within 90 days of issue to remain valid. A $40.00 fee will be charged for expired checks to be reissued from either the Fair or the livestock auctions.

7. No Refunds will be made, be sure to review entries carefully before submitting.

8. All classes will be judged under the American system unless otherwise stated. (State Rule IV 6)

9. No exhibitor shall receive more than two cash awards in any one class under the American system. Any limitations within the Danish system of judging shall be printed where applicable. (State Rule IV 6)

10. Fair management is not responsible for errors in entries. No exhibitor shall be entitled to an award that has been disallowed as the result of his/her own error.

11. The Fair will pay cash awards only on those classes specified in the Exhibitor’s Guidebook and only the judge’s books will be the basis for cash award payments. Due to the possibility of an error in transferring information, ribbons and exhibit tags cannot be used as a basis for award payments.

12. Reasonable precaution will be taken in protection of exhibits; the Tulare County Fair will not be responsible for loss, damage or theft, whatever the cause.

13. Fair management reserves the right to combine or cancel any classes that have five or fewer entries.

14. PASSES: Each livestock exhibitor will receive one LIVESTOCK EXHIBITOR ENTRY PASS with their entry. Each exhibitor pass is good for every day of the fair. Exhibitors may purchase additional season entry passes with online entries or at one of the Fair Office’s at a discounted rate of $30.00, prior to September 14th, 2016. Each livestock family will need to purchase a seasonal parking pass for $25.00, prior to September 14th, 2016. These parking passes give you in/out privileges.

15. 4-H Community Leaders & FFA Advisors will complete an admission credential list for only registered 4–H Livestock Leaders & FFA advisors and submit to the fair manager for approval by August 31st. This list will be proofed against a master list provided by the 4-H office before credentials are provided. Admission credentials will be available for pick-up at the livestock office September 12th through September 13th.

16. EXHIBITS DELIVERY DATE: Dates for exhibits to be in place or delivered for judging is listed at the beginning of each Department. No late entries will be accepted.

17. HANDICAP PARKING: Space has been designated on Martin Luther King, Jr. Avenue near the fair Administration Office and on K Street near the Jockey Club to accommodate licensed handicapped fairgoers.

18. Extension cords used to distribute power to electrical apparatus are to be rated 15 AMPS minimum and contain ground wire. Cords not meeting these requirements will be confiscated for the duration of the fair.

19. DEBT COLLECTION Any individual, business, exhibitor, or exhibitor with a family member* having an outstanding debt to the 24th D.A.A. Tulare County Fair, (including collection accounts) shall be barred from exhibiting or participating in the Tulare County Fair until the debt is satisfied in full (including N.S.F. check charges and/or interest charges). A 24% interest will be accessed on all outstanding invoices over 30 days.

*defined as: parents, siblings, stepparents, stepsiblings, and/or individuals residing in the same household.

20. SLOW PAY POLICY: Any individual or business having an outstanding balance for a Junior Livestock Auction Purchase as of December 31st shall be barred from bidding or purchasing at subsequent Tulare County Fair Junior Livestock until the debt is satisfied in full and for a minimum of two consecutive years after the debt is satisfied. (including N.S.F. check charges and/or interest charges). A 24% interest penalty will be accessed on all outstanding invoices past 30 days.

21. Judging is not open to the public, unless stated otherwise, except for livestock classes.

3. Independent exhibitors may exhibit at ages 9 – 19 years as of January 1, 2016. Under 9th Grade enter 4-H Divisions, 9th Grade and above enter FFA Divisions. All other exhibitors refer to State Rules for Age and Grade limitations.

4. PLEASE NOTE: Independent exhibitors must provide proof of age (ie: Birth Certificate, Driver’s License, California ID Card). READ STATE RULES CAREFULLY REGARDING RULES, QUALIFICATIONS AND DEADLINES PERTAINING TO INDEPENDENT EXHIBITORS.

5. All Registration Papers for registered breeding animals must be checked into the Livestock Office by 5:00 pm, Tuesday, September 13.

with them at all times. Admission to the grounds will not be permitted at any time (including early mornings) without a valid credential. Misuse of admission or parking credentials or inappropriate behavior at the admission or parking gates may be grounds for disciplinary action, disqualification or ejection.

7. Breeding class entry fees are $10.00, Market entry fees are $10.00 and Showmanship is $5.00. Fair Management does not provide any bedding.

8. All Market Classes will be judged using the Danish & American Judging System of Judging. All Breeding and

Showmanship classes will be judged using the American System of Judging.

9. The judges may disqualify or transfer to the correct division (at his/her discretion) any exhibit that is not a true representative of the division or class in which it is entered.

10. If there is only one animal in a class, it will be up to the judge’s discretion to award first place to that animal in Registered Breeding Classes. If less than five entries are entered in a class, Fair Management reserves the right to combine classes to insure proper competition.

11. Feeder animals that make market weight cannot show in a market class, they must remain in a feeder class and will not be eligible for sale.

12. Animals are not to be exercised in show rings.

13. For classes that combine 4-H, FFA, Grange and Independent Junior animals, the judge will designate only one overall highest placing animal, i.e. Champion or Reserve Champion, Best of Breed or Best of Opposite Sex.

14. Checks for monetary awards won will be made out with the address recorded on the exhibitor’s entry form. Be sure your name and address are correct and clearly written on your entry forms. All checks for monetary awards will be available for pick up by the leaders or advisors.

15. All awards will be awarded at time of judging.

16. The judge’s decision on awards cannot be protested. Protests will be considered only if there has been a

violation of State or Local Rules. All protests must be presented to Management of the Fair in writing within 24 hours of the alleged violation and must be accompanied by a $100.00 deposit (cash, money order, or certified check), or $200.00 if the protest relates to a violations of State Rules X-XI, which will be returned if the protest is determined valid. Protests and appropriate action are decided by the Fair Management/Fair Board of Directors. If protests cannot be resolved with the Board of Directors, the Division of Fairs and Expositions may intervene.

17. Exhibitors are required to completely clean out all pens prior to move out. Failure to do so will result in a $50.00 deduction from premium or sale check.

18. IF FAIR EAR TAGS ARE REMOVED FROM MARKET ANIMALS DURING FAIR THE EXHIBITOR OR ORGANIZATION WILL BE ASSESSED A $100.00 PENALTY FEE PER HEAD.

19. Grange/independent exhibitors will show in their respected shows.

20. If any animal is deemed dangerous or unsafe in any way, Fair Management reserves the right to require the exhibitor to remove the animal from the fairgrounds immediately.

21. Owner must show animals unless prior arrangements are made between owner and Fair Management, but owner must still be in attendance at all times. Each exhibitor is to groom or fit his or her own animal, no grooming or fitting is allowed by a “professional” fitter or any out of county youth; hands-on assistance may only be given by a Tulare County leader, advisor, parent or another Tulare exhibitor, but owner must be in attendance at all times. With regard to this rule, Leaders and advisors are to be enrolled in Tulare County as such and exhibitors are to be currently entered in the Tulare County Fair. Violation of this rule will result in immediate disqualification from the show and exhibitors will be asked to remove their animals from the fairgrounds.

22. CURFEW: All Junior exhibitors must be out of barn area by 11:00 p.m. each night beginning Tuesday, September 15TH. No exhibitors will be allowed to stay on the grounds overnight.

23. INSURANCE: Tulare County Fair does carry General Liability insurance on behalf of all animal exhibitors. This General Liability insurance will cover damages/injuries that could be caused by the covered exhibitor’s animals. All exhibitors will be accessed a $5.00/ exhibitor for insurance. This is a mandatory fee for all exhibitors. General liability coverage is $1,000,000 per occurrence.

24. Radios, skateboards and scooters are not allowed in the barns. No picnic tables or lawn chairs will be allowed in the aisles. AISLES MUST BE KEPT CLEAR. NO BBQ’S, No easy-ups under the barn area unless they are inherently flame retardant and must display proper logo.

25. Pad Locks are not to be used on pen gates; locks will be removed at exhibitor’s expense.

26. STALL REQUESTS: Due to limited barn space Fair Management does not guarantee stall requests. All tack must be kept out of stalls. Exhibitors or leaders found to be entering animals solely for the purpose of obtaining extra stall space will not be entitled to that stall space or a refund of any fees.

27. Barns will be available for all exhibitors Monday, September 12, at noon. Early move in is Saturday, September 10 & Sunday, September 11, 2016 for tack only, NO SECURITY.

28. All breeding and market animals must be in place by 4:00 pm Tuesday, September 13.

29. Milk cows (EXCLUDING REPLACEMENT HEIFERS IN MILK) may be brought in by 7 am the Day of Show and will be released immediately following the end of the Dairy Show with a release from the Livestock Office.

30. RELEASES: All breeding livestock can be released on Sunday, September 18 with the option of Monday morning, September 19, 2016. The release time will be at the discretion of the Fair Management. Any exhibitor or designee removing animal’s equipment without proper authorization from the Livestock Superintendent will be subject to disciplinary action. All market exhibitors are responsible for taking care of their animals until Sunday evening. Market animals will be released Sunday, Sept. 18, 2016 at 7:00 pm & Monday, September 20, 2016 at 8:00 am. (subject to change). If Exhibitor removes exhibit without proper release from Livestock Office, exhibitor will not be able to exhibit entries at the 2017 Tulare County Fair, and will forfeit all premiums and awards.

31. Showmanship classes must be pre-entered.

32. For breeding animals, groups must be owned by the exhibitor, be shown as individuals, and be of the same breed.

33. Management will inspect the barns on a daily basis and "RED TAG" pens, stalls or animals found to be in unsanitary condition. Any exhibitor receiving a second "RED TAG" may forfeit any premium awards earned. A third "RED TAG" will require the exhibitor to remove the animal(s) from the grounds and forfeit premiums and exhibitors pass.

34. 4-H UNIFORM REQUIREMENTS: Each member will be required to wear the official California 4-H uniform while showing his/her livestock. This uniform is to consist of the official 4-H cap, 4-H tie or scarf, white shirt or blouse with a collar, white or blue jean pants or skirt. If blue jeans are worn they are to be dark blue denim, not excessively worn or faded nor are they to be acid washed, stone washed, etc.

35. FFA UNIFORM REQUIREMENTS: Each member will be required to wear the official FFA show uniform while showing his/her livestock. The official FFA show uniform consists of white shirt, FFA tie or scarf, FFA jacket and white pants. Wearing the FFA jacket is optional if the exhibitor is wearing a white shirt with the official FFA emblem attached.

36. INDEPENDENT UNIFORM REQUIREMENTS: Each Independent will be required to wear a white shirt and white pants.

37. The storage of clean bedding is on a space available basis. The placement of stacked straw must be cleared by Fair Management and will not be allowed on the west side of the barns. No shavings will be piled near the barn area.

38. Electrical service is limited. Additional electricity will not be provided.

THANK YOU CARDS/BUYER’S GIFTS.

1. All exhibitors are required to write and submit to the office a thank you note for awards, for add-ons and

to buyers. Thank you card packets will be available at the livestock office for a nominal fee per packet. The

packet includes a stamp, an envelope and card. If exhibitors would like to bring their own thank you cards,

appropriate postage is required. 2. The Tulare County Fair Foundation (TCFF) will be supplying the card packets. Any proceeds from the

card packet sales will go back to the TCFF. The TCFF benefits the educational and youth livestock

programs hosted at the Tulare County Fair.

3. Thank you cards must be turned into the Livestock Office by noon on the Friday following release from the Fair. Junior Livestock Auction checks will NOT be issued to exhibitors pending receipt of all Thank You notes. Cards submitted to buyers personally will not be checked off. Add-on names will be available on Sunday, September 18th from the livestock advisors/leaders. Advisors/leaders may pick up their thank you lists after 1:00 p.m. on September 18th; electronic versions will also be emailed to advisors/leaders.

4. In lieu of purchasing gifts for a buyer, exhibitors may make a comparable donation in the buyer’s name to

the TCFF (i.e., if you would usually spend $20 on a buyer’s gift, that money may instead be made out in the

form of a donation to TCFF and the buyer will be notified a donation was made in his or her name. No

donation is considered too small or inappropriate). Notification that a donation was made will be

indicated in the thank you card to the buyer, but not the actual donation amount. The Fair and the TCFF

are in no way discouraging buyer appreciation, but instead trying to perpetuate our Fair by offering a

solution to those buyers who get inundated by gifts. Also, this gives the sellers who do not have the means

or forethought to purchase a gift the opportunity to give special thanks to their buyer. This solution has

the most impact on both the buyer and the Fair! The procedure is time tested at many fairs with

overwhelming support of both sellers and the buyers. Thank you for being part of the Tulare County Fair

Livestock Program. We appreciate your support and hope you understand why this rule is so important

to both buyers and sellers.

Ownership & Weighing of Livestock

1. Market animal exhibitors must be the bona fide owners and have actual possession of their animals for at least 120 consecutive days prior to the opening date of the Fair for Market Steers, and at least 60 consecutive days prior to the opening date of the fair for Market Sheep, Goats and Swine. All Market animals must have a bill of sale or bred and owned statement available for inspection if so requested. Market Steers must have a brand inspection and/or bill of sale in order to weigh in. Market Lambs and Goats must have a scrapies tag in order to weigh. JOINT OWNERSHIP OF MARKET ANIMALS IS PROHIBITED.

2. LIMIT: Each exhibitor is only allowed to enter two (2) market animals and one (1) Breeding Animal for sale. Each

exhibitor may only sell one (1) market animal and one (1) Breeding Animal, with the exception that if one exhibitor exhibits more than one Supreme Champion, Reserve Supreme Champion, 4-H or FFA Champion or Reserve Champion.

3. WEIGHING FOR CLASSIFICATION: All market animals will be weighed as scheduled, and be divided into breed and

weight lots as desired by Fair Management for convenience in judging. There will be no “re-weighing” of animals unless deemed necessary by Fair Management and/or their chosen representative. Animals must not leave scale area until decision is made. Only Steers, Hogs, Lambs and Goats graded Market Ready will sell. All scales will be certified by USDA weights and measures.

4. Market animals not meeting the minimum weight requirements will be re-classified as “Feeder” animals. These

animals may show in a “Feeder” class immediately following the Market Show in their respective species consisting of 4-H, FFA & Independent exhibitors combined. These animals do not qualify for the Junior Livestock Auction or any Champion Awards, however, exhibitors may show them in their appropriate Showmanship class.

EAR TAGGING POLICY:

1. All ear tags will be given out at the Livestock office by club at check-in. Exhibitors are required to tag their

animals prior to weighing.

2. Large groups having over 50 animals can pick-up their ear tag one week prior to the Fair.

3. Advisors/Leaders/Parents are responsible to make sure their club exhibitors entries are pre-tagged before they get to the scale. If exhibitors need help tagging their animals on-site, go to the Livestock office.

DECEASED MARKET ANIMAL POLICY:

1. Fair staff must be notified IMMEDIATELY upon the death of a Market Animal. Anyone reporting a deceased animal must speak directly to a fair office staff member or livestock office manager, no “messages.” It is the exhibitor’s responsibility to report the death of a market animal directly to fair staff.

2. Veterinarians certificate of death is required. 3. Exhibitors must obtain and possess a replacement animal within seven (7) days of the deceased animal

being verified. THERE WILL BE NO REPLACEMENTS AFTER SEPTEMBER 8TH. 4. A replaced animal is not eligible for any champion classes (including Breed Champion or Reserve Champion.)

Americans with Disabilities Act (ADA)

In accordance with the Americans with Disabilities Act (ADA), exhibitors that fall into the following classifications may want to apply for assistance from the Livestock Special Needs Abilities Committee. An individual with a disability is defined by the ADA as a person who has physical or mental impairment that substantially limits one or more major activities, a person who has a history or record of such an impairment, or a person who is perceived by others as having such an impairment.

The Livestock Special Needs Abilities Committee has been formed to ensure that all exhibitors have a fair opportunity for competition at the Tulare County Fair. Registration/identification with the committee is on a voluntary, self-identifying basis by either the parent of an exhibitor under eighteen (18) years of age, or the exhibitor themselves if they are eighteen (18) years of age or older. The following will apply to those individuals registered with the committee:

1) The exhibitor must be the handler of the animal in the ring, but an assistant may be in the ring with the exhibitor as a “safety backup.” The assistant must be a Livestock Exhibitor showing at the 2015 Tulare County Fair.

2) A Special Needs exhibitor may have the option of showing in the Novice Showmanship class regardless of

how many years he/she has been exhibiting. This option will be approved by Fair Management with

input from the Committee.

** Highlights **

1. All Hogs will be assigned based upon two (2) hogs per pen, within the Chapter or Club 2. All Sale animals will be marked coming out of the auction arena. 3. Supreme, Reserve Supreme, and 4-H & FFA Grand Champions and Reserve Grand Champions must sell

for custom or resale processing. Resale processors will be Coelho’s, Jim’s Farm Meat and Superior. 4. Due to the top weight that the Packing House will accept, any Hog weighing over 280 pounds will not

be eligible to sell in the Junior Livestock sale. Pay weight on hogs is 265 pounds. 5. Due to the top weight that the Packing House will accept, any Goat weighing over 115 will not be

eligible to sell in the Junior Livestock sale. Pay weight on goats is 105. 6. Exhibitors will be responsible for the care of the animals until they leave the fairgrounds. Sellers not

providing proper care will be fined an additional 6% of the selling price of their livestock entry. 7. Market Beef weighing over 1350 lbs. will only be paid up to 1350 lbs. 8. Market sheep weighing over 140 lbs. will only be paid a maximum of 140 lbs.

TERMS OF SALE – Credit cards, checks or cash will be accepted the day of the sale. Buyers are expected to pay for

their purchases the night of the auction. All livestock sales are cash sales and payment is to be made the day of the sale. The Fair does not have the funds available to “cover” any buyer purchases. It is the goal of the Fair to pay the exhibitors as quickly as possible to do so we need all buyers to pay for their purchases at the time of the sale. If payment is not made within 30 days a 24% fee will be incurred every month until it is paid in full. The ultimate responsibility for payment for sale animals rests with the person who signs the invoice at the time of the sale. Persons acting as 'agents' for other individuals should have a signed authorization for purchase to release them from any liability for payment. Please attach the release of liability statement to the sales invoice. Each auction participant shall receive the proceeds from the sale of his or her animal, less all applicable fees and commissions, only after all buyers are paid in full. All unpaid accounts as of January 1, 2017 will be sent to a collection agency. ADD ON’s Payment are due at the time of add-ons.

All unpaid accounts as of January 1, 2017, may be turned over to a collection agency. Any monies received through the collection process shall issue to the auction participant, less applicable fees and commissions including, but not limited to, any commission fee of the collection agency. Exhibitor checks will be released to advisors/leaders as soon as all buyers have paid in full. If someone other than the exhibitor is picking up the checks, a note signed by the exhibitor naming the person who will pick up the check is required.

1. Junior Livestock Auction Checks will be paid as soon as all Tulare County Fair buyers are paid in full. Due to the elimination of State Funds the Fair is unable to “float” the buyer payments. The Fair will do everything possible to collect funds from buyers in a timely manner.

2. The following deductions will be deducted from each exhibitor where applicable.

a. 6% commission on each animal sold and on all add-ons.

b. .004 per dollar on each market hog - National Pork Act.

c. $2.05 each market beef & Dairy Cattle Brand Inspection and Beef Council Fees.

d. .50 Lamb Check-off.

3. By entering, exhibitor acknowledges responsibility in the event their animal is found to contain drug residues. If drug residues are detected, exhibitors may be liable for financial restitution, attorney’s fees, and Civil penalties. Exhibitors may also be subject to disciplinary measures administered by the Tulare County Fair, including but not limited to, the cancellation of sale transactions.

4. Exhibitors are solely responsible for the care and health of their animals until shipment by Fair Management.

5. Only market ready animals will sell in the Junior Livestock Auction.

6. Supreme Champion, Reserve Supreme Champion, 4-H or FFA Grand Champion or Reserve Grand Champion Steers, Lambs, Hogs and Supreme and Reserve Supreme Champion Meat Goats must be sold for custom or resale processing. Exhibitors exhibiting a Supreme or Reserve Supreme Champion animal will be required to create a biography of themselves as well as their projects.

7. Exhibitors must be present to sell their own animal. Any exhibitor failing to have their animal in their assigned

sale order position will be scratched from the Sale. Exhibitors will not be permitted to sell their animal at a later position in the sale.

8. Every exhibitor is expected to “run” after the sale of their animal through the auction and must report in at the

auction ring, if failure to check in and run, a $50.00 fine will be withdrawn from their auction check. 9. Add-On Bids: Buyers can “add-on” additional monies to purchases made by a primary buyer. All Add-On bids

must be done in the Livestock Office within one hour following the conclusion of the auction. Add-On bids will not be taken at the auction block. Add-On invoices must be completed with a buyer’s number and required signature before an add-on bid will be taken. The minimum add-on bid is $50.00 and subject to commission.

10. All Exhibitors must sign an “Intent to sell” form in the livestock office within an hour after their show. All Market

animals are consigned to the sale at the time of entry. Exhibitors wishing to withdraw their animal from the sale must do so at the Livestock Office within one hour after their market animal division judging is completed. If an exhibitor fails to declare their wish to withdraw their animal within the time allotted, the animal will not be scratched from the sale. If the exhibitor wants to scratch from the sale after the allotted time they must submit a letter signed by exhibitor, leader, and parent stating they understand that the allotted time has passed and that they understand that they will not be able to show or sell in 2016.

11. If an exhibitor exhibits more than one market animal, he/she must declare at the Livestock Office which animal

will sell within one hour after the last market animal division judging they are competing in is completed. If they do not declare which animal the highest placing animal will sell. If an exhibitor has more than one Champion, the highest placing animal will sell. In the event one exhibitor has two Supreme, Reserved Supreme, or 4-H or FFA Champions or Reserve Champion both must sell.

12. Each Club and Chapter is to assist with the auction – lotting animals, serving as runners, barn set-up and tear down, loading and shipping, etc.

13. BUYER INFORMATION: Buyers for both Dairy Replacement Heifer Sale and Junior Livestock Auction will be able to pick up purchased animals on Saturday morning (dairy only), Sunday evening or Monday, and must have proof of purchase, in order to be released at this time. All animals must be paid in full to be released from the grounds.

It is the responsibility of each exhibitor selling an animal to go out into the community and cultivate NEW buyers. Each exhibitor needs to write letters to prospective buyers, speak to new buyers, and

DAIRY REPLACEMENT SALE

Friday, September 16th, 6:30pm 1. All heifers have been inspected and are certified to be pregnant, have a calf at side less than thirty (30) days of

age, or will calf within sixty (60) days of the sale. Heifer’s dams have met established production standards and are of desirable type and conformation. Heifers must have been bred to registered bulls of the same breed.

2. All heifers being sold through the auction must be entered in the appropriate class at the 2016 Tulare County Fair Dairy Cattle Show. Entry forms & contracts must be filled out and are due by 5:00 pm on Friday, August 5, 2016.

3. Brand inspections and/or Bills of Sale must be turned into the livestock office at the time of Vet Check. 4. Buyers are expected to pay for their purchases the night of the auction. If credit arrangements have been made

in advance, payment has to be made within 30 days of the sale. If payment is not made within 30 days a 2% fee will be incurred every month until it is paid in full.

5. Heifers will be released to the buyers Saturday, September 18, 2016 prior to 8:30 am. Exhibitors are responsible for their animals until Sunday evening.

6. PLEASE NOTE: Every exhibitor is expected to run after the sale of their animal through the auction and must report in at the auction ring, if failure to check in and run, a $50.00 fine will be withdrawn from their auction check.

7. Sellers are required to provide a suitable halter for the buyer after the sale. The Livestock Office is not responsible for returning halters to any exhibitor.

8. If the heifer calves before the sale, the seller may sell the calf separately. Livestock office must be notified if the

ROUND ROBIN SHOWMANSHIP

1. Contestant to have won his/her Showmanship division (excluding Novice 4-H and Novice FFA) in Beef, Dairy, Swine, Sheep, Dairy Goats or Meat Goats.

2. Novice 4-H & Novice FFA division winners will be allowed to move up into the Junior 4-H and Experienced FFA respective divisions to compete for the opportunity to participate in this contest.

3. If for some reason an exhibitor is unable to participate in Round Robin, they must inform the Livestock Office immediately upon conclusion of their showmanship division.

4. Only first place winners are eligible. If extenuating circumstances arise, the second place winner may be allowed to move to first place and compete. Determining the validity of the extenuating circumstance is at the Livestock Superintendent’s discretion.

5. If a showman wins in more than one specie/division they must compete with the first species they win with. 6. Each contestant to exhibit all species represented, however they will not exhibit their own animal. 7. In the event of a tie score between two or more contestants, the tie will be broken in this order:

A. The contestant with the highest score on the specie that qualified him/her for Round Robin. B. The exhibitor with the most consistent set of scores. C. Designated species by contest chairman and committee.

8. Contestants will be scored on a possible of ten points per specie. 9. This is a Round Robin, Each Class will show with own class, 4-H Junior will be showing a species while 4-H Intermediate is showing another species and so on. There will be more than one arena in use.

SMALL ANIMAL ROUND ROBIN SHOWMANSHIP

1. Contestant to have won his/her Showmanship division (excluding Novice 4-H, Novice FFA & Junior Exhibitors ages 5-8) in Pygmy Goats, Poultry, and Rabbits. 2. If for some reason an exhibitor is unable to participate in Round Robin, they must inform the Livestock Office

immediately upon conclusion of their showmanship division. 3. Only first place winners are eligible. If extenuating circumstances arise, the second place winner may be allowed

to move to first place and compete. Determining the validity of the extenuating circumstance is at the Livestock Superintendent’s discretion.

4. Each contestant to provide their own animal in their category, and these animals must have been entered and shown in their respective divisions and be the animal they won their respective showmanship division with.

5. If a showman wins in more than one specie/division they must compete with the first species they win with. 6. Each contestant to exhibit all species represented, however they will not exhibit their own animal, which they provided to this contest in their category.

7. In the event of a tie score between two or more contestants, the tie will be broken in this order: A. The contestant with the highest score on the specie that qualified him/her for Round Robin. B. The exhibitor with the most consistent set of scores.

8. Contestants will be scored on a possible of ten points per specie. 9. This is a Round Robin, each class will show with their own class. 4-H Junior will be showing a species while 4-H Intermediate is showing another species and so on. There will be more than on arena in use. 10. 4-H Senior and FFA Advanced winners qualify for State Fair Best of Show.

Rules & Guidelines: 1. Contest will take place on Sunday September 18, at 2:00 pm 2. Pre-Entry by AUGUST 5, 2016 IS REQUIRED. Entry should be made on Livestock Entry Form. 1. Primary is for exhibitors from 5 to 9 years of age, as of January 1st, 2016. 2. Primary Showmanship is a carry on show. 3. All Primary Showmanship animals must enter the grounds through Gate D and must be in a carrier, crate or on leash. 4. Primary showman can only enter in one specie. 5. All Primary Showmanship animals must remain on grounds until load out time of 7:00 p.m. 6. Proof of ownership is not required. Exhibitors may use animals already entered in the livestock show. 7. Poultry must use animal already entered in the livestock show and have gone through PHI. 8. Primary showman can enter only in the Primary Showmanship division. Awards: Primary Showmanship is intended as an experiential opportunity. Exhibitors will not be placed. All exhibitors will receive participation ribbons. Poultry:

1. All birds must be inspected by the official Poultry Health Inspector. (PHI) No birds will be allowed on the grounds unless passed by the PHI. Infected birds will be dismissed before entering the Fair Grounds.

2. Poultry must use animal already entered in the livestock show and have gone through PHI. Pygmy Goats: 1. All Pygmy Goats must be properly dehorned. 2. All wether goats must be properly castrated with all wounds completely healed prior to check-in or animal will be disqualified. 3. All Goats must be registered and provide an original registration certificate at time of check in. Fair will not accept goats from Scrapie infected or source flocks, or animals that have been exposed to Scrapie unless they have been evaluated and approved for exhibition by the state Scrapie epidemiologist. SCRAPIE TAG INFORMATION AND INSTRUCTION Official Scrapie tag information is required for all sheep AND goats entered at the Tulare County Fair under the National Scrapie Eradication Program. This is a mandatory program and requires participation by all sheep and goat producers from all 50 states. It includes individual identification of animals (sheep and goats) with an ear tag or tattoo prior to changing ownership (so that animals can be traced) and to allow testing samples from sheep at slaughter facilities.

What is a Scrapie Tag

Sheep and Goat producers will register and request from USDA approved individual official tags. These are referred

to as scrapie tags and are required for:

All Sheep and Goats must be identified when changing ownership and prior to transport before a show, fair, petting zoo, or exhibition. Exception to the use of Scrapie Tags:

Registered goats that have a legible registry tattoo accompanied by a copy of the registration certificate do not require a scrapie tag if their tattoo is registered as a unique entity with the breed association and USDA-APHIS’ Veterinary Services office. Exhibiter must bring own reader.

The scrapie tag identifies two specific tracking numbers:

Premise number; also referred to flock, herd or breeder identification. This number will be assigned by the Federal Government and follows a specific format.

o The first two character of this number indicate the two digit alpha state code. For example, if the animal was born in California the first two digits would be “CA”. If the animal was from Oklahoma, the first two characters would be “OK”.

o The 4 to 5 digits that follow the alpha state designation is the premise number which has been assigned by the Federal Government for that specific livestock producer AND location.

Individual Animal Identification Number: This is a numbering sequence to identify one animal from the specific premise. It may be one digit or several. This is a numbering sequence that is chosen by the breeder.

Both sets of these numbers must be recorded on the Tulare County Fair Entry form. This information is to be recorded from the actual tag that is located in the ear of your animal.

Some breeders may use a tattoo method or a micro chip. As long as the requirements have been met these are acceptable ways per the Federal Government.

It is ILLEGAL to remove or tamper with the scrapie tag once it has been issued. It is highly recommended that on your bill of sale for your purchased animal, the breeder indicate the Scrapie Tag information for inclusion on your entry form and to help resolve any issues that could arise. Be sure to bring your original Bill of Sale to the Tulare County Fair for reference as needed.

How to Complete the Tulare County Fair Entry Form

On the Tulare County Fair Entry Form, in the section labeled Scrapie # (Sheep/Goat) Brucellosis# (Dairy) form you will enter the Premise number followed by the individual animal number. Example number 1; based on the below sample tag: XX2373/1234 would be your entry; Example number 2; where the XX on the below tag was identified as California:

CA2373/1234 would be your entry The above entry indicates that animal was born in California at location 12345 (which is on file with the Federal Government) and 000123 is the individual animal number for this breeder.

Missing, Incorrect or Altered Scrapie Numbers

Entries with missing or incomplete scrapie numbers will not be registered as an exhibit until the scrapie number is corrected. Entry fees will not be refunded for entries that are not corrected nor will the animal be allowed to compete in the Tulare County Fair. All Sheep and Goat scrapie number for market sheep and goat entries will be verified at the scales during weigh in or for all non market animals, during the day on Wednesday. Exhibitors with scrapie tag issues will be required to produce the original bill of sale which indicates the Scrapie Tag Information prior to participation in the Tulare County Fair. Failure to do so may result in the disqualification and removal of the animal and forfeiture of the entry fee. Scrapie Tags that are missing from the animal or appear to be altered are subject to disqualification from the Tulare County Fair. It will be at the discretion of the Tulare County Livestock Superintendent and the CEO as to the action to be taken. All entry fees and/or premiums will be forfeited.
