The Jamboree aims to provide a progressive, safe and enjoyable learning environment highlighting the historical significance of the “100 Years of the Introduction of Scouting Program in the Philippines” with the Theme: Peace and Development through Scouting and Modules on the 21 st Century Leadership and Core Life Skills; City of Science and Global Development Village; Learn a Trade and Learners Market; The Lorillard Spencer Troop Service; Back to Basics on Scoutcraft and Outdoor Adventure Expedition. At the end of the Jamboree, the participants should be able to: 1. Recognize the historical significance, cultural heritage and development of the Scouting movement in the Philippines and its contribution to the character development of the young people and their role in nation-building; 2. Undertake community service projects related to environment, peace and development through the Messengers of Peace Initiatives, Scouts of the World Award and World Scout Environment Programmes; 3. Participate in the Global Development Village and City of Science and learn global issues on Environment, Human Rights, Health, Education and Science and Technology; 4. Develop core life skills and 21st century leadership capabilities through team building, cooperative learning, group dynamics, creative problem-solving and decision-making; and 5. Celebrate the 100 Years of the Introduction of the Scouting Program in the Philippines with greater emphasis on brotherhood, friendship and camaraderie; 3. The Jamboree is open to all registered Boy Scouts ages 10 to 12 years old; at least Grade 5 and a holder of Second Class Scout Rank; and Senior Scouts ages 13 but not over 17 years old; at least 2 nd Year High School and a holder of at least Pathfinder Scout Rank; Physically fit as certified by a duly licensed Physician; and equipped with personal camping gears. 4. The National Jamboree Organizing Committee (JOC) will be coming from the ranks of the Centennial Celebration Committee (CCC) and members of the National Executive Board (NEB), while the members of the Local Jamboree Organizing Committee in Luzon, Visayas and Mindanao with the full support and in cooperation with the Regional Chairpersons of all Regional Scouting Committees of the Ten (10) Scouting Regions of the BSP in partnership with Local Government Units headed by the Local Chief Executives of Marikina City, Cebu City and Zamboanga City, respectively. 5.     1. In line with the celebration of the ”100 Years of the Introduction of the Scouting Program in the Philippines”, the Boy Scouts of the Philippines (BSP) is pleased to

    2. The Jamboree aims to provide a progressive, safe and enjoyable learning environment highlighting the historical significance of the “100 Years of the Introduction of Scouting

    Program in the Philippines” with the Theme: Peace and Development through

    Scouting – and Modules on the 21st Century Leadership and Core Life Skills; City of Science

    and Global Development Village; Learn a Trade and Learners Market; The Lorillard Spencer

    Troop Service; Back to Basics on Scoutcraft and Outdoor Adventure Expedition.

    At the end of the Jamboree, the participants should be able to:

    1. Recognize the historical significance, cultural heritage and development of the

    Scouting movement in the Philippines and its contribution to the character

    development of the young people and their role in nation-building;

    2. Undertake community service projects related to environment, peace and

    5. The Jamboree Registration Fee. An amount of SIX HUNDRED FIFTY PESOS (PHP 650.00) will be charged to each participant to defray administrative costs, camp development and

    other expenses for programme materials and centennial souvenir items.

  • 6. Open Pre-registration System. A non-refundable but transferable reservation deposit of Three Hundred Pesos (Php 300.00) must be paid to the National Office thru the Local Council

    on or before the 30 September 2014. A Full payment must reach the National Office not

    later than 15 October 2014. All Local Councils are asked to submit your Jamboree Pre-

    Registration Forms using the Troop/Outfit Roster of Participants to your respective Regional

    Offices copy furnish to the Jamboree Secretariat c/o the [email protected] copy furnished to

    [email protected].

    7. Food Provision. Scout Troops and Senior Scout Outfits must provide their own food and other basic requirements sufficient for the entire camp duration and manage their respective

    Camp Kitchen and Commissary. The jamboree management shall be responsible for setting-

    up the wet and dry jamboree market and ensure the availability of food supplies at

    reasonable prices.

    8. Transportation, Logistics and Equipment. Jamboree Contingents shall be responsible for arranging their own transportation to and from the Jamboree venue. Likewise, contingents

    are expected to provide their own Camp Logistics and Standard Equipment.

    9. Participation Ratio. To exercise effective and efficient Unit Organization and Management, a ratio of one (1) Adult Leader for every eight (8) Boy/Senior Scouts must be observed in the

    composition of Jamboree Contingents.

    10. The Jamboree Participation Quota is divided by Scouting Regions, which allocation are allotted by the concerned Regional Offices to their respective Local Councils within the region

    based on the following:

    a. Luzon – 5,000 Campers

    b. Visayas – 2,500 Campers

    c. Mindanao – 5,000 Campers

    11. Travel Itinerary. All Jamboree Contingents are advised to submit their Jamboree Itinerary to their respective Regional Scout Directors and to report to the Jamboree venue one (1) day

    before the opening and will only be cleared to leave the camp after the closing program of

    the Jamboree or thereafter, as the case maybe.

    12. The National Service Team (NST) is composed of highly trained, motivated and committed volunteer Rovers and Adult Leaders assigned to various Jamboree Services to cater to the

    Programme Needs and Administration Requirements of the Jamboree. NST Application

    is open to all registered Rovers and Volunteer Scout Leaders ages 18 to 45 years old; must

    be physically fit as certified by a duly licensed Physician; a person of good moral character;

    preferably a Wood Badge Holder; must undergo basic orientation on Child Protection and

    Keeping Scouts Safe From Harm; recommended by the Council Scout Executive/OIC and

    duly endorsed by the Regional Scout Director. The Regional Offices, through the assigned

    Project Officers shall be responsible for the organizing and deployment of NSTs based on pre-

    determined number of NST needed at least 10-15% of the total number of Scout participants

    and payment of corresponding Jamboree Registration Fee. NSTs are directed to report

    to the Jamboree site two (2) days before the Opening of the Jamboree for orientation on

    their job and preparation purposes.

    13. The Contingent Management Team (CMT) shall consist of Leaders providing support to the management and operations of Scout Troops, Patrols, Senior Scout Outfits and Crews

    during the Jamboree. The CMT shall provide coordination between the participants and the

    schedule of the general program of activities assigned on day to day basis.

    Contingent Staffing (see attached CMT structure) shall be submitted to your respective

    Regional Scout Directors.

    14. The Sub-Camp Management Team (SMT) shall be responsible for cascading and coordinating the General Program of Activities to all Jamboree Contingents in their respective

    Sub-Camps. The SMT is composed of the Sub-Camp Chief, the Sub-Camp Director, the

    Deputy Sub-Camp Directors for Program, Administration and Logistics and shall be duly

    appointed by the National Jamboree Organizing Committee in consultation and agreement

    with the Local Jamboree Organizing Committee.

    15. As part of our Jamboree Documents Management System, attached herewith are the following forms for your easy reference to wit:

    a. Individual Jamboree Application Form;

    b. Parents’ Permit;

    c. Medical Certificate;

    d. Troop/Outfit Roster of Participants

    e. NST Application Form;

    f. Sub-Camp Management Team; and

    g. Contingent Management Team

  • 16. Participation to Centennial Jamboree in the other Regions. Local Councils can participate in the scheduled Jamborees in the other regions, provided that proper clearance,

    coordination and approval is first secured from the concerned Regional Scout Directors, and

    provided, further, that the Participation Quota of the region where the Local Council is based

    are met accordingly. Once cleared and approved, the Local Council concerned shall

    coordinate and advise the PSCJ Secretariat for documentation and allocation purposes.

    17. Issuance of Special Centennial Jamboree Bulletin. In the run-up to the Jamboree, the organizing committee through the National Office, BSP will be publishing Centennial

    Jamboree Bulletin, through a National Office Memorandum in order to provide Regions,

    Councils and Contingents with up-to-date information to enable them to adequately prepare

    for the Jamboree. Bulletins will be published on September 15 and October 15, 2014,

    respectively.

    18. Local Council Contingents are expected to organize their respective committees that will provide necessary support to their Contingent Management Team, in coordination with their

    respective Regional Scout Committees without delay in the preparation for their participation.

    Efforts to ensure maximum participation of Scouts and Leaders should be exerted by each

    Local Council.
