Framing of Constitution


• Constitution of India is the biggest constitution in the world. It contains 471 articles and 12 schedules and is divided into 25 sections.

• Dr. B.R Ambedkar designed the constitution in 2 years, 11 months and 18 days.

• For the first time, the idea of a Constituent Assembly was put forward by M.N. Roy in 1934. It was accepted by the British in the ‘August Offer of 1940‘.

• The Constitution of India was drawn up by a constituent assembly in 1946, under the president-ship of SACHIDANANDA SINHA. The Constituent Assembly was established in accordance with the ‘Cabinet Mission Plan’.

• The constitution of India was adopted by the Constituent Assembly of India on November 26th 1949 and it came into effect on January 26th 1950.

• 284 members of the constitution signed the document on 24th January 1950 and it was implemented two days later on 26th January 1950.

• It was celebrated for the first time on 26th November 2015

• भारत का संविधान दवुनया का सबसे बडा संविधान ह।ै इसमें 471 लेख और 12 अनुसूविया ंहैं और इसे 25 खंडों में विभावित ककया गया ह।ै

• डॉ। बी आर अंबेडकर ने संविधान को 2 साल, 11महीन ेऔर 18 कदनों में वडिाइन ककया था।

• पहली बार संविधान सभा का वििार एम.एन. 1934 में रॉय। 1940 के It अगस्त ऑफर में इसेअंग्रेिों ने स्िीकार कर वलया था।

• भारत के संविधान को 1946 में, सवितानदं वसन्हा के अध्यक्ष के तहत एक घटक विधानसभा द्वारा तैयार ककया गया था। संविधान सभा की स्थापना ’कैवबनटे वमशन योिना’ के अनुसार की गई थी।

• भारत के संविधान को 26 निंबर 1949 को भारत की संविधान सभा द्वारा अपनाया गया था और यह 26 िनिरी 1950 को लागू हुआ।

• संविधान के 284 सदस्यों ने 24 िनिरी 1950 को दस्तािजे़ पर हस्ताक्षर ककए और इसे दो कदन बाद 26 िनिरी 1950 को लागू ककया गया।

• यह पहली बार 26 निंबर 2015 को मनाया गयाथा

• Till now it has gone through a total of 103 amendments.

• We have the Constitution in both the scripts; Hindi and English.

• The Indian Constitution has a total of 117,369 words in its English language version.

• The original copies are kept in special helium-filled cases in the Library of the Parliament of India.

• अब तक यह कुल 103 संशोधनोंके माध्यम से िला गया ह।ै

• दोनों वलवपयों में हमारा संविधान ह;ै हहदंी और अंग्रेिी।

• भारतीय संविधान में इसकेअंग्रेिी भाषा संस्करण में कुल 117,369 शब्द हैं।

• मूल प्रवतयों को भारत की संसद की लाइब्रेरी में विशेष हीवलयम से भरे मामलों में रखा िाता ह।ै

3. Time taken or duration in which constitution was framed

• Indian constitution was framed by a Constituent Assembly

in a long time of 2 years, 11 months and 18 days.

• 2 साल, 11 महीने और 18 दिन ों के लोंबे समय में एक सोंदिधान

सभा द्वारा भारतीय सोंदिधान बनाया गया था।


4. The demand for the Constituent Assembly

• The demand for the Constituent Assembly

to draft Indian Constitution was for the first

time, raised by the congress in 1935. The

British govt. accepted this demand, for the

first time, in principle in the August

proposals of 1940.

• भारतीय संविधान का मसौदा तैयार करने के वलए

संविधान सभा की मांग पहली बार 1935 में कांग्रेस

द्वारा उठाई गई थी। वब्रटटश सरकार पहली बार 1940

के अगस्त प्रस्तािों में वसद्ांत रूप में, इस मांग को

स्िीकार ककया।


6. composition of the Assembly

• The Assembly consisted of total 389 members of which 292

were to be elected from provinces, 93 were to be nominated

from princely states and four members were to be nominated

from chief commissioners areas.

• विधानसभा में कुल 389 सदस्य शावमल थे, विनमें से 292 प्रांतों से िुने िाने

थे, 93 को टरयासतों से नावमत ककया िाना था और िार सदस्यों को मुख्य

आयुक्त क्षेत्रों से नावमत ककया िाना था।


7. Whether the Assembly was a sovereign body ?

• It is to be noted that this constituent Assembly could

not be called a sovereign body. It was brought about

by the British govt. and could be abolished by it. It's

authority was limited.

• But on the passing of the Indian Independence Act of

1947, the above mentioned limitations were removed.

According to the terms of the act of 1947 it become a

sovereign body.

• यह ध्यान दिया जाना चादहए दक इस घटक दिधानसभा क

एक सोंप्रभु दनकाय नही ों कहा जा सकता है। यह दिदटश

सरकार द्वारा लाया गया था। और इसे समाप्त दकया जा

सकता है। यह अदधकार सीदमत था।

• लेदकन 1947 के भारतीय स्वतोंत्रता अदधदनयम के पाररत

ह ने पर, उपयुुक्त सीमाएों हटा िी गईों। 1947 के अदधदनयम

की शतों के अनुसार यह एक सोंप्रभु सोंस्था है।


8. First meeting of the Assembly

• The first meeting of the Assembly was held on 9th

December, 1946 as the sovereign constituent Assembly for

India. On December 11, Dr. Rajendra Prasad was elected

its permanent chairman.

• विधानसभा की पहली बैठक 9 कदसंबर, 1946 को भारत के वलए सपं्रभु

घटक विधानसभा के रूप में आयोवित की गई थी। 11 कदसंबर को, डॉ।

रािेंद्र प्रसाद को इसका स्थायी अध्यक्ष िुना गया।


9. Appointment of various committees

• It appointed various committees to deal with different

aspects of the constitution. The report of the committees

formed the basis on which the first draft of the constitution

was prepared.

• इसने संविधान के विवभन्न पहलुओं से वनपटने के वलए विवभन्न सवमवतयों की

वनयुवक्त की। सवमवतयों की टरपोटट के आधार पर संविधान का पहला प्रारूप

तैयार ककया गया था।


10. Drafting committee

• On August 29, 1947, a Drafting committee of 7 members

was set-up under the chairmanship of Dr. B.R. Ambedkar.

• 29 अगस्त, 1947 को, डॉ। बी आर की अध्यक्षता में 7 सदस्यों की एक

मसौदा सवमवत की स्थापना की गई। अम्बेडकर।


11. Effect of partition on the Assembly

• The Mountbatten plan of 3rd June, 1947 announced

partition of the country and a separate constituent

Assembly for the proposed for the state of Pakistan.

• 3 िून, 1947 की माउंटबेटन योिना ने दशे के विभािन और

पाककस्तान राज्य के वलए प्रस्तावित एक अलग घटक विधानसभा की

घोषणा की।


12. Legal Advisor to Assembly

• Shri B.N. Rau was appointed as legal advisor to the

constituent Assembly.

• श्री बी.एन. राऊ को घटक विधानसभा के कानूनी सलाहकार के रूप में

वनयुक्त ककया गया था


13. The drafting committee finalised the Draft "Constitution of India"

• The drafting committee finalised the draft constitution of India in

Feb. 1948 and the second reading of the same by the

Assembly was completed on Oct. 17, 1948. For the third

reading of the constitution, the Assembly met on Nov. 14, 1949

and finalised it on Nov. 26, 1949. The constitution was adopted

on the same date with members and the president signing the

constitution.

• मसौदा सवमवत ने फरिरी 1948 में भारत के संविधान के मसौदे को अंवतम रूप

कदया और विधानसभा द्वारा उसी का दसूरा िािन 17 अक्टूबर, 1948 को पूरा

ककया गया। संविधान की तीसरी रीहडगं के वलए विधानसभा 14 निंबर, 1949

को वमली। 26 निंबर, 1949 को इसे अंवतम रूप कदया गया। संविधान को उसी

तारीख को अपनाया गया था िब सदस्यों और राष्ट्रपवत ने संविधान पर हस्ताक्षर

ककए थे।

15. End of constituent Assembly and emergence of

provincial parliament

• The constituent Assembly come to end on 24

Jan. 1950 bet it emerged as provisional

parliament on 26th Jan. till the elections of

Lok Sabha. The president of the Assembly

Dr. Rajendra Prasad was appointed as the

first president of the Indian Republic till the

elections.

• 24 िनिरी1950 को संविधान सभा समाप्त होती ह।ै यह

26 िनिरी को लोकसभा के िुनाि तक अस्थायी संसद के

रूप में उभरा। विधानसभा के अध्यक्ष डॉ। रािेंद्र प्रसाद

को िनुाि तक भारतीय गणराज्य के पहले अध्यक्ष के रूप

में वनयुक्त ककया गया था।
