Lessons learned from other jurisdictions that could potentially be applied in Myanmar
DNV GL has developed two position
papers on best practice for offshore
regulatory regimes:
– In USA, we issued a Position Paper in 2010
with a focus towards the best regulatory
regime
– Globally, we issued a Paper in 2012
summarizing our views on how to achieve
the same improvement to Major Accidents
as shown for Occupational Safety
Some key take-aways in the following
slides

Occupational safety has been strongly improved
Over the last 20 years the offshore and onshore process industries have attained a
step change (factor of ten) improvement in occupational safety.
3
However - what works to improve occupational safety does not automatically improve prevention of major accidents

Major accident risk also decreases, but not to the same degree
Positive development in the North Sea
Global trend not as good
Deepwater Horizon April 2010
Montara 2009
No major disaster since introduction of Safety Case in UK and risk based legislation in Norway

“Complex systems fail in complex ways” (the US Presidential Report)
Major accidents happen when several barriers of technical, human and organizational
nature fail and decisions are made on weak basis
