Implementing SAFE

Junctionsfor walkers and cyclists

without delaying drivers

Non-Solutions at Major Junctions Advanced Stop Lines

– no use when lights are green – put cycles in position of max. risk– NB all fatal junctions have ASLs

‘Early Start’– confusing & misleading– only first 2 or 3 get across– tail and middle : same left hook risk– UNSAFE no matter how many secs start

... these are both false ‘facilities’which do nothing for peds

Page 3: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

The Challenge650 Londoners seriously injured / killed every year ...

Most on Major roads ; Most @ Junctions#1 hazard : Left Hooks

Cyclists (& peds) will bypass ‘facilities’ that delay

Despite this carnage, TFL have refused to do anything(Jan’12) which might impact ‘capacity’ (motors)

Can we resolve this major problem ?in various different situations

Page 4: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

Current Situationconflict between cyclists : left turning traffic

Green for left turns at same time as straight ahead trafficand straight head cycles (right turns may be held at red)

Only 1 (or 2) traffic lights No cycle control

Clearly defined traffic lanesExtra traffic lanes = speed

Rarely cycle lane into jct(collisions still occurwith cycle lane/track)

Also risk of right hooks from opposite direction

Poor / no ped. facilitiesLong delays

Page 5: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

Proposed Phase 1 for Drivers, Cycles and Walkers (N-S)protected approach lanes for cycles

RED for left and right turns

GREEN for: drivers ahead cycles ahead walkers cross in

single phase all same time north & south-

bound can GO at same time

LEFT HOOKS ELIMINATED then same applies E-W

Page 6: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

Requirements / Constraints• Early separation of lefts / aheads / rights...• Long queue-length approach lanes • Bus stop too close to jct >> move it • Cannot work on single lane roads • IF banned turns , 2 lanes enough • Cannot work on roundabouts • Cycle lane (track) may be RHS (or 2-way)• T-jcts easier than X-roads• No cycle only phases• No ped.only phases• Islands NOT needed

Proposed Phase 2 for Turning Traffic

RED for Straight Ahead drive/cycle/walk

GREEN for : • N&S bound left turns • E&W bound rightsat the same time

Cycles: 2-stage rightas per Cph, Berlin,and walkers…

Then same applies E-W

NO IMPACT ON TRAFFIC FLOWTFL Signals agree (May’13)this is ‘’capacity neutral’’

Detail of Cyclists Left / Right Turns • Left filter desirable(BJ)

before traffic-light• If enough space • Ped crossing may be

informal

2-Stage Right turn All cyclists kerbside No ASLs

Cycle light forward

Notes on T-Junction Design Early separation of traffic ; lanes signed clearly & early

Islands / bollards / wands enforce ahead-only & turn-only Islands are NOT for pedestrians – just to separate streams Position of Cycle-light more important than height

1. E to W cycles GO ahead with E to W straight ahead traffic and W to E straight ahead traffic

(1) W to E cycles do not wait at (motor) t-lights but

give way / stop when peds. crossing

2. W to S cycles turn right with W to S right turning trafficand S to W left turning traffic

3. N to E cycles turn right with right turning N to E traffic and left turning E to N traffic

More ped. green time : cross in 1 phase, not 2 Same no. of t-light phases (3) as now

Notes on Major X-Roads Design Single lane (only) for straight ahead traffic – and exit Move centre-line to right; Less exit lanes needed 1(3) Ahead only & cycles & peds GO together [ Longer green 2(4) then Left (N&S) & Right (E&W) turners GO together Opposing (N&S) streams can GO together (then E&W) All cycles approach jct on Left Hand Side via... Protected cycle (only) lane into jct Cycle stop line / lights further forward [ No ASL box 2-stage right turn for cycles (as pedestrians) Bypass for left turning cycles (as pedestrians)

- but n.b give way to peds or Stop if Pelican present

More ped. green time : cross in 1 phase Same no. of t-light phases (4) as now

Page 13: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

BUT

• Several CSH jcts have 2 minor arms– i.e. not enough lanes to separate all 3 flows

• Sometimes we can ban turns = less lanes– but some roads are just too narrow...

Page 14: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

(3) Primary:Secondary X-roads e.g. CS2 ; Ludgate Circus

Page 15: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

Notes on Primary / Secondary Design Light segregation on secondary [ armadillo Cyclists : 2-phase right turns : all 4 arms [ No ASLs 1. N&S ahead-only is dominant flow [ more green time2. N-bd Rights & Lefts GO together [ not as (2) above2. E-bd Cyclists GO ahead safely at same time 3. S-bd Right & Lefts GO together 3. W-bd Cyclists GO ahead safely at same time 2/3 E&W-bd Peds cross safely at same time 4. E&W traffic share same green phase– Ban Right turns out of secondary ?– Or just wait in middle (uncontrolled) More green time for peds & cycles to cross Same no.of phases as now (4)

Can also apply at T-junctions...

Page 18: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

Notes on (narrower) 1-way streetnote: may also apply elsewhere if only 2 traffic lanes possible

N is No Entry for traffic and cycles

1. E to W cycles & peds and W to E cycles & peds can GO ahead with E to W straight ahead traffic and W to E ahead traffic as per normal (all turners held at red)

2. N to S cyclists can GO ahead at the same time as N to S traffic and N to W right turners (N to E left turns held at red)

3. N to E left turning traffic can GO with W to S right turners and E to S left turners (no conflict into wide 1-way)

More green time for peds to cross, safely

Only 3 t-light phases required

Page 19: Implementing SAFE Junctions for walkers and cyclists without delaying drivers or cyclists or walkers LCC / JRG Oct’14.

Implementation Optionsall arms not always possible / necessary

phasing is different for each option

• Not minor : minor junctionsMajor T junctions [ 3-way Major : Major cross-roads [ 4-wayMajor : Minor cross-roads [ 4-way • Not Roundabouts – but applicable when rdbt removedWorks equally well with 2-way tracks1-way systems or contraflows

also prevents #2 shunts and #3 right hooks
