We are pleased to transmit the Consolidated Report on the results of the Citizen Participatory

Audit of the Farm to Market Road Projects implemented by the Provincial Government of

Cavite, City Government of TreceMartires and Bacoor and the Municipal Government of Silang

and Gen. Emilio Aguinaldo, all in Cavite Province.

The Citizen Participatory Audit (CPA) is a priority program of the Commission founded on the

premise that public accountability can prosper only with a vigilant and involved citizenry. CPA

is about strategic partnership and shared goals/objectives.

The conduct of CPA of FMR Projects aims to further improve the implementation of the farm-

to-market-roads in line with the commitment of the government to improve the quality of life of

the farmers and fisher-folks in the rural areas.

The audit observations and recommendations with significant impact on the implementation of

FMR projects are as follows:

1. The Concreting Reblocking of Langkaan Road at Barangay De Ocampo, TreceMartires

City with project cost of P997,978.35 was completed beyond its project duration, thus,

affecting the efficient delivery of the necessary support services in a form of

infrastructure to the target beneficiaries.

Closely monitor the implementation of the Farm to Market Road (FMR) projects to

ensure that the projects are implemented in accordance with the terms of the contract with

regard to time, quality, cost and other standards. Any deviation from the project duration

should be covered by approved time extension with justifiable reasons to be considered

valid.

2. The implementation of the concreting of Farm to Market Road at SitioTaktak, Kaypaaba,

General Emilio Aguinaldo was not in accordance with the Program of Work (POW),

Plans and Specifications, resulting in a project deficiency amounting to P59,791.83.

Require the Contractor of the concreting of FMR of SitioTaktak, Kaypaaba, General

Emilio Aguinaldo to refund the project deficiency amounting to P59,791.83.

3. Longitudinal, transverse, hairline cracks, potholes/scaling and spalling on some sections

of the seven FMRs were noted, thus, affecting the life span of the projects.

Require the immediate repair on the cracks, spalling and scaling noted on the Farm to

Market Roads (FMRs) to prevent further damages/deterioration.

4. The actual location of Muzon-Labac Farm to Market Road (FMR) differs from that

shown in the design plan, thus, an indication that the conduct of field survey and site

inspection were not considered in the preparation of the design plans, contrary to Section

17.6 of the Revised Implementing Rules and Regulations of Republic Act (RA) 9184.

Ensure that for future projects, the detailed engineering should be carried out sufficiently

such as survey and site investigation before the preparation of the plan in compliance

with Section 17.6 of the Revised Implementing Rules and Regulations of RA 9184 to

ensure that the technical requirements are complete before bidding and award of contracts

and all works paid are existent at the prescribed location.

5. The concreting of the Iba-Tubuan-Pajo Road, a Farm to Market Road (FMR) Project of

the Municipal Government of Silang, Cavite involving a total amount of P911,149.38

was paid without complete documentation as required under Section 4 (6) of Presidential

Decree No. 1445, thus casting doubts on the validity and propriety of the payment made

for the said transaction.

Ensure that all the required supporting documents are duly signed and attached to the

Disbursement Voucher before payment to facilitate review of the validity and propriety

of the disbursements.

6. The publicity requirement on the implementation of the Farm to Market Roads (FMR) in

the form prescribed under COA Circular No. 2013-004, was not observed, thus, affecting

the promotion of public awareness on the FMR projects implemented by the City.

Observe the publicity requirement for government programs, projects and activities as

required under COA Circular No. 2013-004 dated January 30, 2013 to promote good

governance through transparency and accountability, and to encourage public

participation.

7. The construction/improvement of DaangKalabaw, involving a total amount of

P8,969,173.76 in a non-agricultural and fisheries production site is not in line with

Department of Agriculture (DA) Administrative Order No. 6 series of 1998, thus

defeating the purpose of the project.

Conduct proper identification of the FMR to ensure that the road is linked to agriculture

and fisheries production sites, coastal landing points and post-harvest facilities to the

market and arterial roads and highways.

The audit observations and recommendations are discussed in the Results of Audit portion of the

report.

We respectfully the assistance of that office in monitoring the implementation of the audit

recommendations and that this Commission be informed of the action taken thereon by the

concerned local government units in the Province of Cavite.

1.0 BACKGROUND

Republic Act (RA) No. 8435, otherwise known as the Agriculture Modernization Act of the

Philippines, prescribes urgent related measures to modernize the agriculture and fisheries sectors

of the country in order to enhance their profitability, and prepare said sectors for the challengers

of globalization through an adequate, focused and rational delivery of necessary support services,

appropriating funds therefore and for other purposes.

Pertinent portion of the RA states thatit is the declared policy of the State to enable those who

belong to the agriculture and fisheries sectors to participate and share in the fruits of

development and growth in a manner that utilizes the nation’s resources in the most efficient and

sustainable way possible by establishing more access to assets, income, basic and support

services and infrastructure.

Section 46 of the said RA also provides that Department of Public Works and Highways, the

Department of Transportation and Communications, the Department of Trade and Industry and

the LGUs shall coordinate with the Department of Agriculture.To address the infrastructure

requirements in accordance with this Act. It likewise state that the Department of Agriculture

and the LGU shall strengthen its agricultural engineering support in carrying out the smooth and

expeditious implementation of agricultural infrastructure projects.

In like manner, Section52 of the RA also provides that the Department of Agriculture shall

coordinate with the LGUs and the resident-farmers and fisher folks in the rural areas in order to

identify priority locations of Farm to Market Roads (FMR) that take into account the number of

farmer and fisher folk and their families who shall benefit therefrom and the amount, kind and

importance of agriculture and fisheries products produced in the area.

The importance of implementation of FMR projects in country-side development that will help

uplift the lives of farmers and fisher folks in the rural areas and the role of LGUs in this regard,

led to the selection of FMR projects for the next pilot on Citizen Participatory Audit (CPA) by

the Commission. FMRs were subjected to CPA considering among others, the value and extent

of implementation, the degree of improvement the project will have in the quality of life of the

target beneficiaries, the importance of addressing the need to provide infrastructure access, and

its vulnerability to corruption. In Region IV-A(CALABARZON), the Province of Cavite was

selected as the pilot province.

The audit focused on FMR projects completed during CYs 2012 to 2014 adopting the “Citizen

Participatory Audit” (CPA) approach. For this purpose, the criteria for high value in terms of project

cost and the presence of resident or advocate Civil Society Organizations (CSOs), among others,

were considered in the selection criteria of projects for evaluation.

The audit covered FMRs implemented by the Provincial Government of Cavite, City

Government of Trece Martires and Bacoor and Municipal Government of Silang and Gen.

Emilio Aguinaldo, all at the Province of Cavite. The selected FMR projects involveda total

amount of P17,755,296.23 and total area of 8,859.65 sq. m.

The Citizen’s Participatory Audit (CPA) was conducted to determine whether the Farm to

Market Road (FMR) Project has attained its objective of alleviating the economic and financial

condition of the farmers and fisher-folks and their families in the pilot areas for FMRs in the

Province of Cavite.

The audit team undergone capacity building, conducted inspection, administered survey

questionnaires and analyzed audit results to attain the following audit objectives:

1. To verify the adequacy of detailed engineering for the infrastructure projects with regard

to the conduct of all detailed engineering activities as required by law such as location of

the project;

2. To validate whether the reported accomplishment is in accordance withProgram of Work

(POW), and approved plans and specifications as to quality and quantity;

3. To determine if the accomplishment is in accordance with project schedule;

4. To verify whether the Implementing Agency complies with the information and publicity

requirements under COA Circular No. 2013-004 dated January 30, 2013;

5. To determine whether FMR Project is implemented in priority location as provided under

Republic Act No. 8435;

6. To verify whether payments for FMR Projects are supported with complete and proper

documentation;

7. To assess the perception of FMR beneficiaries on the following:

7.1 Level of community and Local Government Unit (LGU) awareness on the

FMR Project;

7. 2 Utilization of FMR for its intended purpose;

7. 3 Satisfaction of the intended beneficiaries on the use of FMR; and

7. 4 Alleviation of the financial condition of the farmers

landing points and post-harvest facilities to the market and arterial roads

and highways; and

Farmers’/fisher folk access/link to market through FMR projects.

The methods applied and the activities performed by the Audit Team were the following:

Gathered and reviewed approved Project Procurement Management Plan and Annual

Procurement Plan for infrastructure projects;

Examined Disbursement Vouchers and supporting documents;

Studied plans and specifications and other pertinent documents;

Evaluated contract cost and validated reported accomplishments;

Inspected and validated the work accomplished as to quantity, quality and time;

Ascertained whether project completion is beyond schedule and verified whether

liquidated damages has been imposed and collected;

Verified compliance with publicity requirement through posting of relevant

information on projects signboards for FMR;

Adopted Geo-tagging to further document and validate findings;

Interviewed LGU officials and employees involved in the project implementation;

Administered survey questionnaires to end-users/project beneficiaries to evaluate

project utilization;

Consolidated, analyzed and prepared survey results; and

Issued Audit Observation Memoranda

The CPA Planning was conducted from September to October 2015 with COA Auditors

and representatives of Civil Society Organizations (CSOs), Project Management Office

(PMO), Office of the Chairperson COA and World Bank.

Data gathering and processing, actual field work, inspection, data analysis, preparation and

submission of consolidated CPA Report were undertaken from November 2015 to January

2016.

In line with RA8435, the LGUs of Cavite included in their CY 2012-2014Annual Procurement

Plan (APP), Annual Investment Plan(AIP)under the 20% Development Fund the construction of

FMR projects. Seven of these FMRs were considered in the conduct of the Citizen Participatory

Audit.

The selected FMR projects have estimated project cost per ABC ofP17,999,569.15 and were

undertaken by straight contract for a total amount of P17,755,296.23. Details of these are as

follows:

7.1 Compliance with Technical Requirements on Detailed Engineering

7.1.1 The actual location of Muzon-Labac Farm to Market Road (FMR) differs

from that shown in the design plan, thus, an indication that the conduct of field

survey and site inspection were not considered in the preparation of the design

plans, contrary to Section 17.6 of the Revised Implementing Rules and

Regulations of Republic Act (RA) 9184.

Section 17.6 of the Revised Implementing Rules and Regulations of Republic Act

(RA) 9184 provides, among others, that no bidding and award of contract shall be

made unless the detailed engineering has been sufficiently carried out. The detailed

engineering include, among others, survey, site inspection/investigation and

preparation of design plans and design analysis.

Ocular inspection conducted by the Audit Team of the Concreting of Muzon-Labac

FMR showed that the project location per design plans differs from the as-built-plan

and actual location of the project, as shown below:

Per design plan the location of the Muzon-Labac FMR is immediately after the road

going to Barangay Sapa. In the as-built-plan and actual inspection the FMR is

located after Barangay Mabulo. Thus, an indication that the conduct of field

survey and site inspection were not considered in the preparation of the design

plans, contrary to Section 17.6 of the Revised Implementing Rules and Regulations

of Republic Act (RA) 9184.

7.2 Conformity with POW, Plans and Specifications

7.2.1 Longitudinal, transverse, hairline cracks, potholes/scaling and spalling on

some sections of the seven FMRs involving a total amount of

P17,755,296.23 were noted, thus, affecting the life span of the projects.

Plans and Specifications, Program of Work (POW) and detailed estimates are

reviewed and approved to determine compliance with the standard/requirements

of the Department of Public Works and Highways (DPWH). Project monitoring

is undertaken to ensure that projects are implemented in accordance with the

Had there been regular and close monitoring of the implementation of the FMRs,

causes of the longitudinal and transverse cracks could have been detected and

rectified immediately. The delay in taking action on longitudinal, transverse, hairline

cracks, potholes/scaling and spalling on some sectionsof the projects will shorten the life

of the FMRs.

7.2.2 The implementation of the concreting of Farm to Market Road at Sitio Taktak,

Kaypaaba, General Emilio Aguinaldo was not in accordance with the Program

of Work (POW), Plans and Specifications, resulting in a project deficiency

amounting to P59,791.83.

Section 46 of Republic Act (RA) No. 8435, otherwise known as the Agriculture

Modernization Act of the Philippines, provides, among others, that Local

Government Units (LGUs), shall strengthen its agricultural engineering support in

carrying out the smooth and expeditious implementation of agricultural

infrastructure projects.

For Calendar Year (CY) 2012, the Provincial Government of Cavite included in

their CY 2012 Annual Procurement Plan (APP) and Annual Investment Plan (AIP)

the concreting of Farm to Market Road (FMR) at Sitio Taktak, Kaypaaba, General

Emilio Aguinaldo amounting to P1,942,190.63 under the 20% Development

Fund.

The Statement of Work Accomplished (SWA) reported that the project was 100%

complete as of August 6, 2012. Inspection conducted on November 10, 2015

however, revealed that the implementation of the project was not in accordance

with the POW. The actual length of the road constructed was 450.20 linear meters

only or 96.92% instead of 464.50 per POW, or a difference of 14.30 linear meters

which is equivalent to a project deficiency amounting to P59,791.83, as tabulated

7.3 Completion Within Project Schedule

7.3.1 The Concreting Reblocking of Langkaan Road at Barangay De Ocampo, Trece

Martires City with project cost of P997,978.35 was completed beyond its

project duration, thus, affecting the efficient delivery of the necessary support

services in a form of infrastructure to the target beneficiaries.

Section 8.1 of Annex E (Contract Implementation Guidelines for the Procurement

of Infrastructure Projects) of the Revised Implementing Rules and Regulations of

R.A. 9184 provides that where the contractor refuses or fails to satisfactorily

complete the work within the specified contract time, plus any time extension duly

granted and is hereby in default under the contract, the contractor shall pay the

procuring entity for liquidated damages, and not by way of penalty, an amount, as

provided in the conditions of contract, equal to at least one tenth (1/10) of one (1)

percent of the cost of the unperformed portion of the works for every day of delay.

On July 7, 2014, the City Government of Trece Martires entered into a Contract of

Agreement with Dalebo Construction and General Merchandise for the

Rehabilitation/Concreting Reblocking of Langkaan road (To Cityland Road) at

Barangay De Ocampo, Trece Martires City with project cost of P997,978.35. This

is a Farm to Market Road (FMR) funded from the 20% Development Fund.

The Contract of Agreement and Notice to Proceed disclosed that the project will

commence on July 18, 2014 and will be completed by August 7, 2014 or a total of

21 calendar days. The project however, was reported 100% completed only on

October 15, 2014 as per submitted approved Physical Accomplishment Report

instead of August 7, 2014 a delay of 69 days from its target date of completion of

August 7, 2014.

Review of the Statement of Time Elapsed and Work Accomplished on the 50%

accomplishment as of August 7, 2014 showed that the total calendar days elapsed

was only ten calendar days and on October 15, 2014 the total calendar days elapsed

was 21 days. The deviation from the contract period was not supported by approved

time extension nor indicated in the Statement of Time Elapsed and Work

Accomplished. It took 90 calendar days to complete the project compared to its

target period of completion of 21 days only, or a delay of a total of 69 days.

The inability to accomplish the project on scheduled date affected the efficient

delivery of the necessary support services in a form of infrastructure to the target

beneficiaries.

7.4 Information and publicity requirements

7.4.1 The publicity requirement on the implementation of the Farm to Market

Roads (FMR) in the form prescribed under COA Circular No. 2013-004, was

not observed, thus, affecting the promotion of public awareness on the FMR

projects implemented by the City.

In line with the full disclosure policy geared towards the promotion of public

awareness and accountability over government undertakings, COA Circular No.

2013-004 dated January 30, 2013 requires the publicity of infrastructure projects.

the case may be, shall notify the public of their PPA through the posting of

relevant information on signboards, blackboards, whiteboards, posters,

tarpaulins, streamers, electronic boards or similar materials (collectively

“Signboards”) not exceeding 3 feet by 2 feet, in conspicuous places within

the agency premises, and in the venue where the PPA is located or carried

out. This requirement applies to all government PPAs, regardless of

amount or source of funds.

During the ocular inspection by the team, it was noted that the required publicity of

the FMR projects was not observed, thus, affecting the promotion of public

awareness and possible participation of the target beneficiaries on the effective

implementation of the FMRs.

7.5 Project Implementation in Priority Location

7.5.1 The construction/improvement of Daang Kalabaw, involving a total amount of

P8,969,173.76 in a non-agricultural and fisheries production site is not in line

with Republic Act (RA) No. 8435, thus defeating the purpose of the project.

Republic Act (RA) No. 8435, otherwise known as the Agriculture Modernization Act of the

Philippines defines Farm to Market Road (FMR) as road linking the agriculture and

fisheries production sites, coastal landing points and post-harvest facilities to the

market and arterial roads and highways.

Section 52 of the Act requires proper identification of priority locations of FMR by

taking into account the number of farmer and fisher folk and their families who

shall benefit therefrom and the amount, kind and importance of agriculture and

fisheries products produced in the area

On May 15, 2013, the City Government of Bacoor entered into a contract with ECS

Construction and Traffic Supply Enterprises, Inc. for the construction/improvement

of Farm to Market Road at DaangKalabaw, Barangay Salinas I in the amount of

P8,969,173.76. The Project was included in the Annual Investment Plan of the City

for the calendar year 2013 and funded out of 20% Development Fund.

Site inspection of the project disclosed that the area was not surrounded by

agricultural lots but of residential buildings and subdivisions. As can be gleaned in

Also, results of surveys administered thru questionnaires disclosed that 56 out of 60

respondents or 93% answered in the negative to the question as to whether the FMR

is surrounded with agricultural farms and/or fish pen.

Considering that there were no agriculture and fisheries production site in the area,

the construction/improvement of DaangKalabaw could not be considered priority

location for the FMR project, contrary to DA Administrative Order No. 6, series of

1998, thus, defeating the purpose of the project.

7.6 Complete Documentation of FMR Project

7.6.1 The concreting of the Iba-Tubuan-Pajo Road, a Farm to Market Road (FMR)

Project of the Municipal Government of Silang, Cavite involving a total

amount of P911,149.38 was paid without complete documentation as required

under Section 4 (6) of Presidential Decree No. 1445, thus,affecting the

determination of the validity and propriety transaction.

Section 4 (6) of Presidential Decree No. 1445 requires that claims against

government funds shall be supported with complete documentation.

Audit of Disbursement Voucher (DV) No. 101-2012-03-933 with Check No. 68592

dated March 21, 2012 showed that payment for the concreting of the Iba-Tubuan-

Pajo Road, a Farm to Market Road (FMR) Project of the Municipal Government of

Silang, Cavite involving a total amount of P911,149.38 despite incomplete

documentation contrary to Section 4 (6) of Presidential Decree No. 1445. This

deficiency affected the determination of the validity and propriety of the

transaction.

The required documentary requirements that were not submitted are the following:

1. Pictures before, during and after construction of items of work;

2. Proof of posting of invitation or request for submission of price

quotation in the PhilGEPS website, website of procuring entity, if

available, and at any conspicuous place reserved for this purpose in the

procuring entity for a period of seven calendar days;

3. Proof of posting of Notice of Award in the PhilGEPS website, website

of procuring entity, if available, and at any conspicuous place reserved

for the purpose in the procuring entity; and

Effectiveness of the Project

7.6 Results of the Citizen Survey

In connection with the CPA-FMR projects in selected Cities and Municipalities in the

Province of Cavite, the Audit Teams administered survey questionnaires to some residents

of the Barangays where subject FMRs were located. The purpose of the survey was to

determine whether the objective of the FMR of enabling the Barangay residents to transport

farm products, among others, to the market efficiently, was achieved. A total of 299

respondents participated in the survey. The results of the survey are presented below:

7.6.1 Socio- Economic Factor

The survey was administered from November 21 and 25, 2015 to the 299

respondents. As shown in the following tables, respondents were a mixture of males

and females. Majority of them were in the bracket of 40 to more than 60 years old.

As could also be seen in Tables 3 and 4, majority or 53% of the respondents were

high school graduates. The respondents were mostly farmers (49%), self-employed

(21%) and housewives (16%).

7.6.2 Public Awareness of the Farm to Market Road

Notification to the public or publicity of the FMR promotes good governance and

transparency. Public awareness of on-going government projects awakens people’s

consciousness and interest and encourages active involvement of stakeholders.

We surveyed 299 respondents and determined whether they were aware that the

roads being constructed in their localities were Farm-to-Market Roads which has for

its objective the facilitating of access of their farm products to the markets. The

result of the survey is shown in Table 5. On the FMRs implemented by the City of

Bacoor (92%), Municipality of Gen. E. Aguinaldo (73%) and Province of Cavite

(81%), survey disclosed high level of project awareness of the residents. Fifty-four

per cent of the respondents from Silang, Cavite stated that they were aware of the

project. On the other hand, people in the City of TreceMartires were found to have

little awareness of the project (36%).

7.6.3 Utilization of the Farm to Market Road by the Community

The primary objective of the FMRs is to provide farmers and fisher folks with a

more convenient and efficient means to transport their products to the markets.

Condition before the concreting of FMR

The surveys revealed that prior to the construction of the FMR, the agricultural and

livestock products in the area and nearby barangays were being transported to the

market generally by hand-carrying (27%) or with the help of carabaos (12%) and

horses (19%). Thirteen percent (13%) were also using tricycles to bring their produce

to the market. The result of the survey is summarized in Table 6, below:

Prior to the construction of the FMRs, 55% of the respondents travelled 1-2 hours to

reach the market while 25% had to endure 3 to 4 hours of travelling. It was also noted

that there were 27, 21 and 7 respondents who had to travel more than 4 hours, 1 day

and more than 1 day, respectively, to bring their products to markets, as shown in

Table 7:

As discussed above, prior to the construction of the FMRs, 58% of the respondents

largely relied on carabaos and horses or hand-carried their goods to the market.

Table 8 shows that after the completion of the FMRs,residentsused a variety of

motorized vehicles such as trucks (11%), jeepney (26%), tricycles (25%) and

motorcycles/bicycles (17%) to travel. It was worthy to note that only 4% of the

respondents now hand-carry their goods compared to previous 27% as presented in

Table 6.

Before the construction of the FMRs, respondents had to travel at least 1 hour to go

to markets. The construction of the FMRs benefited 41 or 14% of the 288

respondents whose travel time was shortened to less than 1 hour. Majority or 80% of

them still needed 1-2 hours to travel. Nonetheless, this was a substantial

improvement considering that prior to the construction, 45% of the respondents had

to travel for 3 hours to more than 1 day to reach the markets.With the FMRs, that

number is significantly reduced to 2% as illustrated in Table 9.

Alleviation of Financial Condition of Beneficiaries of FMRs

The ultimate goal of FMRs is to improve the lives of farmers and fisher folks

through increased income as a result of a more effective transport of their products to

the markets.

Respondents were asked if the FMRs had improved their income. Two hundred

sixty-eight (268) or 90% of the 299 respondents gave a positive response, as shown

in Table 10.

7.6.4 Level of Community Satisfaction with the Use of FMR

Table 11 illustrates the level of satisfaction with the FMRs of the respondents. One

hundred thirty-four (134) respondents or 45% were very satisfied with the project

while 130 or 43% were satisfied. Only 2% of them stated that they were not

satisfied with the FMR.

The result of the survey depicts that the construction of the FMRs had positive

impact on the lives of the subject residents. The construction of the FMR reduced

the travel time of residents in transporting their farm produce to the markets. Based

on the survey, it could also be deduced that the FMR resulted in the increase of

income of the residents. A significant number of residents are satisfied with the

The conduct of the Citizens Participatory Audit of the Commission on Audit which is

about strategic partnership with vigilant and involved CSOs,cameup with the following

audit observations with significant impact on the implementation of the FMR projects:

Actual location of Muzon-Labac Farm to Market Road (FMR) project amounting

to P971,083.82 differs from that shown in the design plan;

Longitudinal, transverse, hairline cracks, potholes/scaling and spalling on some

sectionsof the seven FMR projects involving a total amount of P17,755,296.23 ;

Implementation of the concreting of Farm to Market Road at SitioTaktak,

Kaypaaba, General Emilio Aguinaldo not in accordance with the Program of

Work (POW), Plans and Specifications, resulting in a project deficiency

amounting to P59,791.83;

Concreting/ Reblocking of Langkaan Road at Barangay De Ocampo,

TreceMartires City with project cost of P997,978.35 completed beyond its project

duration;

Non-compliance with publicity requirement on the implementation of the Farm

to Market Roads (FMR) as prescribed under COA Circular No. 2013-004;

Construction/improvement of DaangKalabaw, in a non-agricultural and fisheries

production site contrary to Republic Act (RA) No. 8435; and

Payment of the concreting of the Iba-Tubuan-Pajo Road, a Farm to Market Road

(FMR) Project of the Municipal Government of Silang, Cavite involving a total

amount of P911,149.38 despiteincomplete documentation.

The implementation of the courses of actions offered to address the audit observations

will result in the further improvement of the FMR projects and contribute in the

improvement of the quality of life of the farmers and the fisher-folks in the rural areas.

Overall, the audit showed that the objectives of the FMR projects were achieved.

1. Compliance with Technical Requirements on Detailed Engineering

Ensure that for future projects, the detailed engineering should be carried out sufficiently

such as survey and site investigation before the preparation of the plan in compliance with

Section 17.6 of the Revised Implementing Rules and Regulations of RA 9184 to ensure that

the technical requirements are complete before bidding and award of contracts and all

works paid are existent at the prescribed location.

2. Conformity with POW, Plans and Specifications

Require the immediate repair on the cracks, spalling and scaling noted on the Farm to

Market Roads (FMRs) to prevent further damages/deterioration.

Conduct regular monitoring of project implementation for immediate action of defects and

damages noted

Require the Contractor of the concreting of FMR of SitioTaktak, Kaypaaba, General

Emilio Aguinaldo to refund the project deficiency amounting to P59,791.83.

Closely monitor the implementation of the FMR projects to ensure that the projects are

implemented and Contractors are being paid in accordance with the terms of the contract

with regard to time, quality, cost and other standards

3. Completion in Accordance with Project Schedule

Closely monitor the implementation of the Farm to Market Road (FMR) projects to ensure

that the projects are implemented in accordance with the terms of the contract with regard

to time, quality, cost and other standards. Any deviation from the project duration should

be covered by approved time extension with justifiable reasons to be considered valid.

Require the Contractor to pay liquidated damages for the delay in completion of the FMR

of 69 calendar days which involve a total amount of P34,430.31, computed in accordance

with Section 8.1 of Annex E of the Revised Implementing Rules and Regulations of R.A.

9184, which is as follows:

4. Promotion of Public Awareness of FMR Projects

Observe the publicity requirement for government programs, projects and activities as

required under COA Circular No. 2013-004 dated January 30, 2013 to promote good

governance through transparency and accountability, and to encourage public

participation.

5. Project Implementation on the Priority Location

Conduct proper identification of the FMR to ensure that the road is linked to agriculture and

fisheries production sites, coastal landing points and post-harvest facilities to the market and

arterial roads and highways.

Consideragricultural areas such as Barangays Bayanan, San Nicolas, Mambog and Molino

for future FMR projects.

Ensure that all the required supporting documents are duly signed and attached to the

The Audit Teams discussed the observations and recommendations with the concerned

Local Chief Executives and staff during the exit conference conducted separately by the

Audit Teams. Their comments are summarized as follows:

1. Compliance with Technical Requirements on Detailed Engineering

The Provincial Engineer assured that henceforth, survey and site inspection will be

conducted before the preparation of the plan.

2. Conformity with POW, Plans and Specifications

The Engineers of the concerned Local Government Units promised that corrective

measures/repair will be undertaken on the cracks noted.

The Provincial Engineer informed that the Contractor agreed to refund the amount of

P59,791.83 on the deficiency noted. He also promised to monitor all on going

projects to ensure compliance with the POW.

3. Completion in Accordance with Project Schedule

The City Engineer of TreceMartires City informed that the Contractor agreed to pay

the amount of P34,430.31 for the liquidated damage on the delayed completion of the

FMR project.

4. Promotion of Public Awareness of FMR Projects

The Management of TreceMartires City informed that starting the last quarter of CY

Proper identification of the FMR location will be conducted to ensure achievement of

the purpose of the FMR project.

Management informed that agricultural areas such as those in Barangays Bayanan, San

Nicolas, Mambog and Molino will be consider in future FMR projects.

The Municipal Mayor of Silang, Cavite and other concerned municipal officials

EFFECTIVENESS OF PROJECT

7.3 RESULTS OF THE CITIZEN SURVEY

In connection with the CPA-FMR projects in selected Cities and Municipalities in the

Province of Cavite, the Audit Teams administered survey questionnaires to some residents

of the Barangays where subject FMRs were located. The purpose of the survey was to

determine whether the objective of the FMR of enabling the Barangay residents to

transport farm products, among others, to the market efficiently, was achieved. A total of

299 respondents participated in the survey. The results of the survey are presented below:

7.3. 1 SOCIO-ECONOMIC FACTOR

The survey was administered from November 21 and 25, 2015 to the 299 respondents. As

shown in the following tables, respondents were a mixture of males and females. Majority

of them were in the bracket of 40 to more than 60 years old.

school graduates. The respondents were mostly farmers (49%), self-employed (21%) and

housewives (16%).

UTILIZATION OF THE FARM TO MARKET ROAD BY THE COMMUNITY

Condition before the concreting of FMR

The surveys revealed that prior to the construction of the FMR, the agricultural and

livestock products in the area and nearby barangays were being transported to the

market generally by hand-carrying (27%) or with the help of carabaos (12%) and

horses (19%). Thirteen percent (13%) were also using tricycles to bring their

produce to the market. The result of the survey is summarized in the next table.

reach the market while 25% had to endure 3 to 4 hours of travelling. It was also

noted that there were 27, 21 and 7 respondents who had to travel more than 4 hours,

1 day and more than 1 day, respectively, to bring their products to markets, as

Condition after the construction of FMR

As discussed above, prior to the construction of the FMRs, 58% of the respondents

largely relied on carabaos and horses or hand-carried their goods to the market.

Table 7 shows that after the completion of the FMRs, residents used a variety of

motorized vehicles such as trucks (11%), jeepney (26%), tricycles (25%) and

motorcycles/bicycles (17%) to travel. It was worthy to note that only 4% of the

respondents now hand-carry their goods compared to previous 27% as presented in

Table 5.

Before the construction of the FMRs, respondents had to travel at least 1 hour to go

to markets. The construction of the FMRs benefited 41 or 14% of the 288

respondents whose travel time was shortened to less than 1 hour. Majority or 80%

of them still needed 1-2 hours to travel. Nonetheless, this was a substantial

improvement considering that prior to the construction, 45% of the respondents had

to travel for 3 hours to more than 1 day to reach the markets. With the FMRs, that

number is significantly reduced to 2% as illustrated in Table 8 below.

Table 10 illustrates the level of satisfaction with the FMRs of the respondents. One

hundred thirty-four respondents or 45% were very satisfied with the project while 130 or

43% were satisfied. Only 2% of them stated that they were not satisfied with the FMR.

The result of the survey depicts that the construction of the FMRs had positive

impact on the lives of the subject residents. The construction of the FMR reduced the

travel time of residents in transporting their farm produce to the markets. Based on the

survey, it could also be deduced that the FMR resulted in the increase of income of the

residents. A significant number of residents are satisfied with the project. Overall, the

survey showed that the purpose for which the FMRs were constructed was achieved.
