Foreword

“India in Figures” is an annual publication of the Ministry of Statistics and Programme Implementation. As the nodal ministry for integrated development of the official statistical system in India, MOS&PI is involved with the collection and compilation of statistical data and coordination of statistical activity of various central and state organizations. The statistics collected by MOS&PI on a variety socio economic indicators are used by planners, administrators,

researchers and by national and international agencies. While a large number of publications are released by MOS&PI each year, this publication, providing the data for a 3 year period alongwith the base year (1990-91) data, is designed to serve as a source of quick reference to decision makers. While all efforts have been made to make the publication attractive and user friendly, we would certainly welcome suggestions for its further improvements.

Indian Statistical System

Functioning within the federal structure of theGovernment administration, the Indian statisticalsystem is basically a decentralised one with respectto territorial regions and administrative subjectmatters. It comprises statistical divisions/ offices/units/ cells of the Ministries/ Departments of the Union,State and local Governments, whose activities arecoordinated, at the centre, by the in the Ministry ofStatistics and Programme Implementation(MOS&PI),and in the State, by the Directorate of Economics andStatistics (DES). While the responsibility of providingstatistics across the functional line of the Departments/Ministries lies with the co- ordinating agencies, namely,MOS&PI and the DESs, each Department compiles,analyses and publishes its own statistics. Thus,statistics relating to the State subjects such asagriculture, education, health etc. are collected by

These statistics are collectedfrom the smallest administrative unit and consolidatedprogressively over the bigger administrative units ofthe States. Similarly, at the centre, subjects likebanking, public finance, foreign trade, etc. are collectedby the concerned administrative Ministries/Departments of the Government of India. The twoprominent agencies engaged in collection of statisticsat the Central level are the National Sample SurveyOrganisation and the Office of Registrar General andCensus Commissioner of India.
