Outcomes

Participants will be able to:

• explain the North Carolina State Board of Education policy related to K-6 licensure exam requirements.

• locate resources related to the licensure exams.

• collaborate with other IHE faculty to ensure candidates are prepared for the new exams.

• collaborate with other IHE faculty to ensure candidates are prepared to integrate arts across the curriculum as

required by NC General Statute.

Why the changes?

• To further ensure that teacher preparation programs remain current and reflect a rigorous course of study that is aligned to State and national standards, the State Board of Education, in consultation with the Board of Governors of The University of North Carolina, shall ensure students preparing to teach in elementary schools (i) have adequate coursework in the teaching of reading and mathematics; (ii) are assessed prior to certification to determine that they possess the requisite knowledge in scientifically based reading and mathematics instruction that is aligned with the State Board's expectations; (iii) continue to receive preparation in applying formative and summative assessments within the school and classroom setting through technology-based assessment systems available in North Carolina schools that measure and predict expected student improvement; and (iv) are prepared to integrate arts education across the curriculum.

• Importance of ensuring strong foundational skills in math and reading in grades K-5.

• Rigorous teacher preparation needed to support statewide initiatives to improve K-5 student achievement.

– a strong record of K-6 student achievement and continuous improvement.

– MA Department of Education identified licensure exams as the essential element for improving student achievement.

Foundations of Reading & General Curriculum for NC Exams

• Effective July 1, 2014,

– IHE Program/Licensure Completers must pass the exams to be recommended for Elementary (K-6) &/or Special Education: General Curriculum (K-12) licenses.

– Out of state teachers must also pass the exam if applying for a NC license in those areas.

• Registration will open February 2014 at http://www.nc.nesinc.com/

• Standard Setting and Item Validation will occur during Summer 2014 – with anticipated Passing Score Recommendation to SBE in August 2014.

• 4 hour test

• 100 multiple choice & 2 open response items

• Cost $155

• Computerized test, unless candidate qualifies for accommodations.

• Two sub-tests scored separately

• 4 hours for both subtests in the same session.

• Costs

– $155 for both subtests in the same session

– $105 for an individual subtest
