ESB Networks I-SEM Programme - General Update
We are continuing to work with the RAs, the I-SEM Project and the other Meter Data Providers through
the I-SEM Metering Working Group
At this time there is NO Change to our understanding which remains that
• No Changes are indicated to the Harmonised Retail Market Schema or the COBL
• D+1, D+4, M+4, M+13 Settlements will continue to operate on a Working Day basis for ESBN, with no
change to Frequency
• Need to concurrently operate the SEM and I-SEM until Re-Settlement of the SEM completes
• No Meter Data will be Price Effecting in the I-SEM and so I-SEM will not use the Price-Effecting
category
• I-SEM Market Trials will run Dec 2017 - May 2018
• The Go-Live date for the I-SEM is 23rd May 2018

MCR1181 – Technical Contact Details
Accurate technical contact address and technical contact details are required and
would assist ESBN in completing supplier requests and obtaining accurate meter
readings.
Customer such as large banks or telecom companies with many distributed sites
should provide accurate technical contact details.
A Supplier can send technical details for customer using existing market
messages. This would be beneficial to all Market Participants especially where
there is issues around LTNA.
This was approved as a DR at the last conference call

RMDS became aware that Market System redundancy existed in relation to the Eligible
Customer Files
Based on analysis and Market Participant feedback it was decided to cease the provision
of the eligible customer files on the Extranet. The original MCR stated that ESBN could
continue to produce these files if required for six months.
After the delivery of this MCR the eligible customer files will no longer be available to
download on the extranet and ESBN will not continue to produce these files for six
months. This MCR has been re-versioned and amended to reflect this.

CER’s Retail Market team asked ESB Networks in January 2015 to assess the impact of
the ISEM on the Retail Market in Ireland.
ESB Networks is one of the four Meter Data Providers represented at the I-SEM Metering
Working Group and have been considering the impacts of the I-SEM.
This MCR has been re-versioned and now includes the following changes.
Two new process documents for use specifically in I-SEM Market Trials:
- I-SEM Market Trials-1 :
To nominate / denominate a Supplier as a recipient of Participant Generator messages
- I-SEM Market Trials-2 :
Distribution Connected Non Participant Generator Export Arrangements

MCR1182(Re-versioned) –Impact of I-SEM in the Retail Market in ROI

Three Market Change Requests were previously raised and approved to facilitate the
introduction of Eircodes into the Retail Market.• MCR1140 - Introduction of Eircodes into the Retail Market
• MCR0175 - New Reject Reason for Address Change Rejection
• MCR1169 - Addition of Postal Code to two downloadable meter point files
In advance of the delivery of there MCRs Suppliers may wish to implement Eircodes.
ESBN are looking to see in advance of the delivery of the MCRs above they can facilitate
the population of the A2 Notification Address.
This DR has been raised to introduce Eircodes into the Retail Market Solution through the
use of the notification (Correspondence ) Address on the Market Messages by Suppliers.
Suppliers can provide the Eircodes in the A2(Correspondence address) on all relevant
inbound market messages where the A2 Correspondence address is different to the
A1(Meter Point Site).

DR1184 – Cooling Off for CoS(Status Update)
The customers’ right to the cooling off period is detailed in a EU Directive
which was transposed into Irish legislations.
Suppliers have submitted a number of comments and queries on this DR
which were addressed.
CER reported at the last conference call that this DR will be circulated to
RMDS and ultimately to Suppliers. CER suggested a small number of
changes to the drafting.
At Today’s Meeting: For Information - This DR is being reviewed by CER and
is currently on hold.

The RMDS was issued on Friday 31st March 2017 with a return date of
28/04/2017 - weeks later.
