The need to compress signals (audio, video, etc.) into short bitstrings for the purpose of reliable identification (instead of reconstruction) arises in many modern applications, including management of user-submitted content websites such as YouTube; connected audio, e.g. the Shazam application running on smartphones; and contextual advertising. These short bitstrings are called robust hashes, or fingerprints of the signal. A successful application of content identification requires that different versions of a signal can be matched reliably based on their fingerprints (a property called robustness) whereas unrelated signals yield a negative match (this property is called discriminability). This talk will overview the fundamental decision-theoretic and information theoretic concepts behind these applications and outline practical approaches.

IEEE-iCARE PEKA: Exposure on Ethics and Safe Online Activities 23 October 2013
Dewan Bandaran, Bandar Penawar, Johor, Malaysia This 1-day workshop was funded with USD400 by IEEE Region 10 Educational Activities (EA). A total of 166 of Form 3 students from six schools in the Southeast region of Johore and eight teachers attended the workshop. The objectives of the workshop were (i) to expose the rural communities mainly those at the secondary school level on the importance of ethics and safety when engaging with online activities (ii) to create awareness on the appropriate engagement with online activities that involve communications either formally or informally, mainly among school leavers who will further their studies at higher level (iii) to promote knowledge transfer mainly from IEEE CS members, the researchers under iCARE project and interested parties to rural communities in the scope of ethics and safety among online communities. The workshop comprised five talks: Role of IEEE in Science and Technology; Online Communities: Ethics, Responsibilities and Safety; Online Safety: Technology and Software; Social Networking Sites: the Pros and Cons; and Online Communication: the Dos and Don’ts. A forum “Towards ‘Easternised’ Netizens in Malaysia” put a closure to the event. During the workshop, the students had to prepare mind maps of what they gained as a group activity.

Using Information Communication Technology to Bridge Troubled Youths
IEEE Malaysia is paying finer attention to how we can actually make a positive difference to the living of youths. One of the ways to help these youths is to work alongside in the Transformation Program run by the MySkills Foundation situated in Port Klang, Selangor, Malaysia. The centre equips youths with work and life skills. Bringing ICT into a non‐profit youth transformation centre would certainly help to bridge troubled youths to adapt to the working environment. The youths that MySkills Foundation focuses on are those who were exposed and actively participated in the truancy, bullying, video games, pornography, alcohol, drugs, smoking, gangsterism, and criminal activities. We had to overcome our fears of being intimidated by them. Additionally, we did not anticipate that we have to spend a lot more time on site to build the information system. We had to study the processes by observing the workflow and interviewing the relevant staff who will eventually work on the system. Our subsequent visits and funding from R10 (USD250) enabled us to gather information for the design and development for a system called “StudentPrimus1.”

Community Project
To make IEEE visible to the mission-driven social community comprising volunteering educationists, professional trainers and youths IEEE Malaysia Section through a participatory effort has successfully co-organized and sponsored a talentine cum social gathering. This event was an avenue for youths to showcase their communication and social skills as well as talents. The event was attended by 150 participants comprising IEEE members, Mr Pasupathi (founder of MySkills) and people from MySkills Foundation. Dr Dianne Cheong, the Communication Chair, in her opening speech expressed gratitude towards IEEE R10 support of USD700 from the Section Support Fund for this event, Mr Devasharma Gangadaran (COO of Primus Institute of Technology) and Mr Felix Amaldass (mentor) for their untiring efforts in organizing the talentine and social gathering for IEEE members and non-members. Dr Dianne also commended on the efforts of the students in designing and painting the banner. The talentine showcased a mix of languages among 15 songs, 15 dances, and 5 dramas reflecting the multicultural spectrum of Malaysia. IEEE Malaysia was proud to present 5 awards for each category of the talentine: Dancing, Drama, and Singing.
