In ad- dition, the Symposium could not be a success without preparation and participation by the Technical Ses- sion Chairs, Tutorial Instructors, and each of the Symposium Pre- senters. This year's Symposium success is the result of outstanding teamwork by many people gener- ously volunteering many hours to prepare and manage this event which was attended by more than 2 10 people. I am pleased to an- nounce that our good friend and AdCom member, Dr. Charles Einolf of the Advanced Television Technol- ogy Center has graciously agreed to serve as Chair of the 51st IEEE An- nual Broadcast Symposium to be held during the fall of 200 1. Our Symposium Committee pro- vided a special TV exhibit this year. Thanks to Charlie Rhodes, we were able to borrow his 1949 black and white TV set (with real tubes) and place it next to a state of the art flat panel color plasma high definition monitor, showing simultaneously how a program looked 50 years ago on TV and how it can look using to- day's modern receiver display tech- nology. I thank Tom Gurley for or- ganizing this exhibit and setting it up with other members of the Sym- posium Committee. ety Historian, worked with David Morton, of the IEEE History Center in New Jersey to prepare four dis- play panels giving the history of our Society and listing the many fine people who served on the Soci- ety governing board during the past 50 years. I wish to thank Noel Luddy for making possible this most instructive exhibit, which brings back many fond memories of our Society's activities during the past half century.

I wish to extend special thanks on behalf of our Society to David Layer, our BTS Awards and Nomi- nations Committee Chair, who carefully planned and arranged for several awards to be presented to very deserving members this year. It was our Society's honor to pres- ent to Edmund Williams, the IEEE Millennium Medal that he so justly deserves for his many years of ser- vice and dedication to our Society. In addition BTS Society awards were presented to Mike Bennett, for having made possible our participa- tion in the International Broadcast Convention (IBC) and Gerald Berman for his in support of our in- volvement with the IBC. Yiyan Wu was also an award recipient for his work with the Broadcast Asia 2000

awards banquet. Award winners included Robert Plonka (Matti S . Siukola award for best presenta- tion a t last years Symposium) and Ed Williams (IEEE Third Millenium Medal).

Valentin Trainotti received an award for establishing the first Argentina BTS Chapter: Bruce Hunter was honored for his work with the establishment of the first BTS Chapters in Moscow and St. Petersburg, Russia. Our Society proudly awarded the Matti S. Siukola Memorial Award for the best technical presentation of the 1999 Broadcast Symposium to Robert Plonka. We can all be truly proud of all these outstanding members who have so generously volunteered their time and energies toward advancing the professional- ism and quality of IEEE Broadcast Technology Society.

I look forward to continuing to serve your educational and scientific broadcast engineering professional development through the resources of the IEEE and your Broadcast Technology Society. From the desk of the BTS Administrator and Transactions Editor-in-Chief Dear Members of the IEEE Broad- cast Technology Society:

This year, we had a very suc- cessful IEEE Tutorial and Broad- cast Symposium. Two additional services were added to this year's event. First, the IEEE Educational Activities Administration granted 0.7 Continuing Education Units (CEU's) to each person attending the BTS Tutorial on 27 September 2000. Second, each Symposium registrant receive a three binder set of Proceedings containing all available papers presented during the Technical Sessions on 28-29 September 2000. We expect to provide these services for the 200 1 Broadcast Symposium.

You will see in this Newsletter a Call for Papers for the special Transactions Issue on Antennas in which the deadline for submissions has been extended to 3 1 January 2000. The extended deadline is in- tended to give potential authors more time to prepare their papers so that we can produce a broad range of papers on all aspects of Broadcast Antennas. Please con- sider submitting your paper(s) to this special issue and let your friends in the broadcast antenna engineering profession know about this Call for Papers.

Also, you will see in this Newslet- ter a Call for Papers for the 200 1

Broadcast Symposium. Please pro- vide 250 word abstracts by 1 May 2000. I hope you will consider sub- mitting an abstract and encourage your colleagues to submit abstracts. We expect to announce soon the dates and location for the 2001 IEEE 5 lSt Broadcast Symposium.

It is my great pleasure to an- nounce that Mr. John Battison has joined our BTS AdCom and will serve a s the new Chair of the BTS RF Standards Committee. At this critical time, under the leadership of John Battison, our Society has the opportunity to develop much needed RF Standards related to broadcast technology. Within this RF Techniques Committee are Working Groups G-2.2.1 Power Measurements, G-2.2.2 Spectrum Measurements, and G-2.1.7 Trans- mission Performance Measure- ments. You are welcome to partici- pate with John on BTS RF Standards development. If you wish to have more information about the BTS Standards Commit- tee, please contact John by E-mail at [email protected].

Our Transactions on Broadcast- ing publications are going well. You should have received the June 2000 issue by now. Over 86 manu- scripts have been submitted to our Transactions during the past year for possible publication. I wish to extend my deep thanks and appre-

ciation to our Associate Editors, Jim Kutzner, Yiyan Wu. David Layer, and Bill Zou, who all are carrying large workloads managing a number of papers simulta- neously through the peer review process. This work on their part and on the part of the reviewers re- quires many hours on their part to review, evaluate, and mark up each manuscript. Our BTS Associ- ate Editors and Reviewers are pro- viding a valuable service to all Au- thors through the review process, which assists each Author to im- prove the technical content and quality of each paper in order for it to become acceptable for potential publication.

Minutes: The corrected minutes of the

May 19. 2000, meeting were ap- proved by unanimous vote.

Treasurer's Report: Mr. Richard Friedel presented

the Treasurer's report. The BTS is doing very well financially. and the contributions of the IBC surpluses are also increasing the Society's net worth. As of August 2000. BTS net worth is $255,770 prior to re- ceipt of any IBC funds for IBC 2000 and the surplus from the 2000 Symposium. Further, the BTS LLC shows a net worth as of August 2000 of $ 78,300.

Society Update: President Cavell reported that a

"Blue Ribbon" Committee on Board and Governance has been estab- lished to investigate ways to improve and streamline the IEEE. In particu- lar, improvements in the way the or- ganization is governed are being re- viewed. This could impact the way the Board of Directors and the Exec- utive Committee manage the organi- zation and affect the Societies.

Mr. Ted Kuligowski attended a Strategic Planning meeting held by TAB in Dallas, Texas and will pro- vide a report a t a later time during the meeting.

President Cavell noted that ad- ditional Web based services are be- ing introduced and are being pro- moted by the IEEE. There is now an IEEE store to purchase IEEE Merchandise on-line as well a s membership applications on-line. Members are eligible for an IEEE email "alias," if they would like to have an IEEE email address. An expansion of the IEEE X-Plore ser- vice is also being planned.

Mr. David Layer noted that he had an experience with the X-Plore service and was very happy with the way he was able to track down a particular article for which he was searching. However, once he found the article he was not able to access it. He was told that since he didn't subscribe to some of the Li- brary services that the article was not available to him. He noted that members should be able to pur- chase these articles and other re- sources from X-Plore on an "a la Carte" basis and felt the IEEE was

losing a moneymaking opportunity by not allowing the purchase of these resources on-line. President Cavell indicated that he would fol- low-up with IEEE HQ and encour- age them to allow purchasing of ar- ticles and papers by IEEE Members from the X-Plore Service.

Mr. Bruce Hunter noted that there might be a clash with the group that buys up the remaining conference proceedings and re-sells them. This may be the reason behind not mak- ing them available on-line.

President Cavell noted that we need to form a Fellow Committee to review and recommend Fellow nominations. This committee would be led by Mr. David Layer, Awards and Nominations Commit- tee Chairperson. Current Fellow applications will be reviewed in De- cember 2000 and selected members will be the 200 1 IEEE Fellows.

Further, it was noted that many BTS members are eligible for IEEE Senior Memberships but have not applied. IEEE is encouraging the Societies to promote Senior Mem- berships to their members.

Standing Committee Reports:

Awards and Nominations

David Layer, Chair of the Awards and Nominations committee, re- ported that he has three potential candidates for the next AdCom bal- lot, however, he needs two additional nominees. Mr. John Battison has agreed to be nominated for the AdCom. Also, Mr. Jeff Andrew, who agreed to be a candidate for last year may be available for this year. In ad- dition, Mr. Edmund Wiiarns noted that Mr. Tim Carroll expressed inter- est in being nominated. However, two additional candidates are needed by Mid-October, so the slate of nomi- nees can be forwarded to IEEE HQ.

The AdCom then discussed the nomination for Broadcast Technol- ogy Society President. President Cavell is allowed to serve one addi- tional term as President, and he agreed to be nominated. A motion was made to elect Gary Cavell a s President of the IEEE Broadcast Technology Society. The motion was seconded and adopted by a unanimous voice vote.

President Cavell noted that he would need volunteers to be ap- pointed to serve as officers and com- mittee chairpersons for the next year.

Mr. Layer concluded his report by encouraging everyone to attend the Symposium Awards Banquet on Thursday evening. This event will mark the 5oth anniversary of the Symposium and some special awards will be presented. Thus, ev- eryone should attend.

Education President Cavell reported that

Tim Talty has left West Point and will no longer be serving as the Ed- ucation Committee Chairperson. He noted that we need a replacement volunteer to chair the committee.

History Noel Luddy, IEEE BTS Histo-

rian, reported that this is a special symposium for the B E , as it is our

th 50 anniversary year. A special display has been prepared on the history of the BTS and Broadcast- ing. Mr. David Morton from IEEE has prepared some photo and text displays about the history of the society and broadcasting. These displays will be in the banquet room during the reception and meals. Also, an HDTV Plasma dis- play has been set up by The Digital Television Station Project to show the future of broadcasting, and an antique 1949 television provided by Charles Rhodes has been set u p next to the HDTV unit to show the progress of the industry. These should be very interesting displays for the attendees.

Mr. Luddy also reported that progress is being made on the IEEE Virtual Museum, and the IEEE can send someone to our AdCom meet- ing next January, if we would like to have an update on the project.

Membership and Chapter Development

Howard McClure, Membership and Chapter Development Chair- man, reported that AdCom member Valentin Trainotti has established a BTS Chapter in Argentina. Also, the new chapter in Taiwan is hopefully established now after some paper- work delays with IEEE HQ.

ganizational meeting on August 9, 2000. A steering committee was es- tablished at the September 7, 2000 meeting. The next chapter meeting is scheduled for October 5. 2000. Mr. Trainotti reported that the IEEE BTS Chapter in Argentina was in need of lecturers for its meetings. In particular, speakers on topics of digital television and radio are needed. Mr. Trainotti asked anyone who was interested in speaking to the group or had any leads for lec- turers to contact him.

President Cavell reported that Mr. John Battison has agreed to chair the RF Techniques Committee. The previous working groups in that committee were working on Power Measurements, Spectrum Measure- ments, and Transmitter Perfor- mance. It was noted that many of the members of these working groups were attending the Sympo- sium and this would be a good op- portunity to introduce Mr. Battison to these members and encourage their continued participation.

New Technology Directions President Cavell reported that

Mr. Mike Rhodes would be serving a s Chair of the New Technology Di- rections committee.

Representative Reports:

Mr. Howard McClure reported that the BroadcastAsia 2000 event was successful. This was the first year for this event to be held every year instead of every second year. Mr. McClure noted that this is a big event that is about half the size of NAB. It was held in Singapore.

The convention center has six halls and all of them are used, two for broadcast oriented displays and the other halls are used for other telecommunications displays. The one big problem is that there can be no "commercial transactions" on the floor of the hall. Thus, mem- bership sales, book sales, and other transactions are prohibited.

Mr. McClure reported that the membership booth did distribute about 200-250 membership applica- tions. and about 80- 100 of those were good prospects for BTS mem- bership. Mr. McClure noted that IEEE was well recognized, and that many attendees were student mem- bers of IEEE while in university, however, they did not maintain their membership when they graduated.

The IEEE Bl'S sponsored a Tuto- rial presented by Dr. Michael Isnardi on Digital Television. This event was well attended and was standing room only. It was esti- mated that 200-300 people at- tended the tutorial. AdCom member Dr. Yiyan Wu chaired the session.

IBC 2000

Dr. Gerald Berman reported on the activities of IBC 2000. The IEEE BTS again hosted a membership booth in the IBC Sponsor's Village. This year the IBC provided a row of computers in the Sponsor's Village with email access to encourage traf- fic in the area and also distributed flyers promoting the email location in the Sponsor's Village. The IEEE BTS also sponsored a panel session entitled "Winners and Losers in Broadband Delivery." This session was very well attended with approx- imately 150 attendees.

Mrs. Mary Ward-Callan, Man- aging Director of Technical Activ- ities a t IEEE HQ, also attended IBC-2000 to become familiar with IBC and the BTS role in the event. Gerald and Florence Berman, Richard Mertz, Richard Friedel, and Howard McClure staffed the booth. Mary Ward-Callan assisted with booth duty one afternoon a s well. The booth signed u p 9 new members, distributed 8 0 member- ship applications, and hosted 20-25 visitors per day.

Dr. Berman reported that a meeting was held with Dr. Dmitry Tkachenko, Michael Bennett, and

Mary Ward-Callan about the Broadband Communications 200 1 event in Moscow scheduled for February 14- 16, 2001. Michael Bennett agreed to attend to repre- sent the IEEE BTS and provide a presentation. Also, a small grant would be requested to cover the presentation and translator. Dr. Tkachenko will forward this re- quest a s soon as possible.

Dr. Berman also reported meet- ing with Mr. Will Lim regarding the BroadcastAsia 2001 event. He is very anxious for the BTS to partici- pate again in this event.

Mr. Michael Bennett reported that IBC-2000 was a very success- ful event. He noted that the BTS should receive approximately $120.000 USD as its share of the IBC surplus. Mr. Bennett noted that the show has increased from 3 halls at RAI in 1991 to all 11 Halls a t the RAI in 2000. Over 45,000 square meters of exhibit space were sold with over 46.000 atten- dees. The IBC is now the largest show held at the RAI. However, there is now a problem of the show being too large for the RAI. In 2001 a 6.000 square meter pavilion will be constructed on the lake outside the RAI for the show. However, bookings for 200 1 are already showing an increase of booth size of some 15%, which cannot be ac- commodated at the RAI. Thus, new venues are being sought. However, no other venue offers the size of ex- hibit space needed and the number of hotel rooms required. Thus, it is likely to stay in Amsterdam for the foreseeable future. It is estimated that the IBC brings in over $50 million USD to Amsterdam, and the city very much wants to keep the IBC show in Amsterdam. It is also the preferred city of venue for both exhibitors and attendees.

Improvements in the roadways, subway access, additional RAI floor space, and new hotels are planned to help alleviate some of the prob- lems. This construction program will start in January 2001 and may last for u p to five years.

Mr. Bennett noted that Mary Ward-Callan asked why is the BTS membership only 2,500 if over 45,000 attend IBC and over 100,000 attend the NAB. It is clear that the BTS should focus on

membership development and use some of the IBC surpluses to pro- mote membership activities.

It was noted that the dues costs for the IEEE are very high for engi- neers in other countries and given the strength of the U S dollar, it may be possible that the BTS should "subsidize" some memberships from economically disadvantaged coun- tries. This is particularly true of stu- dent members after graduation.

Mr. David Layer noted that this should also be viewed a s an oppor- tunity to promote student member- ship to write papers for the trans- actions and Symposium. He noted that the Student Paper award in- cludes a $250 cash prize. Perhaps this prize should be increased in encourage submissions.

Dr. Berman concluded the IBC report by noting that the BTS should send a thank you letter and certificate to the panelists who par- ticipated in IBC.

USTTI Course Dr. Berman provided a written

report on the BTS sponsorship of the U S n I courses. The students gave the course high marks for the quality of the programs. Letters of thanks and certificates were sent to the instructors of the course.

It was suggested that to promote BTS membership the graduating students of the USlTI courses be awarded a one-year IEEE member- ship a s a graduation gift. This would encourage the students to continue to participate in the IEEE. This was approved by a unanimous voice vote.

Committee on Man and Radiation Jules Cohen provided a written

report on the activities of COMAR.

PACE Ted Kuligowski reported that a

PACE Professional Development Seminar was held in Scottsdale, Arizona, during Labor Day week- end, the first weekend in Septem- ber, this year. PACE is continuing its efforts in career development and management training for young engineers.

Kulzner provided an update on ATSC activities. The RF Task Force of the ATSC is moving forward with its work, and the ad-hoc groups are wrapping u p their work.

The ATSC / DTV Station Project sponsored "Plugfest" was held re- cently, and the equipment manu- facturers are continuing their test- ing of interoperability of encoders and receivers.

Technical Activities Mr. Alan Rosner. Chairman of

the 2000 BTS Symposium, re- ported that there were 57 atten- dees a t the Tutorial session. In ad- dition, over 200 registrations for the symposium have been received. The lunch count is 147 and the banquet count is 109. This year binders containing the papers (pro- ceedings) presented in the techni- cal sessions were provided to the attendees. This will become the practice in following years. Mr. Rosner indicated that the copyright issues were okay with IEEE HQ.

Mr. Rosner also reported that the History displays should generate good interest from the attendees and thanked the AdCom members for their help with the displays. Mr. Rosner also thanked Mr. Edmund Williams and PBS for providing the data projector for the technical ses- sion room. The A/V equipment rental was very expensive and the PBS loan of equipment greatly re- duced the expenditures for the A/V equipment. Mr. Williams noted that the ceiling height in the session room was good and the screen size was very good.

Old Business:

IBC and NAB Membership Booths President Cavell reported that

plans are in the works for a mem- bership booth a t NAB this year. There was a short discussion about the placement of the booth and if purchasing booth space would be beneficial. It was noted that since NAB used a "points" sys- tem to award the booth locations it would be better to continue the "hallway" location instead of being stuck in the Sands. Dr. Berman noted that this year we would not use IEEE HQ Marketing Staff in the booth, a s their return on book

sales was not adequate to justify continued participation. Thus, BTS members will be staffing the booth.

There was a short discussion about the NAB Tutorial. and Mr. Gurley noted that he would like to have Mr. Rich Chernock from IBM expand the data broadcasting tuto- rial from the Symposium for use at NAB. He will follow-up with the tu- torial planning. It was agreed that having a membership table outside the tutorial room was a great bene- fit last year, and BTS would like to continue the table this year.

N e w Business:

ITU Request Mr. Bruce Hunter and Mr. Ted

Kuligowski will work with Dr. Mark Krivocheev regarding a request that he has made for the IEEE BTS to assist in some ITU Activities. It was noted that Mr. John Rieser should be able to coordinate this request with the ITU Representatives.

TAB Strategic Planning Meeting Mr. Ted Kuligowski reported that

57 people attended the TAB meet- ing in Dallas on Strategic Planning. Many issues were discussed about the long-term direction of the IEEE and ways the IEEE should "re-in- vent" itself to be more responsive to member needs. A follow-up meeting is planned for November.

Cooperative Efforts and "Sister" Societies

President Cavell again intro- duced Mr. Andy Butler, President of the Society of Broadcast Engi- neers. President Cavell reiterated his feeling that the BTS should work more closely with other asso- ciations and groups to foster coop- erative arrangements between groups. Some of the possible ar- rangements include discounts for each group's conferences, sharing of conference venue, participation in IEEE Standards work, and other possible collaboration.

Mr. Butler gave a brief back- ground on the SBE and explained that the SBE's main goals were cen- tered on training its members, pro- viding certification programs for its members, and having some regula- tory voice regarding broadcast tech- nical issues. Mr. Butler informed

the group that SBE has a "partner- ship" agreement with NAB for book sales, conference organization, and other areas. The SBE will shortly announce another "partnership" with another group centered on re- cruiting new talent to careers in electronics and specifically to stim- ulate interest in Radio.

Mr. Butler expressed SBE's de- sire to work with the IEEE BTS and proposed that the first such collaboration could be a shared venue for the 200 1 IEEE BTS Sym- posium and the Fall SBE Member- ship Meeting. A requirement list from SBE was circulated outlining the needs of the SBE group. A short discussion was entertained regarding the logistics of co-locat- ing the two events next fall in the Washington DC area.

Mr. Friedel suggested that a small Ad-Hoc group be formed to work out the details of an IEEE BTS / SBE arrangement.

A motion was made to cooperate on a joint arrangement with SBE to hold the SBE Meeting and IEEE B E Symposium at the same venue subject to finding an appropriate hotel and arrangements. The mo- tion was adopted by a unanimous voice vote.

President Cavell appointed Rich- ard Friedel. Tom Gurley, Edmund Williams, Jim Kutzner, and Charles Einolf to work with the SBE Execu- tive Director, John Poray, to work out the details of a "co-located" meeting with the SBE and the IEEE B E Symposium for fall 200 1.

IEEE BTS Symposium 2001

President Cave11 announced that Dr. Charles Einolf has agreed to Chair the BTS Symposium Com- mittee for 2001. Hotel arrange- ments need to be made as soon a s possible, and coordination with SBE should be undertaken. Mr. Berman noted that the hotel choice for 2001 should be in close prox- imity to a subway station in Wash- ington DC to ease the travel con- gestion of the attendees.

The AdCom meeting adjourned a t 10:04 PM.

The next AdCom meeting will be held 17 January 200 1 a t Wyndham City Centre Hotel in Washington DC starting a t 3:00 PM.

What have the numbers 3,7.8,40.50 and 60 In common that no other whole numbers have? The an- swer is that they each have 5 letters when spelled out.

The second teaser appeared to prove that 2=1. clearly a result in conflict with our normal use of numbers. The answer is that since a=b, a-b=O. Therefore when we divided by (a-b). we were dividing by 0, which is undefined and leads us to an invalid result.

Mr. Smith ob- served that this brainteaser is a good example of the disservice we do to students of mathematics, when we tell them to "cancelw or "removew terms in an ex-

pression in order to simplify it. He points out that the proper terminology is to perform the identical op- erations on both sides of an equation. Well done, ev- eryone!
