1. Introduction The National Planning Policy Framework (NPPF) identifies a heritage asset as ‘…A building, monument, site, place, area or landscape identified as having a degree of significance meriting consideration in planning decisions, because of its heritage interest. Heritage assets include designated heritage assets and assets identified by the local planning authority (including local listing)’. The purpose of this document is to identify and assess a particular type of local heritage asset i.e. Parks and Gardens of Local Historic Interest. Historic Parks and Gardens are as much part of Doncaster’s heritage as its individual historic buildings and historic settlements. They represent where man has intervened in the natural environment, producing a designed landscape. They range from the grounds of private houses, public parks and cemeteries to sweeping 18th-century landscaped gardens. All were constructed with as much care as an architect designing a property and have become an integral part of the local landscape. As well as being of particular historic interest, they might also be of note for other reasons such as their amenity value, or for nature conservation. 2. Parks and Gardens of Historic Interest in Doncaster Since 1983 English Heritage has kept and added to a national register of Historic Parks and Gardens. These are graded in the same way as listed buildings into Grade I, Grade II* and Grade II. The criteria for inclusion on this list include age and rarity, influence, examples of styles of garden design or the work of important garden designers, historic association with significant events or people and examples of major planting schemes. More detail of these criteria can be found through the following link; http://www.english-heritage.org.uk/caring/listing/criteria-for-protection/pag-criteria/ Doncaster has four entries included on the English Heritage National Register of Historic Parks and Gardens. These are;

Brodsworth Hall (designated 25/11/91 – Grade II, upgraded 01/02/2001 to Grade II*)

Cusworth Hall (designated 01/04/90 – Grade II) Hickleton Hall (designated 24/02/92 – Grade II) The Dell, Hexthorpe (designated 30/03/01 Grade II)

(NB these four parks and gardens are nationally designated and are not subject to this review of local parks and gardens). Some local authorities have gone further to develop lists of parks and gardens of local historic interest with planning policies to protect their character. In the previous Unitary Development Plan (UDP) Doncaster Council identified 13 parks and gardens of local historic interest and which are attached as Appendix I. The location and extent of these parks and gardens were shown on the UDP maps although this was not accompanied by explanation of the criteria for their inclusion or a description of the origins, layout or significance of these parks and gardens. As part of this report the previously designated parks and gardens of local historic interest are also assessed as to whether they merit continued designation for the Sites and Policies Document under the emerging Local Development Framework. In addition, this was an opportune time to survey the borough for any other potential parks and gardens of local historic interest which merit the designation and draw up a revised and up to date local register of historic parks and gardens.

As a result the register of parks and gardens of local historic interest has now been revised and the following are considered to be worthy or designation:

Descriptions of these are attached in Appendix VII and includes an assessment of their significance. Descriptions for those candidates that are not currently considered to be worthy of inclusion on the register of parks and gardens of local historic interest are included as Appendix VIII. All shortlisted candidates as well as the nationally designated Parks and Gardens of Special Interest are also shown on the map to the end of this report. The fact that a historic park or garden is included in the register does not mean, however, that there is any public right of access unless it is separately advertised by the owner as being open to the public. 3. Criteria for Assessment Whether or not a site merited registration depended primarily upon the age of its main layout and features, its rarity as an example of historic landscape design and the quality of the landscaping. What makes a site of interest is the survival, quality and interest of its historic structure. For a garden, the structure may include the basic pattern of its layout which might, for example, be formal with terraces, straight walks and hedges, formal pools and canals, or informal with winding paths through lawns, rockwork and informally-planted trees and shrubberies. For a park it may include the historic boundaries and entrances, the routes of the approach drives and rides, the siting of the main buildings, the underlying


landform, built features which provide structure and focal points in the design, lakes and rivers and the planting of parkland trees, clumps, shelter belts and woodland.

The criteria for inclusion adopted by this report reflects those for the national Register of Parks and Gardens of Special Historic Interest in England, but adapted for Doncaster’s local historic environment. They also take into account advice contained in English Heritage’s Good Practice Guide for Local Listing: Identifying and Managing Significant Local Heritage Assets (Consultation Draft, February 2011).

The detailed criteria by which the parks and gardens of local historic interest have been assessed are included as Appendix II. 4. Process The process began by compiling a list of potential parks and gardens using the local knowledge of the Design and Conservation Team to add to the list of Parks and Gardens of local historic interest designated in the Doncaster UDP. This drew on sources such as books on Doncaster (e.g. ‘Doncaster’s Town and Country Houses’), and the South Yorkshire Archaeology Service Historic Landscape Characterisation assessment. Descriptions of existing designated heritage assets such as listed garden features or conservation area appraisals were also used. This list was circulated to others including Doncaster Civic Trust for comments. From this, an initial shortlist was produced attached as Appendix III. Those parks and gardens that were not considered at this stage to be of local historic interest are listed in Appendix IV, along with reasoning as to why these were not short-listed. Though not meriting the designation as a park and garden of local interest their heritage significance in other areas, for example, their contribution to the setting of a listed building is also noted. For those that were shortlisted, an initial brief summary for each was produced, which included information gathered from sources such as English Heritage’s Heritage Gateway, Magilton’s archaeological survey of the Doncaster district (1977), South Yorkshire Archaeology Service, as well as aerial photography and internet research. Where possible the sites were visited to allow further investigation and photographed. Maps for each were also produced showing significant designations on the sites. Features include listed buildings, tree protection orders, and local wildlife sites. An internal workshop was undertaken on 14 June 2012 when the initial shortlist was reviewed. This used the abovementioned criteria. When the sites were assessed, some were thought to be clear candidates for designation as Park and Gardens of Local Historic Interest, some were less clear cut and some were not considered on information so far found at the time to be worthy. These considerations are shown in Appendix V. Consultation was undertaken on these designations as part of Local Development Framework – Site and Policies DPD which was carried out in August – September 2012. Major landowners of sites involved were contacted and site notices were erected for sites with numerous smaller ownerships involved. Workshops were also held with amenity bodies, including English Heritage, Doncaster Civic Trust, South Yorkshire Archaeology Service and Yorkshire Garden Trust. All comments and actions taken as a result are highlighted in Appendix VI. The draft summaries were seen as work in progress and have now been revised in light of this engagement and from other new sources of information including ‘Style and


Social Competition in the Large Scale Ornamental Landscapes of the Doncaster District of South Yorkshire c.1680-1840’ by Michael Klemperer (2010). These revised descriptions are attached as Appendix VII for those that on the register of parks and gardens of local historic interest, and Appendix VIII for other shortlisted candidates. 5. Relevant Development Management Policies At the same time as reviewing the register of parks and gardens local historic interest development management policies have been put forward which reflect changes in national policy and the new Doncaster Core Strategy. National policy now asks that local planning authorities should identify and assess the particular significance of any heritage asset that may be affected by a proposal. Significance is defined as; ‘The value of a heritage asset to this and future generations because of its heritage interest. That interest may be archaeological, architectural, artistic or historic. Significance derives not only from a heritage asset’s physical presence, but also from its setting’ (NPPF para129). In addition national policy asks that ‘The effect of an application on the significance of a non-designated heritage asset should be taken into account in determining the application’. (NPPF para135) In the Local Development Framework Core Strategy Policy CS15 on Valuing our Historic Environment states that ‘Proposals will be supported which protect or enhance the heritage significance and setting of locally identified heritage assets such as buildings of local architectural or historic interest, locally important archaeological sites and parks and gardens of local interest’. In order to protect or enhance the significance of a heritage asset it is important that this significance can be identified and understood. The brief descriptions and statements of significance for each historic park and garden attempt to do this. It is important to note that these statements would be a starting point and more information revealed from further research (whether or not as part of a planning application) can refine our understanding of the historic park or garden and its significance, and should also inform proposals. The following policies relating to historic parks and gardens have also been put forward within the new Sites and Policies Document to be read alongside other national and local planning policies. Policy SP30: Development within Historic Areas or Landscapes Development proposals within Doncaster’s Nationally Registered Parks and Gardens, Conservation Areas and Parks and Gardens of Local Historic Interest (as shown on the proposals map) should preserve and, where appropriate, enhances the heritage significance of these areas. Proposals within these areas will therefore be supported where they:

A) do not detract from the heritage significance of a conservation area by virtue of its location, layout, nature, height, density, form, scale, materials or design or by the removal of trees, the loss of important open spaces or other important landscape features; and


B) do not result in harm to built or landscape features which contribute to the significance of a historic park or garden or which might prejudice future restoration.

In addition to relating development to preserving or enhancing the significance of the heritage asset Policy SP30 applies specifically to built or landscape features which form an important part of that significance and also focuses on avoiding irreversible change that might harm future restoration of the park or garden. Policy SP32: Development Affecting the setting of Heritage Assets Development affecting the setting of heritage assets will be assessed against the principles set out below. C) Proposals in proximity to and/or visible from parks and gardens of special or local historic interest will not be permitted where the character of such areas would be harmed. Policy SP32 highlights the setting of the park and garden of local historic interest which could otherwise be overlooked and asks that sufficient information be provided to determine the impact. These policies would apply equally to parks and gardens of both national and local significance but would take into account their relative importance as required in the NPPF. 6. The criteria for inclusion will reflect those for the national Register of Parks and Gardens of Special Historic Interest in England, but adapted for the local historic environment. They will also take into account advice contained in English Heritage’s Good Practice Guide for Local Listing: Identifying and Managing Significant Local Heritage Assets (Consultation Draft, February 2011).

The criteria, which are not mutually exclusive, are: -

Age

(Complex sites may meet more than one criterion, and dates should not be too rigidly interpreted. Interest may derive from a single period or from a series of phases of development varying in their impact on the landscape and in their degree of interest. With sites of multiple phases, it is the sum


of the developments as seen in the landscape today which is considered. The value of a site can rest in the fact that its present form is the outcome of a series of phases of development or of a more or less continuous sequence of change. )

1. Sites formed before about 1750 where at least a proportion of the original layout is evident

2. Sites laid out between about 1750 and about 1840 where enough of the layout survives to reflect the original design

3. Sites with a significant phase of development dating from after about 1840 which are of interest and which are relatively intact, the degree of interest and integrity needing to be greater as the site becomes closer in time
