All journals unanimously agreed that Premier Tojo told the Diet what the nation eagerly waited to know in the course of his speech. Nov. 18 — A Nazi spokesman claijned on Monday that nothing was known of Wash- ington statements that an Axis ! ship had been seized while flying an American flag. However, he said that the prac- tice of flying a foreign flag was first introduced by the United States. WASHINGTON, Nov. 17 — The i Navy disclosed that an United States cruiser had seized a Ger- man motorship enroute from Yoko- hama to Bordeaux, France, with a cargo of 3,000 tons of raw rubber and American-made automobile tires. The captured ship is none other than the Axis ship that was cap- tured on November 6 in Atlantic Equatorial waters flying the Am- erican flag. It is now being held at San Juan, Puerto Rico. It was disguised as the Will Mo- to and is the Odenwald of the Hamburg-American Line. FIGHTING MAINLY AIR BOMB- ING REPORTS GERMAN SPOKESaiAN I ---------- BERLIN, Nov. 18— A military spokesman said last night that German troops in the Crimea are now standing opposite the forefield of the Caucasus following the cap- ture of Kerch in a nine-day battle. He said that the four-mile wide Kerchenski straits are not obsta- cles requiring much concern on the part of the Germans. The Kerch area was a jumping off place for a drive into the heart of the Russian oil fields to the Nazi experts. Only air bombing was reported going on the Russian front and the Russians were reported to have attempted a Breakout of Lenin- grad. KUIBYSHEV, Nov. 18— It was reported yesterday that the Red army have broken up German tank attacks designed to pass the key city of Tula and have recap- tured a number of villages and de- stroyed 170 enemy tanks in heavy fighting on the Moscow front. Without gaining any ground, the Germans lost 6000 men. killed or wounded, 113 tanks and much oth- er mechanized material within a week of fighting in the Ukraine front, it was reported. On the Moscow front dispatches said that 100 German tanks were knocked out of the Tula sector where the Nazis were efforting to find a soft spot. Attempts made to storm Tula were reported thrown back by the Russians. On the Naro, Fominsk, Voloko- lamsk and Nozhaisk sectors’ seat of Moscow the communiques added that the Russians recaptured vil- lages in a strong 48-hour counter attack and wiped out 3,000 enemy holdings, 300 trucks, 8 artillery batteries and 30 trench mortars. SOME u s MARINES LEAVING SHANGHAI SHANGHAI, Nov. 18 — It was learned that part of the United States Marines will evacuate be- tween November 25 to November 28 aboard one of the two American President liners which is expected to arrive here within the next ten days. The American Consulate in an- nouncing the arrival of two ships did not reveal their names, how- ever, informed sources believed that they are President Madison and President Harrison, which are now proceeding to Shanghai from Manila. MILITARY SERVICE LAW TO BE APPLIED ONLY TO CHINA AFFAIR TOKYO, Nov. 8— The military service law revision committee of the House of Peers yesterday aft- ernoon approved the bill to revise the military service law in its ori- ginal form as submitted by the government. Questioned by Tadao Yamaka- wa, Lt. Gen. Heitaro Kimura and Vice Adm. Yorio Sawamoto, of the War and Navy Ministries, respec- tively, asserted that the govern- ment bill revising the military ser- vice law will be applied only to the China affair. Gillette of Io- wa assured the National Japanese American Citizens League today that the resolution introduced by Senator Johnson and himself “has no purpose whatever of doing an injustice to your organization or to any loyal American citizens of any racial ancestry” in a letter addressed to headquarters in San Francisco. He continues :♦ “We introduced the resolution referred to for the purpose of sug- gesting an investigation oj the charges that had been repeatedly made, and for the purpose of de- termining through an agency of the Senate whether or not these charges had any foundation. “In my statement on the floor at the time of introducing the re- solution, I stated: “ Tn the western’ part of the United States there are some some groups of American citizens of Japanese ancestry who are do- ing their earnest best to prove their loyalty to America by ex- posing un - American activities looking to possible hostilities con- ducted against the United States. .... These young American citi- zens have been left practically a- lone to face the united and tre- mendously powerful force of pro_ Japanese organizations, composed of non-quota aliens and so-called dual citizens.’ Consular Officials Picked “Further quoting my statement, ' I said: ' “ Tt is specifically alleged that these subversive activities and oth- ers are largely due to the activi- ties of Japanese consular officials in Hawaii and in the Western States. If the allegations are sup- ported by facts developed on inves- tigation, it would seem to be high time that this type, of Japanese consular officials be accorded the same treatment that has been ac- corded by our State Department to German and Italian officials under similar conditions. Certainly these alleged un-American activities can be checked and, if verified, can be largely eliminated.’ “You will note from these ex- cerpts from my statement that I call specific attention to the fact that the purpose was to develop the truth or falsity of the allega- tions. I assure you that I shall be as anxious as anyone else could be, should an investigation be ordered, to clear the good name of yours or any other organization of loyal Americans of Japanese ancestry from any connection of complicity in un-American activities. It is for the protection of loyal Ameri- cans and organizations ,as well as for the uncovering of those of dis- loyal tendencies, that I introduced the resolution, together with Sen- ator Johnson. If such investigation is ordered, your organization and Saburo Kurusii and Admiral Nomura Remain Close-Lipped Upon Queries of Press Reporters WASHINGTON, Nov. 18 _ V^^ell-informed circles claimed that United States may have offered her status of an ally instead of a foe to Japan at yesterday’s meet- ing. The conference went on smoothly and everything was in a blanket of secrecy. KURUSU IN INITIAL CONCLAVE WASHINGTON, Nov. 17_Special Envoy Saburo Kuru- sii together with Ambassador Kichisaburo Nomura at 10:30 a. m. today called on Secretary of State Cordell Hull and the three men conferred for 22 minutes before proceeding with the courtesy call on the President at the White House. However, the scheduled 20 minutes’ conference elong- ated to an hour and ten minutes from 11 a. m. to 12:10 p.m. as the major problem of settling the U.S.-Japan talks was discussed. President Roosevelt went as far as postponing the meet- ing of the settling of the coal and mine strikes which he was to attend at 11:30 a. m. Viewing this fact, there is no other belief but that the President is gravely concerned to settle once and for all the explosive U. S.-Japan situation. Upon leaving the White House after the conference, Mr. Kurusu and Ambassador Nomura were queried by newsmen regarding the conference. However, both refrain- ed from making any comments other than saying that a general discussion was carried and both had nothing else to say. The meeting between special en- voy Saburo Kurusu and Secretary of State Cordell Hull will be conti- nued tomorrow at 10:30 a. m. , HULL BELIEVED TO HAVE HINTED WASHINGTON, Nov. 17—Inter- viewed by the press. Secretary of State Cordell Hull replied as fol- lows to the queries: Q. What do you think of the conference. Would it be a success or failure? A. The conference has not yet reached the point where success or failure could<rbe determined. Q. Would you consider this morning’s conference a satisfac- tory one? A. I couldn’t possible say whe- ther it was satisfactory. Q. Did Mr. Kurusu hand over to the President a message from the Japanese Premier? A. No such message was deliv- ered. Unless we reach the most important point of this conference no problem will arise. Q. We think that if America ac- cepted the triple purpose Premier Tojo mentioned in his speech to the nation the problem will not be solved. How do you feel about that point ? A. In regard to Premier Tojo’s speech, I will have to give the whole speech more consideration before I can give my opinion. In regard to Secretary Hull’s statement that ‘no problem will a- rise,’ the press believed that Hull hinted that if the most important point was reached Kurusu may ex- pose the message brought forth to the President from Premier Toio. Johnson of Colo- rado stated: “I am certain that no one in the Senate desires to cast any aspersions upon any person or upon any group who are loyal to the United States of America. “I do not believe in hyphenated Americans or in dual citizenship and I hope that a way can be found to entirely eliminate it. “During these times of intense feeling and suspicion, good patriot- ic Americans may temporarily be placed in an embarrassing position which only patience and under- standing can rectify. This is a time for alertness on the part of all who love America to see that no one here violates our hospitality. At the same time we must be humane and tolerant.” TEHERAN, Iran, Nov. 18— United States Ambassador Lau- rence A. Steinhardt and Soviet Ambassador Maxim Litvinov ar- rived by airplane from Kuibyshev yesterday after a terrible flight which almost ended in disaster for three times. WASHINGTON, Nov. 17_Special Envoy Saburo Kuru­sii together with Ambassador Kichisaburo Nomura at 10:30 a. m. today called on Secretary of State Cordell Hull and the three men conferred for 22 minutes before proceeding with the courtesy call on the President at the White House.

However, the scheduled 20 minutes’ conference elong­ated to an hour and ten minutes from 11 a. m. to 12:10 p.m. as the major problem of settling the U.S.-Japan talks was discussed.

President Roosevelt went as fa r as postponing the meet­ing of the settling of the coal and mine strikes which he was to attend a t 11:30 a. m. Viewing this fact, there is no other belief but th a t the President is gravely concerned to settle once and for all the explosive U. S.-Japan situation.

D u rin g th e p a s t five w eeks th e a n n u a l p ro g ram of tubercu lin te s t ­in g w as ca rried on by a corps of school and p riv a te physic ians col­la b o ra tin g w ith th e tubercu losis bureau .

T he re su lts show ed th a t tu b e r­culosis is rap id ly being driven from th e school popu la tion of the te r r ito ry . D r. D ugan said.

H e poin ted o u t th a t 12 p e r cen t of the 10,000 s tu d e n ts te s te d show ­ed th a t th ey h ad been or w ere h a r ­boring tubercu losis germ s.

T his group. D r. D ugan exp lan ­ed, w as subsequen tly stud ied by m eans of x -ray exam ina tion w hich disclosed th a t on ly one per cen t of th e g roup w as in fec ted seriously enough to w a rra n t m edical a t te n ­tion.

T hese fig u res a re evidence of a trem endous red u c tio n in th e inci­dence of tubercu losis am ong island school children . D r. D ugan said . In1929 w hen the b u reau of tu b e rc u ­losis and co llabo ra ting physicians b egan th e p ro g ra m of s tu d y and care of school children, th e school tubercu losis in fec tion ra te w as 75.5 p e r cent, com pared to th e 12 ner cen t disclosed th is year.

T he tubercu lo sis s itu a tio n in the schools p a rra lle ls the advances th a t have been gen e ra lly m ade in co m b a ttin g th e p roblem in th e T e r­r ito ry . In 1910, th e bu reau records disclosed, the tubercu losis m o rta li­ty r a te in th e T e rr i to ry w as 200 d ea th s p e r 100,000 population . B y i1930 th is ra te h ad been reduced to | 106.8 d ea th s p e r 100,000 and 1940 j to 63.2. F o r th e p a s t fisca l year, | w hich ended Ju n e 30, th e ra te had | been fu r th e r reduced to 53.3.

The surprisingly strong Waiakea Mill aggregation is scheduled to play Wreckers for the second round title this "wc ek-end with the winners meeting CIO for the league ch ampionship. CIO took the firs t round title, while the Mill- ers-Links game will decide the second round diadem.

A t the beginning of the 1941 season, football was seem­ingly doomed with but only four teams out for the popular 127 pound loop and with no teams entered in the bigger 147 pound circuit and with no interscholastic games for Hilo high school scheduled. However, as the season got underway, the team s entered in the 17 pound league turned in Class 1-A performance to keep the interest in football very much alive, while the announcement of Hilo,High playing both the Alum­ni and Maui high school and possibly Baldwin High brought still added interest.

The newly organized HRC 115 pound league this year enjoyed a very short and snappy season with the CIO team garnering the title after seven weeks of play. One playoff game was necessary to decide the firs t round title, while the second round championship was won outright by the CIO eleven who also took the firs t round' playoff, automatically crowning themselves champions.

Consisting of mostly 100 pound players of last year, CIO along with Wanderers and Waiakea Mill dished out a sm art brand of football which was enjoyed by the favorable crowd th a t witnessed them. Wanderers, it m ight be said, put up quite a bit of struggle, exerting CIO to the limit in both the f irs t and second round titu lar games.

If this year’s interest in this newly-organized loop is as high next year, the 115 pound division should enjoy a still bigger and more successful season. This loop will undoubted­ly tu rn out to be a fine “farm ing” grounds for the local 127 pound football teams and maybe even for the Hilo High school Viking squad.

Now going back to the 127 pound playoff situation, it is indeed a ticklish problem. CIO copped the firs t round title outright, but the second round title was deadlocked between Wreckers and Waiakea Mill. Both teams bowled over all of the ir opponents in the second round, while against each other they battled to a 0-0 standstill.

In the playoff game. Wreckers and Waiakea Mill again struggled to a deadlock, this time 6-6. These two teams are so evenly matched th a t still another deadlock will not come as a total surprise, although the law of average may not agree with our opinion on this problem. And then the winner of th is playoff contest will be about as evenly matched against CIO in which case still another tie game is possible.

Presently the 127 pound football league is slated to be brought to a close on Sunday, December 7, providing tha t the teams involved don’t play any more tie games. For each tie game played hereafter, the season will be prolonged one more Sunday.
