    and IREDA designed to support small-scale dis-tributed systems have relied on heavily subsidizedcredit, technology training and consumer aware-ness activities to stimulate the market for end-userfinance for renewable energy systems for domesticuse and a tiered set of capital and interest rate sub-sidies for water pumping in the agriculture sector.While end-users in some rural areas now have ac-cess to solar-powered lanterns or lights and biogassystems for their home, and agricultural operationsare taking advantage of remarkable capital subsi-dies for solar energy to use for water pumping, theuse of heavy capital and interest rate subsidies, andthe focus on domestic use rather than on matchingrenewable energy technology applications with in-come enhancement opportunities have tied the suc-cess of these programmes to government budgets

    and political cycles limiting both the breadth anddepth of development and penetration of projectsthat harness renewable energy resources.

    In order of fully understand the barriers tothe development of renewable energy enter-prises/projects in rural India, we must review afew of the key characteristics of investments in re-newable energy projects.

    First, investments in renewable energy projects arerelatively information and capital-intensive. The

    greater information intensity arises primarily fromthe need for more upfront information regard-ing the energy resource compared to conventionalpower projects. Renewable energy resource as-sessments, in most cases, need to be site-specificand preferably with data for a significant periodof time. Renewable energy technologies are alsomore capital-intensive than conventional hydrocar-bon ones because of the large upfront investmentcost in generation equipment needed to utilize afree or low-cost energy source. Due to the cap-ital intensity, the financial viability of such in-vestments and projects is often more dependenton longer-term financing structures available at theoutsetof the project.

    Second, individual renewable energy investmentsare generally smaller than those made in conven-tional power generation projects due to constraintson local resource availability. Local resource avail-ability is in turn limitedby the low energy density

    of renewable energy resources. As extensive timeand resources are necessary to catalogue the sitespecific resource availability before financing canbe considered, the technical and managerial know-how requirements and associated costs that occurprior to the project often represent a much largerpercentage of project costs than in the case of con-ventional power projects.

    Third, entrepreneurs developing small-scale renew-able energy projects face the same business and fi-nancial risks associated with any enterprise. Theviability of any enterprise depends on its ability tobuild a business based on solid concepts and com-petencies in sound contexts that mitigate thoserisks.

    Considering the aforementioned characteristics,

    the key barriers to development of small-scale re-newable energy projects are fourfold. First, ruralentrepreneurs do not usually have the knowledgeand expertise necessary to write business plans forprojects that link renewable energy technologieswith productive use of applications, to assess therewards and risks of the project and estimate thecosts to mitigate the associated risks. All of theseare necessary inputs before a project is presentedto a financier for investment. In addition, the nego-tiations with financiers may be complex, involv-

    ing concepts and approaches that are not familiarto the entrepreneur. Second, the paperwork andsoft costs associated with identifying and obtain-ing access to financing for small and medium-scaleprojects is high relative to the financing needs.Withoutcriticalfirst-stage financing, most of theentrepreneurs interested in developing renewableenergy projects will not be able to take the timeaway from normal business operations to imple-ment renewable energy projects. Third, many ofthe renewable energy technologies are still rela-
