The evolution of health systems towards integration of services follows the trend to replace supply-based management systems are gradually by demand-based, integrated customer-centered systems.
Health systems and health care are now
facing challenges such as multiple entry points, inappropriate use of expensive and scarce resources, waiting lists, and poor communication of information between health care providers and between health care providers and patients.
Health Technology Assessment (HTA) plays an essential role in ensuring that the health technologies involved in this new paradigm (procedures, devices and organization systems) are properly evaluated,.
The LOC

The local organizing committee will be chaired by José Asua MD,
PhD, past president of INAHTA, current member of the Board of Directors of the same network and currently Director of Knowledge Management and Health Assessment of the Ministry of Health and Consumer Affairs of the Basque Country.
The co-chair will be Rosa Rico-Iturrioz MD, PhD, current Head of Osteba, the Basque Office for HTA. Rosa has broad experience in the field of Clinical Practice Guidelines. She is currently member of the Board of directors and the Scientific Committee of the Guidelines International Network (GIN).
Other members of the local organizing committee will be the
directors of the Spanish Agencies for HTA: Antonio Sarria-Santamera, AETS-ISCIII; Sandra Flores, AETSA; David Elvira, AATRM; Marisa García, AVALIA-T; Esteban de Manuel-Keenoy, IACS; Juan Antonio Blasco, Lain Entralgo; Pedro Serrano, SCS and one representative from the Basque Ministry of Health and the Spanish Health Quality Agency).
The Secretariat of the LOC will be chaired by Iñaki Gutiérrez-Ibarluzea BSc, MSc, PhD, Knowledge Manager of Osteba and vice-chair of EuroScan the International Network of Agencies for the Identification and assessment of new and emerging health Technologies. Member of the Board of Directors of HTAi.

Professor Guy Maddern: MBBS, PhD, MS, MD, FRACS,
Head, Discipline of Surgery, University of Adelaide, Interim Head, School of Medicine, University of Adelaide, Director, Division of Surgery, The Queen Elizabeth Hospital, Director, Basil Hetzel Institute, The Queen Elizabeth Hospital, Surgical Director, Australian Safety and Efficacy Register of New Interventional Procedures - Surgical (ASERNIP-S), Surgical Director, Country Health SA and past president of INAHTA.
Laura Sampietro-Colom: Laura is a doctor in medicine and surgery (University Barcelona), specialist in Public Health, Master in Science of Public Health (Emory University, Atlanta, USA). She has over 18 years of experience in evaluative research, specifically in HTA. She was one of the founders of the Catalan Agency for Health Technology Assessment, being now a research associate. She was member of the last Board of Directors of ISTAHC and has been a Director of the International Society for Health Technology Assessment (HTAi) Board, including three years as the Secretary of the Executive Committee. She is currently the President of the HTAi.
