What is PARCC?What will the PARCC assessments measure? What do we need to know to prepare? What is PARCC?The Partnership for Assessment of Readiness for College and Careers:

Made up of 22 states Developing common, high-quality math and English language arts tests for grades 311Implementation: 201415 school yearComputer-basedAligned to the National Common Core State Standards

PARCC is a 22-state consortium working together to develop next-generation K-12 assessments in English and math. PARCC benefits:Students who will know if they are on track to graduate ready for college and careersTeachers with regular results available to guide learning and instructionParents with clear and timely information about the progress of their childrenStates with valid results that are comparable across the member statesThe nation as it is based on college- and career-ready, internationally-benchmarked CCSS

3The National Common Core State StandardsJudy VanVoorhis, Senior DirectorOhio Appalachian Collaborative

Why New Assessments Now?We have to prepare all students for college or other postsecondary opportunities:

A high school diploma isnt enough in our 21st century economy81% of todays jobs require college or career training1/3 of college freshmen need remedial coursesOur K12 system is not adequately preparing students for college

Unlike many current tests, PARCC tests will be engaging and will test the critical-thinking and problem-solving skills students need to succeed in school and life.

Current state assessments were not designed to:Assess and signal whether students are on track for success in college or careersProduce timely, actionable data for students, teachers and parentsTest key skills, such as critical thinking and ability to problem solve

The Common Core State Standards are here:States are implementing these standards for ELA/literacy and math Better standards require better testsHigh-quality tests improve and inform instruction they dont detract from it

5Higher Expectations

ELA: complexity, evidence, knowledgeMathematics: focus, coherence, rigorThe PARCC assessments will allow us to make important claims about students knowledge and skills.

In English Language Arts/Literacy, whether students:Can read and comprehend complex literary and informational textCan write effectively when analyzing textHave attained overall proficiency in ELA/Literacy

In Mathematics, whether students:Have mastered knowledge and skills in highlighted domains (e.g. domain of highest importance for a particular grade level number/ fractions in grade 4; proportional reasoning and ratios in grade 6)Have attained overall proficiency in mathematics

Based on the priority purposes for the assessments, the PARCC states are designing the assessments so that they enable us to make the following claims about students:

ELA/literacy:Students can read and comprehend complex literary and informational textCan write effectively to sourcesHave attained overall proficiency in ELA/literacy e.g. whether they are college- and career-ready in ELA/literacy by the end of high school or are on-track in earlier grades.

Mathematics:Students have mastered the knowledge & skills in highlighted domains in mathematics these are the domains of highest importance for a particular grade level. For example, in grade 4, whether students have mastered numbers and fractions. The highlighted domain varies from grade-level to grade-level, depending on the area of focus emphasized in the CCSS.Have attained overall proficiency in mathematics e.g. whether they are college- and career-ready in mathematics by the end of high school or are on-track in earlier grades.

PARCC AssessmentsState-Developed AssessmentsHow Will PARCC Be Different?Students: Will know if they are on track to graduate ready for college/careersTeachers: Will have access to timely data to guide learning and instructionParents: Will have clear and timely information about student progressStates: Will have valid results that are comparable across borders

For students:Test quality will mirror high-quality courseworkIs computer-based, interactive, engagingMeasures the skills and knowledge students need to succeed in college and careersProduces timely information, allowing teachers to tailor instruction to students needsIncludes embedded supports for English language learners, students with disabilities

For teachers and schools:Computer-based testing will boost student engagement and accessMore efficient than pencil-and-paper testsTimely data during the year will aid instruction, professional developmentTests will assess the full range of student performance, not just students in the middleTests will measure student growth at all levels as well as focusing on proficiency

Increased competitiveness in a global economyHigher achievement levels and more opportunities for all studentsGreater comparability between statesHigher college completion, lower remedial ratesBetter educated citizens

12PARCC Math: Whats Different? In math, students will have to solve complex problems, show their work, and demonstrate how they solved the problem. Unlike pencil-and-paper bubble tests, these new assessments will more closely resemble high-quality classroom work. PARCC will measure what children are learning, in a more meaningful way.

PARCC Sample Math Item

http://www.parcconline.orgItem Description and Assessment QualitiesThis task centers on conceptual understanding of ratios, an important subject that is first introduced in Grade 6 in the standards. Because the answer requires proportional relationships, its difficult to guess the answer or to use elimination as a strategy.

The 2nd, 4th, and 6th boxes (and only these boxes) must be checked to earn full creidt. Other patterns of responses could earn partial credit.14PARCC ELA: Whats Different? In ELA/literacy, the PARCC assessments will look much deeper at student writing abilities and critical-thinking skills

Session 1:Students begin by reading an anchor text that introduces the topic. EBSR and TECR items ask students to gather key details about the passage to support their understanding. Then, they write a summary or short analysis of the piece.Session 2:Students read two additional sources (may include a multimedia text) and answer a few questions about each text to learn more about the topic so they are ready to write the final essay and to show their reading comprehension. Finally, students mirror the research process by synthesizing their understandings into an analytic essay using textual evidence from several of the sources.

The PARCC Scoring Rubric for Analytic and Narrative Writing contains details for all components being analyzed within a student response. These components tie directly to the PARCC Assessment Claims.17What are Performance Level Descriptors?Performance Level Descriptors or PLDs describe what students at each performance level know and can do relative to the grade-level or course content standards assessed.

Level 5: Students performing at this level demonstrate a distinguished command of the knowledge, skills, and practices embodied by the Common Core State Standards assessed at their grade level.Level 4: strong command Level 3: moderate command Level 2: partial command Level 1: minimal command

Capturing what ALL students can doRationale: Substantial state and public feedback received indicated that the original descriptors (superior/solid/partial/limited/very limited) were not sufficiently helpful in differentiating between the levels

PLDs

capture how all students perform

show understandings and skill development across the spectrum of standards and complexity levels assessed

PARCC PLD writers wanted to be sure that performance level descriptors accurately captured how students, even those with limited knowledge and skills, could show understandings and skill development across the spectrum of standards and complexity levels assessed.
