Everyone present introduced themselves and for those who have not been to this meeting before TB talked through how the Learning Disability Executive, Partnership Meetings and Subgroup’s work.

The minutes from the last meeting were agreed and signed off with the following comments: VS informed the group of a community safety

meeting being held by POhWER on Tuesday 11th November at the Hat Factory, this meeting is for service users.

There is a new Transitions Nurse from Public Health who has been added onto the contact list for this group, she will try to attend future meetings.

We went through the action pad for this group and this has now been updated.

Annual Health Checks & Health Action Plans:JW gave a presentation; included here.

Comments following presentation; Quality checking of Health Action Plans by MS has

brought up issues with 2 providers. These are being addresses so that service users can access their HAP’s and they will go with them if they move to another service.

TB and JW explained why there can be a difference between adult social care and the GP registers for people with a learning disability. Our numbers will only show those known to us and the GP registers have a different coding to this, this can explain why the numbers go from 600+ to 800+. On top of this the 14+ transitions will also make a big difference to these numbers.

Healthwatch Luton:NM gave a presentation about Healthwatch, included here.

Comments following this presentation: There was a discussion around the announced and

unannounced inspections carried out, and whether there were any members of the public involved in these.

NM said that there was to be a conversation around a possible young persons inspection process as part of a board meeting at the end of November, he would feedback to the group as to the decision on this.There is also a pilot currently running with a group of students, this is still ongoing and will run to the end of March 2015. They may then be able to look at involvement from people with a learning disability.ACTION: NM will feedback to this group on members of the publics’ involvement in inspections at a later date. There was some discussion around people with a

leaning disability who live independently but have

Minutesa home care provision, and some of the issues this has raised.NM said that Healthwatch were more than happy to talk to people with a leaning disability who were receiving home care support at home and that all conversations would be confidential.

Action: NM to speak to TP – leaning disability liaison nurse – about the views and experiences of people with a learning disability when admitted to hospital, or who go through the A&E Dept.Confidential Inquiry: Last year there was a piece of research done by

Bristol University into levels of care and age of mortality.

Luton will do a piece of work out of this inquiry to look how on-going support around health issues happens in Luton and how all services link together and that screening is something that happens for all at the appropriate time. This is happening in Luton but needs to be monitored.

ACTION: To review the data that is collated as a result of the SAF and consider if there are any issues we need to address in order to ensure an overall effective relationship with professionals, carers and customers; to create a clear pathway of support.Rotherham Report: This report is around younger people and sexual

exploitation; Luton has put together a plan to let people know about relationships and what is acceptable – when to say ‘yes’ or ‘no’ and how to keep yourself healthy when you are in a relationship.

ACTION: TB to bring some of the things that are on

Minutesthe council’s action plan, such as training, along to the next meeting for the group to look at.Health Event/SAF:

JW & VS gave a short presentation; included here. There will be an event on the 12th December and

flyers for this will go out to everyone. There will also be a questionnaire that people will

be supported to complete on the day.ACTION: to make sure that Flyers and Questionnaires are sent to Health Facilitation Service as well as Bramingham Centre, as this may help to capture some people that are not able to attend the event.The next meeting of this group to look at the action plan that will come out of the SAF.

Any Other Business: LD Screening Tool for Midwives and Health Visitors;

ME told the group that sometimes midwives are not aware that someone has a learning disability. They have looking at a tool to try to overcome this and for midwives to use if they have an idea that something may be needed.

ME would like some feedback or opinions on the papers that she showed the group today.

ACTION: ME to send electronic copy to VS and she will send it out to the professionals present today. ME needs to have feedback by the end of November. Pancreatic Awareness Month: the Health

Facilitation Service informed the group that November is Pancreatic Awareness Month and gave out some posters for people to take back and put up in their workplaces. People were happy to

added into them, as some people have more appointments than others.

Action: JW or Mariam Suleman to make additional sheets available

Community Safety Meeting: VS informed the group that POhWER will be having

a community safety meeting for service users on the 11th November.

Hospital flagging system for people with a learning disability:The group were told that there is a hospital in London that use key rings with the persons NHS number on them, so that when someone comes into hospital or through A&E they show this key fob and this then flags them up on the system. This was seen as a good idea as it would also flag them up if they were outside of their local area.Date, Time and Venue of the next meeting;Thursday 5th February 2015
