INTRODUCTION

Co-operatives in India were introduced by the Britishprimarily to aid small-scale farmers and to improve

access to rural credit. The first Co-operative Societies

Act was adopted in 1904, which then only included

credit co-operatives. The act was soon amended to

grant the registration at the State level of non-credit

co-operatives, including housing and its administration,

allowing them to adapt the legislation to prioritize local

needs, in the years 1912 and 1919 respectively.

WHAT IS A HOUSING CO-OPERATIVE?

Housing cooperative has been defined as: "A legally

incorporated group of persons, generally of limited means,

pursuing the same cause of meeting the common need of

housing or its improvement based on mutual assistance. In

such a cooperative, the membership is voluntary and control is

democratic, and members make an approximately equal

contribution to the capital required".

First five year plan document states we lay emphasis on co-

operative housing societies. Not only because they can open

the way for aided self-help in construction of houses which

should be encouraged for reducing the cost as much as

possible

WHY CO-OPERATIVE HOUSING?

Housing is a social imperative, irrespective of income or status

and therefore it cannot be left to the mercy of the profit

nongearing agents and businessmen. In this context

co-operative venture in housing attains importance.

co-operative housing societies are acknowledged as the bestsuited organisational-, set up for achieving better housing for

the people.

VALUES AND PRINCIPLES OF CO-OPERATIVES?

The following principles are the guidelines under which

cooperatives put their values into practice:

Voluntary and Open Membership.

Democratic Member Control.

Member Economic Participation.

Autonomy and Independence. Education, Training and Information.

Co-operation among Cooperatives.

Concern for Community.

To promote house building activities.

To finance activity of its member to take up housingactivities.

To promote house building activities both in urban &

rural areas.

To implement the central housing programmes forMIG,LIG and

EWS group of peoples.

To mobilize the necessary capital require to promote

housing activities.

TYPES OF HOUSING CO-OPERATIVES:

Tenant Ownership Housing Societies: The land is held

either on leasehold or freehold by the societies; themembers own the houses, and are leaseholders of the

land. They must strictly comply with regulations

regarding subletting and transferring of houses but they

can build their houses according to their own needs and

taste. Tenant Co-Partnership Housing Societies: The societies

hold both land and building, either on leasehold or

freehold basis, and members have an occupancy right

upon paying an initial share and a monthly rent.

CHARACTERISTICS OF INDIAN HOUSING

CO-OPERATIVES ARE:

Basic Amenities: They manage the basic amenities likewater, electricity, sanitation.

Education and Recreation: They build and manage

schools, libraries, parks, and gardens.

Health and Lifestyle: They can develop programs for the

benefits of their members such as health programs,

youth programs, collective transportation arrangements,and ecological improvement programs.

They are managed by paid/honorary staff and an

elected board of directors.
