1. Statement of purpose
Hong Kong Science and Technology Parks Corporation (HKSTP) would like to invite event management agencies to submit a proposal for the Request for Proposal – Panel of Event Management Agencies for HKSTP Conferences & Exhibitions for a contract period of two years. The services will be accomplished as required in the specifications, terms and conditions as stipulated in this Request for Proposal (RFP).
2. About HKSTP Conferences & Exhibitions
HKSTP has been driving the development of Hong Kong into a regional hub for innovation and growth in several focused clusters including Electronics, Information & Communications Technology, Green Technology, Biomedical Technology and Materials & Precision Engineering, as well as the technology platforms including AI & Robotics, FinTech, HealthTech and Smart Cities.
Each year, HKSTP hosts & co-orangises approximately 10 plus medium to large-scale conferences & exhibitions with our supporting partners in the venue of Hong Kong Science Park (Science Park) and also participates in around 5 or more Fairs held in Hong Kong Convention and Exhibition Centre (HKCEC) or AsiaWorld-Expo.

3. Scope of services
Appointed event management agencies on the panel may expect there are two kinds of engagement in this RFP:
1. Full Event Management Services: each engagement will compulsorily include the basic package, where the top-up packages (including the exhibition) are optional
2. Partial Event Management Services: the required type of services will be picked based on the needs of that engagement
Event management agencies on the panel are invited to provide their best quote for each package, and the quote will be based on a 1-day event (plus 1-day pre-event setup & rehearsal) with details as follow:
Event management agencies on the panel should closely work with the responsible HKSTP colleagues and complete the tasks below:

The event management agency on the panel shall execute the valid Employees’ Compensation Insurance policy in compliance with the laws of Hong Kong Special Administrative Region (HKSAR) and effect adequate insurance against all liability to pay demands or compensation in consequence of any accident or injury to its employees and its sub-contractors, if any.

4. Assessment criteria
All participating event management agencies shall be evaluated on the following criteria:
70% Technical Capability, by evaluation of the following items to be submitted by the participating event management agencies:
1) To propose a booth design for HKSTP Pavilion (a raw space exhibition)
Theme: Smart Cities Size: 72m2 , dimension: 12m x 6m (4-side open) Included: HKSTP Reception & Promotion Zone + 8 SP exhibitors Please submit:
o Floor plan of the Pavilion

o Technical 3D drawing of the Pavilion with at least 4 perspectives
2) To propose work schedule (provided with a 4-week notice period) for a medium scale of conference (with 10 invited speakers) & exhibition in Science Park
3) To provide your company’s perspectives on
Event Management Best Practice, and
the best way & the elements included to conduct Customer Satisfaction Survey after completion of each project in a professional manner
(can either propose or give real job references)
4) To provide your company’s track records of event management in the past 5 years
with at least 3 case studies showing the full experiences of event management (e.g. visual designs & production, event management, AV setup, etc.).

Evaluation
An assessment panel will evaluate all returned proposals. The bid proposal must meet all essential requirements and achieve required minimum technical score (60% out of 100%) before continuing for fee proposal consideration. Score Calculation Methodology
Technical Score Tenderer Technical Score = (Tenderer Point Score / Highest Point Score) x 70%
Prices Score Tenderer Price Score = (Lowest Price / Tenderer Price) x 30% Overall Score Overall Tenderer Score = Tenderer Technical Score + Tenderer Price Score
Tenderer price will be calculated using the tenderer supplied price table. The tenderer price is for assessment purpose and does not equal to the eventual contract price.
Proposal Presentation (Tentative) Proposal presentation may be arranged for the assessment. Interested event agencies please reserve the date below for the purpose. Confirmed date and individual time-slot will be advised by 26 June 2019.

Time: 20 minutes for the presentation and 10 minutes for Q&A
Presentation Language: Cantonese/ English Award Process & Important Notes
Three event management agencies (top 3) with the highest overall tenderer scores will be selected to join the Panel of Event Management Agencies for the consideration of the upcoming HKSTP’s conferences/ seminars/ exhibitions.
HKSTP will assign the jobs to the selected event management agencies on the panel on a rotation basis & inform the selected event management agency at least 4-week before the event day in writing.
Each selected Event Management Agency on the panel will have to provide at least one complimentary Industry’s Best Practice Training on event management per HKSTP’s invitation for HKSTP and its partner companies / incuabtees within the 2-year contract period.
Each selected Event Management Agency on the panel is required to submit a professional Post-event survey report and a Quality Evaluation Report within 7 working days after completion of the event.
HKSTP reserves the final right to accept/ reject any applications, alter the no. of event management agencies in the panel list or to terminate or remove any event management agency from the Panel of Event Management Agencies by giving 7 days

prior written notice, if the selected event management agency fails to complete the services up to the satisfaction of HKSTP or where any complaint to the event management agency is received. The payment will be subject to the extent of the work in progress as determined by HKSTP.
5. Formation of contract
Unless and until the original Purchase Order has been issued by the HKSTP in related to this Request for Proposal, there is no contract between HKSTP and any event management agencies who submit the proposals. Actual requirements shall be expressly stated in the Purchase Order which may be issued by HKSTP as and when required. HKSTP will not bind itself to order any quantity of any item or any item above. 6. Payment terms and schedule
30% deposit to be paid after awarding the project
70% balance to be paid after the completion of project HKSTP will arrange payment according to the delivery schedule within 30 days on receipt of the invoice.
7. Acceptance / Rejection of proposal
HKSTP will evaluate the proposals in strict confidential. The event management agency acknowledges that HKSTP may elect at its sole option to accept all or any item or items of the event management agency’s offer and that HKSTP has sole discretion whether or not to accept any of the event management agency’s proposals irrespective to its prices. It shall be noted that HKSTP would not be responsible for the reimbursement of any costs incurred by event management agency for the preparation of the Request For Proposal (RFP) submission.
8. Validity of RFP
Event management agency is requested to submit its offer in Hong Kong Currency and to precise breakdown as per Appendix 1. All quotations shall be valid for a period of 2 years from the date on which the event management agency is formally engaged.

9. Terms and conditions
The concept, layout design and production cannot be commenced without prior approval by HKSTP
The intellectual property rights of all design works including graphics, artworks, and materials produced such as photography and text etc. in the course of production shall be vested in and belong to HKSTP. The event management agency will be required to handover the editable source files including artworks, graphics, text and drawings to make up the overall designs of the items to HKSTP
If owing to the event management agency’s own fault, the event management agency cannot deliver the services or the deliverables cannot be accepted by the HKSTP within the agreed timeframe, HKSTP may, without prejudice to all its other rights and privileges, demand a service credit of 1% of total contract sum per day of delay. The maximum service credit amount is limited to the amount payable by HKSTP for the professional service
Event management agency should follow the Corporate Identity Guideline provided by the HKSTP
Event management agencies are requested to bid on complete scope and submit the fix price for the total solution, and no partial solution or alternation of price afterwards will be considered or accepted.
10. Accuracy of RFP prices
The event management agency shall make certain that the prices quoted are accurate before submitting its quotation. Under no circumstances will HKSTP accept any request for price adjustment on the ground that a mistake has been made in the RFP prices.
11. Assignment of contract or sub-contracting
The event management agency shall not assign or otherwise transfer this contract or any of its rights and obligations hereunder whether in whole or in part without written consent of HKSTP.
12. Confidentiality
Event management agency is under an obligation to protect the interest of HKSTP by not divulging confidential information to any parties. The event management agency may be required to sign a Non-Disclosure Agreement before commencement of contract.
13. Intellectual property rights
Any and all Intellectual Property Rights in the specifications, plans, tests, reports, data, results, custom programmes and other materials developed by the event management

agency and any of its employees, sub-contractors or agents in performance of the works and the custom programmes and relevant documents supplied by the event management agency under or in connection with this contract are and shall be the sole and exclusive property of HKSTP.
14. Termination
If the selected event management agency fails to complete the services up to the satisfaction of HKSTP or where any complaint is received, HKSTP may terminate the contract by giving 7 days prior written notice to the selected event management agency and the payment will be subject to the extent of the work in progress as determined by HKSTP.
15. Declaration
HKSTP will evaluate quotation in strict confidentiality. The corporation is not bound by accepting any quotation it may receive. It should be noted that the corporation would not be responsible for the reimbursement of any cost incurred by event management agency for the preparation of the quotation.
16. Copyright The
successful event management agency is responsible for clearance of rights of use of all library graphics, footage and music. HKSTP accepts no liability in case of any disputes in regards of such right of use. HKSTP will be exempted from any royalty or licensing fee for using the final edited graphics or video and be entitled to their rights of use in any media, at any places and at any time. All copyright of soundtracks and visual images, including but not limited to narration, conversation, dialogue, music, sound and visual effects as well as raw, library and clean version footage, of the video are the property of HKSTP.
17. Submission of Proposal & Requirements

HKSTP reserves the right to disqualify any event management agencies if price information is disclosed in the technical proposal.

Annex 1 – NON-DISCLOSURE AGREEMENT Agreement No. RFP/2019/MU/042 Whereas Hong Kong Science and Technology Parks Corporation, (hereinafter referred to as HKSTP) and ___________________________________________________________________ (hereinafter referred to as the Contractor) are engaged in discussions and correspondences with respect to Contractor providing the following goods and services: Panel of Event Management Agencies for HKSTP Conferences & Exhibitions at this location: Hong Kong Science Park, HKCEC or AsiaWorld-Expo And Whereas in the course of these discussions and correspondences HKSTP may find it necessary to reveal to Contractor proprietary information (“Confidential Information”) which it wishes to be held in confidence. The Contractor hereby agrees that any Confidential Information received or of which it becomes aware during such discussions and correspondence are confidential and proprietary to HKSTP and will be kept in confidence and not disclosed to any third party by the Contractor, or used by the Contractor for any purpose other than for replying to HKSTP’s request for quotation or supplying the goods or services pursuant to an ensuing contract without prior written consent of HKSTP, unless such information: a) was in the public domain prior to disclosure; b) was demonstrably known by the Contractor prior to disclosure, or is any time developed by
the Contractor independently of any such disclosure, or c) was disclosed to the Contractor by a third party who was free of obligations of confidentiality
to HKSTP, Upon HKSTP’s request, the Contractor shall return all such Confidential Information and all copies or extracts thereof to HKSTP. The Contractor acknowledges that breach of this Agreement may result in immediate and irrevocable harm to HKSTP for which monetary damages may not be a sufficient remedy and that HKSTP shall be entitled, without waiving any other rights or remedies, to injunctive or equitable relief from a court of competent jurisdiction. This Agreement shall be governed by the laws of Hong Kong and subject to the non exclusive jurisdiction of the courts of Hong Kong.

(d) professional advisers, provided that the communications are held in strict confidence and limited to the information required for the adviser to render their professional advice in relation to the Tender;
(e) insurers or brokers for the purpose of obtaining an insurance quote, provided that the communications are held in strict confidence and limited to the information required to facilitate that particular insurance arrangement; and

(f) banks for the purpose of obtaining financing for the Contract, provided that the communications are held in strict confidence and limited to the information required to facilitate that financing.
Disclosure of subcontracting 4. We understand that we are required to disclose all intended sub-contracting arrangements
relating to the Tender to HKSTP, including those which are entered into after the Contract is awarded. We warrant that we have duly disclosed and will continue to disclose such arrangements to HKSTP.
Consequences of breach or non-compliance 5. We understand that in the event of any breach or non-compliance with any warranties or
undertakings in this certificate, HKSTP may, at its discretion, invalidate our bid, exclude us in future tenders, pursue damages or other forms of redress from us (including but not limited to damages for delay, costs and expenses of re-tendering and other costs incurred), and/or (in the event that we are awarded the Contract) terminate the Contract.
6. Under the Competition Ordinance, bid-rigging is serious anti-competitive conduct. We
