The East Rail Line (the former Kowloon Canton Railway - British Section) operates domestic as well as cross-boundary passenger services to the mainland boundary at Lo Wu. From the new East Tsim Sha Tsui terminus to Lo Wu Station, the East Rail Line covers a distance of 35 kilometres with a total of 14 stations, including a Racecourse Station open on race days.

The East Rail Line has embarked on a major expansion programme. The extension to Tsim Sha Tsui was commissioned in October 2004, while Ma On Shan Line came into service in December 2004. The works for the spur line running from Sheung Shui to Lok Ma Chau are well underway. These new rail links and extensions will make travelling between the North East New Territories and the urban areas much easier, and will provide another direct link to the Mainland.

Incorporation of developments within the key railway infrastructure is considered to be of paramount importance in land use planning terms due to the significant traffic and environmental benefits involved. Property development opportunities along East Rail were identified as part of the planning of the railway development by MTRC.

MVA was commissioned by MTRC as the traffic consultancy to carry out a series of traffic related study to the potential developments along East Rail. The consultancy services covered a wide range of traffic studies including:

The Hyatt Regency Hotel site is located at a prime location in the Tsim Sha Tsui area, which has been a popular tourist attraction on Kowloon side for decades. The client intends to redevelop the site as a world-class multi-storey shopping mall.

The client proposed to setback the existing building line at Peking Road as well as providing direct connection to the MTR Tsim Sha Tsui Station concourse. In view of the public benefits brought by the proposals, the client intends to proceed with dedica-tion for the public and gain bonus plot ratio. The client also intends to carry out a review of car parking and

servicing facilities beyond current standards for the proposed redevelop-ment so as to maximize the land use at ground floor for retail and minimize the excavation level and hence the cost.MVA was commissioned in late 2004 as Traffic Consultant to undertake traffic studies including the car parking

and servicing study and pedestrian study for dedication and MTR connec-tion. Tasks included :

Carrying out car parking and servic-ing demand study to justify the adequacy of car parking and servic-ing provision beyond the Hong Kong Planning Standards and Guidelines recommendations.

Forecasting pedestrian flow along the dedicated internal passage to form a basis for the team to handle dedication and design of the passage width of the retail mall.

Evaluating the public benefits brought by the proposals in terms of degree of public walking comfort, safety and congestion relief.

Preparing station planning and pedestrian flow forecast within MTR Tsim Sha Tsui Station for the STIC and SSCC submission.

Background & ObjectivesHong Kong won its bid to host the 5th East Asian Games (EAG) in 2009. In fulfilling the goal of being a successful host, a comprehensive marketing strategy has to be developed to rouse public awareness and invite business sponsorships. In response to this initiative, the 4th EAG experience in Macau (held in end October/early

November 2005) provided anopportunity for developing innovative, viable and financially soundsponsorship programmes.Against this backdrop, MVA Hong Kong Limited (MVA) was commissioned by the Leisure and Cultural Services Department (LCSD) of the Hong Kong Special Administrative Region (HKSAR)

Government to conduct the Survey on the 4th East Asian Games (the Survey) in October 2005.The survey aimed to achieve the following objectives:

to understand the profile of the television audience and attendants of the 4th East Asian Games held in Macau; and

to evaluate the awareness, interest and level of participation of both the EAG's television audience and attendants.

Key Taskspreparing a sample design in accordance with a scientifically designed sampling method that selects a random sample of respondents;

designing tailor-made questionnaires for attendees in Macao and audienc-es of both Hong Kong and Macao residents;

specifying all technical aspects of data collection requirements and logistics;

managing the execution of the main survey programme;

ensuring quality control throughout the data collection exercise;

performing quality checks to ensure validity of results;

processing and validating all survey data;

performing data analysis and preparing tabulations, including compilation of the estimates of parameters and their associated sampling errors; and

preparing all relevant reporting and presentation documents.

The importance of physical activity advocacy to improve physical and psychological health in the community has gained greater prominence in recent years. Despite thisdevelopment, there remains a high prevalence of sedentariness inindustralised countries. According to the estimate from the World Health Organization (WHO), physical inactivity causes 2 million deaths in a year. At least 60% of the global population fails to achieve 30 minutes moderate physical activity daily.In Hong Kong, a survey commissioned by the Department of Health (DH) in 1999 revealed that only 47.7% of the

respondents had engaged in some form of exercise in the monthpreceding the survey. The Population Health Survey in 2003/04 estimated that 33.3% of the Hong Kongpopulation aged 15-64 were physically inactive.

Against the above backdrop, public health authorities are endeavoring to arouse public interests in doing exercise. WHO and Governments of different countries are currently advocating the incorporation of physical activity into everyday lives in which the concept of active living is developed. Encouraging the public to use "stairs

instead of elevators" is beingpromulgated based on the fact that stair climbing is a convenient and easily accessible exercise, which can be performed regularly and does not require special training.

In this connection, DH commissioned MVA Hong Kong Ltd (MVA) to conduct an observational study (the Study) to assess the effectiveness of employing the Point-of-Decision Prompt (PDP) intervention in venues managed by the Leisure and Cultural ServicesDepartment (LCSD).

Objectives of the StudyTo observe if there is any significant increase in the proportion of visitors who use the stairs in the venues managed by LCSD 1 day and 3 weeks after the PDP intervention was implemented.

To observe if there is any significant increase in the proportion of visitors who use stairs in the venues managed by LCSD in different genders (male or female), directions of travel (upstairs or downstairs) and days of travel (weekday or weekend) after the PDP intervention was implemented.

The Tsing Ma Control Area (TMCA) covers about 21km of road network and is a transport infrastructure for access to the Hong Kong International Airport at Chek Lap Kok and the North West New Territories. It comprises a system of expressways, tunnel and bridges, these includes Tsing Kwai Highway, Cheung Tsing Tunnel, Cheung Tsing Highway, Tsing Yi North Coastal Road, Ting Kau Bridge, Lantau Link, Ma Wan Road and part of the North Lantau Highway (up to Yam O Interchange).The TMCA is an important transport node for access to the Hong Kong International Airport at Chek Lap Kok and the North West New Territories. Under the high wind conditions, wind susceptible vehicles are prohibited from using the upper deck of the Lantau Link and Ting Kau Bridge. With the imple-mentation of this high wind manage-ment scheme, congestion often resulted on Tuen Mun Road and Cheung Tsing Highway. As the traffic flows on Tsing Ma Bridge are expected to increase with on-going develop-ments on Lantau, it is necessary to review the high wind management measures with a view to minimizing disruption to traffic flows on these strategic links while maintaining traffic safety in TMCA.MVA Hong Kong Limited (MVA) in association with BMT Fluid Mechanics Ltd. (BMT) were commissioned by Transport Department to undertake the review of high wind management in TMCA. The progress of the study was directed by Working Group under the chairmanship of the Principal Transport Officer for Transport Department.

The main objectives of the study were as follows:

Provide a full review of the current TMCA wind management system and its' implementation in high winds with reference to the best international industry practice with a view to minimise disruption to traffic flows.Provide proposals for amendments to the current wind management system as appropriate.

Provide a review of the definition and categorisation of windsusceptible vehicles inherent in the current TMCA wind management system with reference to best international industry practice.Provide a review of the threshold wind speeds that trigger the different stages of the current TMCA wind management system with reference to best international industry practice.Provide a review of the lane and vehicle speed restrictions imposed when the TMCA wind management system becomes active in high winds.Provide a review of the effectiveness of the current TMCA windmanagement system.Provide proposals for improvement of the system and derive anassessment of the potential for these measures to reduce disruption to traffic flows.Provide a review of the existing traffic management scheme and provide proposals for improving the current traffic managementarrangement.The following major findings / recommendations were proposed :Wind Speed (HAWS) recorded on either TKB and LL triggered bridge closure revised from 65 kph to 90 kph;Definition of WSVs proposed to be revised;Erection of new information signs to speed up vehicle screening process; Implementation of bridge closure for LL and TKB separately;High wind management scheme is proposed to be carried in 3 stages under Do-Nothing, Short-term and Long-term Recommendation.

This study would be the first stage of a consulting project that will feed into subsequent stages aiming to formulate a detailed marketing/ branding strategy and help build the brand of the Client via internal and external communications with the Client’s stakeholders, including the management hierarchies.

The Guangzhou-Shenzhen-Hong Kong Express Rail Link (Express Rail Link, or XRL) runs from West Kowloon station in Hong Kong to Shibi station in Guangzhou South with intermediate stations in Futien and Longhua in Shenzhen. The Express Rail Link will connect with the 16,000-km National High-speed Railway Network and will enhance Hong Kong’s role as the southern gateway to the Mainland. Construction of the Express Rail Link commenced in January 2010, with completion targeted for 2017.

One of the study task under NEX/1041 MTRC Patronage Study for Domestic and Cross Boundary Rail Network was to provide patronage and revenue forecast of the XRL. Key aspects were:

The HKSAR Government wishes to develop an iconic Environmentally Friendly

Linkage System (EFLS) to serve the Kai Tak Development (KTD) and to support their

plans to develop a second Core Business District (CBD) in Kowloon East.

The Civil Engineering and Development Department embarked on a major two-year

feasibility study to investigate the implementation of a light to medium capacity

system to serve the area.

MVA undertook all transportation related tasks including:

West Kowloon Cultural DistrictThe West Kowloon Cultural District is a strategic investment by the Government of Hong Kong Special Administrative region to meet the growing demand in arts and culture infrastructure. MVA is involved as lead transport consultant on many areas of the development.

Xiqu Centre DesignMVA is supporting various shortlisted Bidders, hoping to implement appropriate traffic measures in order to facilitate both the development and operational processes of the Centre. The aim is to develop a master plan for the Eastern Entrance to the WKCD, as well as a building concept for the Xiqu Centre. These designs will be developed within the overarching WKCD Master Plan with assurance they are buildable and cost-effective.

Develop a traffic-free, pedestrian prioritised, natural, and built landscape extending the planning directions embodied by the plans for Express Rail Link - West Kowloon Terminus and West Kowloon Reclamation Area. That is, road traffic is to be put underground or depressed so pedestrians have full priority at the surface.

Develop a Integrated Transport Plan with an overriding goal to provide “Mobility for All” for a 40 hectares waterfront Cultural District.

The Xiqu Centre will be the first of seventeen core arts and cultural venues to be opened within the WKCD.

Express Rail Link Consultancy MTRCL Agreement No. C801 - Detailed Design for West Kowloon Terminus (WKT)

The future Express Rail Link (XRL) links the West Kowloon terminus (WKT) with the Mainland High Speed Rail network in Shenzhen, with direct services to key Mainland Cities. WKT is at the heart of West Kowloon and forms aninternational, cross boundary andHKSAR inter-modal hub.

MVA is responsible for the high speed rail terminus traffic and transport planning related designs. This includes the internal passenger-related facilities sizing and planning (including the HK & Mainland CIQ for arrival and departure passengers), connectivity within adjacent major developments; external road network, Public Transport Interchange, internal station traffic, Temporary Traffic management during construction; topside propertydevelopment, MLP study and so on.

The LEGION model adopted a minute by minute queuing analysis through the in-flow & out-flow at e-channel / counters as well as the maximum queuing times to determine the required numbers of e-channel and counters during peak hours.

The model was used to optimise the passenger flow and match the facilities to provide a cost-effective yet world-class station.

MVA has supported MTRCL with the XRL/WKT scheme over many years covering the initial forecasts, business case development, and government approval and funding process. We have provided detailed technical assessments of station sizing and facility provision for refinement of the internal and external operations.

For the facilities planning & sizing, MVA has undertaken the whole process from strategic forecasting through to detailed stationsimulation modelling.
